TYPES OF PROCEDURE

Introduction

For this assignment, we are required to find a specific empty


land in a group of 4 students, to initiate a small construction
project. The size of the land shall between 50m x 50m
(2500m2) 50m x 70m (3500m2).
Individually, we have to propose a project that serves on any
one or combination of two of the following purposes:
Recreation area, Commercial area, Industrial area,
Agricultural area, Tourism area, and Residential area.
This project enables students to develop an understanding of
the building team, its organization, duties and inter-relations
within which they will seek employment, career progression
or further study. Other than that, it also allows students to
develop an awareness of their professional responsibilities
and to appreciate their profession in the construction
industry.

Objective
The objective of this project is to provide an activity area for
the residents in that area. A recreation and commercial area
is to be proposed. Recreation is an activity of leisure, leisure
being discretionary time. Recreational activities are often
done for enjoyment, amusement, or pleasure and are
considered to be "fun". Recreation is an essential part of
human life and finds many different forms, which are shaped
naturally by individual interests but also by the surrounding
social construction. Recreational activities can be communal
or solitary, active or passive, outdoors or indoors, healthy or
harmful, and useful for society or detrimental. A list of
typical activities could be almost endless including most
human activities, a few examples being reading, playing or

listening to music, watching movies or TV, gardening,


hunting, hobbies, sports, studies, and travel.

Project Benefits
The ability to give back to the community around us is the
biggest reward for us to achieve, spreading happiness and
reducing stress in ones life, knowing that what we had built
today is what we envisioned yesterday. Recreation activities
create an opportunity for people to experience selfactualization and the spiritual renewal, creative
expression, discovery and stimulation than leisure
offers. Positive and enjoyable recreation experiences can
decrease stress and psychological tensions. Leisure
activities provide people with the opportunity to expel
energy and emotion not being released in other aspects of
their lives. This recreation center is built in a residential area.
This makes it easy and timesaving for people to visit.
Other than that, the facilities in the recreation center are
open to public to use. Although not all facilities provided
are free, the prices will be cheaper and affordable for all.

Introduction To Our Site


The plot of land we have looked upon is an unused and
undeveloped piece of barren land at Jalan Kemuning Permai,
Klang Selangor thus we have decided that this plot of land
was a really great area to be developed since it is near to
lots of residential area, commercial area and it is near to
Klang River, since it is really a nice area and beautiful site to
be develop.

There are many good reasons why we actually choose this


site to develop, but the main reasons is because of the prime
location to set up practically anything we wanted to. With
the surrounding area consisting mainly of upper middle class
residents, commercial area and in recent moths property
there has been much development, thus is a great potential
increase in land value in the near future.

The land is an open space, does not have any obstructions of


any sort from any area, giving us a wide expansion to use.
This provides us with a great space for development. The
land has good ventilation due to large open space. This place
has lot opportunity. The land is also readily flattened which
makes things easier
to develop because this allows better regulation when
deciding what to fall or pitched, and also saves cost and
time. The land also has proper drainage system.

Site analysis

Weather
The sun rises from the east and set on the west therefore
people can enjoy and watch the sunset here. Wind blows
from the west to east that makes the land here rather cool
during the day and night.

Ambience

The is a soft traffic noise can be heard all day long since its
located beside a road at the west. The place is cool through
out the day and night because there is a river at the east
side.

Pros and cons


The area is full of housing area. There are not much sport
area near by which makes it convenient for people that is
living there. That why we choose recreational and
commercial as our concept. Resident can just walk or just
use bicycle to the place. Since its located beside a road, so it
might cause traffic problem and noise pollution as well.

Site context

As the picture shown above, these are the places that


surround our site. There are a resident area call Palma at the
west side, with a newly build resident area at the south side.
Along the way there is a temple and church. Which they can
go to the sport area after that.

Advantages of the site


The site is easily reachable from various directions. It can
be reached by using the Kota Kemuning highway exit of the
Kesas expressway. Reaching the dead end of Jalan Kemuning
also can easily recognize it. The site has low pollution
rating because residential areas surround it. Therefore,
people who live nearby can reach here very easily. Besides,
this site has great facility nearby. For example, there are
religious buildings like church and mosque to allow people
to pray their respective religions. Educational areas are
also can be arrived from the site. There is a secondary
school called SMK Kota Kemuning for students to study
there. The best part of it is there is many shop lots nearby
the site. People can find various choices of restaurants to
dine, as well as buying their needs at the market stores.
There is also a garden and playground provided for
people to relax and exercise there, as well as having great
family time there. A shopping complex is also located just
nearby the site, which is Gamuda Walk. There is where
people can buy their stuff and watch movies.

Disadvantages of the site


The site is lack of proper waste management because
there is garbage trash around the site. There are no office
and commercial blocks built around the area. Therefore,
the people need to drive out of the area to work. We also
find that the air quality is bad at the site due to the smell
released from the river and amount of traffic on the road.
And lastly, there are very few trees and plants around the
site because the site is covered by bare soil.

Rationale and Client Evaluation


After visiting the site and considering the pros and cons of
the area, we decided to build a recreation area for the site.
Based on the advantages, we think that the area is quite
complete in facilities such as religious areas, educational
schools and shopping complex. We think that the amount of
these buildings is sufficient and no longer needed to increase
more. We also think to use the advantage of easy
accessibility and traffic to build something that is lack of in
Kota Kemuning. We saw joggers jog along the streets of Kota
Kemuning. It is very dangerous and blocking the traffic but
they dont have a suitable place to exercise. We also find out
that old people dont have a place to relax or enjoy their
time. They can be commonly seen wandering around the
streets or roadside stalls. They need a comfortable place to
sit down and relax. We also decided not to build office,
commercial or industrial buildings at the site despite it are a
disadvantage because we dont intend to demolish the
harmony of Kota Kemuning. Kota Kemuning is a popular
residential area with great traffic, great environment and
awesome living pleasure. If we build so, it will completely
change the image of Kota Kemuning, polluting the area and
making a lot of traffic problems.

Lack of place to exercise and relax: Residents need a


comfortable and proper place to do their free time activities.
Ideal land to build: The site is surrounded by residential
house, making residents can arrive there in short time.
Great traffic and location: People will not find the place
hard to be discovered or stuck on traffic jam

Nature

This proposed site must be able to provide a relaxing


and comfortable space for people to release stress or
just to forget their problems for a short period to
reconnect with their inner self. Green landscaping
approach is to help the customers to feel more
connected to Mother Nature. Greenery also helps in
stress-related problems.

This project focuses on nature and green approaches.


The nature concept brings people into an environmental
friendly space, a place where people are presented to
and placed in a natural atmosphere. The purpose of this

concept is to allow most people to have an area to


escape busy and stressful life.

The Skeddley
Skeddley, derived from skedaddle which means depart
quickly or hurriedly; run away is the name for the proposed
recreation center. The Skeddley consist of recreation
facilities such as gym, sauna, swimming pool, caf, skate
ramp, bowling and miniature golf.

Gym

Gym is a place which houses exercise equipment for the


purpose of physical exercise. The gym consists of main
workout area and cardio area. Main workout area primarily
consists of free weights including dumbbells, barbells and
exercise machines. This area includes mirrors so that
exercisers can monitor and maintain correct posture during
their workout. Cardio area includes many types of
cardiovascular training-related equipment such as rowing
machines, stationary exercise bikes, elliptical trainers and
treadmills. These area includes a number of audio-visual
displays (either integrated into the equipment, or placed on
walls around the area itself) in order to keep exercisers
entertained during long cardio workout sessions. Other than
that, group exercise classes such as aerobics, cycling (spin
cycle), boxing or martial arts, yoga, Pilates, muscle training,
and self-defense classes are conducted by certified fitness
instructors in the gym. Personal trainers are also available to

devise a customized fitness routine, sometimes including a


nutrition plan, to help clients achieve their goals.

Sauna

A sauna is a small room or building designed as a place to


experience dry or wet heat sessions, or an establishment
with one or more of these facilities. The steam and high heat
make the bathers perspire. Sauna use may temporarily
relieve symptoms of the common cold. It increases the heat
tolerance threshold and may improve performance in
endurance sport. Sauna may help rheumatic pain (with cold
shower) but not neuropathic pain, and has also shown
usefulness for appetite loss and mild depression. It has also
been recommended for reducing symptoms in chronic
fatigue syndrome and fibromyalgia, and rheumatoid arthritis,
and for anorexia nervosa, and been proposed for treatment

of other conditions including glaucoma, Jorgen syndrome,


and obstructive lung disease, and for recuperation after
childbirth.

Swimming pool

A swimming pool is a man-made container filled with water


intended for swimming or other water-based recreation.
Swimming is a healthy workout that can be done for a
lifetime. It is a low-impact activity that has several mental
and bodily health benefits, that is a recreational motion for
everyone. Swimming can provide a low-impact workout.
Swimming builds endurance, muscle strength, and
cardiovascular fitness. The US Census Bureau reports that
two and a half hours per week of aerobic physical activity
such as swimming can decrease the risk of chronic illnesses.
Along with this, swimming is linked to better cognitive
function, lower risk of type 2 diabetes, lower risk of high
blood pressure and lower risk of stroke. People are typically
able to exercise longer in water than on land without
increased effort, and minimal joint or muscle pain.

Skate ramp

Skateboarding is an action sport, which involves riding, and


performing tricks using a skateboard. Skateboarding can also
be considered a recreational activity, an art form, a job, or a
method of transportation. Skate parks have been
constructed
specifically
for
use
by
skateboarders.
Skateboarding provide flexibility as ankles must remain
flexible and body should stay limber while skating. The more
tense and inflexible a person is, the harder it is for them to
skate. Youre moving your feet and your legs; youre using
your arms to help balance. Youre twisting your body. All
these things must happen simultaneously, giving your body
a variety of movements, which offers full body workout. Any
physical activity is considered to be good for relieving stress.
Skateboarding can help you take your mind off things.
Alternatively, it can also help you think clearly about things.
Skateboarding seems to bring things into perspective and
allows you to feel as though youre more in control of other
aspects of your life. As with all forms of physical exercise,
water skiing can reduce or eliminate your risk for many
health problems, such as high blood pressure, diabetes and
obesity. Racquetball can also reduce your risk for coronary

heart disease by reducing your triglyceride levels and


increasing your good cholesterol.

Bowling

Bowling refers to a series of sports or leisure activities in


which a player rolls or throws a bowling ball towards a
target. In pin bowling variations, the target is usually to
knock over pins at the end of a lane. The pin version of
bowling is often played on a flat wooden or other synthetic
surface (which can be oiled in different patterns for different
techniques). Bowling is an anaerobic type of physical
exercise, similar to walking with free weights. Bowling helps
in burning calories and works muscle groups not usually
exercised. The flexing and stretching in bowling works
tendons, joints, ligaments, and muscles in the arms and
promotes weight loss. While most sports are not suitable for
elderly people, it is possible to practice bowling very well at
advanced ages. Apart from the physical benefits, it also has
psychosocial benefits, strengthening friendships or creating
new ones in groups.

Miniature golf

Miniature golf is an offshoot of the sport of golf focusing


solely on the putting aspect of its parent game. It is played
on courses consisting of a series of holes (usually a multiple
of 9) similar to its parent, but characterized by their short
length. When miniature golf retains many of these
characteristics but without the use of any props or obstacles,
it is purely a mini version of its parent game. Miniature golf
offers cardiovascular exercise. You can burn around 300
calories during a game of mini golf. Hand-eye coordination is
a skill that is improved when playing miniature golf. You have
many opportunities to work on hand-eye coordination, which
is a fine motor skill and works the central nervous system. As
you play you work on precision and decreasing the amount
of stokes you need to reach the hole. Here are some other
ways to improve hand-eye coordination. Miniature golf
requires patience. Each player gets time to complete their

turn so each player needs to wait patiently for their


competitors to play.

Rooftop Caf

A rooftop caf is proposed to maximize the space, avoiding


any empty spots. People can come to have a drink or enjoy a
light meal after any recreational activities. Adding to the
health prospect, the caf serves healthy snacks and pure
fruit juice. The scenery from rooftop is also one of the
highlights of this caf. People can enjoy, relax and spend
time chatting. It aids in creating a relaxing and comfortable
space, which is one of the concepts of the project.

Shower

Shower cubicles are provided for the people to use after


recreational activities such as swimming or exercising.

Washroom

Basic amenities such as washrooms are provided for hygiene


and comfort purposes of the staff and customers.

Reception

The reception counter is used to receive or greet any visitors


or clients and answer telephone calls. Reception creates the
first impression for the customers. Therefore, the design for
the reception area must be simple, clean and professional.
This helps to build up the confidence in clients.

Walkway

Walkway is a passage or path for walking along, especially a


raised passageway connecting different sections of a
building. The walkway built is kept clean, simple and suits
the clients comfort.

Conclusion
At the end of this project, I understood the need to
coordinate and develop an understanding of coherent
working relations among various industry players and to
improve the communication channels. Other than that, I
have gained the ability to document my observations and
understanding from interview session and research
resources as well as to communicate their findings in a
systematic and convincing presentation and reports. Last but
not least, I am capable of justifying the feasibility of a

development and improve the proposal to serve the purpose


of the development.

Procedure
Development procedures:
First of all in order to start a project on an empty land. We
need to convert the land use (Section 124, Act 56) after that,
plan a permission slip (Section 19, Act 172: prohibition of
development without permission). Coming up next is
building plan approval (Sec, 70 (1), Act 133; No person shall
erect any building without the prior written permission of the
local authority). Then, pass through the sub-division (Section
135-139, Act 56). The final process of development approval
is needed to get the certificate of Fitness for Occupation
(CFO).

Authority procedures
1. Application submits application to secretarial of One Stop
Center. The One Stop Center (OSC) Secretarial should
examine all documents submitted based on the checklist
prepared. If the application is incomplete, the OSC

secretarial will request the application to submit the


necessary or additional documents/plan.
The OSC secretarial shall:

Register the application


Receive the receipt of processing fees
Key in data for electronic submission, if application
Issue latter receipt application to the applicant

2. OSC secretarial will distribute application to relevant


departments. For submission of building plans, the technical
departments/ agencies that shall be referred to are as below:

Department of Fire and Rescue Services


Water Supply Corporation
Tenaga Nasional Berhad(TNB)
Other related technical departments/agencies

3. Processing of building plan Application by the Department


of Town Planning Local authority. For the building plan
approval, the officer in the building Department shall
undertake the following process and procedure:
Receive application letter with complete documents
from the One Stop Center secretarial and open file
Check fee payment
Check form A (Schedule ii Uniform Building By Law
1984)
Check the building plan based on detailed checklist
Receive comments from technical departments/
agencies and coordination comments with the agreed
layout plan
Prepare written Direction to the application and ensures
application comply with coordination.
The director of Building Department shall table the
recommendation paper in the OSC Committee Meeting

4. Compilation and coordination of recommendation papers


will be done. The One Shop Center Secretarial will then:
Issue a latter of calling for meeting attached with
meeting agenda to all member of the OSC committee
It would then distribute the recommendation paper
Should a technical department/agency not able to
provide comments within the stipulated time without
valid reason, the One Stop Center.
Committee shall proceed to consider the application and
make decisions for applications that had submitted the precompilation plan and the layout plan. The OSC secretariat
will have to inform the application to make the necessary
amendments.
5. One Stop Center will organics a committee meeting that
shall undertake to consider and make decisions on the
applications for:
Planning permission
Building plan
Earthworks plan and road and drainage plans
The committee should also make recommendation for:
Pre-compilation plan
Application
for
simultaneous
sub-division
and
conversion under section 124A NLC in accordance with
subparagraph 136 (1)(c)(i) NLC or application for
surrender and re-alienation section 204D NLC or
accordance with paragraph 204D(1)(d) NLC.
6. Preparation of notification of planning approval is sent to
land administration. The OSC Secretariat shall prepare the
necessary document to be submitted to the land
administrator.

7. prepare recommendation on paper to the state executive


council(EXCO). The Land Administrator shall prepare a
Recommendation paper to the State Director of Lands and
Mines to be tabled at the meeting at the State Executive
Council for decision.
The state Director for Lands and Mines shall inform the
states decision to the Land Administrator and make a copy
of the decision to the One Stop Center Secretariat.

8. The Land Administrator informs the Applicant of the


Decision on the Land Development Application
Under section 124A, the Land Administrator shall inform the
applicant of the following: The subdivision that has been approved;
For every subdivision, the category, conditions and
expressed conditions (if applicable) as directed by the
State Authority;
Additional premium rate and quit rent for every
subdivision as well as other payments that need to be
made;
The period for the payment of additional premium, quit
rent and others; and

Other conditions of approval as imposed by the State


Authority.
As the same time, the Land Administrator need to present
the notice in Form 7G requesting the applicant to make the
necessary payments within the stipulated time as follows: Surveying fees if the survey is to be done by the
Department of Land Survey; and
Payment for the preparation and registration of the
Qualified Title for every lot in the subdivision.
For section 204D, the Land Administrator shall inform the
applicant of the following: The terms of the approval for each unit that shall be realienated;
The additional premium and tax rates for each unit that
shall be re-alienated;
Period of payment of the additional premium, tax and
other payments that is charged; and

The amount of premium in Form 5A in relation with


each unit. The survey charges shall not be included in
Form 5A if the survey is to be undertaken by a licensed
surveyor and the Land Administrator has been given
the assurance by the Board of Surveyors.

9. Prepare Decision Paper for Acknowledgement to the Full


Council

The OSC secretariat shall prepare decision paper of the One


Stop Centre Committee to be acknowledged at the Full
Council Meeting of the Local Authority.
10. Inform the Approval to the Applicant
The One Stop Centre secretariat shall:
Collect the approved documents signed by the YDP or
through empowerment to the Director of Planning,
Director of Building and Director of Engineering.
Inform the applicant the on the decision of the
application enclosing the approved layout plan, building
plan and other related plans.
The total time frame for the processing of simultaneous
application is suggested as 92 days (3 months and 2
days).
If the application falls within an area with the gazette
local plan, the normal time to process shall be 67 days
(2 months and 7 days).
