1. About the University


The Yashwantrao Chavan Maharashtra Open University (YCMOU) was set up in July1989 by
Act XX (1989) of the Maharashtra State Legislature. The degree/diploma of this University is
treated as equivalent to the degree/diploma of any other university for the purpose of
employment in government and semi-government establishments. One of the major goals of
the University is to create, preserve and disseminate knowledge to its learners and the masses
and thus become a Mass-Varsity. The emphasis, throughout, is on developing educational
programmes which qualify a person to get a better job, to start earning on his own or help a
working person to improve her/his career. Providing education through classroom-based
system is expensive, rigid and puts time constraints on the learners.
Technology based education of YCMOU provides the following benefits:

It is cost effective.

It has outreach to the masses.

It is flexible: learn anywhere and anytime and as per your pace and style of learning.

2. About the School of Computer Science


The School of Computer Science is one of the eight schools of studies located at the
headquarters of the University. Through its quality policy, the School aims to enhance and
sustain excellence of its educational programmes. It has a vision to create computer literacy
by taking computer education to the masses.
The School envisages to:

Develop degree, postgraduate and research level computer programmes for creating
professional manpower required by the IT industries.

Develop need-based and job-oriented short-term computer programmes to meet the huge
demand of IT skilled manpower in business and industry.

Ensure relevance of programmes by updating the curriculum dynamically.

Provide e-Learning support to its learners.

Establish tie-ups with industries and other educational institutions to share experience and
knowledge.

Carry out research in multimedia, virtual reality, fuzzy logic, neural networks etc. that will
help in developing new methods, tools and techniques useful for computer education and
applications.

The School imparts computer education through its Authorized Study Centres.

3. Need for Computer Programmes


Human society has passed through green revolution, industrial revolution and information
revolution. Now it is entering into knowledge revolution. Education in general and
computer education in particular is gaining utmost importance in todays knowledge society.
Computer skills have become the life skills for everybody.
For high productivity and better quality, many business houses, Government departments and
industries are making extensive use of computers. Extensive manpower is required to handle
and operate these computers. Thus, there is pressing demand of computer professionals to
work at various levels in Information Technology (IT) industries.
Highly skilled software professionals are required for nation building. They design and
develop software products and systems. They are helpful in providing IT and IT-enabled
services. They carry out overseas projects and earn huge amounts of foreign exchange for the
country. They become entrepreneurs and establish IT industries, which provide employment
for a large number of people.
BSc (BIS) and BCA combine the intellectual challenge of a new discipline with the
excitement of an innovative and rapidly expanding information technology. These
programmes are intended for those learners who plan careers in computer science, in the
fields that make use of computing and for those who plan postgraduate study in computer
science.

4. Study Centre
The Study Centre is authorized to conduct computer programmes offered by the University.
Depending on the infrastructure of the Study Centre, specific programmes are assigned to that
Study Centre. The list of approved Study Centres for BSc (BIS), BCA, Online Certificate
and Diploma programmes is available on the website.
The Coordinator of the Study Centre shall look after all the activities of the Study Centre
including the practical of the learners. The Study Centres perform the following important
functions:
Conduct the Courses as prescribed by the University.
Make available the hard copy of the Prospectus to the prospective learner for reading
purpose at reception.
Forward necessary information to the University as and when required.
Organize counseling sessions, practical sessions as per the planned time table prepared
by the Study Centre and submitted to YCMOU at the beginning of the academic year.
Facilitate delivery of instructional material on demand.
Perform duties as an examination centre.
Provide any other additional facilities for the learners benefit.
Learners should carry out the entire computer practical at the Study Centre. The
Coordinator/Instructor of the Study Centre will supervise the practical activities.

6. Duration
Certificate Programmes
The certificate programme has a minimum duration of 6 months. The learner should
complete it within a maximum period of 2 years. A learner who fails to complete it within
2 years will be required to re-register for the programme.

Diploma Programmes
Advanced Diploma in Computing is of 1-year duration. The learner should complete it
within a maximum period of 3 years. A learner who fails to complete it within 3 years will
be required to re-register for the programme.

Degree Programmes
The BCA and BSc (BIS) programme is of 3 years duration. The learner should complete it
within a maximum period of 5 years. A learner who fails to complete it within 5 years will
be required to re-register for the programme.

Semester System
A semester system has been adopted by YCMOU for BCA and BSc (BIS) programmes. In
this scheme, an academic year consists two semesters each of 6 months duration.
Thus BSc (BIS) and BCA have 6 semesters each. The admission for the degree
programmes shall be done only once in a year whereas the examinations shall be
conducted at the end of each semester.

8. Language of Instruction
The medium of instruction of all the programmes is English Language only. All the Printed
Study Material of the programmes is in English. The medium of examination will be English.
However, the Coordinator, Instructor or Counselor may use English /Marathi /Any other
language to help the learners understand the subject well.

9. Educational Network for Programme Delivery


The University has its headquarters in Nashik.

Keeping in line with its vision of taking

education to every doorstep, the University takes care to provide its academic programmes to
the learners located in different parts of Maharashtra State. For this the University has
established 8 Regional Centres and established the network of authorized

Study Centres in

Maharashtra.
The instructional package consists of the following components:

Study material developed by experts using instructional technology.

Good quality instructional text adopted from the market.

Video lectures by experts.

Face-to-face contact sessions organized at the Study Centres.

Practical Component handled at the Study Centres.

Evaluation of learners at the examination centres.

13. Fees
The total Programme Fee consists of 2 independent parts:
University Programme Fees (UPF) shall be paid to the university by online or bank challan.
Study Centre Fees (SCF) - shall be paid to the study centre chosen by the learner.
The UPF is expected to cover the expenditures incurred or to be incurred by the university on various activities
related to the program. The SCF is expected to cover the expenditures incurred or to be incurred by the SC on
various activities related to the program.
In the case of certificate and diploma programmes, the learner is required to pay the entire fees along with the
admission form at the Study Centre.
In the case of degree programmes, the learner is required to pay yearly fees along with the admission form while
taking the admission at the Study Centre.
The fees include the examination fees for the first attempt.
Note: No installments in University Programme Fees will be given.

14. Registration of Learners


Admissions to the Certificate, Diploma and Degree programmes are made by the Study
Centres. The list of authorized Study Centres is available on the website.
The learners who are interested in certificate programmes can take admission to a maximum
of 5 certificate programmes.
The detail procedure regarding the online admission process is given in the section 19: How
to Seek Admission. Follow that procedure.
Please Note:

Under any circumstances student should not pay fees in excess of prescribed fee
structure, to the study centre or University.
Fees once paid will not be refunded under any circumstances. (University Programme
Fee will be refunded only in case the University is not able to conduct the programme
due to reasons beyond its control or if the university is not able to fulfill its obligations
including the cases where YCMOU does not sanction admission to a candidate when
the candidate is Eligible for the admission but the study centre preferred by the student
cannot be offered. The decision of the Vice Chancellor in such cases shall be final and
binding on all the parties.)
No installments in University Programme Fees will be given.

15. Changing the Study Centre


The Learner once registered, cannot change the Study Centre in-between the academic year
for which the fees have been paid. However, while taking the admission next time, the learner
can change the Study Centre.

16. Re-registration for Diploma and Degree Programmes


The registration to the programme BSc (BIS) / BCA will be valid for a period of 5 years
including the year of registering for the first year. The learner should complete BSc(BIS) /
BCA successfully within the said period.
Advanced Diploma in Computing is of 1-year duration. The learner should complete it within
a maximum period of 3 years. A learner who fails to complete it within 3 years will be
required to re-register for the programme.
After the expiry of the valid registration period, the learner should re-register i.e. take fresh
admission to the programme by paying to the University, the fees specified in the Prospectus
(provided the University continues to offer the programmes at that time). The learner should
re-register immediately in the next batch after the expiry of the registration period. All the
rules and regulations, which exist at the time of re-registration, will apply to the learner.

17. Evaluation
Each course except CMP259, CMP253 and CMP210 has two components of evaluation:

Theory

Home Assignment or Practicals (depending upon the nature of the course).

The evaluation method for each component is given below:

Theory Examination: Objective test (multiple choice questions) of 80 marks


(Learner has to get minimum 32 marks out of 80 for passing)

Assignments: Each course will have 5 Assignments each of 20 marks. Marks obtained
out of 100 will be converted into out of 20.

Practical Examination: Each practical course will have examination based on practical
slips. Practical examination will be conducted out of 100 marks. Marks obtained out of 100
will be converted into out of 20.

Major Project: The courses CMP259 and CMP210 will be evaluated as major
projects. Major Project Examination shall carry 300 marks. It will be divided into two
components Continuous Assessment and Project End Examination.

The continuous assessment of Project: The continuous assessment is a new


component in the evaluation of Project work. The continuous assessment of Major
Project

Examination shall carry 60 marks. Continuous assessment shall base on 3

presentations each of 20 marks.


The Project End Examination: The End Examination shall carry 240 marks. Learner
has to get minimum 96 marks out of 240 for passing End Examination of Major
Project.
The distribution of 240 marks is as follows:

Minor Project: The course CMP253 will be evaluated as a minor project. Minor
Project Examination shall carry 100 marks (Learner has to get minimum 40 marks for
passing).

Passing in any Course: To successfully pass the course learner should obtain minimum 40%
aggregate in continuous assessment and end examination and 40% independently in end
examination. In case a learner does not successfully pass the course, the learner needs to
appear for end examination as a repeater by submitting the completely filled repeater form
along with the requisite fee amount. No repeat examination in internal assessment will be
taken.

18. Award of passing certificate


Award of Certificate
A learner becomes eligible for the award of certificate after successful completion of the
course components included in the certificate programme.
Award of Diploma
A learner becomes eligible for the award of diploma after successful completion of the course
components included in the diploma programme.
Award of Degree
A learner becomes eligible for award of degree after successful completion of the courses
included in the concerned degree programme.
Award of Class
The class of certificate, diploma and degree programmes shall be given according to the
following table. The class of the degree will be awarded based on the marks obtained in the
courses of semester IV and V.

19. How to Seek Admission


This program is offered through online admission process. You are advised to do the
following in order to secure admission.
1. Go though the prospectus meticulously. Ensure that you are eligible for the admission and
you possess all the required document which will prove your eligibility. The following is
a typical list of documents which you will need:
i. Proof of date of birth (Driving License OR PAN card OR Aadhar card (with date of
birth) OR Leaving certificate OR Passport OR Election Voter card)
ii. Passing certificate and/or Mark sheet showing that you have passed the qualifying
examination
iii. In case there is an entrance test for this program, you will need the statement or
certificate showing that you have cleared the entrance test
iv. If you belong to a backward class, you will need cast certificate, cast validity, noncreamy layer, certificates (depending on the rules for the category)
v. If you belong to a category of disadvantaged class (e.g., visually impaired) you will
need documents as proof of your status
2. You are required to get these documents scanned (with a resolution of at least 72 dot per
inch) to get scanned images which are readable and have decent quality. You may take
help from your friends or professionals at shops or our study centers.
3. You are required to have a mobile number and an email identity (email id). The email id
can be easily generated using yahoo.co.in, hotmail.com, rediffmail.com or any other
service provider. These are required as you will be getting the information of your
password, status of admission etc on these.
4. You are expected to pay the University Fees using electronic money transfer facilities
like Debit Card or Credit Card or Internet Banking or Mobile Money Identifier (MMID)
or through the cash deposits at the State Bank of India or other nationalized banks
selected by University. The banks charges will apply extra depending on the channel of
fund transfer and bank. It is advised that you use your own bank account for making
electronic payment. In case the fees need to be refunded (for a reason of University not
able to fulfill its stated responsibility) the refunded amount will be credited back to the
same account (from which the fees transaction initially was made). Hence, if you use
your own account you will get the benefit of such service.
5. If you do not have Savings Bank account, you may open such account with debit card or
net banking facilities with any of the banks with zero balance facility (that is, it will not
be compulsory for you to keep a minimum balance as per the rules) and a debit card and
net banking facilities.
6. You also need to have an access to a computer with internet connection. If you do not
have such connection, you may go to a cyber cafe, a study centre, a friend or any other
similar location.
7. Once you have done the initial preparation as mentioned above, you may proceed with
the online admission. You will click on the Home page of the official websites of the
university (ycmou.digitaluniversity.ac or ycmou.ac.in).
8. The details of the online admission process with detailed screen images are given in a
separate document. A video clip to help you in the online process is also available.
9. You will be guided through a series of web pages which will be generated for you as per
your response.
10. If you already have a 16 digit PRN, you will select the channel of admission by clicking
on ycmou.digitaluniversity.ac on the appropriate link. Please do not select the link If

you do not have 16 digit PRN click here if you have 16 digit PRN even if you are
taking admission to the first year of another program.
Similarly if you do not have a 16 digit PRN select appropriate link at the opening page of
the ycmou.digitaluniversity.ac. You will need to register for the website application
procedure by typing in the email id, date of birth, mobile number and name. You will
receive a user id and one time password.
The university offers a discount in the UPF to the students (of a select number of
programs) if the student opts not to take printed study material, due to availability
of the study material in the digitized format on the universitys portal or
availability of the printed books through some other sources like his friends or
relatives who may have earlier taken such programs earlier. The University wishes
to encourage the students to take soft copies of the study material and encourage
the students to use the pre-owned books for conservation of trees which are crucial
to preservation of environment. The amount of the discount will be shown on the
screen while filling up the online application form. You are urged to choose option
to this effect while filling the online application form.
After completing the typing of all the details asked by the system, you will be prompted
to upload scanned documents to the system as per the details submitted by you.
After you have uploaded all the documents you make payment using either electronic
payment (debit card or credit card or MMID or internet banking). Please see our booklet
on how to make payment online available on the website.
In case you do not have electronic payment methods available to you, chose the option of
Electronic Challan on the system. You can print a Payment Deposit Slip and after two
working days go to the branch of SBI or other banks mentioned in the website and pay
the fees by cash. Remember to check that the transaction number is written at the
appropriate places in clear and legible handwriting.
You may be required to enter the transaction number on the appropriate boxes by
logging in as a user on the university website for reconciliation.
The admission will be confirmed after your admission records are verified by the
university staff by online method.

Subject: Recognition of Degrees awarded by Open Universities.


Sir/Madam,
There are a number of open Universities in the country offering various degrees/diploma through the mode of non-formal
education. The Open Universities have been established in the country by an Act of Parliament or State Legislature in
accordance with the provisions contained in Section 2(f) of University Grants Commission Act, 1956. These universities are,
therefore, empowered to award degrees in terms of Section 22(1) of the UGC Act, 1956.
A circular was earlier issued vide UGC letter N.F.I-8/92(CPP) dated February, 1992 mentioning that the Certificate, Diplomas and
Degrees awarded by Indira Gandhi National Open University are to be treated equivalent to the corresponding awards of the
Universities in the country.
Attention is further invited to UGC circular No.Fl-25/93(CPP-II) dated 28th July, 1993 (copy
enclosed) for recognition of degrees and diplomas as well as transfer of credit for courses successfully completed by learners
between the two types of universities so that the mobility of learners from Open University stream to traditional Universities is
ensured without any difficulty.
The UGC has specified the nomenclature of degrees under Section 22(3) of the UGC Act, 1956 to ensure mandatory requirements
viz. minimum essential academic inputs required for awarding such degrees. A copy of Gazette Notification regarding specification
of degrees issued vides No.l-52/97(CPP-II) dated 31st January 2004 is enclosed. The details are also given in UGC Web site:
www.ugc.ac.in
May, I therefore request you to treat the Degrees / Diploma / Certificates awarded by the
Open Universities in conformity with the UGC notification on Specification of Degrees as
equivalent to the corresponding awards of the traditional Universities in the country.
