The Constitution of the United Nation of Perminea


Preamble
We, the people of Perminea, having solemnly resolved to constitute Perminea into a Sovereign
Unitary Republic and to secure to all its citizens: Progress, social, economic, and political; and to
promote among them all Peace, assuring the dignity of the individual and the unity and integrity
of the Nation.
On this thirtieth day of April, 2015, we herby adopt, enact, and give to ourselves this
Constitution.

Article I. The Nation and its territory.


Section 1. Name and territory of the Nation.
The United Nation of Perminea shall be a Nation of States and Dependencies united under a
supreme Unitary District. The territory of Perminea shall comprise- the territories of the States;
the territories of the Dependencies; the territories of the Unitary District; and such other
territories as may be acquired.
Section 2. States.
Full faith and credit shall be given in each State to the public acts, records, and judicial
proceedings of the Nation, as not to impede or prejudice the exercise of the executive power of
the Nation; and the President may, by general laws, prescribe the manner in which such acts,
records, and proceedings shall be proved, and the effect thereof.
New States may be admitted or established by the President into this Nation on such terms and
conditions as he thinks fit.
The President may by law- form a new State by separation of territory from any State or by
uniting two or more States or parts of States or by uniting any Dependency to a part of any State;
increase the area of any State; diminish the area of any State; alter the boundaries of any State; or
alter the name of any State.
The President shall have power to dispose of, and make all needful rules and regulations
respecting the States of the United Nation of Perminea, as well as the formation and continuation
of each States individual government; and nothing in this Constitution shall be so construed as
to prejudice any claim of the United Nation of Perminea.
Section 3. Dependencies.
Full faith and credit shall be given in each Dependency to the public acts, records, and judicial
proceedings of the Nation, as not to impede or prejudice the exercise of the executive power of

the Nation; and the President may, by general laws, prescribe the manner in which such acts,
records, and proceedings shall be proved, and the effect thereof.
New Dependencies may be admitted or established by the President into this Nation on such
terms and conditions as he thinks fit.
The President may by law- form a new Dependency by separation of territory from any
Dependency or by uniting two or more Dependencies or parts of Dependencies; increase the area
of any Dependency; diminish the area of any Dependency; alter the boundaries of any
Dependency; or alter the name of any Dependency.
Section 4. Guaranty of Unitarian form of government and against invasion.
The United Nation of Perminea shall guarantee to every State and Dependency in this Nation a
Unitarian form of government, and shall protect each of them against invasion; and, on
application of the President, against domestic violence.

Article II. Citizenship.


Section 1. Citizenship at the commencement of the Constitution.
At the commencement of this Constitution, every person- who signed the Declaration of
Independence; or who submitted an Application for Naturalization Form and was approved by
the President; or who applied via the online Citizenship Application and was approved by the
President; and who ordinarily resides within Perminea as so defined, shall be a citizen of
Perminea.
Likewise, every person withstanding anything in paragraph One of this section who is ordinarily
residing in any country outside Perminea as so defined, shall be a citizen of Perminea.
Section 2. Dual and multi-citizenships
Every person who applied for a dual or multi-citizenship (that is a citizenship of Perminea as
well as a citizenship of one or more other country) when they submitted an Application for
Naturalization Form, and was approved by the President, shall be a dual or multi-citizen of
Perminea.
All dual or multi-citizens of Perminea shall be entitled to all privileges and immunities of sole
citizens of Perminea (that is a citizen of Perminea who is not a citizen of any other country).
Section 3. Privileges and immunities, and fugitives from justice.
The citizens of each territory in Perminea shall be entitled to all privileges and immunities of
citizens in the several territories of Perminea.

A person charged in any territory of Perminea with treason, felony, or other crime who shall flee
from justice, and be found in another territory of Perminea, shall, on demand of the President, be
delivered up, to be removed to the Unitary District, having jurisdiction of the crime.
Section 4. Continuance of the rights of citizenship.
Every person who is or is deemed to be a citizen of Perminea under any of the foregoing
provisions of this Article shall, subject to the provisions of any law that may be made by the
President, continue to be such citizen.
Section 5. The President to regulate the rights of citizenship by law.
Nothing in the foregoing provisions of this Article shall derogate from the power of the President
to make any provision with respect to the acquisition and termination of citizenship and all other
matters relating to citizenship.

Article III. The President.


Section 1. The President of Perminea.
The executive power of the Nation shall be vested in a President of the United Nation of
Perminea, and shall be exercised by him either directly or through officers subordinate to him in
accordance with this Constitution.
Section 2. Qualifications for election as President.
No person except a natural-born citizen, or a citizen of Perminea at the time of the adoption of
this Constitution, shall be eligible to the office of President; neither shall any person be eligible
to that office who shall not have attained to the age of thirteen years, and been at least two years
a resident within the United Nation of Perminea.
Section 3. Election of President and Prime Minister.
The Voters shall meet with their respective Election Judge, and vote by ballot for President and
Prime Minister; the Voters shall name in their ballots the person voted for as President, and, in
distinct ballots, the person voted for as Prime Minister; and the Election Judge shall make
distinct lists of all persons voted for as President, and of all persons voted for as Prime Minister,
and of the number of votes for each; which lists he shall sign and certify, and transmit to the seat
of the government of the United Nation of Perminea, directed to the incumbent President. The
incumbent President shall open all the certificates, and the votes shall then be counted. The
person having the greatest number of votes for President shall be the President, if such number
be a majority of the whole number of eligible Voters; and if no person have such majority, then,
from the persons having the highest numbers, not exceeding two, on the list of those voted for as
President, the incumbent President shall choose immediately, the President. But if the incumbent
President shall not choose a President, whenever the right of choice shall devolve upon him,

before the thirtieth day of June next following, then the Prime Minister shall act as President, as
in case of the death or other constitutional disability of the President.
The person having the greatest number of votes as Prime Minister shall be the Prime Minister, if
such number be a majority of the whole number of eligible Voters; and if no person have such
majority, then, from the two highest numbers on the list, the incumbent President shall choose
the Prime Minister.
Section 4. Manner of election of President and Prime Minister.
The incumbent President may determine the time and the day on which the Voters shall give their
votes for the President and Prime Minister of the United Nation of Perminea; which day shall be
the same throughout Perminea.
Section 5. Term of office of President.
The President shall hold office for a term of three years from the date on which he enters upon
his office.
Section 6. Reelection of President.
A person who holds, or who has held, office as President shall, subject to the other provisions of
this Constitution, be eligible for reelection to that office. There shall be no limit on the number of
terms a person can be elected as President.
Section 7. Removal.
In case of the removal of the President from office or of his death or resignation, the Prime
Minister shall become President. Whenever the President transmits to the Prime Minister his
written declaration that he is unable to discharge the powers and duties of his office, and until he
transmits to him a written declaration to the contrary, such powers and duties shall devolve upon
the Prime Minister as President.
Section 8. Compensation.
The President shall, at stated times, receive for his services, a compensation, which shall neither
be increased or diminished during the term for which he shall be elected. He may however,
receive within that term, any other emolument from the United Nation of Perminea for services
not associated with the office of the presidency.
Section 9. Oath by the President.
Before he enter on the execution of his office, he shall take the following oath with his right hand
on The Holy Bible and his left hand raised:- I do solemnly swear that I will faithfully execute
the office of President of the United Nation of Perminea, and will to the best of my ability,
preserve, protect, and defend the Constitution of the United Nation of Perminea.

Article IV. Powers of President.


Section 1. Commander-in-Chief.
The President shall be Commander-in-Chief of the Armed Forces of the United Nation of
Perminea, and of the Militia of the several territories of Perminea, when called into the actual
service of the United Nation of Perminea.
He shall have power- to declare war and make rules concerning captures of land and water; to
raise and support armies; to provide and maintain a navy; to make rules for the government and
regulation of the Armed Forces; to provide for calling forth the Militia to execute the laws of the
Nation, suppress insurrections and repeal invasions; to provide for organizing, arming, and
disciplining, the Militia, and for governing such part of them as may be employed in the service
of Perminea; and to appoint officers residing over, and the authority of training the Militia.
Section 2. Power to grant pardons.
The President shall have power to grant reprieves and pardons for offences against the United
Nation of Perminea, except in cases against himself.
Section 3. Power to make treaties.
The President shall have power to make treaties with any nation in which he chooses Perminea to
have relations with.
Section 4. Power to appoint certain officers.
The President shall nominate half of the Heads of Departments, nominating all odd numbered
Departments, when listed sequentially by the date they were created; and by and with the advice
and consent of the Prime Minister, shall appoint said officers.
The President shall nominate half of the ambassadors from the United Nation of Perminea,
nominating all odd numbered ambassadors, when listed sequentially by the date the country they
are representing Perminea to recognized Perminean independence; and by and with the advice
and consent of the Prime Minister, shall appoint said officers.
The President shall appoint all other officers of the United Nation of Perminea, whose
appointments are not herein otherwise provided for, and which shall be established by Law.
Section 5. Miscellaneous powers.
The President shall have power to lay and collect taxes, duties, imposts, and excises, to provide
for the common defense and general welfare of the United Nation of Perminea; but all duties,
imposts, and excises shall be uniform throughout Perminea;
To regulate commerce with foreign Nations, and among the several territories of Perminea;

To establish uniform laws on the subject of bankruptcies throughout Perminea;


To coin money, regulate the value thereof, and of foreign coin, and fix the standard of weights
and measures;
To provide for the punishment of counterfeiting the securities and current coin of Perminea;
To establish post offices;
To promote the progress of science and useful arts, by securing for limited times to authors and
inventors the exclusive right to their respective writings and discoveries;
To define and punish piracies and felonies committed on costal waters, and offences against the
Law of Nations;
To exercise exclusive legislation in all cases whatsoever, over such district as is or may be the
seat of the government of the United Nation of Perminea, and to exercise like authority over all
territories purchased in which the same shall be, for the erection of forts, magazines, arsenals,
dock-yards, and other needful buildings;And
To make all laws which shall be necessary and proper for carrying into execution the foregoing
powers, and all other powers vested by this Constitution in the government of the United Nation
of Perminea, or in any department or officer thereof.
Section 6. Other provisions mentioned in the Constitution.
The President shall have the power to which he is entitled through all other provisions on
presidential power mentioned in this Constitution, both within, preceding, and after this Article.

Article V. The Prime Minister.


Section 1. The Prime Minister of Perminea.
The Prime Minister shall act as President in the case of the death or other constitutional disability
of the President.
Section 2. Qualifications for election as Prime Minister.
No person except a natural-born citizen, or a citizen of Perminea at the time of the adoption of
this Constitution, shall be eligible to the office of Prime Minister; neither shall any person be
eligible to that office who shall not have attained to the age of thirteen years, and been at least
one month a citizen of the United Nation of Perminea.
Section 3. Term of office of Prime Minister.
The Prime Minister shall hold office for a term of three years from the date on which he enters
upon his office, which day shall be the same as that of the President chosen for the same term.

Section 4. Reelection of Prime Minister.


A person who holds, or who has held, office as Prime Minister shall, subject to the other
provisions of this Constitution, be eligible for reelection to that office. There shall be no limit on
the number of terms a person can be elected as Prime Minister.
Section 5. Removal.
In case of the removal of the Prime Minister from office or of his death or resignation, the
President shall nominate a Prime Minister who shall take office upon the nominees consent.
Whenever the Prime Minister transmits to the President his written declaration that he is unable
to discharge the powers and duties of his office, and until he transmits to him a written
declaration to the contrary, such powers and duties shall devolve upon the nominated Prime
Minister as Prime Minister.
Section 6. Compensation.

however, receive within that term, any other emolument from the United Nation of Perminea for

Article VI. Previous governmental actions.


Section 1. Governmental actions conducted prior to this Constitution.
All governmental actions conducted prior to this Constitution are herby still in effect, unless
otherwise repealed or amended by constitutional means in compliance with this Constitution.
Previous governmental actions include, but are not limited to, Agreements, Acts, Laws, and
Treaties.

Article VII. Mode of amendment.

Whenever the President or Prime Minister shall deem it necessary, they shall propose
amendments to this Constitution, which shall be valid, to all intents and purposes, as part of this
Constitution, when approved by the President, Prime Minister, and at least one-half of the Heads
of Departments: Provided, that no amendment which may be made prior to the year two
thousand and eighteen shall in any manner affect the second section of the third article; and that
no citizen, without his consent, shall be deprived of his equal suffrage in electing the President
and Prime Minister.

Article VIII. Ratification.


The ratification of six citizens shall be sufficient for the establishment of this Constitution
