Our year is in full swing, and we have already been able to make many school visits, and provide support to
staff and students. The travel and interaction with our school staff is often the most exciting part of our jobs, so
please dont hesitate to reach out for support; an ACES staff member would love to help!
One question I have encountered several times in the past month is regarding the role of the paraprofessional. I
have attached a Focus On Issues newsletter provided by DESE to help provide some information regarding how
paraprofessionals can be used with students. Please feel free to let me know if you have any questions!

Maintenance of Effort
Maintenance of Effort (MOE) for 2014-15 can only include non-federal special education expenditures from
July 1, 2014, through June 30, 2015. All Early Childhood Special Education (ECSE) and K-12 special
education expenditures paid with state funds must be reported on the MOE State Only grid (MOE Step 2)
and all K-12 special education expenditures paid with local funds must be reported on the MOE Local Only
grid (MOE Step 3). Special education expenditures paid with federal funds, including High Need Fund
Federal revenue, ECSE Federal revenue, or any other IDEA Federal grant funds, must be excluded from the
MOE calculation.
The special education expenditures reported by the LEA on the 2014-15 ASBR are compared to ALL
expenditures reported in the 2014-15 Part B FER (FER grid, MOE-State Only grid, and MOE-Local Only
grid) on MOE Step 6. When comparing the ASBR to the amounts reported on the FER and MOE grids, the
difference should be $0.00, unless the LEA:
* Received ECSE Federal funds, HNF Federal funds, Assistive Technology Federal grants, etc.
* Had 2200 or 4000 expenditures that were not utilized for the special education program
The LEA must enter a comment in the District/LEA Comment field in MOE Step 6 to indicate why any
discrepancy exists or correct the amount(s) reported.
