CORPORATIONS
The following sections are relevant with reference to layouts and also construction
and improvement of public streets, preservation of regular line in public street.

LAYOUTS RULES : 1965 (3) Every application for sub- division of land or layout shall be
made in forms specified in appendix A.
It shall be bare the signature of owner and licenced surveyor or architecture together with his
qualification of licence no.
(6) every applicant should deposit an advanced layout fee as specified by corporation by time
to time and enclosed receipt of payment to the applicant.
Application shall be accompanied by site plan to a scale of 1:500 a tracing cloth in triplicate
and blue prints in duplicate signed by licensed personnel and owner with following
particulars.
Boundaries of land based on survey records, indicating survey no., with contour levels at 15
Mts. Intervals.
Topographic details around the site up to 90 Mts.
High tension electric liners water, sewerage, alignment of road etc.
Means of access from existing public or private street, width of proposed street and
alignment, as per Appendix-B.

Non-incomburrence certificate from Registration department, for lands covered by the layouts
together with true copy of title deed.
Layout plan shall satisfied for following requirements.
The road should be as indicated below with reference to length and subject to the provisions
of development plan.

10(2) The area served for roads, parks and playgrounds shall not be less
than 40% of the gross area of the land covered by the layout subject to condition that land
covered by road shall not in any case be less than 20%.

area and width of road giving access of the site under reference.
10(4) A plot intended for residential building shall not be less than 300
sq.yds. or 270 sq.mts. have been minimum width of 35 ft. Or 10.7 mts. This is amended in
G.O.Ms.No.292 M.A., Dt.28.5.94.

10(5) Sites intended for non- residential purpose such as shops or godowns
shall not be less than 300 sq.ft. or 28 sqmt. With minimum width of 12 ft. Or 4.2 mts. Corner
plots shall be rounded off at the junction with 10 ft. Or 3.05 mts.
Commissioner earmark sufficient area in the layout for shops and shop cum residential plots
with minimum set back of 20 ft or 6.1 Mts. from the nearest edge of the road to allow
adequate space for parking etc.
In residential plots no other use is permissible.
Commissioner shall intimate within 60 days or the receipt of application with all the
particulars and conditions for approval of layout.
The application shall forward within 7 days after receipt of letter under rule (13)
communicate to Commissioner is aggrieved in the prescribed form (Appendix-D)
If no reply is received from the applicant within 15 days of receipt of comunicatio9n from
Commissioner referred to rule (13) Commissioner, may read the application as having lapse.

The applicant shall complete the works according to specifications within 12 months from the
date of receipt of sanctioned layout and transfer all the public spaces free of cost to the
corporation through registered gift deed within 1 month of their completion. This have been
amended in G.O.Ms.No.229 M.A. Dt.16.4.94.All the roads and open spaces such as parks
and play grounds earmarked in accordance with these rules in a layout, which is approved by
the corporation shall automatically stand transferred to free of cost and vest with the
corporation free from all encumbrances. After such vesting the corporation shall maintain all
such open spaces for the purposes for which they have been earmarked.
Not with standing with anything contained in rule 16, the applicant can deposit estimate cost
for laying sewerage under ground storm water drain. It shall be carried out by the
corporation.
The applicant shall deposit the entire cost of works or furnish bank guarantee in form
Appendix E or mortgage in prescribed form Appendix-C to cover the entire estimated
cost.
Unless and until provisions of rule 14, 16, 17 & 18 are complied with the Commissioner shall
not accord final approval of layout.
If the owner fails to complete the work to the satisfaction of the Commissioner within
prescribed period, Commissioner will be at liberty to auction the plots so mortgaged and with
the amount so realised executes the balance works, if any amount incurred by the Corporation
it can be collected as arrears of property tax. Owner shall not sell or lease the plot unless and
until rules 13 to 20 are complied to the satisfaction of the Commissioner.
22) No layout shall be approved on the basis of individual payment of charges towards cost of
works.
23) Government may suomotre or on application made to them exempt any layout or class of
layout from operations of all or any provisions of these rules.

1. (a) culdesac road : 12-0 wide
Upto 150-0 length approach road : 20-0 wide.
Connection roads or loop roads upto 300-0 in length : 30-0
(a) Rule 10 (2) : Open space is not necessary for cul-de-sac layouts
less than 2 Ac. In extent.

water drains which shall be carried out by the Corporation.

43.G.O.Ms.No.51 Hg.(U-IAY-I) Dept., Dt.15.7.98 : - Guidelines for the implementation
of weaker section housing in urban areas in the state:
1.Type of Construction : - In urban areas G.F.+F.F. except in notified urban areas and some
nagar panchayats where independent houses could be taken upto the construction., some
times may have to go beyond G+1, even upto G+3 to accommodate number of beneficiaries.
2. Type design and unit cost : - Generally a multipurpose room of 3.50mx3.00 M with a
kitchen and a bathroom is the standard design, verandah is optional subject to limitation of
costs and space.
3.Issue of possession certificate or house pattas to suit G+1 constructions and beyond
confirming to the Town Planning Rules. The minimum size of the plot and area should be
taken into consideration to conform to the Town planning and building rules in force in
Municipal Areas. No Pattas/ Possession certificate shall be issued by the Revenue Department
without Approval of the layout plans by the Town planning department.

In Row housing the minimum width of the plot shall be 4.50 m. and not exceeding 8 plots in a
row and minimum front and rear set back in plot of 50 sqm. And below is 0.75 M. The width
of internal roads shall be a minimum of 6.00 M. , 10% of the minimum open space should be
left and the plotted area shall not exceed 60%.
4. Re-issue of possession certificate/House site pattas where necessary.
Constitution of empowered committee in all municipalities and Corporations.
Category I ( Hyderabad Municipal Corporation ) :- Commissioner, M.C.H., is the
Chairman, District Collector , Hyderabad is the Vice-Chairman, Chief City Planner, M.C.H.,
is one of the members of the committee.
Category II (other Municipal Corporations) District Collector is the Chairman, Municipal
Commissioner is the Vice-chairman and city planner is one of the members of the committee.
(c) Category III (Sel.Gr., Spl.Gr. and other Municipalities) :- District Collector is the
Chairman, Municipal Commissioner is the Vice Chairman and Town Planner is one of the
members of the Committee.
