Morse and James Bickford and Demands Bickford’s Removal from Holyoke Community Media, Inc. Jennifer Chateauneuf will hold a press briefing in front of Nick's Nest on February 10, 2016 at 11:00 am to demand that Mayor Alex 8. Morse immediately remove James Bickford from his position as Treasurer and Director of Holyoke Community Media, Inc. As stated in a letter to Mayor Morse, Councilor Chateauneuf condemns the evasive response by the Mayor to her letter a week ago and renews her call for the removal of Mr. Bickford. “There is a political relationship between Mayor Morse and Mr. Bickford that the Mayor is trying to conceal. From appointments to Boards to campaign contributions just a few months ago, the political friendship is clear. And what is even more clear is that Mr. Bickford serves in his current position solely because of the Mayor.” Mr. Bickford is the Treasurer and Director of Holyoke Community Media Inc. ("HEMI"), HEMI oversees the Comcast cable franchise license fees collected by the City of Holyoke. ‘There is approximately $1 million in the account managed by HCMI The Letter to the Mayor, the Secretary of State’s and Office of Campaign and Political Finance documents, and the City of Holyoke’s ‘announcement of the Comcast agreement, are attached. “Mr. Bickford was emailing sexually aggressive posts to me during the same timeframe that he was contributing to the Mayor's re-election campaign. Your three sentence letter evades the full picture of your relationship with Mr. Bickford. What we know is this: \ +L. In August 2015, you initiated a proposal to change the Officers and Directors of the Holyoke Publlc Education and Government Access, Ine, and rename it Holyoke Community Media, Ine. “HCMI") 5, You proposed ending the Cable Advisory Committee and had 6 of the 7 members of that Committee become Directors of HCMI. 6, Mr. Bickford was one of those 6 members. 7. HCMI now has 3 members who serve both as Officers and Directors. Mr. Bickford currently serves as both Director and Treasurer of HCMI. 8, Although the name has changed, the purpose of the Directors I the same; oversee the franchise license fees that the City of Holyoke collects from subscribers to Comcast as part of thelr cable service. 9. As Treasurer, Mr, Bickford currently oversees approximately $ 4 million dollars In cable franchise fees collected from the Holyoke taxpayers. Your argument that you have no authority over a position held by Mr. Bickford is vold of reality. Mr. Bickford is only a Director and Treasurer of HCMI because of your appointment as Mayor. All the other members of HCMI are there because of a previous appointment by you to the Cable Advisory ‘Committee. The revenue that HCMI oversees derives directly from the cable contract that the Mayor has authority over to negotiate. Hence, the funds of HCMI are controlled by the Mayor. Clearly you have been political allies with Mr. Bickford in the past when appointing him to several boards. And he has contributed $750 to your polltical campalgn this past fal. Nevertheless, Mr. Bickford’s inexcusable behavior demands a response. The agreement includes several new provisions, including senior discounts, a substantial increase in percentage of Gross Annual Revenue received to fund the annual operations of public, educational and government ("PEG") Access programming, @ new community public access station, and an Increase in the amount of funding allocated for PEG access purposes. The previous ten year license term expired on October 27, 2013 and in anticipation of this deadline Mayor Morse hosted several federally-required public hearings to allow residents to provide testimony on future cable-related needs. Using the community input gathered, the City forwarded the results to Comcast in the form of a Request for Proposal, or RFP. The RFP informed Comcast of the kinds of services and facilities that the City expected to be provided during the renewal term. The City hired Epstein & August LLP, a firm specializing in cable TV contracts, to negotiate on behalf of Holyoke. In addition, the process established the Cable Advisory Committee, to which Mayor Morse appointed Al Williams, Jennifer Myszkowski, Mark Wotton, Michael Hines, Rob Deza, Denis Luzuriaga, and James Bickford, Under the renewed license, this Committee will serve as the Board of Directors to oversee the new community PEG Access Station. “1m extremely pleased with the results of these negotiations and what it means for the City of Holyoke,” Mayor Alex Morse said. “The community was clear about wanting the same kinds of benefits that other communities have received, and | have negotiated a license that will benefit Holyoke cable subscribers for years to come.
