notallphysicaleducationprogramsdeliverthesamehealth,wellness,economic,and
preventative,effectsthateffectiveprogramsdo.(Corbin,Masurier,2006)Aneffectivephysical
educationprogrammustbecomprisedoffourcorecomponentstheopportunitytolearn,
appropriateinstruction,meaningfulcontent,andstudentandprogramassessment.(Centers
forDiseaseControlandPrevention,2013)
Thefirstcomponent,opportunitytolearn,isprovidingeverysinglestudentwith
effectivephysicaleducation.Whilethisisoneofthemostcontroversialaspectsofthistopic,
researchshowsthatrequiringphysicaleducationandprovidingadequatetimeandequipment
isessentialtomaximizingtheeffectivenessofphysicaleducation.
Appropriateinstructionistheapplicationofphysicaleducationasanimportantpartof
theschoolscurriculum.Thatwouldmeanthatphysicalactivitycannotbecarriedoutina
disciplinaryformatandallstudentsmustbeincluded.Researchalsoindicatesthatthe
programismosteffectivewhentheteachersgivingtheinstructionhavehadprofessional
developmentinthefieldofphysicaleducation.(PERK2010)
MeaningfulcontentmeansthatthePhysicalEducationprogramwillbeeffectiveforthe
studentslevelandphysicalneeds.Thatmeanssequentialstandardsrangingfromthe
developmentofmotorskillstointensivephysicalactivityareeffectiveinproducinglonglasting
results.Thereishowever,datatoprovethatbothrigidoverarchingstandards,andschool
basedflexiblestandardscanbeeffectiveatprovidingmeaningfulcontent.(PERK2010)

Studentandprogramassessmentisalsonecessarytoinsurethatgoalsarebeingmet
andtheprogramiscontinuallyeffective.Whilethereisalsodebateaboutthenecessityof
testinginphysicaleducation,researchindicatesthattheonlywaytoensurethattheprogram
iseffectiveisanalyzingtheresultsthatstudentshavemade.(NASPE2004)
