Export Promotion Capital Goods Scheme (EPCG)

This scheme functions with commitment on the part of


exporters. Imports of capital goods are allowed and the rate of
import duty has been reduced from 15% to 10%. Those
exporters wish to take the advantage of this scheme must
export four times the CIF value of imports. With view to achieve
this target, the exporter is given time of five years
According to this scheme, a domestic manufacturer can import
machinery and plant without paying customs duty or settling at
a concessional rate of customs duty. But his undertakings
should be as mentioned below .
DEEMED EXPORTS
Deemed exports refer to those transactions in which the goodssupplied to
not leave the country. The payment for such goods are made inIndia by
the recipient of the goods.In all cases of deemed exports, supplies are
required to be madedirectly to the designated projects/agencies/EPCG
licence holders.
Categories of Supply:
Under the Exim Policy 1997-2002, the following categories of supply
ofgoods are included provided they have been manufactured in India:
(1)Supply of goods against duty free licences issued under the
DutyExemption Scheme.
(2)Supply of goods to:
(a)Export Oriented Units (EOUs).
(b)Export Processing Zones (EPZs).
(c)Software Technology Parks (STPs).
(d)Electronic Hardware Technology Parks (EHTPs).
(3)Supply of capital goods to holders of licences under the Export
Promotion Capital Goods (EPCG) Scheme.
(4)Supply of goods to projects financed by multilateral of bilateral
agencies as notified by the Department of Economic Affairs,Ministry of
Finance under international competitive bidding.
(5)Supply of capital goods and spares to the extent of 10% of FOB value to
fertilizer plants.

(6)Supply of goods to any project approved by the Ministry of Finance at


zero customs duty.
(7)Supply of goods to the power, oil and gas sectors approved by Ministry
of Finance.
