biggestnewsthismonthisthereleaseoftwoDoDsupplementstothe
ISO15288:2015standard.Amongotherthings,thesesupplements
requiretheuseofthestandardinDoDprocurementprocesses.Thisis
asignificantchangeinDoDpolicyandahugevoteofconfidenceforthe
practiceofsystemsengineeringingeneral.We,ofcourse,expectedthis
becauseofourJanuarypresentationbyGaryRoedler,whoplayedan
importantroleindraftingthestandard.
Inclosing,Iwanttocontinuetourgeeveryonetobecomemoreinvolved
inthesystemsengineeringprofessionandtoconsiderthebenefitsof
spendingsometimehelpingtheChapterexecutetheimportantwork
thatwegraciouslyprovideasafocuson,andexampleof,systems
excellence.WebelievethatthiscontributesmeasurablytoMarylands
sustainmentandgrowth.

Apracticingsystemsengineershouldconsiderapproachingallprojects
ashavingunknownsthatwillrequireindepthexaminationandperhaps
newinsightsorunderstanding.Therearealotofknowledgeablesubject
matterexperts(SME)availablebutfewofthemcanhelpwhenthe
informationorpracticeisobscure,littlestudiedorjustunknown.The
arroganceofassumingadequateknowledgetoaccomplishataskisa
constantengineeringhazarddatingbacktoatleasttheancient
Egyptianswhoatonepointhadtheworldsgreatestbuildingfailure
whenanalmostcompletedpyramidcollapsedintoaheapofdressed
stoneblocks.Thegiantdebrisfieldstillexiststodayasanenduring
remindertodomorethoroughresearchonunknowns.[1]

Wemightbeabletoforgetthis4640year
olddisasterifmorerecentchallenges
werenotsosimilarintheformof
assumingadequateknowledge.Ihave
workedontwoprojectsthatstillamaze
meastothemethodsusedandthetypes
ofcriticalknowledgeinvolved.These
involvedtheWrightbrothersprogress

TheWrightbrotherssagahasbeentoldmanytimesbutthelatestwork
byhistorianDavidMcCulloughentitled,TheWrightBrothers,ispopular
enoughtobecomefirstontheNYTbestsellerlistthisweekandinspire
metomentionanexampleoftheirperseverance.
IaminformedonmostoftheWrightstechnicaladvanceshaving
receivedmydegreeinAerodynamicsfromaninstitution[2]thatlies
onlyafewhundredyardsfromHuffmanPrairietheWrightsfirst
aircraftflighttestfacilityafterKittyHawk.Althoughthereismuchto
admireandconsiderabouttheWrightstechnicalexperimentationand
developmentefforts,thepointIespeciallywanttohighlightistheir
questioningofexistingdataonmannedflight.Theyweresoconcerned
thattheirearlytestflightswerenotconsistentwithexistingdataonthe
liftingforcesofwingsthattheybuilttheirownwindtunnel.Usingthis
tunnel,theyspenthourstestingwingshapesuntiltheyweresurethat
existingdatawaswrong.BeforetheWrightstunnel,therewereno
establisheddevicesthatcouldbeusedformeasuringforcesonthetest
wingspecimens.
Mywindtunneltestingoccurredin1973.Thiswasduringaperiodwhen
mathematicalmodelingofairflowoverwingswasheavilyfunded.News
fromthephysicalworldthatconflictedwiththemodelswasnotwelcome
andtherewasagreatdealofresistancetotestingingeneral.Thanksto
theexamplesetbytheWrightbrothers,windtunnelscontinuedto
providerealperformancedatathatwasusedtodesignnewaircraftand
reducerisk.Today,westillhaveareasthatarenotwellunderstood
suchasvortexflows,andsomeaspectsofhypersonicflight.Wealso
knowlittleabouttheregimeofmicroscopicflight(lowReynolds
numbers)wheremanywanttoexploreanddevelopunmannedmicro
vehicles.
TheproblemsfacedbytheWrightsare
similartomanythatweencountertoday.It
isalwaystruethatyouneedtoexploreall
theproblemspacetofindwhatyoudont
knowandmakeplanstodealwithit.Like
thecaptainonaship,ifyouseeanarea
ofpoorlychartedwatersyoumayavoid
failureoruncertaintybycircumnavigation.

TheWrightbrothersdidnotseetheabsenceofasuitabletoolto
measurewingliftasaninsurmountablebarrier.Theysimplydesigned
anddevelopedtheirown.Myotherareaoftrackingtheunknownstakes
ustothemucholdertechnologyofbells.
Bellsrepresentanancienttechnologythatcontinuestoserveavariety
ofpurposesinalmosteveryculture.Bellswerebeingmadebeforeany
scientificanalysisusingmoderninstrumentsandtheoriesexisted.The
soundofthebellwasitsprimarydistinguishingfeatureandacustomer,
orcustomers,purchasingabellhadverystrongideaswhatthatsound
shouldbe.

andassureitsperformanceinmycapacityasatestengineer.Why
anyonethoughtIknewanythingaboutbellssaysalotaboutthe
managementoftheautoindustryatthattime,butalsoitmayhavemore
todowiththeassumptionthatbellswerejustshapesofmetal.Istarted
mytaskwithjustthatassumptionandinseveraldaysofresearchwas
considerablyhumbled.Inotonlydidnotknowhowabellwasmade,I
didnotknowhowthebellmadeitssounds,whattheywere,orhowone
controlledtheprocesstoachievethesesounds.SMEscouldnotexplain
whattheyknewinenoughtechnicaldetailformetomakeanyprogress.

Iconsideredtheexplanationoftuningabellespeciallybaffling.Clearly,
Ineededfurtherstudy.Later,Iunderstoodonereasonformyconfusion
wastheterminologyusedbythefewpeoplewhoknewaboutbells.
Afterallatthattime,therewereonlythreebellfoundersintheUSand
lessthaneightinEurope.
Thankfully,thebellprojectwascancelledbeforemyprojectwas
memorializedinatwotonmassofcoppertinalloyscrap.WhatIhad
learnedinthemeantimewasconsiderable.Thehighlightswere:
Acompletecourseinsoundmeasurementpermittedmeto
understandhowtotestabellssoundpressureemissionsand
describetheminacceptablelaboratorytermsusingcalibratedand
repeatableprocesses.
Ilearnedthelanguageofthebells.Peoplewhowriteaboutbells
talkinthelanguageofmusic,andearlydesignrulesofthumb
furtherobscuredthisbyusingcenturiesoldjargonprobablymade
legitimatebymedievalguildsprotectingtheirart.
Tuningabellalmostalwaysinvolvesremovingmetalfromthe
insideofanewlycastbell.
Removingmetalfromabellmaynotalwaysproducethedesired
result.
In2015,thereismore,butstillincomplete,theoryonprecisely
howbellsproducetheirsoundspectrumandwhatconstitutesthe
bestormostdesirablesounds.[3]
Ihavelearnedthatresearchershaveestablishedthatthebell
soundsarenotthetotalsystemunderstudy.Thehumanearwith
itsperceivedpitchandauralharmonicsaltersthesoundofthebell
toanotherpitchheardbythebrainsauditoryreceptors.[4]This
effectissosignificantthattestingofhumansintheloophas
drasticallychangedthedesirablespectralspecificationsforabell.
Overall,Iconcludedthatinthebell
industry,nobodyunderstoodhowtomeet
acustomersexpectations.Thiswaspartly
becausetherewerenomoderntechnical
standardsandpartlybecausethe
customerwasprobablyexpectingthe
soundproducedbyanotherbell.Rulesof
thumbandproprietarysecretsruledthe
industryandintheendyougotaproduct

youaregoingtomanagetheirvariedrequests.
Asweelicitweoccasionallyperforminsiturequirementsanalysisto
understandthevalidityofconsequencesoftheproposedrequirements.
Sometimesthisanalysishastobeperformedofflinefromtheelicitation
processduetotheinterrelationshipsandcomplexityoftherequirements
set.Buttherearetimeswhereduringtheelicitationphaseobvious

PsychologicalReviewentitled"TheMagicalNumberSeven,Plusor
MinusTwo:SomeLimitsonOurCapacityforProcessingInformation".
Hisideaswereespeciallyimportantbecausetheywereintroducedinto
thestimulusresponseworlddominatedbybehavioralpsychology.As
hedevelopedhisthoughthepositedaninformationprocessingtheory
ofhumancognitionwherebehaviorresultedfromtakinginand
processinginformationinsteadofbeingthedeterministicoutcomeof
conditionedresponsestoexternalstimulithatbehavioristsbelieved
droveapersonsbehavior.
Thishadparadigmshiftingimplicationsforthefieldofpsychologyin
generalbutperhapsthemostimportanttotheworldofcommunications
washisresearchshowingthat,whilelongtermmemorycapacitywas
practicallyunlimited,theshorttermmemorythatweusetotakein
informationforprocessingisessentiallylimitedtosevenchunksplus
orminustwohencethetitleofhisarticle.Anyattempttoholdmore
chunksinshorttermmemoryresultsinlossordegradationinthe
processingaswithobjectsfallingoffanoverloadeddesktop.
Inapracticalsensewedonothavedirectaccesstotheunlimitedlong
termmemorywhenwecommunicate.Weareonlyabletoplacechunks
ofinformationbeforeourreceiversforreceptionintoshorttermor
workingmemoryforprocessing.Therefore,weneedtorespectthe
existenceofashorttermmemorylimitationaswechunkourinformation
andorganizeitforpresentation.
Therehasbeenagreatdealofworksuggestingthatthelimitisdifferent
fordifferentkindsofinformationandthatthelimitmaybelowerthan
seven.Someresearchershavesuggestedfouritemsandsomethree,
butwhateverthenumberthereisnowbroadacceptanceofthe
existenceofthelimit.ForthatwemusttipourhatstoMiller.
Thenexttimewedoapresentationweshouldpausetothinkofhimand

Theyrelyontheirtechnicalandleadershipskillstoreducethepotential
forreworkassociatedwithchangesindesign,interpretationswith
requirements,orconfusionwiththeusersintent.Theyaretheones
whopayattentiontothesystemdetailsandensuretheuser,thebuyer,
andtheinvestorareallsatisfiedwiththeprojectsoutcomewhichis
theultimatemeasureofsuccess.
Itisthesystemsengineersroletounderstandtheintendeduseand
ultimatepurposeofthesystem,andthentoclearlycommunicatethe
propersystemdesigntocomponentbuilders.Thisbeginsbytranslating
theusersvisionintoinformationrequiredbythearchitectureteamto
generateanoptimalsystemsdesign.Itisfollowedbythesystems
engineerprovidingcomponentbuilderswithatranslationofthe
architectureteamsvision,alongwiththeappropriatetechnical
requirementsforbuildingeachcomponentwithinthesystem.
Yetsystemsengineersknowitisnotenoughsimplytodeliverasolution
thatworks.Tomeettheusershighestexpectations,theyusetheirskills
andinsighttounderstandtheusersperspectiveandtoestablishthose
expectationsinthetechnicallanguageofsystemsbuilder.Often,this
involveshelpingtheenduserthinkthroughamorecompletedefinition
ofasuccessfuloutcomebyproducingmissingdetailscriticalfor
influencingthesystemsdesign.Onlywhenthesystemsengineergetsit
right,willtheuseraswellastheinvestorandthebuyercompletely

Systemsengineersalsorecognizethattheyhavetomatchwhatthe
architectureteamishopingtoaccomplishwithwhatthecomponent
builderscanbestprovide.Throughtheirleadershipskills,thesystems
engineerworkstowardanidealbalancebetweentheusersvision,and
asystemsdesignthatiseasilyimplemented.Whenthisbalanceis
achieved,thesystemsengineerpackagesthebuilderinformationinto
threecriticalareas:1)howthecomponentmustfunction2)howit
needstointerfacewiththeothercomponentsand,3)howitmustadapt
tothelargeroperationalenvironment.
Whenthesetranslationactivitiesoccurcorrectly,theusersvisionis
achievedakintoprovidingafinelytunedracingbikesuitableforthe
TourdeFrance.Whentheseactivitiesaremissingorpoorly
accomplished,thebikeintendedfortheTourdeFrancemaywindup
withknobbytiresandaheavyframe,nottheidealbikeariderneedsin
ordertowin.
Acrossanorganizationsproductsorservices,systemsengineersalso
providecriticalleadershipforintegratingthetechnicalactivities.They
haveskillstoinfluencemultidisciplinaryteamstoreachconsensuson
howthesystemsolutionshouldcometogether.Asproblemsolvers,
theyfocusonoutcome,notprocess.Theyowntheproject:theydont
startfromthepositionthatexpensivereworkoruserdissatisfactionor
forthatmatter,abuilderdeliveringlessthanidealcomponentsis
someoneelsesresponsibility.Theystepinandresolvetheissue,often
beforemostothersevenknowtheriskexists.
