A BILL
To grant amnesty and provide full citizenship to illegal immigrants in the United States who have held a full time job
for two consecutive years, and not committed any crimes.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,
SECTION 1. SHORT TITLE
This act may be cited as the Working Citizenship Act of 2015.
SECTION 2. FINDINGS
Congress hereby finds and declares that,
1) Six states alone account for 60 percent unauthorized immigrants.
2) The wages of unauthorized workers would increase by approximately 27 billion dollars, generating an additional
5.3 billion in tax revenue and creating 633,000 new jobs.
3) More than 40 million immigrants reside in the U.S., as of 2012, eleven million are illegal.
4) Undocumented immigrants compose about three percent of the total U.S. population.
5) In 2004, more than 21 million workers-one in seven workers-were foreign born, and half arrived since 1990.
6) Between 2000 and 2012, there was a 31 percent increase in the foreign-born population.
7) In 2012, approximately twelve percent of immigrants had a masters degree, professional degree, or doctorate
degree, compared with about eleven percent of the native-born population.
8) Less than one in five percent of immigrants live in poverty, and they are no more likely to use social services than
the native-born Americans.
9) A 2007 study by the Immigration Policy Center found that the incarceration rate for immigrant men ages 18 to 39
in 2000 was roughly one percent, while the incarceration rate for native-born men of the same age group was three
and a half percent.
10) More than half of the undocumented immigrant population has a high school degree or higher.
11) About seven percent of K-12 students had at least one illegal immigrant parent in 2012.
12) Illegal immigrants take up five percent of the U.S. labor force.
13) Taxes paid by immigrants and their children--both legal and undocumented--exceed the costs of the services they
use.
14) Immigrants will replenish the U.S. labor force as millions of Baby Boomers retire.
15) Immigrants bring a diverse set of skills and educational backgrounds.
16) Most undocumented workers pay taxes, and they pay a variety of taxes.
17) Immigrants come to work and reunite with family members.
18) Immigrants and their businesses contribute 162 billion dollars in tax revenue to the government.
3. STATUTORY LANGUAGE
A) The Working Citizenship Act of 2015 shall grant the citizenship of those who have lived in the United States and
have a full time job, which they have kept for a minimum of two years. In addition to the two years, all of the people
seeking citizenship must have no criminal history, at all. This will grant the immigrants that are illegal in our country
citizenship. The bill will accomplish its aims by making the number of illegal immigrants smaller, and making more
citizens. Being an illegal immigrant will be defined as a foreigner who enters the U.S. without an entry or immigrant
visa, especially a person who crosses the border by avoiding inspection or who overstays the period of time allowed
as a visitor, tourist, or valid visa. All illegal immigrants who are apprehended and dont have a full time job shall be
deported immediately. If they are missing a job then they will have two months to acquire one.
B) Social Security will be responsible that all immigrants who are illegal shall be deported if they do not reach the
certain criteria. The state will be responsible in making sure that when the two years have been completed the
immigrant will be granted his or her citizenship. The funding for this bill will be ten million dollars and will be
funded by the U.S. Citizenship and Immigration Services. The funding for this bill will be given in order to get the
immigrants paperwork and IDs all set up.
C) This bill is to be enacted on January 1, 2016. There is no expiration date for this bill.
