Holbeck Neighbourhood Plan -

Draft Policy Intentions


Preamble
The Holbeck Neighbourhood Forum was formally established on 29th March 2014
and is leading the preparation of the Neighbourhood Plan for Holbeck.
Based on information and ideas gathered over the past year or so from the local
community, a number of key aims and issues have been identified which will affect
the future development of Holbeck. These have now been summarised as draft
policy intentions to form the framework for the Holbeck Neighbourhood Plan.
The Core Strategy (Local Plan) was adopted by Leeds City Council on 12 th
November 2014 and policies in the Holbeck Neighbourhood Plan must be in
conformity with the policies in the Core Strategy (relevant links given in brackets).

Holbeck Vision Statement


To make Holbeck a more attractive and healthier place for everyone, it will
have a thriving local centre with a range of community facilities, a choice of
quality but affordable housing, a variety of local job opportunities, all set in a
green environment, respecting the heritage of the area, and well connected to
the city centre and adjoining neighbourhoods.

Draft Holbeck Neighbourhood Plan Policy Intentions


(To be further elaborated and supported by specific site allocations where
appropriate and a schedule of supportive projects)

1. Regeneration
Policy R1 In the Holbeck Neighbourhood, priority will be given to
developments that improve housing quality, affordability and choice, improve
access to employment and skills development, enhance green infrastructure
and green space, upgrade the local business environment and improve local
facilities and services.
(Much of Holbeck falls within a Regeneration Priority Programme Area - SP4)

2. Thriving Local Centre

Policy LC1 Develop the Local Centre as the focus of retail and community
services for the whole neighbourhood thus creating a thriving new heart for
Holbeck.
Policy LC2 Developments in the Local Centre should improve accessibility
and safety, particularly for pedestrians, and provide off-highway short stay
parking.

3. Range of Community Facilities


Policy C1 Developments which retain and add to the range of local
community facilities and services available to meet the needs of all within the
Holbeck neighbourhood will be supported.
Policy C2 Developments which contribute to the health and well being of the
community will be particularly supported.

4. Quality Housing
Policy H1 New housing developments that provide a range of affordable
house types and tenure will be supported.
Policy H2 The development of the Matthew Murray site for a mix of housing,
including affordable housing and shared housing, in a green infrastructure
setting would be supported.
(An indicative planning/design brief, emphasising connectivity with the rest of
Holbeck, to be included in the Plan).

Policy H3 Developments which improve the quality of the existing terraced
and back-to-back housing stock and their setting, notably boundary
treatments, bin storage and streetscape, will be supported.
(Priority areas to be identified in the Plan with indicative illustrations)
Policy H4 Proposals to restrict concentrations of houses in multiple
occupation (HMOs), to ensure a more balanced community, will be supported.

5. Employment Opportunities
Policy E1 Developments providing general employment uses in a mixed use
environment, including local services and residential development will be
supported, particularly in the predominantly employment areas north of the
viaduct and between Sweet Street and Nineveh Road/Jack Lane.

Policy E2 Developments which upgrade the external environment of all
businesses, including shops fronts, by applying secure by design principles
to boundary treatments and security shutters will be supported.

Policy E3 Proposals which provide temporary/meanwhile uses of vacant
properties will be supported.
Policy E4 Developments which provide for the temporary greening of vacant
sites, including wildflower planting, will be supported.
Policy E5 Proposals to redevelop industrial sites along Ingram Road for
mixed uses, including residential, will be supported.

6. Green Environment
Policy G1 Developments that protect and enhance the existing green
infrastructure, including green corridors, green spaces, and nature areas will
be supported.
(Existing different types of green spaces to be identified in the Plan)
Policy G2 Developments which extend the green infrastructure, by linking
green spaces, and/or filling in gaps in existing green corridors, including the
use of street trees will be supported.

Policy G3 Proposals which promote active uses of green spaces, particularly
those which are child friendly, will be supported.

7. Heritage Environment
Policy HE1 Developments which protect and enhance the proposed
Conservation Area around St. Matthews, Domestic Street and Holbeck Moor
will be supported. (Boundary to be shown in the Plan)
Policy HE2 Developments which protect and enhance the existing Holbeck
Conservation Area will be supported, including those within the proposed
extensions to the Conservation Area.

Policy HE3 Developments which support Conservation-led regeneration
schemes to enhance the historic environment, notably the bringing into use
and restoration of positive buildings or structures, will be supported.

Policy HE4 Developments which protect and enhance local non-designated


heritage assets outside Conservation Areas will be supported.
(Schedule of the non-designated heritage assets to be included in the Plan)
Policy HE5 Develop a History Trail from Holbeck Cemetery through the
neighbourhood to the city centre.
(This may be more appropriately included in the projects list)

8. Well Connected Neighbourhood


Policy T1 Proposals which improve the attractiveness and safety of active
modes, notably pedestrian routes and cycle-ways, including safe routes to
schools, both within the neighbourhood, and connecting with the City Centre
and adjoining neighbourhoods, will be supported.
(Routes will be identified in the Plan)
Policy T2 Proposals to reduce through traffic within the neighbourhood,
particularly through the Local Centre will be supported.
Policy T3 Proposals to improve access to bus services linking to shopping
centres and other facilities outside the neighbourhood will be supported.
Policy T4 Proposals that give priority to on-street residents parking and to
short/medium stay parking in non-residential areas will be supported.
Policy T5 Proposals for traffic calming schemes in residential areas,
including 20mph zones, will be supported.

9. Attractive Design
Policy D1 Developments which recognise and enhance local distinctiveness
and character, including townscape setting such as corner sites and
viewpoints, will be supported.

Policy D2 Developments which retain original architectural details, in
materials, fenestration and roofscape, and which contribute to local
distinctiveness and character will be supported.

Policy D3 Proposals for street furniture, including signage and interpretation
boards, should be coherently designed (a Holbeck style), particularly in the
Conservation Areas.
