PROTOTYPE COMMUNITY WASTEWATERDRAINAGESEWERAGE-WASTE DISPOSAL

SYSTEM
( A Barangay Level Environmental Management
System)
Overall Concept:
As an alternative in selecting a single barangay for
a model of a drainage/wastewater/sewerage
system budget out of 93 covered barangays in
eight (8) municipalities by Relief International that
could/ should be replicated and/or improved to and
in other communities towards a total sanitation
status under the Philippine Approach to Total
Sanitation (PhATS), a competition-based approach
shall be developed and instituted to draw up wider
participation,
spur
local/indigenous/low-cost
technology
development,
optimize
benefit
distribution,
encourage new, continuing and
advance researches, and bolster replication for
community health, productivity and sustainability.
Prizes has to be awarded to deserving prototypes
conceptualized, developed, operationalized and/or
maintained by local communities.

General Criteria
2.1. All the 93 barangays of the 8 municipalities
covered by RI are all automatically
qualified for the awards system, as long as
they signify in writing through a barangay
resolution;
2.1. A barangay has already passed a barangay
resolution and the Punong Barangay
signed the MOU for the WASH-PhATS-DRR
and liquidated any/all incentive awards
received for achieving G-1, G-2 and/or
responsible barangay award;
2.2. General Limitation

Specific Criteria
3.1. ZOD/G-1 Barangays and Sustainable/G-2
Barangays declared and certified as of
April 30, 2015;
3.2. A Barangay must have existing and
functional MRF or solid waste disposal
system and Barangay WASH Committee;
3.3. A Barangay has adopted, amended, revised
and/or implemented at least two (2) of the
following local legislations, to wit:
3.3.1. Local Sanitation Code/Ordinance;
3.3.2. Anti-littering Ordinance;
3.3.3. Anti-Astray Animals Ordinance;
3.3.4. Anti-Open Defecation Ordinance;

Selection Criteria
4.1. Pre-Selection Qualifiers
4.1.1. Shortlisting of qualifiers based on
General and Specific Criteria to be
determined by an RI In-House
Shortlisting Committee;
4.1.2. The
number
of
shortlisted
barangays shall be considered
based on the following, to wit:
4.1.2.1. Five to six (5-6) shortlisted
barangays if there are 10
or less qualifiers for the
General
and
Specific
Criteria;
4.1.2.2. Eight
to
ten
(8-10)
shortlisted barangays if
there are more than 10 but
less than 21 qualifiers;
4.1.2.3. Twelve to fifteen (12-15)
shortlisted barangays for
more than 21 qualifiers;

Final Selection
4.2.1. A Selection Committee (SC) shall
decide within the month/s stated
below for all the shortlisted
qualifiers and/or Top Five (5)
