Task Organization: ALL PERSONNEL
1. SITUATION.
a. Purpose. The Federal Department of Homeland Security (DHS) and the Federal Bureau
of Investigation (FBI) have issued a Terrorism Threat Bulletin warning Law Enforcement
(LE) of the increased potential for terrorist attacks occurring over the Independence Day
Holiday weekend. There have been no specific threats identified or communicated, but
increased traffic and communications between established ISIS cells and individuals as well
as a renewed calling for Jihadists to strike individually during Ramadan has prompted an
increase in the potential for threatening actions or attacks.
b. Background. All subordinate Command and Units shall establish communications as
required to provide local common operating picture and preparedness levels as needed.
(1) Higher commanders mission.

organizational readiness is achieved to react to realized terrorist attacks.
c. Attachments and detachments. There are no major unit changes. Follow established
appropriate Chain of Command starting at the lowest level.
2. MISSION. Coordinate potential and realized threats and attacks directly affecting United
States citizens and Vigilant Guard members.
3. EXECUTION.
a. Commanders Intent.

b. Concept of Operations. Increased awareness and vigilance over the Independence Day

Commandant is setting a national FPCON level to BRAVO. All Guard members will
establish safety protocols and enhance protective postures to ensure the safety of themselves
and those around them.
c. Tasks to Subordinate Units.
All subordinate commands, units, organizations and
personnel shall move to FPCON Bravo and maintain internal and external communications to
prepare for any potential threat to United States citizens and assets that lack other protection.
This posture shall be within local laws, regulations, and statutes. REMAIN WITHIN
THE LAW. Any incidents or activities related to realized or potential terrorist attacks are to
be report to appropriate law enforcement agencies immediately. Additionally, reporting
information will be communicated up the VG Chain of Command for situational awareness.
d. Coordinating Instructions. See paragraph 3c.
4. ADMINISTRATION AND LOGISTICS. Rules of Engagement (ROE): ROEs for each
individual shall be determined and defined by local laws, statutes, regulations, etc. Individual
members have the responsible to know and understand the full legal requirements and
ramifications of their actions.
5. COMMAND AND SIGNAL
a. Command. Standard Chain of Command protocols shall be adhere to. Communicate
through State Commanders to Regional Commanders, Regional Commanders to District
Commanders, and District Commanders to the Deputy National Commandant. The Deputy
National Commandant holds command and authorities for all operational activities. Every
efforts shall be taken to utilize the established chain of command for communications. In the
event that an immediate commander is not accessible, communications will jump to the next
level of command.
b. Signal. Utilization of Facebook group page and messenger, texting, cell phone, email and
webpage posts will be utilized to establish and maintain communications.
c. Expiration.

This WARNO shall expire on 06 July 2015 at 0001 local time.
