BilingualeducationintheUnitedStates
TheUnitedstateshasbeenknowntomanyasthelandofopportunityaplacewhere
hardworkanddedicationcanleadyoutosuccess.Alongwiththehardshipsthatcomebyleaving
awholelifebehindinsearchofabetterone,mostoftheseimmigrants,especiallytheyounger
generations,havetoadapttoanewenvironmentnewculture,andnaturally,newlanguage.
Becauseofthis,anongoingdebatehasemergedbetweenthosewhosupportbilingualeducation
andthosewhodonot.Thispaperwillfocusonanalyzinganiconographypiecethatsupportsthe
implementationofthebilingualsystemapoliticalcartoonpublishedbytheUtahassociationfor
publiceducation(2010)Bothofthesepiecessupportthebilingualsystem.howevertheyboth
utilizeadifferentgenreandfulfilltheirpurposebydifferentmeans.
Audienceandpurpose
Apoliticalcartoonspurposeisnotonlytoillustrateacurrenteventorissue.Morethan
that,apoliticalcartoonexposestheauthorspointofviewinaquickandentertainingway,which
servesasameantopersuadeotherstosharethesamestanding.Inthepoliticalcartoonpublished
bytheUtahassociationforpubliceducation,themessageisclear:toshowtheviewersthe
problematiccircumstancesimmigrantstudentswithoutbilingualeducationgothrough.The
intendedaudiencecanbeanyonewhomayrelatetothisproblemeitherbypersonalexperience,
orbymereinterestinthewaythecountryseducationsystemisprogressing.

Inorderfortheauthortofullyexpresstheintendedmeaningofthecartoon,heutilizes
differentrhetoricalappealswhichtogethercentralizethepurpose.first,theauthorutilizesethos
byappealingtotheethicalsideofthestory.ascartoonillustrates,thelittlekiddoesnot
understandawordhisteacherisspeaking,andwhathisteacheristryingtosay,isthathewould
beindisadvantagebecausethebilingualprogramhasbeenvoteddown.Itisunethicaltobe
unfair,thereforetheauthorletstheviewerbeawareofthegreatdisadvantagethiskidwillhave
byfallingbehindonschoolbecausehedoesnothowtospeak,orinthiscaseunderstandenglish.
TheauthoralsoappealstotheLogosaspect.Hemakesitobviousthatwithoutbilingual
education,thelittlekidwouldnotbeabletounderstandhisteacher,whichmakestheviewer
awareofthenecessityofthesekindsofeducationalprograms.Finally,theauthorappealstothe
Pathosaspectbyportrayingthelittlekidasconfusedthroughoutthewholecartoonunableto
understandwhatisbeensaidtohim.Bythis,theauthorcreatesasenseofsolidaritywiththe
littlekid,andmakestheviewerreflectupontheconsequencesofeliminatingbilingualprograms.
Structureanddelivery
Althoughapoliticalcartooncanbeverylimitedintermsofspaceandtextual
information,ithasitsadvantagesinthewaythatitcanbeviewandanalyzedquickly,itgoes
straighttothepoint,anditcanbevisuallyappealing.Thisspecificpoliticalcartoonalthoughit
didnotutilizedcolor,wasvisuallyappealing.Fourshortscenesstraightandtothepoint,leave
theviewerwithabetterunderstandingaboutthenecessityofbilingualprogramsintheEducation
system,andpersuadestheviewertoopposeagainstallthosewhobelieveotherwise.
