Today I have assented to five key County Bills, critical in helping our county move

forward.
I have signed the Machakos County Cooperatives Act 2015, Machakos County
Revenue Administration Act 2015, The Machakos Government Administrative Structure
Bill, The Machakos County Government HIV/ AIDS Management Act and The Machakos
County E-Waste Management Act.
The signing ceremony was witnessed by the Speaker of County Assembly Hon. Bernard
Mung'ata, Deputy Speaker Nganga wa Ngangani, Acting County Secretary Grace
Munguti, Honourable MCAs Joshua Mwonga (Majority leader), Willy Kasimu (Deputy
majority leader), Thomas Kasoa (Minority leader), Timothy Kilonzo (Chief whip) and
Alex Peter Kamitu (Deputy chief whip)
Below find a list of the various bills.
THE MACHAKOS COUNTY COOPERATIVES ACT, 2015
Cooperatives societies is a devolved function of the county government under
section 7(e) of part 7 of the fourth schedule of the constitution.
The Machakos County cooperatives structures Bill seeks to establish the office of
the director responsible for matters relating to cooperatives societies where application
for registration of cooperatives societies shall be made.
The Act also establishes a fund whose object is to promote education, training,
research, consultancy and other related activities in the co-operatives sector.
MACHAKOS COUNTY REVENUE ADMINISTRATION ACT, 2015
The Act establishes the office of the director of revenue Administration within the
county public service.
The director shall be responsible for enforcement of revenue laws including the
assessment, collection and accounting for all revenue payable under the county
revenue law
The director must prepare annual revenue collection report on the total collections
of revenue in the county to be submitted to the CEC.
THE MACHAKOS GOVERNMENT ADMINISTRATIVE STRUCTURES BILL
The Act seeks to line county government into decentralized units as provided in
part VI of the County Governments Act.
The Act also established villages units and set conditions to be met in the
delineation of the village boundaries.

The Act establishes the office of the county administrator, the ward administrator,
and the village administrator and persons who shall be responsible for administrating
the function of the office and their qualification.
It also provide provisions for collaboration and cooperation between the county
government and the national government in the implementation of the Act.
THE MACHAKOS COUNTY GOVERNMENT HIV AND AIDS MANAGEMENT ACT
Establish the county committee whose functions include organization of public
consultative forums and facilitate public education.
Also establishes a committee in every sub county to assist in the implementation
of the Act.
Establishes a fund whose monies shall be used for among other functions the
transmission, management and control of HIV and AIDS.
THE MACHAKOS COUNTY E-WASTE MANAGEMENT ACT
Provides a legal frame work for ensuring an efficient e-waste management in the
county

Places responsibilities on the government to ensure safe disposal of e-waste.

Imposes a penalty of a fine Kshs. 200,000 or an imprisonment of four years for


person operating e-waste management without a license.
THE MACHAKOS COUNTY COMMUTER MOTOR VEHICLES ACT, 2015
Provides a legal frame work to regulate activities in bus stations with the county
