Debate Outline
5/6/15
1. United States Government Accountability Office
a. Within 21 days of filing for Asylum through the Department of
Homeland Security, the Asylum Office sends an automatically generated
interview notice to the individual; these interviews must be held within the next
45 days. The purpose of the interview is to verify the applicants identity, evaluate
the applicants credibility, and determine whether the applicant is eligible for
asylum. Within the following four days of the interview, the asylum officer must
notify the asylum officer supervisor of the decision that has been made; the
supervisor will then approve or disprove their decision. Applicants interviewed at
Asylum Offices are required to return to the asylum office 2 weeks after the
interview and within 60 days of filing the asylum application to receive their
asylum decision. This document provides the legal procedures the government
must follow when dealing with asylum applicants.
2. According to the Urban Institute, about 6 million undocumented persons are
working in the United States. This makes up roughly 5 percent of U.S. workers.
3. Virtually all undocumented men are in the labor force. Their labor-force
participation rate (96 percent) exceeds that of men who are legal immigrants or who are
U.S. citizens because undocumented men are younger and less likely to be disabled,
retired, or in school.
a. Undocumented women are less likely to be in the labor force (62
percent) than undocumented men or than women who are U.S. citizens. One
reason is that proportionately more undocumented women are of childbearing
age, and undocumented women are more likely than U.S. citizens to have children
and remain in the home.
4. In 2012, about 16.1 percent of the United States work force was made up of
foreign born workers. This includes undocumented immigrants, as well as those who
have already been granted asylum.
5. The United States currently has more foreign-born residents than any other
country; approximately 28% of these foreign-born residents are undocumented
immigrantsindividuals who either entered or are currently residing in the country
without valid immigration or residency documents. (article found on sciencedirect. title:
the impact and implications of undocumented immigration on individual and collective
health in the U.S.)

Rebuttal:

1. Alfonso Aguilar, who ran U.S. Citizenship and Immigration Services Office of
Citizenship under President George W. Bush, made assimilation the focus of his
administration.
a. Promotes assimilation.
2. The 2007 bill President Bush oversaw contained several provisions to boost
assimilation. Such as, designating English as the national language and trying to promote
what the bill called patriotic integration through federally backed citizenship, civics
and English classes.
a. John Fonte, director of the Center for American Common Culture
at the Hudson Institute, believes if the government stops funding for multicultural
and bilingual education programs, that itll hike the process of assimilation.
3. California (Hispanics)
a. Estimate of 15 million in 2013. Largest population of all U.S.
i.
According to public policy of california, 3 million
are undocumented.
b. Estimate of 10 million in Texas, according to the census.
c. Theres no hate!
4. Deporting people will create jobs.
5. About 7% of K-12 students had at least one unauthorized immigrant parent in
2012.
a. Among these students, about eight-in-ten (79%) were born in the
U.S. In Nevada, almost one-in-five students (18%) have at least one unauthorized
immigrant parent, the largest share in the nation. Other top states on this measure
are California (13%), Texas (13%) and Arizona (11%).
Cross Examination:
1. Higher wages for the undocumented immigrants means less profits for the
employers.
2. Is it their fault? You have to apply for asylum within a year of being here.
Opponent's argument:
1. Access to legal systems and fight against labor abuse.
2. Will have access to medicine (insurance).
3. Minimum wage:
a. Rise to minimum wage poverty.
b. Ethnic distinct lower class.
4. More low skill workers means more high skill workers can focus on high skill
jobs. This means more profits due to increase in proficiency.
5. It costs more to deport undocumented workers than it does to let them stay in the
country.
6. Illegals spend $15 billion dollars towards taxes.
