Comments: The Public Land Management Specialist IV position acts as project
manager on all San Joaquin River Conservancy (SJRC) acquisition and development projects. Development projects include habitat restoration, enhancement and public access improvement type projects. The project manager works independently and has responsibility for project consultation between the state and its partners, development and review of funding and grant proposals, cost effectiveness evaluation, negotiation of project agreements, contract administration, planning and design review, construction oversight, quality assurance and monitoring. Prepare or coordinate preparation and review of permits and environmental documents pursuant to the California Environmental Quality Act or National Environmental Policy Act. Identify and develop appropriate mitigation for biological impacts. Authorize project start-up and payment of invoices. The project manager also performs highly complex negotiation work to acquire properties for conservation purposes. Evaluate potential projects, write complex land agreements, secure, examine and interpret title reports and execute documents to ensure clear title to properties. Recommend and secure services of private appraisers. Using statewide quality standards, review appraisals to ensure compliance with state and federal laws. Assist in preparation/review of environmental assessment documents. Present project proposals to Wildlife Conservation Board (WCB) for consideration and allocation of funds. Recommend approval of expenditures of state funds for project-related expenses; includes preparation of agenda items, briefing packages, presentations and displays for WCB members. Represent WCB and SJRC projects at other public hearings, public groups and interested stakeholder groups; act as expert witness by testifying before a board or governing body. Upon WCB approval, submit acquisition paperwork and documents to DGS for review and approval. Deliver documents to escrow. Close files.
