Dear Ms. Black,

The Citizen Review Panel (CRP) thank you for taking time to speak to us about your complaint
at the public portion of the meeting held on Monday, December 7, 2009. We value the input and
recommendations of members of the public, which often help the CRP to formulate
recommendations to the Chief of Police, Art Acevedo.

This letter is in response to your complaint #2009-1053 regarding your experience with the
Austin Police Department (APD). Specifically, we understand that you believe that APD
officers failed to fully investigate crimes against you.

The CRP has conducted a careful review and consideration of your written complaint, Internal
Affairs Division (IAD) investigation file, evidence available, and your public testimony. While
we understand your concerns regarding your complaint, the CRP has concluded that APD was
not in violation of APD General Orders.

This letter concludes the CRP’s review of your complaint. You may contact Ms. Carmen Scott,
