Ramps on the way

Funding for East facing on-off ramps over
Halletts Way has been announced - again.
The project has seen controversy over many
years with multiple funding arrangements
announced by succeeding state and
federal governments but the latest joint
announcement by the state and federal
governments is set to see the project begin
by the end of this year.
The project involves east facing access
ramps and a shared user path bridge over

the Western Freeway at Halletts Way.


$10.24 million is being contributed by the
Federal Government, and $2.56 million is
being contributed by the State Government.

Donnellan made the announcement in
Bacchus Marsh last Thursday 18 February,
joined by Mayor Allan Comrie and numerous
politicians including Member for Melton
Don Nardella, Member for Buninyong Geoff
Howard, Member for Western Victoria
Joshua Morris, and Member for Ballarat

to Bacchus Marsh and a shared user path
for pedestrian and bicycle access to support

reduce congestion across the whole area.

Its been a long time coming,
but Rupert Moon Reserve finally has public toilets.
Construction of the toilet
facility commenced in October, with it consisting of five
unisex toilets, including one
accessible toilet providing
disabled access and a baby
change table for parents.
The project also included
the extension of the water
main along the avenue of
honour and a sewer pump
station with connection to a

rising sewer main explaining the $200,000 cost of the


project.
Council officers worked
very hard through the myriad of issues to deliver a project that is much needed,

Land at Connor St is desperately needed for a school and


should not be sold by the
state government, according
to Moorabool Shire Council.
The land should instead be
sold to council at a reasonable price to keep it as open
space and not be developed
into a residential area.
Councillors voted on the
matter at the special meeting
of council held in Bacchus
Marsh on 21 December, resolving to make its views on
the sale heard.
The controversial proposed
sale arose late last year when
it came to light that council
had reserved the land decades ago, as a site for a future primary school; but that
now the state government,
which now owns the land,
will sell it for development,
as a residential area.
Councillors resolved to seek
urgent discussions with
State Government authorities to consider a transfer of
public land to Moorabool
Shire Council at a reasonable
price.
Member for Melton Don
Nardella defended the sale,

saying that the money will


be used to buy land at Stonehill and a primary school
will be built there in five
years time.

But councillors made it


clear that more schools are
needed right now in Bacchus
Marsh and one is needed
on the Connor St site.

evidenced by the installation
of portable classrooms in the
schools car park.

Councillors also noted that

the Connor St land is well located for use as a school, being in close proximity to the
existing transport route of
Halletts Way, in close proximity to substantial existing
residential
developments
and in close proximity to the
southern extension of Halletts Way that is currently
under construction.

The motion allows councils

to local politicians seeking
their support in opposing
the sale.

The motion also outlines


that, in the event the Department of Educations view
on the immediate need for
another state school in Bacchus Marsh is not changed,
the land be used as open
space and not as a residential
development.

residents within an area of
Bacchus Marsh that is underprovisioned in terms of open
space within a walkable distance, the motion reads.
The motion was passed
with a unanimous vote.

Fire
victims
urged to
register

Residents of Moorabool that were impacted by the Scotsburn


fire on 19 December 2015 are being urged to register for the
Grocon clean-up.
Rob Croxford (CEO Moorabool Shire Council) said the State
Government has appointed Grocon to undertake the cleanup of the Scotsburn fire area for insured and uninsured
property owners.
Grocon is expected to be in the Scotsburn area next week
to inspect registered properties and to begin scheduling the
clean-up which is expected to commence in March.
Mayor of Moorabool Shire, Cr Allan Comrie said only a few
of the affected residents have registered for the clean-up.

We recognise and understand that people are at different


stages of the clean-up, however it is critical that residents
who need assistance register for this service by calling 1300
799 232.
Cr Comrie said it is important that council work with the
community to get homes cleaned-up and back to normal.

Works to be undertaken by Grocon may include the removal


of fire damaged homes, water tanks, outbuildings and other
fire debris.
Residents must register with Emergency Services Victoria
on 1300 799 232 to be included in the Grocon clean-up.

Grocon conducted the clean-up after the Black Saturday


fires of 2009.

Ms King recently made a
speech in Federal Parliament
calling on outgoing Infrastructure Minister Warren
Truss to reinstate the funding which was originally
promised to the project, but
which was then re-allocated
to the East-West Link and
subsequently stalled.
I have fought hard for this
project from the beginning,
making sure the funding
was allocated in the first
place, and fighting for it to
be restored after it was taken
away, Ms King said.
However, Ms King, of the

Labor Party, pre-empted


any official announcement
of the funding by the Liberal
Federal Government, or by
the Labor State Government,
by issuing a media release
a week before Fridays joint
announcement.
The politics of the long-running Halletts Way funding
fight did not go unnoticed by
Deputy Mayor Paul Tatchell.
Politics ruled the day, as it
has from the beginning of
this sorry saga, Cr Tatchell
said. Whilst the politicians
jostled for front position for
the media, about $30 million of the tax-payers hard

earned is missing without


action.
Make no mistake, Moorabool and the good people of
Bacchus Marsh have been
short changed - it was over
a month ago when Warren
Truss allocated $10.24 million towards this project,
and the State Government
asked for an embargo to sort
out the States contribution;
the embargo was broken and
the rest of the badly needed
traffic works have been left
in political abeyance.
There is still no solution
to a truck route - the roads
around Bacchus Marsh re-

the politicking and grandstanding on who did what
should be more about who
didnt do what. Whilst the
Red and the Blue can argue
their way to the bottom of
the debate, the truth doesnt
distinguish between either;
its simply the truth! If it
wasnt so serious it would be
comical.

the project will be called
for in March 2016, with construction expected to get underway in late 2016 and be
completed in late 2018.

An application to extend a Maddingley
building permit for a fourth time has been
refused and then approved in the final
resolution.
Councillors voted at the February council
meeting to pass the amended motion to
refuse the permit extension, following an
original recommendation made by council
officers to approve the extension request.
Concerns were raised that the permit was
being warehoused.
A report tabled at the meeting stated that
no construction had begun in the more
than six years since the original permit was
issued for the Peelmans Lane property, that
the land has been for sale for some time,
and that the original plans have changed to
include four subdivisions instead of five with
an additional change to the arrangement of
planned houses.
Originally issued back in 2008, the permit
was granted an extension for two years in
2011 with delays being blamed for finance
collapsing; a second extension was granted
in 2013 for one year, with the reason given
that finance was just recently approved; a
third extension of one year was granted in
2014, with the reason again being stated as
funding having only been approved recently.
The conclusion presented by council
officers stated that no effort to commence the
development is warehousing of the permit
and that the request for the extension is
beyond a reasonable amount of time.
Owner Peter Thompson spoke at the
meeting, saying that he, his wife and his son
bought the land.
Warehoused I cannot find that definition
in the Planning Scheme, he told the meeting.
Woodlands Ward Councillor Pat Toohey
asked Mr Thompson what his readiness
was to begin the project now, and what the
hurdles are.
Theres no financial problem, the builders
are ready to go, no problem in that regard,
Mr Thompson replied.
Councillors voted to approve the application
to extend the time for commencement and
completion for one year, meaning that
development must commence by September
29 this year and be completed by 29
September 2018.

A fresh investigation into


stillborn and infant mortality at Bacchus Marsh Hospital has taken the total death
toll to 18.
Obstetrician and Gynaecologist, Professor Euan Wallace uncovered seven additional babies who died at the
hospitals maternity unit in a
period dating back to 2003.
The investigation followed
an independent review in
2013-14 that revealed seven
out of ten stillborn and newborn deaths that might have
been avoidable.
In a report on ABCs 7:30
program on Monday (February 15), it was reported
that alarm bells rang during the initial review, when
five of seven babies had died
at full term during labour.
This prompted the Health
Department to ask Professor
Wallace to look further.
The investigations found
serious failures at the hospital, including problems with

foetal heart rate monitoring,


a lack of emergency specialist care and a breakdown in
clinical governance.
Michael Tudball, who was
chair of the hospitals board
until 30 June 2015, told ABC
7.30 that the board had requested for an upgrade in
equipment many times
over the 13 or 14 years [he]
was there.
Most recently in 2013 we
wrote to the department saying particularly for maternity services, that investment
was needed in equipment
because we were outgrowing our capacity. The fundamental is that we were operating with old equipment in
an old hospital its over 55
years old and theres been
no capital investment by any
government at any level in
that time, he said.
ABCs 7.30 presenter Louise Milligan also noted that
three of the doctors who
were involved in delivering the 11 babies who died
in 2013 and 2014 were still

working at the hospital, and


that Doctor Surinder Parhar,
the then head of obstetrics,
had been reported to the
Australian Health Practitioner Regulation Agency.
Doctor John Ballard, who
in October was appointed
to the board as a delegate
of Health Minister Jill Hennessy, said he could not
speak for the actions of
previous boards or management at the service.
Nor can I speak for the
regulator, the Australian
Health Practitioner Regulation Agency. However,
I can be very clear that no
obstetrician or gynaecologist currently practising at
Djerriwarrh Health Services
has restriction placed on
them by AHPRA. To practise under restriction without informing the service
would be a breach of every

changes being wrought at
the hospital and across the
health service, he said.

A Croydon man who went missing in State park bushland


last week has been found alive.
Andrew Sieruga, 31, went missing in the Lerderderg State
Park, near Melton, on Monday (February 15) after leaving a
relatives house in Connor Street Bacchus Marsh at around
2:20pm.
Bushwalkers contacted police after a backpack and clothing
were found about two kilometres north of Parks gate. Bare
footprints were also found near Sugarloaf Track.
Bacchus Marsh Police together with Parks Victoria, air
wing and Victoria State Emergency personnel attended the
location to conduct a search, which was only accessible by
4WD or on foot.
At around 11am on Thursday (February 18), Parks Victoria
members and local police located Mr Sieruga, who was taken
away by Ambulance Victoria to a hospital for assessment.

New research conducted

Vic has estimated more than
97,000 Victorians to be living with dementia, including 914 in the State Electoral
District of Buninyong, 825 in
Melton and 856 in the Macedon region.
These figures, which were
realised last week on February 10, are expected to grow
by almost 300 per cent by
2050.

dementia is fatal and is currently the second leading
cause of death in Australia

A quarter of us also believe that it is just a normal

prevalent health conditions
must change. All Victorians
will be impacted either by
a diagnosis, through caring
for a loved one or knowing someone close to them,
living with dementia. Dementia really is everybodys
business.

According to the new data,


no area in Victoria is spared.
Within Moorabool, electorate areas from Buninyong,
Melton and Macedon show
some of the highest figures.
For Melton alone, the figure
is estimated to increase from
825 people in 2016 to 10,753
in 2050, an annual growth
rate of 7.8 percent.

equipped to recognise the
early signs, know where
to seek information and
support, and maintain the
best quality of life possible
when living with a dementia
diagnosis.
Victorians, as a community, need to know how they

customers or even the person sitting next to them on
the bus, she said.

An increased awareness
will result in reducing stigma and social isolation. This
gets people talking about
it and seeking help earlier.
With better community support people with dementia
will feel included, retain
their independence longer,

they and their carers will be


better supported and overall
have an improved quality of
life.

Ms McCabe said Alzheimers Australia Vic were


calling on the State Government and the corporate community to join forces and
support investment in a sustained public awareness and
education campaign.

Need for flying


squad to return

There has been a call put out
for the return of The Rural
Flying Squad.
Only funded to 30 June last
year, the Squad previously
provided planning advice
to Councils on complex
matters.
Now, the complex matters
include planning for animal industries, according to
a submission made by the
Peri Urban Group of Rural
Councils.
Responding to the Animal
Industries Advisory Committees Discussion Paper,
the Group has called for the
formation of a Flying Squad
style team with expertise in
intensive animal industry
planning applications.
East Ward Councillor John
Spain, Moorabools representative on the Peri-Urban
Group, said that like other

peri-urban Councils, Moorabool is receiving increasing


numbers of complex planning applications for the use
of farming land by Animal
Industries.
The rapid population
growth in the peri-urban
areas has increased the
workload of our Planning
Department in handling
subdivision and other residential developments. In
some ways this is a bread
and butter workload that
challenges the quantum of
Statutory Planning resources that revenue-poor peri
urban councils can provide,
Cr Spain said.
On top of this, agri-business and animal industry
planning includes greater
complexity and careful consideration of off-site impacts
- waste products, transport
movements, etc - on neighbouring land uses such as

intensive animal husbandry,

Plaques for three families


have been added to the Heritage Wall at Bungaree.
The Australia Day ceremony, now a tradition in the
town, sees names of locally
significant families added
to a wall of plaques which
now number 50, with just
four places left for the 2017
ceremony.
This year, over 150 people
watched as the Lewis, Long

and White families unveiled


plaques to commemorate
their ancestors arrival in the
district, explained Dennis
Spielvogel from the Bungaree Historical Society.
After the ceremony, there
were typical Australia Day
activities such as spud-peeling, races, ropemaking and
a sausage sizzle. Displays
of vintage cars and traction
engines entertained people
outside.
Inside the Historical So-

ciety were craft items and


much of the Societys collection. Members of the Society were available to answer
questions, Mr Spielvogel
said.
Each of the three families
displayed the research that
expanded the information
on the plaques.

Tower connects Crime and drugs on the rise

Blackwoods new mobile phone tower is now operational.
Telstra Country Wides Area General manager Bill Mundy
confirmed the news.
The Blackwood Mobile Base Station has been completed
as a part of the Federal Governments Mobile Black Spots
Program and will provide much-needed mobile voice and
data coverage to the township of Blackwood, both 3G and
4G, Mr Mundy said.
The tower follows years of lobbying in particular since the
town was listed as one of Victorias top 50 at risk of bushfire.
It was funded by the state and federal governments as well
as Telstra.

Two applications by Southern Rural Water to rezone land at


Merrimu Reservoir with the aim of subdividing and selling
it will have to wait.
Moorabool Shire Councillors voted at the December council
meeting to defer the item, opting to instead consider it
after the outcome of the preparation of the Bacchus Marsh
Framework Plan by the Metropolitan Planning Authority.
One application is to rezone land at Diggers Rest-Coimadai
Road, Merrimu from Public Use to a Rural Conservation
Zone.
A second parcel on the same road is earmarked for rezoning
to a Rural Living Zone with the removal of native vegetation.
The resolution passed to defer the motion stated that the
item is deferred to address discrepancies within the report.
The Metropolitan Planning Authority, in conjunction with
Council, is currently in the process of preparing a project plan
(including timelines) for the Planning Ministers approval.

Minister has just been
awarded Worlds Best Minister at an international
summit in Dubai.
What follows is just a brief
outline of what this Worlds
Best Minister has overseen
as our Environment Minister. This list is not exhaustive but just gives the flavour
of this Minister.
Greg Hunt was the environment minister in charge
when the federal government scrapped the carbon
price, abolished the independent Climate Commission, attempted to remove
parts of Tasmanias wild
forests from World Heritage
listing, conducted a neverending review of the Renewable Energy Target that
decimated clean energy investment, slashed jobs in the
Environment Department

Moorabool has recorded 63


instances of drug use and
possession crimes in 2015, an
increase on the 36 instances
recorded in 2014.
Moorabool had also recorded 58 offences in 2013, 26 in
2012, 22 in 2011, 34 in 2010, 29
in 2009 and 67 in 2008.
Statistics for the Bacchus
Marsh/Melton area show 14
offences recorded in 2015,
nine in 2014, eight in 2013,
five in 2012, five in 2011, four
in 2010, seven in 2009, and
three in 2008.
The Crime Statistics Agency
released its research paper
into drug use and possession
in metropolitan, regional
and rural Victoria exploring the distribution of police
recorded drug use and possession incidents and first
time offenders across Victoria over the past decade.
It shows that the previously
reported increases in drug
use and possession incidents
over the past five years occurred across the state, although they were highest in
regional towns and cities.
The new analysis shows
that in 2015, regional Victoria recorded a rate of 361
incidents per 100,000 population; substantially higher
than the rate recorded in
both metropolitan Melbourne (273 incidents per
100,000 population) and
rural Victoria (194 incidents
per 100,000 population).

Dowsley said that while the


rates for 2015 were higher
than 2011 across the state,
the largest increases were
often recorded in Victorias
smaller towns.
When compared to 2011,
the largest increases occurred in some of Victorias
smaller urban areas, such
as Gisborne-Macedon, Warragul-Drouin, Moe-Newborough, and Sale.
However, while the increases seen across regional
Victoria in the past five years
were large, the drivers for
the change were not clear
from the available data.
Police statistics are not necessarily an accurate measure
of the underlying incidence
of offending, and instead
may be more reflective of
changes to police activity.
For example the largest increases have been in smaller
urban centres where more
active policing can have a
greater impact on the rate of
incidents recorded.
The characteristics of offenders have also changed
over time, with increasing
numbers of female drug use
and possession offenders.
This was especially the case
in regional Victoria, where
a quarter of offenders in
2015 were female. Female
offenders, over 30 per cent,
were especially prevalent
in Mildura, Horsham, and
Shepparton-Mooroopna; By
contrast, 22 per cent of offenders in Melbourne were
female.

The Statistics

Over the past five years, the rate of drug use and
possession incidents in regional Victoria has doubled
(up 109 per cent).
There were smaller increases in both rural Victoria (up
76 per cent) and metropolitan Melbourne (up 57 per
cent).
The proportion of drug use and possession offending
that occurred in regional Victoria has increased, and
now comprises almost a fifth of these incidents.
Most offenders were aged between 15-29 when they
first offended. In metropolitan Melbourne offenders were
more likely to be between the age of 20-29 compared to
rural and regional offenders.

Moorabool Labelled a Crime Hotspot


Overall, crime has risen 7.2 per cent in Moorabool and
thats 1.2 per cent more than the state average.
Figures released by the Crime Statistics Agency show
that Moorabool is listed as a crime hotspot in a list of
local government areas which have recorded rises of
more than five per cent in the 12 months from September
2014 to September 2015.
A total of 2006 offences were recorded in Moorabool
during that time.
Crime rose on average six per cent across the state
for the corresponding period with 482,959 offences
recorded across the state.

drinking during this time
$7b is generated by alcohol-related tax. But alcohol
costs society $15.3b annually

track to continue rising until
2030. Confidence evaporated
in the clean energy industry,
prompting a two-year investment drought and leading to the loss of 2500 clean
energy jobs between 2013
and 2014. Most recently we
dived ten places in Yale Universitys Environment Performance Index, which Hunt
himself once called the most
credible, scientifically based
analysis of its kind.
This list, as I said above,
offers just a few of the reasons why I, and I presume
most who have some empathy for our environment,
find this announcement
in Dubai incomprehensi-

ble at best. I have to say at


first I was tempted to laugh
it off as a joke. However,
maybe it needs some further
investigating.

The Best Minister in the
World Award is a new
initiative of the World Government Summit, a yearly
forum hosted in oil-rich
United Arab Emirates. The
criteria are Innovation &
Leadership, Quality &
Impact, Replication and
Reputation.
The Summits website says
the candidates and judges
were chosen by media company Thomson Reuters,
and in a radio interview
Hunt said Reuters initiated
the award. But Reuters has
denied this, and quickly
distanced itself from the

process.
According to Greg Foyster
the award is a favour returned. Its a thank you
from an oil-rich nation for
making it look good in the
past.
The only credible clue as
to why Hunt may have got
the gong is in his acceptance speech. In November
last year, he said, the UAE
hosted the Montreal Protocol discussion aimed at both
protecting our ozone layer
and reducing greenhouse
emissions. Australia was
delighted to support the
UAE in producing a breakthrough Dubai Roadmap to
phase down HFCs and to
save the world an astonishing 90 billion tonnes of emissions to 2050.
So, according to Greg
Foyster, Minister Hunt helps
the United Arab Emirates
achieve kudos on the world

stage for a breakthrough on


the Montreal Protocol. The
event is hosted in Dubai.
Then, three months later,
he receives an award an
inaugural award, with an
opaque judging process
for being the best minister in
the world.
This is the world lived by
our political leaders.
As an alternative to the oilrich United Arab Emirates
leaders opinion of Minister
Hunt perhaps we could ask
a closer neighbour, Kiribatis
President Anote Tong, what
he thinks of the Best Minister in the World Award.
Kiribati has neither the time
nor patience for a gradual
decrease of greenhouse gases. It is already feeling the effects of rising sea levels and
major storms. Anote Tong
voted for Australia to be on
the UN Security Council
because of its pledge to put

climate change on the agenda. He now says his country


feels betrayed by our governments policy on global
warming. He is rather less
positive towards our Minister and Australias climate
policy. Kiribatis President
had this to say about our
government and our minister, They dont feel it, they
dont know it, [and] they
dont care: They care about
the next election. So maybe
the title for Minister Hunt,
who whispers that curbing
global warming to less than
2.0 is a deeply personal goal
of his whilst eagerly, hastily, approving vast new coal
mines, is The Worst Minister
in the World .

Dear Editor,
A Mr Kolevski asked a
question (in Herald/Sun
50/50, 2 Jan) what water the
CFA used in fighting the
fires on the Great Ocean
Road (GOR).
A George from Ballan took
offence and with typical,
backwards sarcasm, asked
(H/Sun 50/50, 5 Jan) whether
the CFA should use imported Perrier water.
In light of the fire experts
having to send a huge aeroplane back to Sydney, from
Victoria, to fill up with fire
retardant I think there are
plenty of questions to ask
the experts, about what the
hell are they doing, or more
pertinently not doing, about
water supply?
The GOR has oodles of water and the ocean is the closest water available.
I have often wondered why
plentiful available seawater,
has not been used to fight
the GOR fires.
Couldnt giant pipes be built
up and around the hills, with
giant sprinklers and power-

ful water pumps? When fire


threatens wouldnt that be
a more viable option than
sending firefighters into
danger?
The
insurance
companies should save money by
building the pipe networks!
Wouldnt this be much
cheaper than paying out for
fire damage claims?
Using expensive helicopters and planes would be
lessened.
Surely seawater wouldnt
do as much damage as fires?
I would like to read some in
depth response to this idea.
I dont think that there was
any intended criticism of the
CFA. Everyone one knows
that they do a fantastic job,
in life threatening situations
and mostly as volunteers.
Anything that lessens the
dangers of fire, despite the
cost, should be considered.
Perhaps George, from Ballan, will provide the Perrier
water as another option?

Funding teeters for
Disability Respite Service

Formal advice will now be sought
over whether or not council will be
able to continue providing muchneeded respite services to Moorabool families.
The matter was raised at a special
meeting of council that had been
convened to hear matters around
the proposed rate cap increase, on
Wednesday 10 February.
Council currently provides recreational and respite programs to the
families of people living with a disability, with funding from the Department of Health and Human Services
- but a report tabled at the meeting
raised concerns about reports that
funding for local government respite
activities may cease as of June 2016,
in the lead-up to the introduction
of the National Disability Insurance
Scheme across Victoria.
Formal advice on the funding arrangements for the Disability Respite Program post 30 June 2016 has
been sought through meetings and
in writing with Departmental Representatives and as well as questioning
the need to undertake accreditation
against International standards (not
just DHHS) standards, the report
stated.
At this stage, no formal advice has

been received on either matter.


There are also concerns about what
services will be available to people
with disabilities that are assessed
as ineligible for NDIS packages. It
is proposed that a further report be
presented to the Council at a future
meeting regarding the roll-out of
the NDIS in the Central Highlands
Region. The report will also address
the role of Council as a provider in
the NDIS.
The NDIS will be rolled out in the
Central Highlands Region from
January 1 2017.
Councillors voted to write to the Victorian Minister for Housing, Disability and Ageing seeking clarification
on the future funding arrangements
for the councils Disability Respite
Service, and requested a further report on the roll-out of the NDIS in
the Central Highlands Region.
Moorabool currently provides clients with a six to eight hour block of
respite on a fortnightly basis, with
the funding having enabled the provision of four weekend respite programs on a fortnightly basis and a
weekly program on a Friday, involving a teenage Group, a Young Mens
Group and two adult groups.
Currently there are 35 people utilising the respite service.

A bizarre attack with a plastic hairbrush


that left a man bleeding from the head was
heard in the Bacchus Marsh Court this
week.
Robyn Dillon, a 54-year-old grandparent,
pleaded guilty to assault with an instrument after an argument with her partner of
18 years broke out in Main Street, Bacchus
Marsh.
The attack happened last year on Monday
3 August when a fight broke out after it was
alleged the man made derogatory comments about Dillons family.
A verbal spat between the two commenced
which escalated with the accused pulling
on the victims belt before he fled into a local
NAB bank.
The incident continued inside with Dillon
pulling out a plastic hairbrush, hitting the
man in the forehead, displacing his glasses
and causing him to bleed from the head.
The court heard bystanders watched on as
the scene unfolded before the woman was
finally arrested and charged.
Dillons defence argued, with no prior convictions, that in 54 years nothing has ever
happened and isnt likely to happen again.
In sentencing the magistrate noted it was
her first time in court and she had accepted
responsibility for her unlawful actions.
The charge of assault with an instrument was proved, however the case was
dismissed.

Funding the future, or paying off the past!

For every dollar spent on


debt management, there is
one less dollar invested into
our future, and more importantly the future of those left
to deal with what we leave
behind.
Politics has always been a
dirty game, its the nature of
the beast; you are either in
Government or youre not. If
you are in Government your
primary role is to stay there,
and if you are in opposition
your role is to get there.
As the three tiers of Government have evolved, so
has their Charter. We are
a big country with a relatively small population. In
the early years the Governments key focus was about
building infrastructure; infrastructure for the future.
Whilst the political debate
was as strong as it is today,
the major difference was the
focus; all players, despite
their political differences,
recognised the need to look
to the future, and the projects reflected the same.
A barren landscape needed
to be made fertile, base infrastructure needed to be built

to support new Industry,


natural resources needed
to be tapped and developed
into industry, and people
needed to be employed.
Roads, Rail, Airports and
Wharves needed to be built,
and the things that we take
for granted like power stations, water supplies, schools
and hospitals, all built with a
vision to the future.
Changes of Government
didnt mean the scrapping
of big ideas; new Government simply meant putting
their own signature on a
project; they may have had
philosophical
differences,
but there was a clear understanding that the best way to
move forward was by putting one foot in front of the
other, and never losing sight
of the big picture.
Politicians had big ideas,
ambitious aspirations and
very little in the way of
technology to achieve their
goals; they got things wrong
and they got things right, but
they were brave enough to
make tough decisions knowing full well that its unlikely
they would be around to see

the finished product.


They cut ribbons for those
that have become before
them, content in the knowledge of what ever part they
played; it wasnt about what
was happening today, it was
about what was going to
happen tomorrow.
Its difficult to pick the point
where the big ideas stalled,
but there is no doubt that
as Government has grown,
we are getting less done
with more. Governments
govern in fear as opposed
to optimism, and the future
has been confined to election cycles where popularity takes precedence over
productivity.
The political landscape has
changed and so have the
politicians. The days of big
ideas have been subdued by
Party politics; the modern
politician is a Party groomed
sales rep for the ideals of
politics and not purpose.
I seriously doubt the modern day Government would
have the capacity or the flexibility to take on challenges
comparative of the past.

the scope of a Government

When you consider the
technology available today
and the depth of the debate
about renewable energy, its
a great insight into the political spin of our energy future.
Lets face it, it was in 1949
when the Snowy started and
completed in 1974, producing 67% of all renewable energy in Mainland Australia.
Today renewable energy
focusses on oversized windmills with generators and
solar panels on your roof!
The $820 million project is
the equivalent of around $7
billion in todays money, and
it was completed on time
and on budget; it provided
long-term employment, multi-cultural opportunity with
70% of the workforce coming
from 30 different Countries,
and a peoples asset that, for
the times, was considered
environmentally friendly.
Its that type of political vision and intestinal fortitude

thats lacking today. Todays


Governments sell assets to
prop up ailing budgets and
spend money on populous
and unsustainable projects done through political
lobbying.
There is no cohesive or
practical plan to deliver the
modern infrastructure into
the future, and depreciation of aged infrastructure
brought about by neglect is
a case of renovation rather
than rejuvenation of a future
economy.
There is no doubt science
and technology doesnt have
the same feel as bricks and
mortar, but thats the world
we live in today, and with
technology creating technology at light speed, there is no
future in a political debate
that is stuck in the past.
Developing policies around
well-worn
foundations,
whilst ignoring the potential of the brave new world,
is short-changing future
generations; we cant allow
petty politics to paint out
our potential as a country.
Investing in education
relevant to our future will

pay dividends if we teach


and train people to grow
with technology, and not
just adapt; you cant lead in
something that you are still
trying to learn.

Whilst we dont want to live


in the past, we should learn
from our mistakes. It takes
character and resilience
to plan for the future, not
slogans and one-liners; an
over-governed, over complicated political system that is
at odds with itself is simply
a distraction from the task
ahead.
All three tiers of Government are living beyond their
practical means, paying off
debt from the sins of the
past. We dont need three
levels of debate in three different directions; in fact we
dont need three levels of
Government.

The Snowy project saw the


Federal Government work
with three States; today they
can barely work with one.
If we are serious about the
future we need to plan for it,
not just wait for it to happen!

Licence to mine in
Moorabool lodged

A controversial coal mining exploration licence for
Bacchus Marsh is up for
renewal.
The project, headed by Exergen and Mantle Mining,
has so far established that
there is 1.2 billion tonnes of
brown coal under the town,
of similar or better quality
than that produced from the
Latrobe Valley.
The original drilling license expires in March, and
Mantle Mining has already
lodged an application to renew it but does not expect
an outcome for up to two
months.
Mantle Minings Exploration Manager for Coal, Mark
Maxwell, explained that
initial drilling results were
good its just that Mantle
Minings focus has been on
gold for the past two years,
following the downturn in
commodities prices.
We have done some drilling out there, a few years
ago, and we have more drilling to do, but we just havent
got around to doing that
yet, Mr Maxwell explained.

We plan to do some more


drilling at Bacchus Marsh
within the next couple of
years, and the reason for the
drilling is to further define
the coal resource there. Once
we do that drilling, well
have enough information to
determine whether a project
to develop it into a mine is
feasible or not.
Mr Maxwell said at this
stage, Mantle Mining is
very much in exploration
mode saying that nothing major will happen in
Bacchus Marsh in terms of
mining the coal for at least
another five years.
Meanwhile, Moorabool Environment Group President
Ben Courtice does not want
to see the licence renewed.
Were happy if the project
expires. Coal is last centurys
dirty technology, and this
mine would have devastated the local community.
Victoria needs to push for a
transition to clean renewable
energy, Mr Courtice said.

and Mantle Mining, tout the
benefits of their processes to

brown coal. This would still
make it as bad as regular
black coal, which is a major
atmospheric and climate
pollutant.
Mr Courtice said clean renewable energy has developed to the point where it
could supply all our energy
needs.
We call on the state government to ban all new coal
and gas exploration, and
pursue a strong state renewable energy target. Our
farms, communities and
climate are too precious to
continue with coal.
Moorabool
Environment
Group campaigned to stop
test drilling and exploration in the initial phase of
the licence, and successfully
lobbied council to adopt a
motion calling on state government for a moratorium
on new coal projects.
The group is concerned for
the impacts the mine will
have on community health,
pushing agriculture out,
damaging the local water
table, and its contribution to
climate change.

Health clinic opens on a Sunday

GP clinic will soon be available in Ballan.
It comes after Ballan District
Health & Care employed
two new Registrars, Dr Umbreen Qazi and Dr TJ Tan,
who will work in the clinic
under the supervision of Dr
David Llewellyn.
The new clinic will operate
between 9am and 1pm on
Sundays, starting in March,

and is expected to benefit

Rental growth in Victoria


Two-bedroom units in Sale
recorded the states highest rental increase in the 12
months to December 31.

weekly median rent for a
two-bedroom unit in Sale
rose 9.9 per cent in the past
year to $250, up from $228
for the same period in 2014.

Four-bedroom homes in the


Gippsland city also experienced solid annual rental
growth, increasing 5.4 per
cent to a weekly median
rental of $390.

This was in line with a wider trend across the state with
a number of regional towns
recording significant rental
increases for larger homes.
Three-bedroom
homes
in Echuca were one of the
strongest performers with
the weekly median rent increasing 9.2 per cent over the
year to $328 - up from $300
per week in December 2014.
Strong rental growth for
three-bedroom homes was
also recorded in Geelong
West, where the weekly median rent rose 8.9 per cent

to $370; Highton, up 7.2 per


cent over the year to $375 a
week; Torquay, increased 7.1
per cent to $423; Wodonga,
up 6.9 per cent to $310; and
Shepparton, rose 4.6 per cent
to $285.
Four-bedroom homes in
the coastal town of Torquay
were also popular with renters with the median rent up
7.6 per cent over the year to
$495 a week.
Growth was also recorded
for two-bedroom units in
Shepparton, increasing 6.8
per cent to a median rent of

$235 a week.
State-wide the weekly median rent increased for both
one-bedroom units and
four-bedroom houses over
the year, up 6.2 per cent and
1.4 per cent respectively.
Rent for all other property
types remained stable.
Bendigo experienced the
largest rental growth of the
three main regional centres,
with increases recorded for
both three-bedroom units
and two- bedroom houses.
The weekly median rent for
a two-bedroom house in the

regional centre increased 4.1


per cent to $250 while threebedroom units were up 3.6
per cent to $290.
Of the other major regional
cities, Ballarat saw solid
growth in one-bedroom
units, up 3.2 per cent to a
weekly median rent of $160
while three-bedroom units
in Geelong rose 1.4 per cent
to $370 per week.

Avenue failed to win a rink, however octogenarian
Stan Cummings rink matched it with their finals bound
opposition for the first 9 ends of the game, before being
overrun by the home side.
Final score - Avenue 67 lost Geelong City 144.
Division 2 v Waubra
With a great deal of resolve Avenue were able to complete
a clean sweep of their opposition, winning all 4 rinks. Led
strongly by Peter Glass rink, which recorded an emphatic 21
shot win, Avenue, with the assistance of Glenys Kays rink (12
shots up), Bill Hawkens rink (8 shots up) and Grant Stirlings
rink which won on the last end of the day by a collective 42
shots, created a sufficient buffer over the 2 sides below it on
the ladder to avoid relegation.
Final score- Avenue 111 def Waubra 69.

The Centre conducted a modified


program on Friday evening, due to the
Region Championships being held over
the weekend. Athletes battled hard
in the cool conditions and occasional
misty rain. Lincoln Menz and Mitchell
Wells both achieved 3 PBs at the
modified competition.

represent the Centre at the Region

Avenue needed just one of their 4 rinks to win to avoid
relegation. Ideally 18 points would have been better, however
it was not to be. Di Hardiments rink won by 6 shots to give
Avenue the 2 points it needed. The other 3 rinks also did
their bit, however all three each lost by a collective 16 shots
showing they were not too far from success.
Final score - Avenue 83 lost Central Wendouree 93.
Division 7 v Creswick
Playing one player short, Maurie Oppermanns rink rose to
the fore with a 2 shot win, which was made all that better
as they only had 6 bowls, whereas their opposition had 8
bowls. Dave McKendricks rink had a 4 shot loss, whilst Ron
Millingtons rink fell short by 5 shots. Unfortunately Wally
Van Looys rink, which has performed admirably all season,
had a rough day at the office, going down by 26 shots.
Final score - Avenue 78 lost Creswick 105.
Midweek Pennant
Division 1 continued their excellent form, recording a 9 shot
win over Creswick. The side is currently third on the ladder
and will play finals.
Division 2 like the weekend divisions faced relegation, but
were able to defeat Victoria by 17 shots, meaning they will
remain in Division 2 next season.

Heather Kemp and her seven-year-old daughter Jordyn
will compete in the Werribee
Park indoor arena on the
first weekend of December.
The pair, and Bordershow
Carousel, qualified for the
National
Championships
after taking out first place in
their class (Champion Lead
Rein Show Pony 12hh and
under) at the Barastoc Horse
of the Year Show on February 12.

We are totally over the


moon. A lot of hard work
and long hours have gone
into the pony, Jordyn has
been riding every night and
that has obviously paid off,
Heather said.
Jordyn is very happy, she
has only really had about a
year of riding, but she has
taken a lot of interest and become really good in the last
few months. Jordyn rides
and I am the handler, we
have competed a few times
before but Barastoc was definitely the biggest show we
have ever won.
Heather and Jordyn will
now compete against representatives from Queensland,

South Australia and New


South Wales.

[During competition] the


horse needs to be fully represented with makeup and
plaits; Jordyn also needs
to look her best and we go
around the ring and they are
judged on both their appearance and the ponys behaviour, Heather said.

We will compete in the


same lead and rein class,
but this time representing
our state, so hopefully we
can do Victoria proud. If not,
just being there is going to
be amazing and getting that
chance is really awesome.
