ARTICLE III
DECLARATION OF PRINCIPLES, POLICIES AND OBJECTIVES
Principles

1.1
The SSCC shall have the power which emanates from the
student body. It shall be sole, unified, autonomous and highest
democratic representative student government.

The SSCC shall act as the pillar of all Supreme Student Councils
within the Batangas State University systems. Thus, shall
provide a forum for the ventilation of the student queries,
problems and needs.

differences.
Section 4 The SSCC shall be the forefront of student rights and welfare,
and shall
be the model of the students excellence,

ARTICLE VI
BILL OF RIGHTS
The SSCC, in reference with the Norms of Conduct for College Students shall
adopt the Bill of Rights of Students stated therein. However, this section is
subject for amendment if some provision related to the Bill of Rights of
Students from the Norms of Conduct for College Students was revised,
updated or amended.

The SSC shall coordinate its plans, programs and activities with
the Office of Student Affairs and Services (OSAS) at all times.

THE CONSULTATIVE COUNCIL

Objectives of the SSCC and the University as well.

2.6. Prepare guidelines, rules and regulations affecting the Council
and the
student body.
2.7. Review, amend and exercise jurisdiction in settling actual
controversies
involving
the
interpretation
of
the
Constitution and By laws of the
SSCC.

THE GENERAL ASSEMBLY
Section 1 The General Assembly refers to the gathering of all its
members to
discuss pertinent matters concerning students rights and
welfare, endorsement of programs and activities of the
administration inclusively intended for the student body etc..

ARTICLE XIII
ELECTION, QUALIFICATIONS AND TENURE OF OFFICE OF THE SSCC
OFFICERS
Composition
Section 1 The officers of the SSCC are the duly elected President, Vice
Presidents
for External Affairs and Linkages, Finance and
Resource Management,
Student Development, Student Rights
and Welfare, Student Financial
Assistance,
Loans
and
Scholarships, Secretary and Auditor.
Election
Section 2 The elections shall be conducted annually by the authorize
members of
the ComSElec. The election procedures shall be
conferred upon by the
Confederation Election Code of the
ComSElec.
Section 3 The election shall be done during the first week of March. In
case of
conflict with the University calendar, the subject
matter shall be decided
upon by ComSElec.

6.2. Must be a resident of the University for at least two years.
6.3. Must be a non-graduating student at the time of the election
period.
6.4. Must have a General Weighted Average of at least 2.75 and
has no any
deficient subject during the last term attended and
enrolled with an
academic load of at least 18 units during
the electoral period and the
succeeding semesters or as
prescribed by their curriculum.
6.5. Must not have any failing grade from the preceding term.
6.6. Must have a certification of good moral character duly issued
by the
Office of Student Affairs of his respective campus.
6.7. Must be a non OJT student for the next academic year.

Section 3 Every semester, the SSCC Vice President for Finance and
Resource
Management will collect PhP 5.00 This
amount will be used after a board
resolution signed by at
least 50% + 1 of the members of the council.

The officer in-charge together with the treasurer will be the one
deposit the collected amount to the chosen reputable bank
every Friday of the week. The Adviser will secure the daily
collected membership fee.
Section 7 At the end of the enrollment period the treasurer and the
council
president noted by the adviser shall present
the total breakdown of
collection to the, Director for Office of
Student Affairs and Services.

presenting their
Plan of Activities/Procurement Plan with its
corresponding estimated
budget to the Organization Adviser,

organization
signed by the organization adviser, council
president and treasurer

persons who can withdraw funds

an
approved board resolution of the officers and
approved letter of the activity.
APPENDIX
A RESOLUTION APPROVING THE PROPOSED 2016 SUPREME
STUDENT COUNCILS CONFEDERATIONS CONSTITUTION AND BY
LAWS.
WHEREAS, Supreme Student Councils Confederation (SSCC) is defined as
the highest and independent governing body of the students of Batangas
State University;
WHEREAS, the SSCC Officers saw the need to amend its own Constitution
and By Laws;
WHEREAS, as provided by Section 1 of Article XII entitled as General
Provision of the 2009 SSCCs Constitution and By Laws The proposed
amendment presented in a written form may only be amended by
agreement of at least 2/3 of all SSC members through a general assembly
organized by the SSCC Officers and an amended copy shall be sent to each
campus.
WHEREAS, the Supreme Student Councils Confederation approved the
motion to convene a Constitutional Convention to draft and approve a
proposed constitution;
