2016 Federal Office Candidates:


1. Why are you seeking the endorsement from Stonewall Democrats of Dallas?
Stonewall Democts has been in the frontlines of the fight against discrimination and LGBT rights
violations, very much like myself in the immigration and civil rights fronts. Being an activist
myself I understand the power of a well structred and organize movement to support a popular
campaign like mine.
2. Will you use the Stonewall Democrats of Dallas endorsement in or on:
a) your website YES
b) your campaign literature and mailers YES
c) your social media assets (Twitter, Facebook, etc.) YES
d) your campaign advertisements YES
3. What are your plans to support or participate in a coordinated campaign in the general
election in Dallas County?
I have organized a massive door to door outreach campaing to educate voters and facilitate the
vote of the highest number of voters possible.
4. When elected, how will you recruit, retain, and create a friendly environment for LGBT and
LGBT-friendly staff?
Yes, absolutely.
5. Would you be willing to appoint a liaison to meet with the LGBT community on a ongoing
basis? If not, why?
Yes, as well as establishing a specific agenda prioritize and address the most pressing issues.
6. Will you have a non-discrimination policy for employment and protection of LGBT residents
and protection based on sexual orientation or gender identity? If not, why?
Yes, absolutely
7. How would you address the recent trend of state governments adding medically
unnecessary procedures to the course of treatments pertaining to women's health (e.g.
the requirement to require a witnessed sonogram prior to the legal termination of a
pregnancy)?
I will definetly speak out against the attacks on women and any attempt to restrict access to
services. As a member of US Congress there are legal restraints in State and Federal jurisdiction.
8. How would you respond as an office holder to countries and regimes that enact laws and
policies that specifically target LGBT citizens for detention or punishment based on their
LGBT identity or the free expression of their LGBT identity?

I will ensure respect and protection of civil rights of LGBT and all minorities are taken into
account in any Congress sanctioned international treaty, agreement or deal.
9. How would lead or support efforts to pass legislation like the Equality Act, which would
provide employment and residence non-discrimination protections for LGBT citizens?
Yes, I have long track record fighting for equality and respect for civil rghts.
10.
How will you combat Republican efforts to eliminate or severely reduce the
programs below that are critical to the well-being of many Texas residents?
a) Ryan White Funding
I have supported Federal programs to support HIV patients since the 90's. ****
b) Housing Programs
c) Drug and Medical Assistance
d) Food Assistance
e) Utility Assistance
f) Community Development Block Grants
Will advocate to make the residents of the 33rd have access to any housing, drugs and
medication, education and development assistance for which they are elegible while combating
with all energy any attempt to undermine, under fund o suspent any assistance program.

How would you lead or support efforts to update the formula in Section 2 of the
Voting Rights Act of 1965 so that pre-clearance requirements can once again be enforced
in regions of the USA where a pattern of discrimination and voter disenfranchisement has
continued to be shown to disproportionately affect minorities?

How will you lead or support legislation like Vermont Senator Bernie Sanders
constitutional amendment that declares corporations are not people?

How will you lead or support efforts for comprehensive immigration reform,
especially pertaining to:
a) Uniting American Families Act (UAFA) legislation
The bill was sent back to commisions but certainly would do my best to help move the legislation
forward.
b) Development, Relief and Education for Alien Minors Act (DREAM) legislation
For years I have been the leading voice in north Texas when it comes to immigration. I fought in
Irving to stop the inhumane separation of thousands of families whose member were deported
after being racially profiled and arrested for minor traffic violations.
I organized Farmers Branch residents to file a civil lawsuit against an Inconstitutional city
ordinance which if enacted would require proof of legal status to rent a house or apartment,
open a business or enroll a child in school.
No one has been more vocal than myself when it comes to demand a comprehensive
immigration reform that allows millions of families to remain united and millions of underage US
citizens to be raised with the legal certainty that his or her parents will not be taken away from
them.

What specific ideas do you have and/or what current legislation would you support
to improve our national economy and address the wealth disparity in our country?
The 33rd Congressional District is 67% hispanic and the poorest in the State of Texas. For
decades has been neglected and resources denied to better the quality of life of it's residents.
There are hundreds of existing programs at the Federal level that could provide education and
job training for out youth, funding and access to contracts for our small businesses and
resources for our senior citizens.

How would you handle a situation in which you or an employee under you felt the
need to not fulfill all your lawful work duties due to deeply held religious beliefs?
I fimly believe in the separation of State and Church. Public oficial have the moral and civil
obligation to perform their duties. Anyone not willing or able to perform his/her duties would be
offered the posibilty of being transferred to another department if possible or be terminated if
necessary.
