ABSTRACT

Manpower staffing is one of the most critical activities within the human
resources domain. It is critical to the extent that it would allow the organization to
acquire, deploy, and retain a workforce of sufficient quantity and quality to create
positive impacts on the organizations effectiveness. A workforce of sufficient
quantity and quality are among the goals of state universities in the Philippines to
adhere to the standards imposed by the government agencies namely Civil Service
Commission and Department of Budget and Management.
Mindanao State University-Iligan Institute of Technology (MSU-IIT),
one of the state universities in the Philippines, seeks to comply with the staffing
standards issued by the two government agencies. This study examined the
expected and actual roles of staff in the academic, semi-academic and nonacademic sector of the Institute. Staff positions that are expected to exist
according to the need of a particular office of the Institute were also determined.
In effect these existing staff positions were evaluated and matched the incumbent
with the specifications of the job. The objectives were achieved through the
application of several Human Resource support activities specifically job analysis,
job evaluation and person-job (P-J) fit.
Proposed job descriptions and specifications, proposed grade level of the
actual staff positions, and the actual P-J fit were the results of this study. This
study recommends the Institute to conduct job analysis, job evaluation and P-J fit
every five years as the ideal gap for the Institute to continually meet the standards.
