ThispetitionconcernsthepoorimplementationofAB490andtheeducationaldifficultiesofCalifornia
youthinFosterCare.WeareagroupofUCSCstudents(createdthroughapsychologyclass"Childrenin
ExtremeCircumstancesattheUniversityofCalifornia,SantaCruz)devotedtopromotingthefulland
enhancedimplementationofAB490.Ourfocusisonthecurrentstateoftreatmentofchildreninthe
FosterCaresystemintermsoftheireducation.CurrentlyinCalifornia,lessthan44%ofFosterYouthwill
graduatefromHighSchool,andonly3%willgoontograduatefromcollege.Almost60,000childrenin
Californiaareinthefostercaresystemthisisbyfarthehighestpopulationofanyotherstate.

Thesestatisticsareconcerning.In2004,theAssemblypassedAB490,whichwasmeanttoimplementan
educationliaisoninschoolstohelpchildrenintheFosterCaresystemandimprovetheireducation,
howeverhereweare10yearslaterandtherehasbeennosignificantchanges.ChildreninFosterCareare
frequentlychangingschools,sometimesasmanyas9timesbeforetheyturn18,whichisoftenwhatleads
totheirproblemsintheeducationsystems.Documentsarenottransferredontimeordocumentsarelost
andchildrenareheldbackandnotreceivingthenecessaryresourcestheydeserve.AB490wascreatedto
combattheseissues,butthisbillhasnotdoneitsjob.

ThatiswhythemembersofFYGHTERSalongwiththesupportofresidentsofCaliforniahavecreated
andsignedapetitiontodemandthattheCaliforniaEducationSystemCommitteetoconducttheirown
researchonthesituationandworktofixthisproblemthataffectssomanyyouthinCalifornia.

Ourexpectationsarethatwithinthenexttwoyears,weneedtoseeanincreaseof20%forHighSchool
graduationratesforchildrenintheFosterCaresystem.Ifschoolsaresuccessful,therewouldbemonetary
compensationtogotowardsimprovingprogramsfortheschool.Ifschoolsweretofail,therewouldneed
tobeaninvestigationtodeterminewhattheschoolishavingtroublewiththatispreventingthemfrom

makingthisnecessaryimprovement.Fromtherewewouldexpectthecommitteetocomeinandhelp
provideanynecessaryarrangementsfortheschoolsinneed.

recognizetherightofthechildtoeducation,andwithaviewtoachievingthisrightprogressivelyandon
thebasisofequalopportunity,theyshall,inparticular:
(a)Makeprimaryeducationcompulsoryandavailablefreetoall
(b)Encouragethedevelopmentofdifferentformsofsecondaryeducation,includinggeneraland
vocationaleducation,makethemavailableandaccessibletoeverychild,andtakeappropriate
measuressuchastheintroductionoffreeeducationandofferingfinancialassistanceincaseof
need
(c)Makehighereducationaccessibletoallonthebasisofcapacitybyeveryappropriatemeans
(d)Makeeducationalandvocationalinformationandguidanceavailableandaccessibletoall
children
(e)Takemeasurestoencourageregularattendanceatschoolsandthereductionofdropoutrates.

ItisyourdutynotonlyaspoliticalfiguresofCalifornia,butaspeopletoensurethatthesechildrenare
beinggivenafairchanceatahealthy,happy,positivelife.Thesechildrenarethefuture.Theydidnotask
tocomeintothisworld,buttheyarehereandhaverightsandneedsthatmustbeservedjustlikeeveryone
elsedoes,andwewillseethoseneedsfilledforeverychild.
