Digging up history

Open
8am-6pm
7 Days

By Jessica Howard
Bungaree Primary School
students will trade their
pencils for shovels next term
as they take part in an archaeological dig.
To be held at the site of the
old Bungaree Police Station,
students will join forces with
the Bungaree Historical Society to draw up a map and
uncover artefacts.
The project, which will tie
in with the schools ongoing
history project and construction of the Bungaree History Walk, was made possible thanks to a $500 grant
awarded to them by the
Moorabool Shire Council.
The Margaret Moritz Youth
Heritage Award funds a
learning activity or research
project that focuses on an
aspect of local history and
responds to the year 5 and 6
history curriculum.
The award honours the
memory of Margaret Moritz,
an enthusiast of the history
and heritage of Moorabool
Shire.
Bungaree Primary School
principal, Calvin Tromp said
both the teachers and students were very excited for
the upcoming project.
We have been doing an ongoing history project for the
past five years, which has
seen the students investigate
the history of the town and
area, and now with the donation from this great award
the students have chosen a
site and will take part in an
archaeology investigation,
he said.
In the 1970s an accident
occurred where a truck lost
its brakes and ran into the
old police station, it was a
bit of a tragedy and they
never rebuilt it as it was later
demolished. While the site
is now vacant we believe

Community bank assists

vehicle upgrade
By Jessica Howard
A shiny new bus has rolled
into Ballan District Health
and Care.
The old community bus,
which had been a part of the
hospital for 15-years, was
traded in for a brand new
12-seater transport service.
The Ballan and District
Community Bank Branch
have committed $50,000 for
the next five years to the service, alongside a donation
of $20,000 from the RACV
Community Foundation.
Ballan and District Community Bank Branch Manager, Luke Calder said the
aim was to support something that reached everyone
in the community.
Being that the hospital
is the lifeblood of the West
Moorabool Shire, we knew
that by contributing towards
a community bus we would
be able to help many local
people, he said.
Not only will it free up vital funds that Ballan District
Health and Care can now
utilise on other projects, but
it will also allow a transportation service to be provid-

ed. After 15 years of service

it was time for the previous
bus to be retired.
The new 12-seater Mercedes
bus features an automatic
door and kerb-side step
alongside a wheelchair lift
for easy access.
CEO
Wayne
Weaire
(BDH&C) said he was very
excited about the new mode
of transport.
What a wonderful, wonderful community venture
this is between the bank, the
hospital and the whole community, he said.
The bus will provide a
wonderful transport service
to our senior residents in the
nursing home and hostel, we
know the Legacy people also
use it on a regular monthly
basis and it will also be used
for other activities in the
practice and indeed other
members in the community
from time to time.
The previous hospital bus
was purchased after the Paralympics concluded in the
year 2000 when Mercedes
offered the vehicles to community groups around Australia for half their original
price tag.

This little piggy will now be able to go to market in style after the hospital bus was upgraded with a financial commitment
by the Ballan Community Bank. CEO BDH&C Wayne Weaire (left) receives the keys from Robert Eskdale (Moorabool
Community Enterprises Board Chair). Photo Helen Tatchell

Black day on the mount

By Kate Taylor

The pilot of a light plane

died when it crashed at Millbrook last week.
RMIT Vice Chancellor Martin Bean said that the student was on a solo training
flight from the universitys
Point Cook training centre
when the crash happened.
The name of the student, believed to have been 19 years
old, is being withheld at the
request of the family.
Police and Ballan CFA

attended the Old Melbourne Road property at

about 2.30pm on Tuesday 8
September.
Owner of the property Brian Carey called emergency
services after he had heard
the plane flying incredibly
low over his property and
went to investigate, finding
the wreckage.
It flew into the ground,
into the crater at Black Hill,
Mr Carey explained.
The terrain was rugged,
with Mr Carey accessing it

on his motorbike and emergency services requiring

four-wheel drives.
Mr Carey praised emergency services for responding
within 10 minutes of his call.
My wife Kate came up to
the scene as well and my
son Tim, and we directed
the emergency services in
there and they were very,
very quick, it was unbelievable how quick they were to
respond.
He said that it was a very
sad experience.

Its a tragedy because she

was just a young student.
Meanwhile, RMIT continues to assist the Air Transport Safety Bureau, the Civil
Aviation Safety Authority
and emergency services in
the ongoing investigation
into how the crash occurred.
RMIT operations at Point
Cook remain suspended
until further notice, Vice
Chancellor Bean said.
Police will now prepare a
report for the Coroner.

A piece of peace

Group member, Moira

ideas about the respect for
humanity.
The Traralgon Uniting
Church have used different
techniques and fabrics, and
each fabric covers various
things such as peace, social
issues or refugees, and so
we thought that the display
would be very appropriate,
she said.
Like a lot of people, we
feel as if peace is becoming
more and more difficult to

achieve, we have to remember that we are all one human race and we need to remind ourselves of the values
and qualities that we need
to share in order to achieve
that.
Piercing Together for Peace
will be available for viewing
at St Andrews Hall, Gisborne Road Bacchus Marsh,
on September 19 and 20 with

Watch out for

your community
By Jessica Howard
Community safety is everyones business.
Thats something Leading Senior Constable Janine
Walker strongly believes in.
The Ballarat police officer is raising awareness
for personal safety issues
within the Moorabool Shire
through local community
groups such as Neighbourhood Watch and SES.
Community safety is a
shared responsibility between businesses, community and police, she said.
As police members, it is
important to raise awareness
regarding crime prevention
strategies and it is important
for members of the community to be aware that they
can target harden against
crime.
Senior Constable Walker
said members of the community should make targets
more resistant to attack or
more difficult to remove or
damage.
A target is anything that
an offender would want to
steal or damage. It could be
an object, property, person
or in some cases an animal,
she said.

Examples of target hardening include installing fencing systems, alarms and

window and door locks, and
avoiding leaving valuables
in cars.
Over the next 18-months,
Senior Constable Walker
will present a number
of community activities
throughout
Moorabool,
including the Operation
SafePL8 campaign.
To be held on November 14,
Victoria Police and Bacchus
Marsh SES will provide motorists with anti-theft number plate screws, which according to Senior Constable
Walker will encourage residents to be less complacent
about number plate theft.
For a gold coin donation, motorists can have
their number plate screws
swapped with the anti-theft
screws, which cannot be removed once secured.
Two weeks later, a community safety display will
be presented at the Bacchus
Marsh Village Plaza, which
will include information on
the Moorabool Community
Support Register.
A cooperative venture
between local police and
Neighbourhood Watch, the

Community Support Register is a record of a persons

details that can be accessed
in an emergency.

After the success of similar programs throughout

Ballarat, Senior Constable
Walker said she was hopeful
in creating a safer community for the Moorabool Shire.
There is a small group of
a approximately 50 people
in the Ballarat Police service
area that are committed to
informing the community
regarding crime prevention
strategies

The community really appreciate the engagement,

especially when they have
recently had an incident of
crime occur it is then that
people are willing to learn
more.
Senior Constable Walker
said she was also available
to present crime prevention
strategies to community
groups such as Probus clubs,
however said the Neighbourhood Watch website
also offered self-help advice
under the publications tab.

Pee-Wee off to
play the Kiwis
Bacchus Marsh ice hockey
star Connor Sidari-Alley will
soon travel to New Zealand
to compete in the 2015 PeeWee Tournament.
The 11-year-old was selected to play in Queenstown
for the South Australian
State Under-13 squad, where
he will verse six other teams
from Australia and New
Zealand.
Connor was unable to try
out for the under-13 Victorian team earlier this year
due to a busy schedule playing for the under-11 Atoms,
however when the South

Australian squad required

three extra players he received the call up.
I was very surprised to be
asked, as my aim this year
was to play the Newcastle
under-11 tournament, so
to play at an under-13 level
against the best players will
hopefully take my game to a
new level, Connor said.
A total of 28 games will be
played during the weeklong
round robin tournament,
which will be held at the
Queenstown Ice Rink from
October 12.
Connor, whose pre-game
ritual is a $2 sausage roll

before every game, said he

looked forward to having
fun, enjoying the experience and seeing how well
he could defend against the
bigger kids.
A donation tin, which will
help fund Connors overseas trip, is now available
at Micky Bz Caf, located
at 176 Main Street Bacchus
Marsh.
Mounted on the wall of the
cafe is a frame filled with
photographs and a game
puck and stick, which was
donated by Connor and his
family following his tournament in Newcastle.

Twitter and Facebook will

continue to be used by
Moorabool Shire Council to
reach ratepayers.
The results of a social media
trial were put to the Wednesday 3 September council
meeting.
The trial included a new
Corporate Facebook page
which now has more than
700 likes, while the new
Families and Childrens Facebook page has nearly 800
likes and a new Corporate
Twitter account was also
established.
A report prepared by council officers stated that community feedback about the
new social media accounts
has been overwhelmingly
positive, and that many
more people are attending
early years events in particular as a result.
Other popular themes are
employment, lost animals,
events and
planning matters, read the
report.
The accounts will continue
to be used following endorsement by councillors at
the meeting.

In a move that could inspire

ratepayers to start thinking about their Christmas
shopping, Moorabool Shire
Council has booked in its
Christmas holidays.
Councillors voted at the
September council meeting
to approve councils closure
dates over the Christmas
holidays.
Office arrangements for the
Christmas/New Year period
will see services including
council offices, the works
depot, library services, maternal & child health, the
Lerderderg Children Centre
and Aged & disability services closed.
Closure will begin at
12.30pm on Thursday 24
December, with services
resuming on Monday 4
January.

Changes have been made to

Moorabools Heritage Advisory Committee.
The September council
meeting heard that a number of minor changes were
required in the committees
terms of reference, originally

adopted in 2012.
Also a member of the Maddingley Park Committee of
Management (Maddingley
Park is included in the heritage overlay), will be offered
a non-voting membership on
the heritage advisory committee - similar to a position
held by Gordon Recreation
Reserve.
However a recommendation to increase the term
of membership from three
years to four years was not
adopted.
West Ward Councillor Tom
Sullivan and Woodlands
Ward Councillor Pat Toohey
both raised concerns with
the proposed four-year
tenure.
My concern is with the
four years, a two year term
would be more acceptable,
Cr Toohey told the meeting.
Positions for new membership of the MHAC have been
sought through nominations
from member organisations
and community representatives and will be considered at the October council
meeting.

Popular sport shoots a lot of hoops

Basketball is booming in
Bacchus Marsh.
The Bacchus Marsh Basketball Association has nearly
900 members up from 350
members just three-and-ahalf years ago and its still
growing.
As President Peter Mathewman explained, the sports
popularity is helped by the
fact that its run all year
round because it is held
indoors.
Were pretty much at capacity now, Mr Mathewman said.
There are 114 Bacchus
Marsh teams, ranging from
five and six year olds right
up to senior teams with
players in their mid-fifties.
Of a Wednesday afternoon
after school, kindergarten
kids play in their teams,
while Sundays see the senior
womens teams take to the
court basketball is played

No more
warnings
Motorists will no longer be able to apply for
an official warning based on a good driving
record if they are caught speeding at more
than 10km/h over the limit.
The changes to the official warning notice
criteria will come into effect on Monday 21
September.
Road Policing Command Superintendent
Kevin Sheridan said the change sends a
strong safety message.
I think the community will agree that a
motorist caught speeding at 54 km/h in a
school zone (40km/h) shouldnt be eligible

five days a week to cater for

the numbers of players.

Local teams also play in the

Victorian Junior Basketball
League and travel across the
state for games, while there
is talk of entering teams
in the Country Basketball
League also.

The only thing restricting

the growth of the local association is room teams
play on courts at the Leisure
Centre, and Bacchus Marsh
primary on Saturdays, but
more courts are needed.

We could cater for a lot

more people; were lobbying
council for a stadium. We
cant grow any more than
what weve already got, its
becoming more of an issue.
Meanwhile its the sport
that keeps on giving many
players who have worked
their way up through the
grades undergo training and
return to teach the younger
teams as coaches.

for a warning, he said.

Mr Sheridan said speeding remains one of
the biggest killers on our roads.
This is a reminder for drivers that they are
responsible for making sure they are aware
of their surroundings, including speed
limits, at all times.
Motorists will still be able to apply for an
official warning under provisions for special
or exceptional circumstances.
A good driving record will remain a basis
for appeal for motorists detected speeding
by less than 10km/h over the limit.

FINDING ROOM TO GROW

East Ward Councillor Dave Edwards, who has a son who
plays basketball, said that hard work and dedication has
grown a small local competition into one of the largest
sports in Moorabool.
In a short period of time they have provided an inclusive
sport for all abilities ages and sexes; they offer high-level
representative sport and bring teams from all over the
state to Bacchus Marsh, Cr Edwards said.
The association have members from all over the shire
including Ballan, Greendale Myrniong and Balliang.
Cr Edwards also spoke about the controversial situation
that sees local gymnastics group Acrofun occupying a
basketball court at the Darley Civic and community Hub
because there is no other space for that group.
The court was inactive three years ago and subsequently
Acrofun utilised the facilities. They are also a sport rapidly
expanding and to open up that court we could not just
ask them to leave - we would need to have a suitable
alternative venue for Acrofun, which we dont at this stage.
We would help fix one problem and just create another.
Bacchus Marsh is the second-fastest growing town in
Victoria and three years ago there were little tensions
for indoor stadiums. But with the booming Basketball
association and the immensely successful gymnastics
program ran by ACROFUN council has been unable to
keep up with the demand for facilities and is urgently
investigating options that will enable the continued
expansion of these sports.
The last thing council wants is these sports to knock
back kids and adults.

Valuable documents on exhibition

By Kate Taylor
They are four of the most
important documents that
council will have and now
is the time to speak up about
them.
Draft strategies governing Moorabools economic
development, retail sector,
agribusiness employment at
Parwan and industrial estates are now out for public
comment.

Councillors voted at the

Wednesday 2 September
council meeting to put all
four documents on exhibition at once, as an integrated
strategy.
The four strategies will
inform Councils decision
making and planning in
these areas over the next 26
years and form a key part of
Councils Moorabool 2041
framework.
Mayor Paul Tatchell said

To match this rapid population

growth, were going to need
more local jobs, population
servicing industries, shops and
investment opportunities
- Mayor Paul Tatchell

Industrial Areas Strategy

The strategy identifies that all precincts suffer from a
lack of infrastructure, and other significant issues include
residential encroachment and inadequate buffers.
Total demand for industrial zoned land is expected to
increase from 141Ha today to 193Ha in 2051.
However, enough industrial zoned land is available to
accommodate industrial business activity if adequate
supporting infrastructure is in place; currently, 45 per cent
of industrial zoned land is considered underutilised due to
being vacant or in agricultural use.
Key points of the strategy are:
Alternative locations capable of accommodating heavy
industry need to be identified to attract new industrial
investment with appropriate buffers
Parwan was identified as the best location for heavy
industry due to natural advantages - proximity to
Melbourne/absence of residential encroachment
Parwan requires the development of a Governance Model
and the delivery of support infrastructure including gas,
water, improved road access to the Western Freeway
and possibly other incentives to facilitate/consolidate
competitive advantages
Locate industrial precincts as close to Woolpack Road
as possible

Provision of Eastern Bypass and the Freeway
Interchange are likely to become essential projects
Nominate one precinct and encourage manufacturing
cluster in one location (potentially Parwan)
If Parwan is the Manufacturing location and is serviced
and funded, transition plans towards lower impact
activities should be encouraged for Maddingley 1
(Station St) and 2 (Hillside St) and Ballan
Population servicing industries should locate in Ballan
and Maddingley.

that they are four of the most

important documents that
council will have because by
2041, Moorabool will have
a population of more than
51,000 people - for some areas, double what it is today.
To match this rapid population growth, were going to
need more local jobs, population servicing industries,
shops and investment opportunities, Mayor Tatchell
said.

Freezing weather couldnt

stop hot topics being workshopped last Thursday at
Koweinguboora.

Local Koweinguboora and

Barkstead residents and
Council rural access and
Centacare representatives
met over afternoon tea at the
Korweinguboora Recreation
Reserve to discuss current
community issues and how
to tackle them.
Items tabled included a

lack of telecommunications,
women wanting to learn
practical skills, health issues,
social isolation, exercise activities and issues related
to carers of people with
dementia.

Those who attended suggested some ongoing activities to help overcome

isolation and health concerns including cooking
programs, a book club, cards
days, chair based exercise
programs and an afternoon
tea dance, says Danny Col-

Bulky Goods
More than half the retail expenditure of residents is
escaping the Municipality, primarily to Melton and
Ballarat, especially bulky goods such as whitegoods.
While the general consensus is for consolidation of
existing precincts, there is a strong call for providing a
location for bulky-goods retailing on the edge of Bacchus
Marsh. This is proposed to stem significant escape
expenditure from retail offerings associated with this type
of development such as homemaking and whitegoods.

Economic Development Strategy

The capacity to achieve long term economic development
in Moorabool is underpinned by the need for significant
investment in a range of infrastructure.
Issues identified range from inadequate roads, traffic flow
and traffic management in Bacchus Marsh to the provision
of basic services - water, gas, power and sewage - at new
employment clusters such as Parwan and Maddingley
South and expanding industrial sites within Moorabool.
Without infrastructure as a competitive advantage there
is a risk of existing industries relocating outside the Shire
to better serviced localities. This may add to the current
lack of local employment options and further exacerbate
residents reliance on commuting for employment.
Key recommendations in the strategy are:
Infrastructure investment to resolve traffic circulation in
Bacchus Marsh

Resolve infrastructure issues in Parwan Precinct to
enable investment
Investigate the viability of sector/interest specific
business networks and the early establishment of a
retail group in Bacchus Marsh
Develop online presence/material for priority business
precincts

Support agricultural networks through marketing and
networks
Advocate for investment in health facilities and precinct
planning

Explore options for expediting commercial land
development in Bacchus Marsh Town Centre
Explore opportunities to support workforce capacity
Explore opportunities to participate in regional groupings
in western Melbourne and adjoining shires

Community issues on
councils calendar
By Kate Taylor

Forecasts for Moorabool

Shire indicate that by 2031
an additional 4500 local jobs
could be created if we can
stimulate the right parts of
the economy. Thats what
these strategies are focused
on.

Email - news@themooraboolnews.com.au

Retail Strategy
Retail floorspace within Moorabool is approximately
31,200sqm; 80 per cent of this is within the Bacchus
Marsh region, mostly the Town Centre.
More than half of the retail expenditure by residents of
Moorabool is currently escaping the municipality, primarily
to Melton and Ballarat; food expenditure is being retained
while the majority of non-food expenditure is being lost.
Analysis reveals that around 6,000sqm of bulky goods/
homemaker floorspace is supportable in Bacchus
Marsh and would contribute to reducing non-food retail
expenditure escaping Moorabool.
Lack of retail service variety in Ballan was identified as a
major issue and the strategy sets out that by 2041 Ballan
is considered able to support new cafes/restaurants,
convenience retail stores, a discount variety outlet and
more retail services.
At 11,500 residents, a total of 13,000-14,000 sqm of retail
floorspace will be required. This could be provided in
Ballan at 8,000 sqm, Gordon at 3,000 sqm and elsewhere
at 1,000 sqm.
The Retail Strategy recommendations are:
Optimise the retail mix and encourage a concentration
of appropriate and diverse facilities within Bacchus
Marsh Town Centre

Position Bacchus Marsh Town Centre for growth,
keeping its role as the key activity centre for Moorabool,
and improve movement in the town centre
Create a sense of place for the Bacchus Marsh Town Centre
Provide a broader range of facilities and services in and
around Bacchus Marsh Town Centre
Develop Moorabool as a retail tourism destination

New/expansions of activity centres to serve growth
areas (i.e., Darley and Stonehill)

Out-of-centre development in Bacchus Marsh (i.e.,
bulky goods)
Facilitate the improvement of the retail offer in Ballan
Town Centre (i.e., domestic need and retail tourism)
Encourage the small towns to reach their potential.

Agribusiness Analysis And Proposed

Parwan Employment Precinct
The strategy completed an analysis of current and
prospective employment activities within the proposed
Parwan Precinct, focusing on long term sustainable
employment through agribusiness activities.
The following agribusiness sectors are likely to accord
with the proposed employment precinct generating the
following potential employment:
Hydroponics 600 employees
Mushrooms/composting 135
Red Meat processing 400
Feedlot/Sale Yards 15
Alternative Energy 15
Bulk Distribution 10
Poultry 6
Other 15
The strategy recommends the following to be undertaken
by council along with stakeholders:
Improvement of road linkages
Provision of natural gas
Provision of Class A water supply
Appropriate town planning provisions
Potential municipal rate subsidy
Broadband installation
Maintenance of an adequate power supply

Invitation to re-connect with nature

By Jessica Howard
If youre a fan of documentaries and adventure films youre going to love this.
The Lerderderg Library will be host to a free
screening of the film Project Wild Thing this
Thursday (September 17) thanks to the Moorabool Shire Council.

The 2013 film is an adventure documentary

which features a filmmaker named David
Bond who invites parents to help their kids reconnect with nature.
Community Services general manager Danny
Colgan said the documentary was a film-led
movement that aimed to get more kids and
families outside.
With increases in screen time, decreased perceptions of safety and a decrease in the amount
of time children spend outdoors playing and
being active, children are losing contact with
their natural environment and all of the benefits that it can provide, he said.
We are seeing an increase in childhood obesity and sedentary behaviours, which are not
beneficial to the health and wellbeing of our
children. Here in Moorabool we have a wealth
of opportunities to get outdoors and get active,
with some fantastic natural destinations and
environments, including parks, walking trails,
rivers and state parks.
Following the film, which will be screened at
10am and 6pm on Thursday, there will be a caf
style discussion to explore the ideas presented.
The free screening has been made possible by
the State Governments Best Start Program.
Bookings can be made by visiting http://
www.trybooking.com/IOWK or by contacting
Nichole at Council on 5366 7100.

Innocent man sacked

By Kate Taylor
Ballan District Health & Care has fired a
nursing home worker previously charged
by the homicide squad over the deaths of
four patients in his care.
The 59-year-old male from Melton was
employed at BDH&C as a CDC coordinator of nursing home services for approximately three weeks, during September of
this year.
However in December 2006, the Herald
Sun reported that the man in question
had faced four charges of Conduct Endangering Life at a Western Suburbs nursing
home he worked at, over the deaths of
four patients in four months.
The report, by journalist Mark Butler,
said that the Magistrate dismissed the
charges because there was not enough
evidence for him to stand trial.
The Melton man was also cleared of
charges relating to thefts from patients in
his care.
No convictions have ever been recorded
against the ex-employee of BDH&C.
CEO Wayne Weaire (BDH&C) said that
all appropriate background checks were
conducted before he was employed, in-

cluding national police checks and reference checks with reputable organisations.
However when the Moorabool News
googled the man, the first hit to appear
was the Herald Sun story, with the headline including the words Accused Killer.
The 59-year-olds employment at BDH&C
was terminated soon after his background
was exposed.
We are a very small agency, and its just
about the community having confidence
in what were doing as much as anything, Mr Weaire said.
The Moorabool News contacted the
59-year-old man and asked if he was disgruntled by the decision to sack him, after
being proved innocent in a court of law.
I feel I was caught up in the crossfire of
an internal political mess.
The Board have talked about it and
they told me it was a bad look for the
community.
It is quite disappointing as I feel with
my experience I could have made a difference in improving the services to the
community as it is all in a bit of a mess.
Asked if he would be making an unfair
dismissal claim he replied, I dont think I
can as a new employee.

Court in action

By Jessica Howard

Local litterbugs have been

caught red-handed after papers containing their names
and addresses were found
amongst dumped rubbish.
On April 16 of this year, the
Moorabool Shire Council
investigated a site on Diggers Rest Road that had been
used as an unpermitted rubbish dump.
A Council officer, who
appeared in the Bacchus
Marsh Magistrates Court on
Friday, stated that a number of documents had been
found amongst the garbage
and were addressed to either
Matthew Carville or Tamara
Van Dort.
The officer said both perpetrators were contacted in regards to the incident by post,
however despite Australia
Post verifying that the letters
had been received, there was

no response.
While Carville and Van
Dort both failed to appear in
court, Magistrate Robertson
was happy to hear the case
ex parte.
I think in this case a significant fine will allow for
both general and specific
deterrence, the community
needs to understand that
this behaviour is not tolerated, she said.
Carville and Van Dort
were each fined $1405 with
conviction.

Meanwhile, a previous Bacchus Marsh resident who

urinated on the floor of a
police cell despite standing
right next to a toilet has been
convicted.
Scott Dean was taken into
Bacchus Marsh police custody on August 5 of this year
after he was found drunk

in a public place, the court

heard.
At around 12am, Dean was
observed on CCTV cameras
urinating on the cell floor
right next to a stainless steel
toilet.
Deans solicitor stated that
his client, who suffered with
mental health issues, had
acted out of character as he
was under the influence.
My client was very intoxicated and also very angry
about being locked up and
wearing handcuffs which he
believed were too tight, he
said.
Magistrate
Robertson
described
the
defendants behaviour as simply
stupid and ordered him
to a 12-month adjourned
undertaking.
Police officers should not
be put in a situation like that
simply because you were
drunk and stupid, she said.

Green waste and

hard waste survey
Dont tell Facebook, tell council

By Kate Taylor
For locals with a heavy, deceased television or mattress
that wont fit in the car for a
trip to the transfer station no
matter how much Tetris they
have played in the past this
council survey is for you.
Its the same story for locals
with lawn clippings piles
starting to look more like
camouflage for an aircraft
hanger hard waste and
green waste are both the
topics of a Moorabool Shire
Council survey.
The survey will be circulated to gauge the level of
community support for a

user-pays green waste and

hard waste collection service, which council currently does not provide.
Its part of councils Waste
and Resource Recovery
Strategy and Mayor Paul
Tatchell pointed out that
council have put together
several options on how a user-pays system could work.
We are asking residents
to choose one of these options or to let us know if they
would not use any of the services listed, Mayor Tatchell
said.
We are hoping to have a
good response rate to this
survey because a decision

will be made on these services based on what the

community tells us.
Residents will be able to
access the survey and have
their say using a hard copy
survey to be circulated with
the spring edition of Moorabool Matters, which can be
returned to any Council service centre.
Alternatively, the survey
can be accessed online at
www.haveyoursaymoorabool.com.au or www.moorabool.vic.gov.au.
All surveys need to be submitted by Friday 9 October,
2015.

Environmental Opinion

There were 137 students

involved in this production;
it seamlessly deals with everyday problems and controversy without confrontation.
Its mature, thought provoking and relevant, amateur
theatre at its best!
- Paul Tatchell

with Tom Kingston

Should Victoria cash in on containers?

This weeks article will have

another bits and pieces
theme. This week the bits
and pieces are in five parts
and I owe thanks to Jim
Fraser for the last one.
Part One: An interesting
web-site among many interesting websites on helping
our planet is Eco Shout. It
has a range of services and
has been growing since
2004. Whether youre looking to volunteer, attend
an environmental event,
be involved in a training
course or meet like-minded
people, Eco Shout provides
really useful information;
the grassroots sustainability and environment events
that it lists are particularly
interesting.
***
Part Two: The Norwegian
Parliament has just ordered
its $A1.15 trillion Sovereign
Wealth Fund to divest from

coal. This represents the

largest single divestment
from fossil fuels in human
history, and the biggest sign
yet that the age of coal is
over and the financial case
for investing in fossil fuels is
likely to disintegrate. Investing in coal companies poses
both a climate-related and
economic risk, said Svein
Flaatten, a Conservative
member of the parliamentary finance committee. Over
220 institutions, including
the Rockefeller Brothers
Fund, Stanford University
and French Insurance megalith Axa, whove committed
to divest from fossil fuels in
the past 12 months.
***
Part Three: It seems that
people in NSW will soon be
able to claim a 10c refund on
their empty drink bottles and
cans preventing millions
of plastic containers from

ending up in our forests,

beaches, rivers and oceans.
You may have already heard
of Cash for Containers.
You buy a drink, and get 10
cents back when you return
your empty bottle or can. In
Europe, its one of the most
popular and proven ways to
reduce plastic waste, helping
achieve recycling rates of up
to 97%. And its a program
that has operated successfully in South Australia for over
30 years, where recycling
rates are double those of the
rest of the country. NSW will
soon enjoy the same benefits.
This nearly didnt happen.
Coca-Cola and their beverage industry buddies fought
us all the way, running attack ads, cosying up to politicians and even taking the
fight to federal court. Coke
thought they could bully
and buy their way out of
doing the right thing by the

planet. Over 150,000 people signed petitions, called

MPs and funded ads to tell
politicians to back Cash for
Containers. Thousands took
to their cities, beaches and
parks to pick up plastic trash
and raise the alarm. Why not
now approach Don Nadella
and Geoff Howard about
bringing this practice into
Victoria?
***
Part Four: The Tasmanian
government is attempting
to remove the term wilderness from the states wilderness world heritage area,
opening the vast ecosystem
to selective logging, cruise
ships and landing strips
for aircraft. In a draft plan,
extracts of which have been
seen by Guardian Australia, the term wilderness is
dropped because it is considered deeply problematic
for Aboriginal people and

replaced by natural area.

The document states the
current terminology implies a landscape empty of
human culture. The plan
refers to the extraction of
speciality timbers within
the wilderness area, indicating that logging may be allowed for the first time since
the 1.58m-hectare area was
inscribed on the world heritage list in 1982.
***
Part Five: Researchers from
the University of South Australia were recently recognised by the 2015 Australian
Museum Eureka Prizes for
their innovative sustainable energy solution. The
winners of the 2015 ANSTO
Eureka Prize for Innovative
Use of Technology Associate Professor Frank Bruno,
Dr Martin Belusko and Dr
Steven Tay were awarded
for the development of a

phase-change system that

provides energy storage at
a tenth of the cost of batteries. The system is said to resolve the mismatch between
generation hours and electricity use. By melting and
solidifying an inexpensive
liquid salt solution, renewable energy can be stored
and released quickly and
cheaply. According to the
executive director and CEO
of the Australian Museum,
Kim McKay AO, The potential this technology offers for
renewable energy to form
a much larger slice of Australias electricity generation
through low-cost energy
storage is very exciting.

Happy Families

Its hard to imagine that the

first person born onto this
earth, took the life of the
second born. Adam and Eve
were blessed with the birth
of Cain, who grew up to become a vegetable gardener.
Afterwards, Abel was also
born, and he would become
a shepherd.
At this time, the newly
formed family was close to
God, and Cain became jealous of Gods relationship
with his brother Abel. God
warned Cain to be careful of
his attitude, because sin was
crouching at his door, with a
desire to rule over him. Cain
brooded on his hatred for his
brother, and in a fit of rage,
he took his life. This event
marked Cain for the rest of
his life.
It can be hard for people to
know how to build a happy
family, when they never had
that modelled for them. Yet
many people still choose to
love their spouse and children dearly, and put their
interests ahead of their own.
As the children are growing

You dont choose your family.

They are Gods gift to you, as you
are to them. Desmond Tutu
up, they are building habits
that may go through their
lifetime with them.
In the Bible story, Joseph
grew up as a dreamer, and
he dreamed of greatness.
This made his brothers dislike him, but when his father
made him a coat of many
colours, their dislike turned
to hatred and then thoughts
of murder.
When Joseph was sent by his
dad many kilometres away
to bring food to his shepherd
brothers, they wanted to kill
him, but instead sold him as
a slave to a passing caravan
of traders, who were going
down to Egypt. They had
to live their lives with the
consequences of their action.
Josephs old father Jacob was
overcome with grief, as they
convinced him that Joseph
had been ripped apart by a

lion or a bear, only his torn

and bloody coloured robe
remained.
Josephs dream however
did not die, and he rose to a
great position of power under Pharaoh. Joseph had his
own family and sometime
later, when famine gripped
the land, Jacob sent his sons
to Egypt to buy corn and
wheat. It was in Josephs
power to pay his brothers
back, but he forgave them,
and was reunited with his
frail old father.

Selecting

Clarkes Hill District Approx. 89.50 Acres
521 Boundary Church Road, Clarkes Hill

Enzo Raimondo
CEO, REIV

Situated in a tightly held and highly regarded district, only

15 minutes drive from Ballarat, 75 minutes to Melbourne,
20 minutes to Daylesford, and the local primary school is
just 3 kilometres away. The property is being offered as a
whole, comprising 89.50 acres or 36 hectares, and consisting
of 2 titles and 8 crown allotments. Title break down: Lot
2N and 2M consists of 22 plus acres and Lots 2L, 2K, 2I and
2J consist of 67 plus acres of which incorporates the home.
With two road frontages, this picturesque land is undulating
with commanding views of the district with a wonderful
northerly aspect. A solar operated stock and domestic bore
has a submersible pump and a 27,000 litre holding tank that
supplies stock water. Fenced into three paddocks, the soil is
deep red volcanic and highly productive, and represents an
opportunity to suit any rural pursuit. In recent times the land
has turned off magnificent limousine calves. The ground is
very fresh with one paddock last sown to spud rotation about
10 years ago. Sitting in a very private setting is the older style
heritage home that offers 4 bedrooms, Baltic floors and a
corrugated iron roof that is in good order. Mains power and
tank water are connected to the residence which is currently
rented. The home has established trees to the west side and
the garden will be a show piece in Spring. The land is Zoned
Farming under the Moorabool Shire planning scheme, and
with 2 titles the option to realign title boundaries and sell
the home on small acres is a value adding option available

to either add to your existing farm or purchase some of the
most fertile ground in Victoria!

When youve decided to sell

your home, appointing an
agent is arguably your next
most important move. But
theres more to it than selecting the person who offers
you the highest valuation or
the lowest commission.
You will be relying on your
agents expertise and judgment to achieve the best
possible outcome, so its
important to know theyre
appropriately qualified. All
REIV members are required
to complete certified training
and undertake continuous
professional development as
well as follow the industry
Code of Practice in acting
ethically, honestly and fairly.
You can easily find an REIV
member, or check if your
agent is a member, by visiting our website.
Your agent will most likely
have support to sell your
property particularly a
support agent to assist with
open for inspections and
an auctioneer if the home is
going under the hammer.
Ask who will be part of the
agencys team and their
level of experience. Often,
an agency will put together
a team incorporating a good
mix of experience, energy
and enthusiasm.
Generally, agents specialise
in certain towns or locations;
ask the leading agent about
their level of experience in
your local area and in selling

properties like yours.

Referrals from friends or
family can be a good guide,
but ask your agent to speak
to some of their past clients,
to gauge the level of service
provided. How many listings do they have? Get a feel
for whether your property
will be a priority for them
and agree on the right level
of communication during
the campaign.
Ask their opinion. Should
you embark on an auction
campaign or private sale?
What are the best open for
inspection times? Every
property is unique but ask
about market trends and any
similar properties theyve
sold in recent times. How
long were these properties
on the market? Were there
multiple bidders? Do they
have a database of potential
buyers?
Discuss a marketing plan.
How does the agency typically promote its listings?
What kind of investment
will they be asking you to
make to fund a marketing
strategy?
Its also important to understand the terms and conditions of appointing an agent.
Youre entering into a legal
contract with your agent so
do some pre-work to ensure
you know what youre signing up for.
Your agent is there to act
in your best interests, with
high standards of integrity and experience. Dont be
scared to ask agents a lot of
questions before you decide
who to list your property
with. This is a crucial relationship designed to ensure
a straightforward sales campaign ending, hopefully,
with a great selling price.
To find a good local agent,
go to the Membership section of the REIVs website at
reiv.com.au/membership.

winds stir up tension. Consequently you will be doing
lots of compensating and soothing lots of ruffled feathers.
CAPRICORNDecember 23-January 20

Far out schemes may not suceed right now, but keep your

greatly in the eyes of a loved one and colleagues.
AQUARIUSJanuary 21-February 19

Plans this week go askew, but the unflappable Aquarian

makes the most of things. Your intuition improves later
in the week. A chance encounter livens up the week
considerably.

PISCESFebruary 20-March 20
Fitness is the keyword. A combination of mental and
physical activities should prepare you for a week that
requires utter concentration and offers more than one
chance for promotion.

DEATH NOTICE
Galea. Victor

Passed away peacefully at home surrounded by his loving

family on Friday, Sept. 4, 2015 aged 75 years.
Loving husband of Josephine, loved father of Jeffrey (dec.),
Juanita (Bugsy), Audrey, Matthew and Racheal. Loved
grandfather of Matthew, Luke, Daniel, Joshua, Robert, Blake,
Ryan, Bryce, Patrick, Jordan, Jett, Kyra and Shelby.
Loved great grandfather of Jarod, Tayla and Zoe.
Loving father-in-law of Alan, Campbell and Jade.
Loved by his faithful dog Casper
Victors family with to sincerely thank Peter Mac, Ballan
District Health, Bacchus Marsh Palliative Care staff, Ballan
Pharmacy and especially Dr Anthony for all their support.
They say memories are golden, well maybe this is true.
We never wanted memories we only wanted you.
A million times we needed you, a million times we cried.
If love alone could have saved you, you never would have died.
In life we loved you dearly, in death we love you still.
Inside our hearts you hold a place no-one could ever fill.
If tears could build a stairway and heartache make a lane,
We would walk the path to Heaven and bring you back again.
Our family chain is broken and nothing seems the same,
But as God calls us one by one the chain will link again.

Darley will have the chance

to create club history this
weekend.
The senior team will enter
the BFL grand final on Saturday, where they will go
head to head against 16-time
premiership winners North
Ballarat City.
The Devils last won a senior
premiership in the Riddell
District Football League
in 1995, however are yet to
take the flag since changing
leagues in 1997.
Senior captain, Shane Page
said he couldnt wait to
chase the clubs first BFL
premiership.
You can tell that this game
means a lot to the boys and
while we know itll be a
tough game I have every bit
of confidence that we can
come out with a win, he
said.
I think the key will be to
start off strong and bring it
home as best as we can. It

would mean everything to

take the flag, both individually and as a team. I know
that for all the boys and the
rest of the club a win would
be pretty special.
Coach Jarryd Edwards said
he was looking forward to
seeing the boys take part in
a great game.
If North play their best
footy they will definitely
give us a good show, but Im
pretty confident. Our side
has a really good balance all
over the ground and the last
few weeks they have played
really well, he said.
This is obviously a pretty
big event for the club, especially considering we
havent had a win for 20
years let alone one in the Ballarat competition, but a win
would mean just as much
to us as it would to North
Ballarat.
The Devils will take on
North Ballarat this Saturday at 2:30pm at the Eastern
Oval.

Some would suggest that it

was experience versus the
exuberant when neighbouring rivals Springbank and
Gordon played off in the
CHFL Grand Final on Saturday; with the experienced
coming out on top when the
final siren sounded.
The Eureka Stadium is always a trap for the inexperienced, its a big oval that
lends itself to free flowing
football; it takes a lot of
discipline to shut down an
attacking side when there

is plenty of real estate to be

explored, and that is exactly
how Springbank methodically clipped the wings of
the Eagles high flyers, and
played the game on their
own terms.
The Eagles finished the
home and away season as
the number one attacking
side in the league with a 20
goal a game average from a
57% conversion rate, whilst
Springbank finished third
in attack with a 16 goal average and a 55% conversion
rate; its in defence where the
story unfolds. Springbank

clearly finishing number 1

and Gordon 8th; the moral
to the story is play to your
strengths, and the Tigers did
exactly that holding Gordon
to only four goals in four
quarters of football.
Its not that the Eagles didnt
get their fair share of the ball;
it was one of the few stats
that was even; Springbank
pressured the Eagles into
wasteful football on every
forward entry, with Michael
Searl stamping his authority
across the half back line.
The other telling stat was
the Tigers kicking a goal

within 45 seconds at the

start of each quarter forcing the Eagles to play catch
up football at every change.
Even in the third quarter
where the Eagles dominated
for much of the term, they
failed to capitalize with only
two goals for their efforts;
Searl once again proving to
be the Eagles nemesis.
Springbank finished the
game the way they started;
played to their strengths,
stuck to their game plan and
ran out comfortable winners
by 33 points.
