    acceleratingthecountrysdevelopmentprocess,saidthereport,
    whichwasmadepublicbythefinanceministryonMonday.

    KelkarsubmittedthereporttofinanceministerArunJaitleylast
    month.WithregardtostalledPPPprojects,thecommitteesaidthese
    needtobekickstarted.Thereisanurgentneedtoevolveasuitable
    mechanismthatevaluatesandaddressesactionablestress.Sector
    specificinstitutionalframeworksshouldbedevelopedtoaddressthesestalledinfrastructureprojects,itsaid.
    ThereportsaidthereshouldbeabetteridentificationandallocationsofrisksbetweenthestakeholdersandthecontractsforthePPP
    projectsshouldfocusmoreonservicedeliveryinsteadoffiscalbenefits.Thegovernment,itsaid,mustmovethePPPmodeltothenextlevel
    ofmaturityandsophisticationandfostertrustbetweenprivatesectorandpublicsectorpartnersinimplementingthePPPprojects.As
    regardsthefundingofPPPprojects,itsaidthefinanceministryshouldallowbanksandfinancialinstitutionstoissuezerocouponbonds,
    whichwillalsohelptoachievesoftlendingforuserchargesininfrastructuresector.
    Theothersuggestionsincluderestrictionsonnumberofbanksinaconsortium,buildingupofriskassessmentandappraisalcapabilitiesby
    banksandspecificReserveBankofIndia(RBI)guidelinestolendersforencashmentofbankguarantees.
    Italsosuggestedthereshouldbeaprovisionformonetizationofviableprojectsthathavestablerevenueflowsafterengineering,
    procurementandconstructiondelivery.ThereportalsounderlinedtheneedforreviewtheModelConcessionAgreement(MCA)andensure
    speedierresolutionofdisputes.Asregardsairports,itsaidthegovernmentshouldencouragePPPmodelingreenfieldaswellasbrownfield
    projects.ItsuggestedanindependenttariffregulatoryauthorityforrailwaystohelpittapPPPopportunities.
