Cell site activations; 2. Numbers dialed; 3, Incoming numbers if identific 4. Subscriber, ESN (Electronic serial number), and/or MEID, and/or MSID, and/or IMSI, and/or IMEI, and billing information for the specified cellutar/wireless telephone; 5, Call durations; 6. Subscriber, ESN, and/or MEID, and/ot MSID, and/or IMSI, and/or IMEI, and billing information for any other cellular/wireless telephones on this account of that may be identified from these records: 7. The physical address/location of all cellular towers in the specified market; 8, Calf detail records in an electronic format specified by any agent of the aforementioned Agencies; and 9. ‘Twenty-four hour a day assistance to include switch based solutions including precision location pursuant to probable cause based information queries and all reasonable assistance to permit the aforementioned Agencies to triangulate target location, including but not limited to terminating interfering service on the target telephone. Itis further requested pursuant to Title 18, United States Code, Section 2703(d), that JIM enci/or any other telecommunications providers provide the aforementioned Agencies with subscriber information including names, addresses, credit and billing information of the subscribers, both published and non-published, for the telephone numbers dialing or being dialed from the celhular/wireless phone number, for Page 2 of 10 the period of 30 days prior to [EIEN to the present and extending (60) days past the date of this Order. Itis further requested that this Court’s Order (a) direct IEEE end its resellers not to terminate or restrict service to any cellular/wireless telephone covered by this Order for the duration of the Order; (b) cover and be applied to any cellular/wireless Mobile identification number (MIN) or electronic serial number (ESN) that the subsoribers of the phones covered by this Order may change service to for the duration of this Order; (c) direct and its resellers to furnish the aforementioned Agencies with all information, facilities and technical assistance necessary to accomplish the installation and use of a pen register and or a trap and trace device without geographical limitations unobtrusively and with a minimum of interference with the services of the person and/or party with respect fo whom the installation and use is to take place, In support of this application, Applicant deposes and states as follows: 1, REE, currently assigned to the St. Louis Metropolitan Police Department ——E, roceived information that victim EEE had his collular phone stolen during a Murder Ist a OnE at approximately AM, Dist assignment for a shooting at EEE. The Officers responded to the vacant house at EEE and located victim [EEE He directed the Officers to the second floor of the residence where victins i Bofficers received an and EEE were discovered. Both victims were conscious and suffering Page Sof 10 from puncture wounds to the chest and neck, Neither victim could provide a statement as to what transpired, EMS responded and conveyed victin J Hospital. Victim EEE was pronounced deceased by Dr. IIE HE: Bam. EMS responded and conveyed victim [I to Hospital. The victim evidenced a gunshot wound to (hc NE <2: 10 serious/stable condition by Dr. i. An interview of victim [MM discovered that the vietims had responded to the IMEEM «dares with the purpose of selling narcoties fo the suspects. One suspect displayed an aluminum ball bat and struck victims J the suspects announce a robbery. During this a suspect pulled a long barreled firearm and began firing shots at the victims. IBEas able to flee the the lower extremities. IIE fell fo the ground and overheard residence through a second floor window and later discovered the other victims had been shot. During this incident victim [EEE disclosed his cellular phone had been stolen, Pape 40F 10 The stolen cell phone has service provided through IEEE ond the active nob Itis critical that the above mentioned agencies be able to monitor the movements of the “Target Cellular Telephone” thereby assisting in locating the suspect(s) involved in this incident. Your affiant believes that requested authorization would be a valuable asset in achieving the overall goals in this investigation. The details of this incident are documented per St. Louis Metropolitan Police Department complaint numbers Ii Applicant is a “State investigative or law enforcement officer” as used in Title 18, United States Code, Section 3122, and may apply for disclosure of telecommunications records. Applicant certifies that the information sought is relevant and material to an investigation, to wit: The target cellular phone service is still active and aad by using the phone it is believed that the requested telecommunications records will assist the aforementioned Agencies in the location and apprehension of said offenders. Call detail records in an clectronic format specified by any agent of the aforementioned Agencies; 9, ‘Twenty-four hour a day assistance to include switch based solutions including precision location pursuant to probable cause based information queries and all reasonable assistance to permit the aforementioned Agencies to triangulate target location, including but not limited fo terminating interfering service on the target telephone; IT IS FURTHER ORDERED purswant to Title 18, United States Code, Section 2703(4), that IEEE and/or any other telecommunications providers shall provide the aforementioned Agencies with subscriber information including names, addresses, credit and billing information of the subscribers, both published and non-published, for the telephone numbers dialing or being dialed from the cellular/wireless phone number, for the period of 30 days prior to EEE to the present and extending (60) days past the date of this Order. ITIS FURTHER ORDERED that (2) RB end its resellers shall not terminate or restrict service to any cellular/wireless telephone covered by this Order for the duration of the Order; (b) this Order shall cover and be applied to any cellular/wireless Mobile identification number (MIN) or electronic serial number (ESN) that the subscribers of the HRB 214 its resellers shall furnish the aforementioned Agencies with all information, phones covered by this Order may change service to for the duration of this Order; (¢ facilities and technical assistance necessary to accomplish the installation and use ofa pen register and or a trap and trace device or caller identification without geographical Page 9 of 10 limitations unobtrusively and with e minimum of interference with the services of the person and/or party with respect to whom the installation and use is to take place, IT IS FURTHER ORDERED that this Order and the Application be sealed until otherwise ordered by this Court and that IIMIEEMand any other tolecommunications providers and its/their agents and employees shall not disclose the existence of this order or investigation to the subscriber or to any other person unless ordered by this Court, ‘This Order, unless sooner renewed, will automatically expite sixty (60) days from the date of the signing of this Order.
