Copies:ALI-SCMD Subject: Policy on awarding Technical Service Contract and Revision of Standard Cost Template In reference to the memo on Policy of Awarding Manpower services issued last February 10, 2010, we are recommending changes on prescribed admin overhead in compliance to DOLE D.O 18-A which states that the standard administrative fee of not less than ten percent (10%) of the total contract cost shall be included in our service agreement with our service providers. ‘The guidelines for awarding and renewal of Technical Maintenance Contract will be as follows; 1. All Technical Service Contracts should be renewed on or before the current contract expiration date following the updated standard cost template (Please refer to attached “Annex A’) for the computation of work schedule for our technical services. 2, The revised template was computed based on DOLE 0.0 18-A contractual rates with minimum of 10% admin fee of the total contract cost. (Please refer to attached “Annex 8" DOLE D.0 18-A memorandum’), 3. List of standard freebies which includes tools & equipment for the use of the building and technical personnel were established and accepted by our top technical service providers (Please see attached “Annex C" list of standard freebies). 4. AS a general rule, Technical Maintenance Contract must be awarded/renewed to ALI-SCMD accredited vendor at standard/negotiated rates approved by BIDCOM for all ALI-owned (Full, JV or JDA) and APMC managed properties. 5. All requests for exemptions to the award guidelines for ALI-owned (Fully, JV, JDA) properties must be supported by a memo approved by Subsidiary Head or Brand President addressed to ALI-BIDCOM, explaining the need for exemption. ‘a. For Non-ALI owned and APMC managed properties (ie., Condo Corp. and/or Home ‘Owners Association) request for exemptions should be coursed through APMC BIDCOM. and supported by a copy of the minutes of the Condo/HOA Board meeting stating the latter's service provider preference. 6. All service contracts for awarding/renewal that either comply with or have been approved for exemption may be awarded / renewed automatically.
