Henriques, The Jewish Quarterly Review, Vol. 20, No. 3 (Apr., 1908), pp. 391-449 and Marriage Act 1949 http://www.legislation.gov.uk/ukpga/Geo6/12-13-14/76 These documents are issued by synagogues and not by Register Offices, which do not receive the records from a particular synagogue until its current marriage register is full, perhaps after a delay of some years, depending upon the frequency of marriages performed there.
