Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,
SECTION 1. SHORT TITLE
This act may be cited as the Kim Mandatory Vaccination Act of 2015.
SECTION 2. FINDINGS
Congress hereby finds and declares that,
1) The theory of herd immunity states that a critical portion of the community needs to be vaccinated in order to
prevent a serious disease from breaking out.
2) Previously vaccinated diseases still exist in the world for example in 2014 by May 30 th, there were sixteen measles
outbreaks in the United States.
3) The CDC estimates that children vaccinated between 1994 and 2014 have yielded net savings of $1.38 trillion in
societal costs; this includes saving money from programs that finance medical and disabled care for children who
contract deadly childhood diseases.
4) Vaccination has eliminated the smallpox virus, the last case was in 1977 in Somalia
5) Most childhood vaccines are ninety to ninety-five percent effective in preventing serious diseases.
6) Vaccines are only given to children after careful review by scientists, doctors, and healthcare officials.
7) Since 2010, there have been between ten thousand and fifty thousand cases of whooping cough each year in the
United States.
8) Vaccines have reduced the risk of pregnant women passing on diseases such as rubella to their unborn children.
9) Vaccines contain less aluminum than the amount found in breast milk and infant formula.
10) Even in the modern age, 195,000 children a year die from whooping cough and 118,000 die from measles around
the world.
11) A January 2008 measles outbreak in San Diego forced 48 children to be quarantined because they could not rely
on herd immunity to protect them from the disease.
12) The Centers for Disease Control (CDC) estimated that 732,000 American children were saved from death and
322 million cases of childhood illnesses were prevented between 1994 and 2014 due to vaccination.
13) All 50 states require vaccinations for children entering public schools even though no mandatory federal
vaccination laws exist. All 50 states issue medical exemptions, 48 states (excluding Mississippi and West Virginia)
permit religious exemptions and 19 states allow an exemption for philosophical reasons.
14) New and underutilized vaccines could avert nearly 4 million deaths by 2015.
SECTION 3. STATUTORY LANGUAGE
A) This bill shall state that all children within the United States will be administered standard vaccinations to major
diseases between the time following birth and enrollment into the public school system. Before enrollment into
school systems, children will be checked for immunization against such diseases. Parents will be required to present
medical records of vaccinations to school administrations. The standard required vaccinations shall be consistent
throughout all fifty states. Vaccinations shall be made accessible for all children within the United States, regardless
of financial limitations, through federal funding.
B) This law shall be enforced and upheld by the Department of Health and Human Services. Funding for the
mandatory vaccination of all children within the United States shall come from the budget already allocated by
Congress for the Department of Health and Human Services. Funding for the mandatory vaccination of all children
will be deducted from military spending by one percent.
C) Any state that fails to adopt the Kim Mandatory Vaccination Act shall forgo federal funding to the Department of
Health and Human Services. Any children who are not vaccinated will not be allowed to enroll in any educational
institutions within the United States. This law shall be put into effect starting January 1, 2017 and will have no
expiration date.
