Model Essay Introduction
Lets face it; there are too many dogs and cats out on the streets with no owners and no
comfortable place to live. We see this constantly while driving around the city. There seems to be
an unlimited amount of stray pets. We see a lot of them dead in the middle of the street as were
driving somewhere. It seems like he number of times we witness this has gone up over the last
few years. Why is that and how can we stop this? Based on observation we can say that the
reason there are so many stray pets is because those strays are producing more and more
offspring.
Could one of the possible solutions to this problem be to force owners to neuter their pets. Award
winning dog breeder, Milton Sax apposing this idea saying, Its the responsibility of the owner
to take care of the pet they went out and got. If they arent going to be responsible enough to take
care of it then they shouldnt be owners. In other words neutering a pet is the decision and
responsibility of the owner (Sax). On the other hand, Animal Police Officer George Martinez
says that, owners are clearly not being responsible enough and laws need to go into effect that
will help the stray population decrease. If owners are required by law to neuter their pets we will
definitely see a huge decrease in the amount of stray pets there are for future generations to
come (Martinez).

There are those who oppose the idea of having law that makes it a requirement to have to neuter
your pet. There are also those who disagree and think its the responsibility of the owners. The
debate continues but we could ask questions about both sides of the argument. For example do
we have physical evidence that forcing owners to neuter their pets will help decrease the number
of stray pets on the streets? Or do owners just need to be better informed about what could
happen if they arent being responsible enough with their pets.
