fortheinstallationofanaircraft(helicopter)hotpit
directfuelingsystem(designbyU.S.Navy).Operating
helicoptersstationedatNSMayportwerebeing
refueledontheparkingapronatHangar1552using
tacticalrefuelertrucks.Theaircraftdirectfueling
systemreplacedtheuseofthetrucksforhelicopter
refueling.Thedirectfuelingsystemisbasedona
pressurized,recirculatingfuelingsystem,includingfuel
returnpipingfromthesingleaircraftdirectfueling
station(pantograph)locationtothetwoexistingJP5
operatingstoragetanks.Thetwoexisting15,000
gallonJP5abovegroundstoragetanks(ASTs)were
modifiedtosupportthenewaircraftdirectfueling
system.

finishesforthePOLfacilitywerematchedtobe
visuallycomplementaryandarchitecturallycompatible
withtheadjacentAirTrafficControlTower,Building
2215.ThedesignofthisprojectmeetsallATFP
standardsandEPAct2005criteria,andwascertified
LEEDSilver.Theprojectalsoincludeddemolitionof
Building18(theexistingPOLlaboratory),once
constructionofthenewfacilitywascomplete.

Installationofthesingleaircraftdirectfuelingstation
includedrefuelingcontrolvalves,fuelingstation
meter,fuelingstationventuri,swiveljoints,fueling
hose,pressuregauges,fittings,andpantograph
sectionstoencompassacompletesystem.Fueling
pumpsandfilter/separatorswereprovidedand
installedneartheexistingfuelstoragetanks.All
undergroundfuellinesarepremanufactureddual
wallcontainmentpipelines,withacontinuousleak
detectioncableinstalled.Undergroundfuellineswere
installedundertheaircraftparkingaproninan
undergroundcasementpipe.Allundergroundpiping
wasinstalledbyhorizontaldirectionaldrilling(HDD)
methodswithoutdisturbanceoftheactiveaircraft
apron.

providesadministrativeofficespaceforupto22
people.The2storystructurehasanenclosedoffice
spaceontheseconddeckandanopenworkspaceon
thefirstdeck.Thefirstdeckprovidesadequate
lightingandcanfunctionasworkshopspace.The
mezzanineissupportedonsteelcolumnswithsteel
beams.Theclearspaceunderthemezzaninehasa12
footclearance.Aheightof9feetismaintained
throughoutthenewofficespace.Themezzanine
officespaceandtheclearspaceunderthemezzanine
arebothsprinklered.Thesmallofficeincludingair
conditioningductworkleadingtothemainductwas
demolished.Asetofdoubledoorstotheofficespace
wasprovidedtoaccommodatefurnitureand
computerequipmentinstalls.Constructionincluded
carpetandbase,paint,suspendedceiling,lighting,
electricalwiringanddevices,fireprotection,data
cabling,andHVAC.Theexistingwarehousefloorwas
repaired,refinished,andsealedtomatchexisting
conditions.

VAMedicalCenter.TheUSTshadbeenoperatingsince
circa1976butrequiredremovalandreplacementwith
doublewallUSTsinaccordancewithEPAmandate(40
CFR280).TheexistingUSTs,whichprovidedNo.2fuel
tothreeboilers,weresinglewallsteeltanksburied
approximately10feetdeep.Theprojectwas
conductedinthreemajorphases:(1)constructionofa
temporaryfuelsystemwhichwouldservethethree
boilersduringremovaloftheexistingtanksand
installationofthenewtanks,andwouldbecome
permanentoncethenewsystemwasfullyfunctional;
(2)removalofthetwoexistingUSTsandallassociated
pipingandmonitoringequipment;and(3)installation
oftwonew20,000gallonstoragetanksinaconcrete

squarefeet)wasrecentlyopenedforuse.AKEAhas
alsocompletedthedesignforthesecondparking
garage(5levels,478spaces,175,270squarefeet).The
designofthefirstandsecondgaragesincludesa
provisiontoconnectthestandalonegaragesina
futurephase.Designisunderwayonthethirdparking
garage(7levels,1,000spaces,350,000squarefeet).

Thesehighlyvisibleprojectspresenteduniquedesign
challengesincludinganaugercastpilefoundation,
uninterruptedhospitaloperations,andheightand
operationalrestrictionsduetoanadjacentactive
heliportservinganearbyhospital.AKEApresented
alternativedesignsolutionstomeetthespecificneeds
oftheclient.Workingcloselywiththeclienttoreview
andapprovealternativeshasresultedinsignificant
projectsavingstodate.

Uponcompletionofthesethreecontracts,atotalof
2,115parkingspaceswillbeavailableinanarea
greaterthan744,000squarefeet.

Thedesignfeeforthethreeparkinggarageprojectsis
$1.6million,andtheconstructionfeeisestimatedat
$21.5million.

MalcomRandallVAMedicalCenterinGainesvilleofa
newbedtowerthatreplaced238bedsinmultibed
wardswithsinglepatientrooms(designedbyFlad
Associates).Oncethepatientbedsweremovedtothe
newtower,approximately65,000departmentalgross
squarefeet(dgsf)ofspacebecomeavailable.In
anticipationoftheavailablespace,theAKEA/Flad
teamwascontractedtoprepareamasterspaceplan,
notonlyfortheGainesvilleMedicalCenterbutforthe
LakeCityfacilityaswell.Itwasdeterminedthatthe
Gainesvillefacilityhadanadditionaldeficitofalmost
500,000squarefeetduetoprogram/functional
deficiencies,VAcriteriadeficiencies,and2015growth
projectionsforthevariousservices.AKEA/Fladwas
taskedtocompleteaplanthatbackfillsthevacant
spaceandaccommodatestheneededspacein
renovatedornewspace.LakeCityisamuchsmaller
facilitythanGainesvillebuthassimilarcriteria
deficienciesthatmustbecorrectedinthemasterplan.

AKEAperformedelectricalsystemstudiesofexisting
campusfacilitiesattheOrlandoVAMedicalCenter.
Thestudieswerebasedonthemostcurrentdata
obtainedfromfieldinvestigationsandinformation
derivedfromasbuiltdrawingsandfromstaff
familiarityandknowledgeofthefacilityelectrical
systems,inadditiontopersonalinspectionofthe
distributionsystembyAKEAelectricalengineering
staff.Thefacilitiesstudiesencompassedatotalof
nearly480,000squarefeetoverseveralbuildings,
includingthe214,925squarefootmainhospital
building,the62,523squarefootCommunityLiving
Center,andthe148,500squarefootLakemont
Campus,whichservesastheadministration
headquarters.AKEAprovidedafinalreportforeach
facilitythatincludedupdatedonelinediagrams,short
circuitanalysis,arcflashhazardanalysis,voltagedrop
calculations,timecurrentcoordinationstudyand
drawings,andalistofobservedNECviolations.The
reportincludedrecommendedimprovementsand
associatedcoststocorrectdeficiencies.AKEA
additionallyprovidedlabelsindicatingarcflashhazard
categoriesandappropriatepersonalprotective
equipment(PPE)foreachelectricaldevicestudied.

TheAKEAteamprovidedprojectmanagementservices
includingschedulinganddocumentingallmeetings,
coordinatingreportproduction,andadheringto
projectscheduleandbudget;collectingdatafromVA
providedreportsand/orfromobservationincluding
butnotlimitedtospacerequirements,staffing,and
waittimes,patientflow,adjacentservices,andleased
spacedata;andhighlevelinvestigationofexisting
buildingconditions,basedonexistingdata.Two
separatestudieswereconductedsequentiallybutin
parallel(oneforeachcampus)andasinglereportwas
presentedforboth.Thefinalreportfocusedonafive
yearvisionyetincorporatinganyknownprojects

thatthewaterstoragefacilitybecapableofsustaining
thewatersupplyattheAtlantaVAMCforaperiodof
96hoursperTheJointCommission,formerlyknownas
theJointCommissionforAccreditationofHealth
Organization.Threealternativeswereoriginally
generatedforeachoffourlocations:anelevated
watertankalternative,anabovegroundconcrete
storagetankalternative,andaconcretebelowground
storagetankalternative.

AKEAwascontractedtodesignanunderground
storagetank(UST)withcapacityof750,000+gallons,
withaccompanyingpumpstationandpiping,
disinfection,andelectricalsystem(including
temporarypowersupply),alongwithinstrumentation
andcontrols,fortheAtlantaVAMedicalCenter.A
feasibilitystudywaspreviouslyconductedbyAKEA
underadifferentcontracttoevaluatepotential
locationsanddesignalternatives.Thelocation
identifiedfromthefeasibilitystudywasnolonger
validbecauseofotherongoingprojectsatthemedical
center.FinalsitelocationfortheUSTutilizedoneof
thesteeperareasonthemedicalcentergrounds.The
tankisspecifiedtobeATFPblasthardenedresistant,
anditutilizesastandalonepumphouse.Thewater

580bedgeneralmedicalandsurgicalhospitalwithan
extensiveoutpatientclinic.Thisprojectinvolved
completedemolitionofexistingcoolingtowers,
coolingtowerpumps,undergroundcoolingtower
waterpiping,andelectricalpowersupply.Thedesign
includedinstallationofnewcoolingtowers,new
coolingtowerpumpsandpiping,newelectricalpower
supplies,newmakeupwaterconnections,andnew
coolingtowerdirectdigitalcontrol(DDC)system
compatiblewithexistinghospitalwideDDCnetwork,
plusabrickormasonryscreenwallaroundthenew
coolingtowers.Thedesignalsocontainedprovisions
toinstalltemporaryportablecoolingtowersto
maintaincondensingwaterservicetoexistinghospital
centrifugalchillersduringinstallationofthenew
towers.AKEAwasalsotaskedwithinvestigatingand
assistingtheVAwithlocatinganewsiteforthe
coolingtowersandpumps.

Thescopeofworkforthisfeasibilitystudyincluded
reviewingVAfurnishedasbuiltdrawings,schematics
anddesigndocuments,equipmentlayouts,andother
programmaterials,andevaluatingthefeasibilityand
approximatecivilandstructuralcosttoreplace
existingcoolingtowersattheAtlantaVAMedical
Centerwithtowerstobeplacedatopanursinghome
adjacenttothemedicalcenter.Incompletingthe
analysis,AKEAassumedthattheexistingstructural
frameworkwouldbeutilized,existingcolumnswould
beuncoveredandextended,andanewstructural
steelframeworkwouldbeconstructedtosupportthe
newcoolingtowers.Ascreenwallwouldbe
constructedaroundthecoolingtowers,butthespace
abovethetowerswouldbeleftopen.AKEA
determinedthattheexistingstructurewascapableof
withstandingtheanticipatedadditionalvertical(dead
andlive)loadswithoutmodification.Theapplication
oflateral(windandearthquake/seismic)loads
necessitatedincreasingthecapacityofsomeofthe
existingstructuralmembers.Theeffortassociated
withthisinstallationwouldbesignificant,withcranes
neededtoliftthetowerstotheroof,screenwalls
extendedapproximately35feetabovetheexisting
rooflevel,andstructuralsteelframingrequiredto
facilitatetheaddition.

methods.Basedupontheseenergysavingsestimates
andbyutilizingtheactualAtlantaVAMCfuelcosts

performedalifecyclecostanalysisanddeterminedan
estimatedsimplepaybackperiodforthiscapital
expenditure.

AKEAdevelopedthedesignofthreeboilerfluestack
economizers,onecommonblowdownheatrecovery
system,andallnewcontrolsforthethreeboilers,heat
recoverysystem,andeconomizerswiththreenew
forceddraftfanvariablefrequencydrives.
Aninitialenergyauditandenergyevaluationwas
performedtodetermineanestimatedbaselineand
costsavingstobeutilizedinthelifecyclecostanalysis.
Thesecalculationsincludedcombustionandfuelto
steamefficienciesandfuelinputanalysisofthe
existingboilersbyperformingastacktestandinput
fuelfiringrateanalysisfortherequired30%energy
reduction.Additionalenergysavingsweredetermined
byananalysisofthesystemwatermakeupquantity
andcostwithenergyreductionutilizingaboiler
blowdown/makeuptubeandbundleheatexchanger.
Thisenergysavingsanalysisdeterminedthelowest
acceptablefluegastemperatureandthemaximum
combustionairquantitythroughtheentirerangeof
theboileroperationtodeterminethemostefficient
andcosteffectiveeconomizerandoxygencontrol
systemsfortheactualdesign.
