Blackbridge Road Managed Fill

Proposal
Managed Fill Operation
940,000m3 of Fill
10 years
7:00am to 6:30pm Monday to Friday
7:30am to 2:00pm Sat
average 160 to maximum 240 trucks
movements per day
1ha exposed area
Trucks and truck & trailer units

Traffic
Intersection with Dairy Flat Highway lack of
sufficient sight lines
Single lane bridge
No footpaths or bridle paths for cyclists, horse
riders, pedestrians, dog walkers, runners, etc.
Stock movements on road
On school bus route
60% of truck movements are past Dairy Flat
School

Noise
Noise from trucks on the road
Heavy Machinery operating more than 11
hours a day during the week
Heavy machinery operating on weekends
General Rural allows for noise, however
experience is noise is intermittent and not
constant.

Dust
Dust and contaminants will be created by the
Trucks, the 1ha of exposed land on the fill site
and from the metal road for trucks coming
from the west.
This dust will adversely impact quality of
dirking water due to setting on residential
roofs feeding water tanks.

Roading
Trucks travelling on the road have already caused
significant damage to the road surface
When will road be repaired and at whose cost
Roads are narrow and in some places you could
not have two trucks pass each other (Western
approach)
One lane bridge if damaged would cause
significant inconvenience to majority of residents
on Blackbridge Road, Drury Lane, Escott Road,
Three Oaks with alternate route via Waitoki over
a gravel road.

Ecology

Ground water impact

Filling of marsh land and streams
Impact on bird life
Native fish
Contamination of soil for future generations

Managed Fill
This is fill that is contaminated by higher levels of various
chemicals than clean fill i.e. Arsenic, Benzo[a]pyrene,
Boron, Cadmium, Chromium, Copper, Lead, Mercury,
Nickel, Zinc, Petroleum Hydrocarbons C7-C9, C10 C14,
C15 C36
Submission is unclear on testing of land before or during
operation to ensure contamination levels are within the
parameters specified
Submission is unclear on testing trucks prior to dumping to
confirm fill meets managed fill criteria
Submission is unclear on cleaning trucks, so they can exit
the work site on to Blackbridge road without
contamination.

Visual Effects
Neighbouring properties will be able to see
works until vegetation planted has grown
sufficiently
Properties over looking the works will be able
to view the works for the entire duration of
the project.

Vibration
Machinery and heavy vehicles proposed to be
used within the site will have a significant
adverse effect on surrounding dwellings
Trucks travelling on the road will have adverse
effects on dwellings, surrounding land and
livestock

Property Values
Properties next to Managed fill site may
become unsaleable
Rental values will decrease causing hardship
for Landlords

properties in areas away from the landfill
