Study Background
September 2013 The creation of the Tent City Economic
Empowerment Group (TCEEG), an umbrella group for cites in the
center of the Trail (White Hall, Mosses and Hayneville), which
work together to address issues and share resources.
September 2014 The National Park Service (NPS) provided a
grant of $50,000 to Tuskegee University (TU) for development of
the alternate transportation plan.
October 2014 EPA HQ Brownfield Office committed $30,000
worth of contractual support to assist in the planning, to include;
starting the clean-up of two of the five brownfield sites to be
reused as bus stops. EPA is also beginning the cleanup effort and
teaching TU how to participate in the brownfield efforts.
May 2015 - The plan was formally briefed to NPS and EPA.

Statement of Purpose

The plan is in support of environmental


justice issues in underserved
communities and cities along the Voting
Rights Act Trail, such as:

Lack of access to medical care and job


opportunities

Food desert issues

Lack of access to educational


opportunities leading to increased
employment opportunities.

Lack of access to historic landmarks and


sites, which would provide important
educational opportunities to youth in the
underserved areas.

Lack of access to historical landmarks


and sites, which would provide important
educational opportunities to visitors from
outside of the area, and the potential
financial benefit from an increase in
tourism.

Services
Service provided on a repetitive, fixed
schedule basis along a specific route with
vehicles stopping to pickup and deliver
passengers to specific locations; each fixed
route trip serves the same origins and
destinations, such as rail and bus; unlike
demand responsive and vanpool services.

Transit Delivery Modes:

Demand Response
A transit mode comprised of passenger cars, vans or
small buses operating in response to calls from
passengers or their agents to the transit operator, who
then dispatches a vehicle to pick up the passengers
and transport them to their destinations. A demand
response (DR) operation is characterized by the
following:
a) The vehicles do not operate over a fixed route or
on a fixed schedule except, perhaps, on a temporary
basis to satisfy a special need; and
b) Typically, the vehicle may be dispatched to pick
up several passengers at different pick-up points
before taking them to their respective destinations and

Transit Delivery Modes:

Vanpool Service
Transit service operating as a ride sharing
arrangement, providing transportation to a
group of individuals traveling directly between
their homes and a regular destination within
the same geographical area. The vehicles
shall have a minimum seating capacity of
seven persons, including the driver.
Vanpool(s) must also be open to the public
and that availability must be made known.
