SECTION1.SHORTTITLE

ThisactmaybecitedastheFreedomVaccinationActof2015.

SECTION2.FINDINGS

Congressherebyfindsanddeclaresthat,
1)Vaccinesmaycontaincomponentsthatwereonceapartofapig,creatingcontroversyforMuslimsandJews,
sincetheirreligionsopposetheuseofporkproducts.
2)
Eighteenstatesallowexemptionstoindividualswhoclaimtohavenonreligiousculturalorphilosophical
objectionstovaccines.
3)Usingcelllinesfromintentionallyabortedfetusesbringsintoquestionethical,moral,andreligiousvalues.
4)
Measles,mumps,andrubellavaccinesareknowntocauseanaphylaxisoranaphylacticshockafterfourhoursof
vaccineadministration.
5)
Vaccinescontainingrubellaviruscancausechronicarthritiswithinseventofortytwodays.
6)

Thimerosalisamercurybasedpreservativeincludedinvaccinesthatcancauserednessandswellingatthe
injectionsite,aswellasallergicreactions.
7)
Ithasbeenshownthatpurifiedequinerabiesimmunoglobulinproductscauseadversereactionsinonetosix
percentofvaccinees,evenwhensensitivitytestsareperformedpriortotheiradministration.
8)

Formaldehydeinvaccinesisclassifiedasaprobablehumancarcinogenunderhighorprolongedexposure.
9)
Vaccinescontaintoxicstreptomycin,ammoniumsulfate,andneomycin.
10)Thechickenpoxvaccinecontainsgelatinasastabilizer,whichsomepeopleareseverelyallergicto.
11)Themeaslesvaccinecancauseadecreaseinplatelets,whichhelpthebloodtoclot.
12)Influenzavaccineisgrownineggs,andsomepeople,aboutonehalfofonepercent(oraboutoneintwo
hundred),areallergictoeggproteins,withsymptomssuchashives,difficultybreathing,lowbloodpressure,and
evenshock.
13)Morethantenmillionvaccinesaregiventoinfantslessthanoneyearoldeveryyear,whichiswheninfantsare
atthegreatestriskforfevers,seizures,andsuddeninfantdeathsyndrome.
14)Sideeffectsofthefluvaccineincludefainting,headaches,fever,andnausea.

SECTION3.STATUTORYLANGUAGE
A)TheFreedomVaccinationActof2015shallrequirestatestoallowvaccineexemptionstoindividualsifthe
individualortheindividualslegalguardianselecttooptoutofreceivingvaccines.Theseindividualsmusthave
legitimatereasonstooptoutofreceivingvaccines,includingconflictswiththeirreligiousbeliefs,philosophical
beliefs,andmoralbeliefs.Individualswhohaveconcernsoverthepotentialsideeffectsassociatedwithmany
vaccines,includingbutnotlimitedtofever,swelling,rashes,andpain,aswellasallergicreactionsassociatedwith
vaccinesshallbeeligibletoreceivevaccineexemptions.Allothermedicaland/orhealthconcernsrelatingtothe
toxicingredientsandchemicalsfoundinseveralvaccinesshallbeacceptableforreceivingvaccineexemptions.The
CentersforDiseaseControlandPreventionandtheFoodandDrugAdministrationshallregulatethenumberof
vaccinesthataremanufacturedorproducedtoaccountforthosewhoarewillingtooptforvaccineexemptions.This
billshallnotmakeitmoredifficultforthosewhowishtoreceivevaccines.
B)TheNationalVaccineProgramOfficeshallberesponsibleinenforcingthisact,makingsureallstatesareabiding
byit.Thereshallbenoadditionalfundingneededtoenforcethisact.TheNationalVaccineProgramOfficeshalluse
itsexistingbudgettoenforcetheact.
C)Ifastatechoosesnottoabidebythisact,thepenaltyshallbethatthestatewillforgo,orgowithout,twenty
milliondollarsinfederalmedicalfunding.ThisbillshallbeenactedonJanuary1,2016.Thereshallbenoexpiration
dateforthisact.
