Lime Stabilization and Land Application
Dear Mr. Hom
‘Synagro is planning on railing New York City, NY biosolids to Alabama where it will be
lime stabilized and land applied for agricultural use. As required by 40 CFR 122.21 (c)
(2) (W), Synagro is pleased to submit the enclosed Form 2S for a sludge only TWTDS to
be located in Colbert County, Leighton, Al 35643 at Latitude 34° 42' 47.8" and
Longitude 87° 29' 25.1".
‘The facility will be an alkaline stabilization facility using Alternative 2: use of PSRP (5)
lime stabilization to produce a material that meets the Class B pathogen requirements in
503.32 (b) (3).
‘Synagro anticipates beginning construction of the facility on or about April 2, 2007 and
‘beginning operation of the facility on or about June 1, 2007. Since it will take less than
180 days for the facility to be constructed and become operational, we respectively
request permission to begin operating the facility after the construction phase is
completed. If we do not receive notice to the contrary within 30 days, we will commence
operation of the facility upon completion of construction.
