Hagans v Lavine 415 U.S. 533., There is no discretion to ignore lack of jurisdiction. Joyce v U.S. 474 2d 215;
The law provides that once State and Federal jurisdiction have been challenged, it must be proven. Main v
Thiboutot 100. S. Ct 2501 (1980); "Jurisdiction can be challenged at any time " and "Jurisdiction, once
challenged, cannot be assumed and must be decided". Basso v Utah Power and Light Co. 495 F.2d 906,910.

As all government entities and alleged private corporations must be a creature of the American Constitution, this is a formal

Request and Command for GLOUCESTER TOWNSHIP MUNICIPAL COURT and/or Patrolman James Clark, Patrolman Jason Fisher;
Magistrate Nicholas F. Trabosh, Court Administrator Patricia Carroll, and all involved said Officers that responded to the

allegations made against an Aboriginal/Indigene, to produce for the record, the physical documented, certified Delegation of
Authority Order, as Proof of Jurisdiction, as required by Law, per Article III, Section 1 of the United States Republic Constitution.

I / we will allow ten (10) days from the date of this Averment of Jurisdiction Quo Warranto and Discovery, for the requested,
authentic document, with original signatures, to be provided to me / us for my / our complete examination for my / our said
Defense in the Outlined, Actual occurrence of the matter as follows:

1.) The claimed jurisdiction by GLOUCESTER TOWNSHIP POLICE DEPARTMENT and/or GLOUCESTER TOWNSHIP MUNICIPAL
COURT, over the Natural Divine Being, Jakeem Farouk El, purposely / intentionally misidentified and mis-classified as a
corporate construct and fictitious person named Lucas E. Masters, has already been lawfully challenged several times since
February 2014 A.D.
2.) An original Averment of Jurisdiction Quo Warranto was initiated back on February 8, 2014 A.D. [C.C.Y.], through United

States Republic Postmaster Article / File Number: 7013 1710 0000 3390 0377. I / we allowed time for GLOUCESTER
TOWNSHIP MUNICIPAL COURT to produce, for the record, a Certified Delegation of Authority Order to prove that the said
Court is one of competent jurisdiction and indeed has jurisdiction over a Natural Divine Being, Moorish American and

Moroccan National. The Moorish Nation has been expecting proper documentation granted to GLOUCESTER TOWNSHIP
MUNICIPAL COURT and/or Nicholas F. Trabosh, to prove the alleged authority over Moorish Americans, Aboriginal /
Indigenous Moroccan Nationals.

3.) In addition to the Certified Delegation of Authority Order request already made several times, the Natural Divine Being,
Jakeem Farouk El has suffered tremendously by having been kidnapped consistently by GLOUCESTER TOWNSHIP POLICE
DEPARTMENT and Human Trafficked as a corporate, fictitious construct, fraudulently deemed as chattel (slave) property to

CAMDEN COUNTY CORRECTIONAL FACILITY, located in Camden Territory, New Jersey Republic, by a Negotiable

Instrument (i.e. Drivers License, Social Security Number / Card). Jakeem Farouk El does not subscribe to the Social Security

Administration Insurance, and therefore, he has no policy to even reference a said Social Security Number, nor is he a
member of the Division of Motor Vehicles Commission of any said State.

4.) On April 29, 2014 A.D., the Natural Divine Being made a Special Appearance to GLOUCESTER TOWNSHIP MUNICIPAL
COURT, under Threat Duress and Coercion, before Magistrate Nicholas F. Trabosh, where he attempted to clear the

misconceptions, misidentification, and mis-classification up entirely. Jakeem Farouk El did place his proper natural person
status on the record, as well as declared his Nationality as a Moorish American National of the Moroccan Empire. However,
Magistrate Nicholas F. Trabosh ignored the peaceful correction and declaration and continues to pursue Jakeem Farouk El in
attempt to claim jurisdiction that has NEVER been proven for the record.
5.) On January 17, 2015 A.D. [C.C.Y.], Jakeem Farouk El was kidnapped again, this time, by WINSLOW TOWNSHIP POLICE
DEPARTMENT, who conspired against Jakeem Farouk El, having obtained the fictitious, corporate misnomer identified as a

Lucas E. Masters, from GLOUCESTER TOWNSHIP POLICE DEPARTMENT and/or GLOUCESTER TOWNSHIP MUNICIPAL
COURT.

Consequently, both GLOUCESTER TOWNSHIP MUNICIPAL COURT and WINSLOW TOWNSHIP MUNICIPAL

COURT continue to harass the Aboriginal / Indigene with malicious intent to continue to Human Traffick and further harass
by conspiracy under Color-of-Law and Color-of-Authority, the Natural Divine Being known as, Jakeem Farouk El.

6.) It is peacefully demanded that all conspiring parties through GLOUCESTER TOWNSHIP INCORPORATED, (Doing Business
As) GLOUCESTER TOWNSHIP POLICE DEPARTMENT and GLOUCESTER TOWNSHIP MUNICIPAL COURT, along with
WINSLOW TOWNSHIP INCORPORATED, (Doing Business As)

WINSLOW TOWNSHIP POLICE DEPARTMENT and

WINSLOW TOWNSHIP MUNICIPAL COURT, to refrain from further injuring, further harassing, further Human Trafficking,

further Treason, and further intent to commit Genocide against the Moors / Moorish Americans / Moorish Nation. This
peaceful command is for the record, to be read into the record, and to be placed into the record for ultimate Cure of the

clear violations of rights the Aboriginal / Indigenes of the Moorish Nation. Any peaceful communications can be mailed to
the Mailing Location (not Address or Addressee) below.

PUBLIC HAZARD BONDING OF CORPORATE AGENTS All officials are required by federal, state, and municipal law to
provide the name, address and telephone number of their public hazard and malpractice bonding company and the policy
number of the bond and, if required, a copy of the policy describing the bonding coverage of their specific job performance.
Failure to provide this information constitutes corporate and limited liability insurance fraud (15 USC) and is Prim a Facie
evidence and grounds to impose a lien upon the official personally to secure their public oath and service of office. (18 USC
912). I / we Moors / Moorish Americans will allow ten (10) days for the requested, original, certified, authentic and
physically signed Delegation of Authority Order from Congress, to be furnished for examination to prepare a Defense by
Due Process of the Supreme Law of the Land.
