Glenn Mayes, the complainant, was arrested on October 26, 2014, for Grand Theft at the Macys
Department Store on Miami Beach. At that time he had in his possession a black satchel, black wallet with his
identification and $280 in US currency, and a Samsung S5 smartphone with headphones, among other items.
Those items were not impounded with the Miami Beach Police Department and were not placed with the
Complainants property at the Turner Guilford Knight Detention Center. Subsequent to the Complainants
release from custody, he reported the loss of his property to the Miami Beach Police Department Internal Affairs
Unit.

Sgt. Nash was assigned to conduct an investigation. It could not be determined who handled the
property at the time of the arrest and an administrative (rather than criminal) investigation began. On Tuesday,
March 10, 2015, Sgt. Nash was scheduled to conduct a subject officer interview in relation to the complainants
report. The subject officer, Gary Haughton, had been on the scene at the time of the complainants arrest. Prior
to conducting the interview, Officer Haughton was provided the complete investigative case file for review
while he waited for his attorney, Mr. Eugene Gibbons, to arrive. Upon the arrival of Mr. Gibbons, he and the
subject reviewed the investigative case file together in a private interview room.
Approximately ten (10) minutes into reviewing the investigative case file with the subject, Mr. Gibbons
advised your Sgt. Nash that the subject was in possession of the black bag, referring to item(s) listed above.
Mr. Gibbons advised that the subject had the black bag in his home in Broward County. The subject, with
advice from Mr. Gibbons, signed a consent to search form and accompanied the investigators to his home.
Upon arrival and entry into the apartment, the subject led Sgt. Nash and Sgt. Payne into his bedroom
where he pointed out the location of the black bag which was on the floor. Sergeant Payne photographed the
location of the black bag and after closer inspection determined it was a black backpack. Sergeant Payne placed
the black backpack on the bed in order to inventory its contents. Sergeant Payne then removed the following
items from the black backpack; one (1) black wallet containing $114.36 US currency and two (2) Chilean
identification cards belonging to MR. LUIS CARCAMO, one (1) 10,000 Chilean Peso bill, three (3)100
Chilean Peso coins, $1,492.00 in loose US currency inside the black backpack, one (1) white cloth money
pouch and one (1) black cap with Miami Beach logo in white lettering. All items in the black backpack were
inventoried. A grand total of $1,606.36 in US currency was counted by Sgt. Payne and recorded by your Sgt.
Nash and in the presence of the subject. All items from the black backpack were itemized, placed back into the
black backpack and secured. Everyone returned to the City of Miami Beach. Prior to impounding the black
backpack and itemizing the property within, the Macys store video surveillance was reviewed and it was
determined that the black backpack was definitively not the missing black bag or property belonging to Mr.
Mayes.
All attempts to account for the property surrendered by the subject have been unsuccessful, for a variety
of reasons. That property remains impounded.
A search of the subject's vehicle was unfruitful. No additional information was provided by Mr.
Gibbons or the subject.
Though it is clear that the subject had property that did not belong to him, we cannot prove that he had
Mr. Mayes property.

Accordingly, the criminal investigation is closed.
