Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,
SECTION 1. SHORT TITLE
This act may be cited as the Consistent Voting Station Act of 2015.
SECTION 2. FINDINGS
Congress hereby finds and declares that,
1) There is no standardized voting machine used in all 50 States.
2) There are currently four ways of counting votes.
3) Voting requirements and registration vary by state.
4) Existing State laws make it difficult to get new or different voting machines.
5) There are no poll training worker standards.
6) Access to the polls is very limited and often leads to congestion in lines.
7) Most States and territories use unreliable and insecure voting machines.
8) There are fourteen different independent voting machine companies receiving money for their machines.
9) Each machine is used differently.
10) We are one of the few countries that doesnt vote online.
11) An estimated 94 million people didnt vote in 2012.
SECTION 3. STATUTORY LANGUAGE
A) The Consistent Voting Station Act shall mandate all states and territories use the same standardized voting
machines. Only the issued voting machines shall be used, no other machine is permitted. Each state or territory will
receive 50 million dollars from the federal government. The money given to the state shall only be used for the sole
purpose of training poll workers and ensuring that the machines are well-kept and functioning to the highest standard.
Each individual state and territory will determine how to best use the money as to keep the machines well-kept and to
fund poll worker training.Should there be any money left over, it will be used to purchase more machines for polling
stations with fewer machines;and to keep the machines operating at their highest ability.
B) This process shall be overseen by the Secretary of State.A committee will be created and kept to research and
determine the best type of voting machine for all respective states and territories.This committee will determine the
time to upgrade Americas voting machines, and will also be in charge of finding the right people to distribute, install,
and to inform the public on how to operate the voting machines. In choosing to accept the voting machines, all states
and territories will receive 50 million dollars in poll worker and training funds to all states territories who agree to
utilize new voting machines. The Federal Government is responsible for the money entitled to the States and territories.
The money to purchase new machines and to pay for poll worker training funds will come from the Social Security,
Unemployment, and Labor part of our Governments spending along with 100 million from the military each time it is
necessary to purchase new machines.. Should any state or territory not comply, an 80 million dollar fine will be
enforced to the state or territory . Should any state or territory be found keeping extra money from the poll worker
training funds a 70 million dollar fine will be enforced to the state or territory. If any state or territory is found not
keeping the voting machines well-kept and running or misuses the maintenance money, the state or territory will be
fined 70 million dollars.
C) The Standardized Voting Machine Act will be enacted January 1, 2016. There will be no expiration date for this bill
with the exception that every ten years the voting machines will be updated to a newer and more efficient model.Every
ten years the government will decide which new machine will be used. When it is time to begin considering what new
voting machine will be used in the next ten years, any company must give a sample of their voting machine and show
how it works and step by step instructions on how to operate the new voting machine. In the event of a new voting
machine should be used sooner than ten years, than the changes that are necessary in order for the machines to be
switched out or upgraded will be made.
