Republic of the Philippines NATIONAL POLICE COMMISSION Quezon City RESOLUTION NO, 2015-606 CONFERMENT OF POLICE EXECUTIVE SERVICE ELIGIBILITY (PESE) ON JONATHAN BERNALDEZ ABELLA AND ONE HUNDRED ONE (101) OTHERS WHEREAS, Section 32, of Republic Act No. 6975, otherwise known as the PNP Law of 1990, as amended by Section 21 of R.A. No. 8551, provides that the National Police Commission shall administer the entrance and promotional examinations for policemen on the basis of standards set by the Commission; WHEREAS, Section 38 (a) of R.A. No. 6975, as amended by Section 33 of R.A. No. 8551, also provides that ‘A uniformed member of the PNP shall not be eligible for promotion to a higher position or rank unless he or she has successfully passed the corresponding promotional examination given by the Commission, or the Bar, or the corresponding board examinations for technical services and other professions, has satisfactorily completed the appropriate and accredited course in the PNPA or equivalent training institutions, and has satisfactorily passed the required psychiatric/psychological and drug tests. xxx” WHEREAS, the Supreme Court ruled that ‘ic is che promotional examination administered by the National Police Commission which would entitle a police officer to the appropriate eligibility for promotion” (G.R. No. 141732, April 17, 2001); WHEREAS, the Commission issued Resolution No. 2006-082, prescribing the Police Executive Service Eligibility (PHSE) as the eligibility requirement for Third Level ranks (Senior Superintendent and higher in the PNP); WHEREAS, the National Police Commission conducted the ninth PESE Written Examination on August 23, 2015 in three (3) major test centers: Quezon City for Luzon, Cebu City for the Visayas and Davao City for Mindanao; WHEREAS, the National Police Commission, after processing the results of the aforesaid PESE Written Examination declared One Hundred Thirty-Three (133) out of Two Hundred Sixty-Eight (268) examinees qualified for the second phase of the examination process which is the Validation Interview; WHEREAS, the National Police Commission conducted the PESE Validation Interview to a total of One Hundred Kighty-Two (182) interviewees on November 14 and 15, 2015, One Hundred Thirty-Three (133) of which were passers of the August 2015 PESE Written Examination and Forty-Nine (49) of the PESE Written Examination Phase of the previous years; WHEREAS, out of the One Hundred Kighty-Two (182) candidates, One Hundred ‘Two (102) successfully passed said Validation Interview;‘Page 2 of Resolution No, 2015-606 _ (Conerment of Police Executive Service Eiiliy(PESE) on Jonathan Bernaldex Abella and 10!
