Governing Body 20 January 2016
Thank you for your email received on 18th January 2016, submitting your question and comment
that you wished to put to the Governing Body Meeting held in public on Wednesday 20th January
2016 regarding Right Care, Right Time, Right Place.
At the meeting we explained that we had received over 300 questions and comments from
members of public many of which did not relate to the decision as to whether the CCG was ready
to start a public consultation, but focused on issues that would be explored through the
consultation. In light of the number of questions, and the majority not relating to the decision under
consideration, it was agreed that unfortunately the CCG would not be able to read out the
questions and respond at the meeting. The CCG therefore made a commitment to formally
respond to each question and comment in writing, and to publish questions and responses on the

several

But

some
background:

the
Calderdale
and
Kirklees
Joint
Health
Scrutiny
Committee
(JHSC)

on

October,
the
Monitor

I think that it is important to emphasize the fact that the only decision made at this point in time
is to go out to consultation on the proposals as set out in the meeting on the 20th January. In
terms of any minutes, please see our response to question 2.

CCGs
assign

the
value/potential
of
the
PFI
site
(CRH)

decided
to
make
it

hospital?
As mentioned above, the only decision made at this point in time is to go out to consultation on
the proposals as set out in the meeting on the 20th January. In terms of the evaluation; this
can be found in section 8.0, page 106 of the Pre-consultation business case (PCBC)

much
say
has
Monitor
had
in
the
decision
to
make
CRH
the
acute/A&E
hospital?
No final decisions will be made until the CCGs have concluded the consultation and have
properly considered the information that we have gathered through that consultation. The
process to identify the preferred option for consultation is described in section 8 (page 106)
PCBC.

Given
that
elective
care
is
the
most
profitable
hospital
service,
is
it
the
intention
that
once
the
Huddersfield
elective
care
centre
is
up
and
running,
it
will
be
sold
off
to
a
private
provider,
(such
as
Locala?)
Under the proposals, the hospital that would be based on the Acre Mill site, would provide
both planned care and urgent care.

Public Consultation
I thought that it might be helpful if I provided some more information about the proposed
consultation. On 20 January, the Governing Body agreed that the CCG was ready to start the
public consultation process. This will begin in early February, run for a minimum of 12 weeks, and
will include many opportunities for people to find out more about the proposals and have their say.
This will be in a variety of forms including public meetings and information sessions in different
parts of Kirklees and Calderdale and at different times of the day and week. It is very important to
us that we gather public feedback on the proposed reconfiguration of hospital services within the
Huddersfield and Calderdale areas. As soon as consultation launches, we would like to send you a
copy of the consultation document which will contain more information and a survey to capture
your response. However, if you would prefer not to receive details of the consultation, please let us
know.
Once the public consultation starts, all our documents will be published on the website
www.rightcaretimeplace.co.uk where we will also publish a detailed calendar of events.
The responses to consultation will be analysed by an independent provider who will collate all the
information gathered during the consultation. A report of findings from the consultation will be
produced following the end of consultation. As I mentioned earlier, no final decisions will be made
until the CCGs have concluded the consultation and have properly considered the information that
we have gathered through the consultation.
