Sole Source and Contract Approval: Water Network Monitoring and Management
Software(Sedaru)

RECOMMENDATION
Authorize staff to enter a 1 year contract with ID Modeling, Inc. for a Water Network Monitoring and
ManagementsoftwaresystemcalledSedaruinthetotalamountof$XXXXX.Sedaruisuniqueinthatitisthe
only software system that integrates and displays data from the Citys SCADA system, Sensus FlexNet AMI,
infraMap,GIS,andhydraulicmodelinthesamesoftwaresystem.

BACKGROUND
TomanagetheCityswatersystem,staffuse5separatesoftwaresystems.Eachday,stafflogintoeachsystem
separatelysincetheCitydoesnothaveonesystemthattiesdatafromallofthesystemsinoneplace.Asa
result,noonestaffhasacompleteunderstandingoftheCityswatersystematanyonetime.

PublicWorksmanagesavarietyofsoftwaresystemsthathelpstaffmaintaintheCityswatersystem.These
systemsinclude:
1. SCADA(SupervisoryControlandDataAcquisition)isthemonitoringandcontrolsystemforallwater,
sewerandstormstationsintheCity.
2. SensusFlexNetAMIistheAutomatedMeterInfrastructureusedtocollectmeterreadingsandtrack
consumption for our water customers remotely (so that staff do not have to drive/walk past each
meter;manuallycollectingreadings).
3. InfraMapisthesoftwareusedbyPublicWorkstorecordworkcompletedinthefield.

OutsideofPublicWorks,CitystaffutilizeothersystemsthatalsorelatetotheCityswatersystem.Theseother
systemsinclude:
1. Planning and I.T. staff manage the Citys GIS (Geographic Information System) the database that
stores and displays the location and attributes (pipe age, size, material, etc.) for the Citys water
system.

2. Engineering staff work with outside consultants to run water hydraulic models that analyze
performance capabilities of the Citys water system and define the requirements necessary to meet
systemdesignstandardsforpressureandflow.

ANALYSIS
1. Public Works staff found that Sedaru software (made by ID Modeling, Inc.) is the only software
solutionthatcombinesdatafromSCADA,SensusFlexNetAMI,InfraMap,GISandthewaterhydraulic
modelinoneplace.

2. BecauseSedaruistheonlysoftwareabletodisplayalloftheCityswatersystemsatonetime,Public
Works staffdid not consider software from othervendors as able to satisfy the Citys requirements.
StaffisthereforerequestingthattheCityapprovethesolesourceacquisitionofSedarusoftwarefrom
IDModeling,Inc.ofArcadia,CA.

3. BenefitsofusingSedarusoftwareincludethefollowingreasons:
a. Allowstafftounderstanddatafromdifferentsystemsinoneplace.
b. Create knowledge sharing opportunities. Instead of relying on specific staff to understand
each separate system, other staff will have the opportunity to interact and learn from each
systemsdataoutput.
c. Systemwidemappingoftotaldeficienciesandpotentialimpactstothewatersystem.
d. Interdepartmentalcommunicationframeworkforrealtimecollaboration.
e. Customizablebusinessintelligenceanddecisionsupportdashboards.
f. CapitalImprovementProject(CIP)planningandanalysistools.
g. ExcellentresponsivenesstotheCitysneedsandrequestsforinformation.
h. Excellent track record of partnership with City staff users and excellent vision in further
developmentofSedaruplatformtomeetfutureneeds.
i. IntuitiveinterfaceandeaseofuseforCitystaff.
j. Strongfunctionalitiesandrobustadministrativetools.
k. Abilitytointegratewithexistingsystemsandgrowwithevolvingneeds.

FUNDING
1. Water CIP funds allocated for Asset Management Software (68684063) will pay for the $27,300
expense.Thereissufficientroominthebudgetforthisexpense.
