AN ORDINANCE OF THE PEOPLE OF THE CITY OF TRUTH OR

CONSEQUENCES, NEW MEXICO FOR THE PRESERVATION OF A CITY
PROPERTY, AT 301 S FOCH STREET, KNOWN AS THE LEE BELLE
JOHNSON SENIOR RECREATION CENTER, AS A PERMANENT AND
PERPETUAL RECREATION CENTER FOR THE PEOPLE OF
TRUTH OR CONSEQUENCES.

WHEREAS, the City of Truth or Consequences, (formerly Hot Springs) through and on
the behalf of its people, own a building located at 301 S Foch Street, that has been an
important center of Civic activity for the City's residents, and a Recreation Center for the
City's Senior population, since the WPA era in the 1930's; and
WHEREAS, loss to the expression of City Heritage, embodied in this building, and its
social value to the City's residents cannot be reasonably calculated or replaced; and
WHEREAS,inrecognitionofthesignificantcontributionmadebytheSeniorpopulation
totheculturalandfinancialwellbeingofthecommunity,theretentionofthis
appropriate,dependable,historicallysignificantandanchorbuildinginthedowntown,for
thecontinuedongoinghealthandwellnessprograms,isessentialtothepublicwelfare;
and
WHEREAS, the suitability of this location, for community wide activities such as;
concerts, stage productions, dances, meetings and celebrations, has been demonstrated
throughout its more than 75 year history; and
WHEREAS, the desire of the people of Truth or Consequences, NM is expressed and
ratified in this measure, through petition and referendum:
NOW, THEREFORE, BE IT ORDAINED THAT THE Governing Body of the City of
Truth or Consequences, shall revert the Lee Belle Johnson Senior Recreation Center at
301 S Foch Street, to its condition as of, 1 January 2015, and further, preserve and protect
said property, as a perpetual community use facility, for its people. Further, that use of
the facility be established and set aside, during the daytime hours Monday through Friday
between 7:00AM and 3:00PM. for senior community activities as previously scheduled,
and expandable within that time period. That community wide activities shall be resumed
at all other times with those conditions imposed as of 1 January 2015. That future
changes of use, leases or other re-purposing of this facility shall be enacted by
referendum only, and shall require a simple majority vote by the total of qualified
electors.
This Ordinance shall become effective as provided by law.
