CHAPTER 1
INTRODUCTION
1.1 Background of the Study
An urban municipality in the province of Bulacan namely Balagtas is passed by
MacArthur Highway, a national road that stretches from Manila to Northern Luzon
region. Known for its product and industry like garments, furniture, agricultural products,
balot and penoy, tilapia, food preservatives etc., it has a very busy and crowded market
place at the heart of the town. The town is surrounded by fast expanding municipalities
similarly Bocaue, Bulakan, Guiguinto and Pandi and because of this, Balagtas is fairly
reachable within different places in the province.
Heavy traffic in the town was rapidly growing to the point where it was utterly
affecting on the capability of the town to function normally. The main junction of the
MacArthur Highway and Pandi-Balagtas road, together with the Balagtas Public Market
was a location of particular congestion and the traffic bottleneck needed to be eliminated.
Lengthy traffic jams were bringing industry and commerce to a halt with both local and
national traffic routes affected.

1.2 Statement of the Problem


The general problem of the proposal is to reduce the traffic jam in the national
road along the public market and the junction with the local road.

Additionally, it should also answers to the following questions:


a. Will the proposal greatly minimize the traffic build up and increase efficiency
in transportation?
b. What would be the effects in the pedestrian using road and the informal
merchant settlers alongside the road?

1.3 Objectives of the Study


a. To reduces traffic congestion and will decrease travel time of vehicles just
passing by the congested area along MacArthur Highway.
b. To be able to maximize the use under the flyover for the use of pedestrian
crossings alongside the public market and to be able to provide safety among merchants
and pedestrians in the busy public market against fast moving traffic.

1.4 Significance of the Study


The findings of this study will redound to the benefit of the society considering
the reduction in traffic congestion. Road users such as delivery trucks containing basic
commodities will be able to deliver their goods on time or even earlier. Thus, less
consumption for fuels so cheaper price of commodities is expected. Private vehicle
owners, too, will save time and patience as well. Flyover construction will also provide
parking spaces under it, making the road free of parked vehicles. Because of this, smooth

flow of vehicles is acquired. For us (daily commuters passing this road), this will really
help us. Travel time and energy is saved, giving us longer time to rest and study as well.

1.5 Scope and Limitation


The scope was confined and limited to the McArthur Highway and PandiBalagtass Road Junction and at the vicinity of the Balagtas Public Market. The flyover
was proposed to be built alongside the McArthur Highway and the highest point is at the
junction.
This research examines the road network, improvements to public road
transportation can reduce traffic congestion, on its maintenance and existence, and how it
affects pedestrians and merchants of the town and the ways available to overcome the
problem effectively.
