Dear President Obama:
I am writing to ask you to use your authority under the Antiquities Act to protect the Castner
Range landscape in western Texas as a national monument that honors its the cultural, historical,
scientific and environmental connections to the region.
The Castner Range area is one of the most significant landscapes in the United States. A
monument designation would offer protection from future land use that would negatively
impact the more than 30 cultural sites that are located on the 7,081 acres of public lands currently
managed by the Department of Defense. Further it would provide recreation for the community,
including benefits to public health, education, natural resource management, the local economy
and the preservation of breathtaking views that define northeast El Paso in the U.S.-Mexico
border region.
Through the protection of Castner Range, you will preserve cherished resources, such as the
known prehistoric habitation of land that began more than 14,000 years ago and the biological
and physical landscapes unique to the greater El Paso region. Additionally, a national monument
designation will help safeguard and preserve a historically significant land area that was a
primary U.S. military training facility during the first half of the 20th Century. To date, the area
has been preserved in its nearly pristine natural state due to the stewardship of Fort Bliss. Further
conservation of Castner Range will preserve the fragile lands that now abut urban sprawl. Your
action will ensure that this magnificent open landscape remains of critical importance to the
region for generations of Americans to come.
I ask that you please use your authority under the Antiquities Act to proclaim Castner Range
National Monument, and leave a legacy that protects the past and future of this national
treasure for all time.
