SECTION I
GENERAL
Article 1
General Provisions
(1)
AFC is Asian Football Confederation.
(2)
AFF is ASEAN Football Federation.
(3)
Arbitration Tribunal is the Arbitration Body of Sports (CAS), which stands for
Court Of Arbitration For Sport (Tribunal Arbitral Du Sport), based in Lausanne
(Switzerland).
(4)
Association is a football Association recognized by and a member of FIFA.
(5)
Association Football is the game controlled by FIFA and organized in accordance

with the Laws of the Game.
(6)
CAS (TAS) is Court of Arbitration for Sport (Tribunal Arbitral du Sport) in

Lausanne (Switzerland).
(7)
Club is a Member of PSSI that forms a football club consisting of professional

(non-amateur) Club and amateur Club.
(8)
Criminal Offense shall mean a criminal offense which is convicted by a court in

Indonesia and for this purpose shall mean all immoral acts which tend to
prejudice the community and which by its nature is punishable by courts of
justice.
(9)
Congress is the supreme body of PSSI.
(10)
Delegate is a representative of a Member of PSSI entitled to vote at the Congress

of PSSI in accordance with article 23 of the present Statutes.
(11)
Executive Committee is the executive body of PSSI.
(12)
FIFA is Federation International de Football Association.
(13)
IFAB is the International Football Association Board.
(14)
Member is a legal or natural person that has been admitted into membership of
PSSI by the Congress.
(15)
Officials are all board members, committee members, coaches, referees and
attendants as well as other people responsible for technical, medical and
administrative matters at FIFA, a Confederation, Association or Club.
(16)
Ordinary Courts is state courts which hear public and private legal disputes.
(17)
Player is a football player registered with PSSI.
(18)
PSSI is the only national football organization in the territory of the Republic of
Indonesia.
(19)
PSSI Provincial Association is a member of PSSI that has its own members
comprising amateur Clubs, womens football and futsal clubs.
Article 2
Name, headquarters, legal form
(1)
The name of this organization shall be the Football Association of Indonesia,

abbreviated, in Indonesian, as PSSI.
(2)
PSSI is a private and independent organization based on the prevailing laws and
regulations of Indonesia, has its registered domicile in Jakarta, and shall exist for
an indefinite period of time.
(3)
The PSSI headquarters is situated in Jakarta, the capital of the Republic of

Indonesia.
(4)
PSSI is a member of FIFA, AFC and AFF.
(5)
PSSI was founded on April 19, 1930 in Yogyakarta.
(6)
The flag of PSSI is green bearing the logo of PSSI.
(7)
PSSI emblem is the organizational logo of PSSI.
(8)
The logo of PSSI is made up of the word PSSI and drawings of a lotus, root, paddy
and a ball.
(9)
The flag, emblem, logo and abbreviation are legally registered in Indonesia.
Article 3
Basis, Principle, Status and Authority
(1)
PSSI is based on the Pancasila and the 1945 Constitution.
(2)
The principle of PSSI is the national unity and integrity built on the spirit of
dedication and upholding the values of sportsmanship and professionalism to
ensure national football achievement with quality.
(3)
The status of PSSI is a legal entity by virtue of the Decree of the Minister of
Justice of the Republic of Indonesia dated February 2, 1953, No. J.A.5/11/6, State
Gazette Supplement dated March 3, 1953, No.18.
(4)
PSSI is the only national football association that has the authority to regulate,
manage, and organize all football activities or competitions in Indonesia.
Article 4
Objectives and Activities
(1)

PSSI has as its objectives:

a.
to improve the game of football constantly and promote, regulate and

control it throughout the territory of PSSI in the light of fair play and its
unifying, educational, cultural and humanitarian values, particularly
through youth and development programs;
b.
to organize competitions in Association Football in all its forms at a national

level, by defining precisely, as required, the areas of authority conceded to
the various Leagues of which it is composed;
c.
to draw up regulations and provisions and ensure their enforcement;
d.
to protect the interests of its Members;
e.
to respect and prevent any infringement of the statutes, regulations,

directives and decision of FIFA, of AFC and PSSI as well as the Laws of the
Game and to ensure that these are also respected by its Members;
f.
to prevent all methods or practices which might jeopardize the integrity of

matches or competitions or give rise to abuse of Association Football;
g.
to control and supervise all friendly football matches of all forms played
throughout the territory of PSSI;
h.
to manage international sporting relations connected with Association

Football in all its forms;
i.
to host competitions at international and other levels.
To obtain the objectives above, PSSI shall make the following efforts:
a.
to organize and or coordinate all official competitions and tournaments, in

the national level, and other matches organized in Indonesia.
b.
to form a national team with quality and achievements at the regional as

well as international matches.
c.
to develop advanced, modern and professional concept of football and to

prevent any behaviors that will adversely affect the values of sportsmanship
and principles of fair play.
d.
to make every effort to prevent and to oppose the abuse of narcotics and
prohibited drugs in the national football.
e.
to seek legitimate sources of fund to support the master program and to

protect all commercial rights and inventory that make up the assets of PSSI.
Article 5
Neutrality and non-discrimination
(1)
PSSI is neutral in matters of politics and religion.
(2)
Discrimination of any kind against a country, private person or group people on

account of ethnic origin, gender, language, religion, politics or any other reason is
strictly prohibited and punishable by suspension or expulsion.
Article 6
Promoting friendly relations
(1)
PSSI shall promote friendly relations between its Members, Clubs, Officials and
Players and in society for humanitarian objectives.
(2)
Every person and organization involved in the game of football is obliged to observe
the Statutes, regulations and the principles of fair play as well as the principles of
loyalty, integrity and sportsmanship;
(3)
PSSI shall provide the necessary institutional means to resolve any dispute that may
arise between Members, Confederations, Clubs, Officials and Players.
Article 7
Players
(1)
The status of Players and the provisions for their transfer shall be regulated by the
Executive Committee in accordance with the current FIFA Regulations for the
Statutes and Transfer of Players.
(2)
Players shall be registered in accordance with the regulation of PSSI.
(3)
In managing the national football, PSSI recognizes amateur players and

professional (non-amateur) players.
(4)
Amateur Players shall be with amateur football Clubs.
(5)
Professional Players shall be with professional football Clubs.
(6)
Foreign players are allowed in efforts to improve the quality of the national
football and to encourage the establishment of a national team with achievements.
Article 8
Laws of the Game
PSSI and each of its Members play Association Football in compliance with the Laws of
the Game issued by the IFAB.
Article 9
Conduct of bodies and Officials
The bodies and Officials of PSSI must observe the Statutes, regulations, directives,
decisions and the Code of Ethics of FIFA, of AFC and of PSSI in their activities.
Article 10
Official languages
The official languages of PSSI shall be Indonesian and English. Official documents and
texts be written in those languages. In the event of any divergence between the
interpretations of texts in different languages, the text written in English shall be
regarded as authoritative.
SECTION II
MEMBERSHIP
Article 11
Admission, suspension and expulsion
(1)
The Congress shall decide whether to admit, suspend or expel a Member.
(2)
Admission may be granted if the applicant fulfills the requirements of PSSI.
(3)
Membership is terminated by resignation or expulsion. Loss of membership does

not relieve the Member from its financial obligations towards PSSI or other
Members of PSSI, but leads to cancellation of all rights in relation to PSSI.
Article 12
Admission
(1)
The Members of PSSI are:

a.
Clubs;
b.
PSSI Provincial Association;
c.
womens football clubs association;
d.
futsal clubs association;
e.
referees association;
f.
players association;
g.
coaches association.
(2)
Any legal or natural person wishing to become a member of PSSI shall apply in
writing to the general secretariat of PSSI.
(3)
The application must be accompanied by the following mandatory items:

a.
a copy of its legally valid statutes and regulations;
b.
a declaration that it will always comply with the Statutes, regulations and
decisions of PSSI, FIFA and AFC and ensure that these are also respected by
its own members, Clubs, Officials and Players;
c.
a declaration that it will comply with the Laws of the Game in force;
d.
a declaration that it recognizes the Arbitration Court of PSSI and the Court of
Arbitration for Sport (CAS) in Lausanne, as specified in these Statutes;
(4)
e.
a declaration that it is located and registered in the territory of PSSI;
f.
a declaration that it will play all official home matches in the territory of PSSI;
g.
a declaration to the effect that the legal composition of the applicant

guarantees that it can make decisions independently of any external entity;
h.
a list of Officials, specifying those who are authorized signatories with the
right to enter into legally binding agreements with third parties;
i.
a declaration that it undertakes to organize or participate in friendly matches

only with the prior consent of PSSI;
j.
a copy of the minutes of its last congress or constitutional meeting.
This article shall not affect the status of existing Members.
Article 13
Request and procedure for application
(1)
The procedure for admission shall be regulated by special regulations approved

by the Executive Committee.
(2)
The Executive Committee shall request the Congress either to admit or not to
admit an applicant. The applicant may state the reasons for its application to the
Congress.
(3)
The new Member shall acquire membership rights and duties as soon as it has
been admitted. Its delegates are eligible to vote and be elected with immediate
effect.
Article 14
Members rights
(1)
The Members of PSSI have the following rights:

a.
to take part in the Congress of PSSI, to know its agenda in advance, to be

called to the Congress within the prescribed time and to exercise their voting
rights;
b.
to draw up proposals for inclusion in the agenda of the Congress;
c.
to nominate candidates for all bodies of PSSI to be elected;
d.
to be informed of the affairs of PSSI through the official bodies of PSSI;

(2)
e.
to take part in competitions (if applicable) and/or other sports activities

organized by PSSI;
f.
to exercise all other arising from the Statutes and regulations of PSSI.
The exercise of these rights is subject to other provisions in these Statutes and the
applicable regulations.
Article 15
Members obligation
(1)
The members of PSSI have the following obligations:

a.
to comply fully with the Statutes, regulations, directives and decisions of

FIFA, AFC and PSSI at all times and to ensure that these are also respected by
its members;
b.
to ratify the Statutes, regulations, directives and decisions of PSSI at all times
and to ensure that these are also respected by its members;
c.
to ensure the election of its decision-making bodies;
d.
to take part in competitions and other sports activities organized by PSSI;
e.
to pay Membership Subscriptions;
f.
to respect the Laws of Game as laid down by IFAB and to ensure that these are
also respected by its members through a statutory provision;
g.
to adopt a statutory clause specifying that any dispute requiring arbitration

involving itself or one of its members relating to the Statutes, regulations,
directives and decisions of FIFA, AFC, PSSI or the leagues shall come solely
under the jurisdiction of the appropriate Arbitration Tribunal of FIFA, AFC,
PSSI and that any recourse to Ordinary Courts is prohibited;
h.
to communicate to PSSI any amendment of its statutes and regulations as well

as the list of its officials or persons who are authorized signatories with the
right to enter into legally-binding agreements with third parties;
i.
not to maintain any relations of a sporting nature with entities that are not
recognized or with members that have been suspended or expelled;
j.
to observe the principles of loyalty, integrity and good sporting behavior as an

expression of fair play through a statutory provision;
k.
to observe the mandatory items specified under article 11 par. 3 for the
duration of their affiliation;
(2)
l.
to administer a register of members which shall regularly be updated;
m.
to comply fully with all other duties arising from the Statutes and other
regulation of FIFA, AFC, and PSSI.
Violation of the above-mentioned obligations by any member may lead to

sanctions provided for in these Statutes.
Article 16
Suspension
(1)
The Congress is responsible for suspending a member. The Executive Committee

may, however, suspend a member that seriously and repeatedly violates its
obligations as a member, with immediate effect. The suspension shall last until
the next Congress, unless the Executive Committee has lifted it in the meantime.
(2)
A suspension shall be confirmed at the next Congress by 3/4 of the votes taken. If
it is not confirmed, the suspension is automatically lifted.
(3)
A suspended Member shall lose its membership rights. Other Members may not
entertain sporting contact with a suspended Member. The Disciplinary
Committee may impose further sanctions.
(4)
Members that do not participate in the sport activities of PSSI for 2 years
consecutively shall be suspended from voting at the Congress and their
representatives shall not be elected or appointed until they have fulfilled their
obligations in this respect.
Article 17
Expulsion
(1)
(2)
The Congress may expel a Member if:

a.
it falls to fulfill its financial obligation towards PSSI;
b.
it seriously violates the Statutes, regulations, directives or decisions of FIFA,

AFC and PSSI.
The presence of an absolute majority (50%+1) of Members entitled to vote at the

Congress is necessary for an expulsion to be valid, and the motion for expulsion
must be adopted by a three-quarter majority of the valid votes cast.
Article 18
Resignation
(1)
A Member may resign from PSSI with effect from the end of a calendar year.
Notice of resignation must reach the general secretariat no later than six months
before the end of the calendar year.
(2)
The resignation is not valid until the Member wishing to resign has fulfilled its
financial obligations towards PSSI and to other Members of PSSI.
Article 19
Status of Clubs, Leagues, PSSI Provincial Associations and other groups of Clubs
(1)
Clubs, leagues, PSSI Provincial Associations or any groups of Clubs affiliated to

PSSI shall be subordinate to and recognized by PSSI. These Statutes define the
scope of authority and the rights and duties of these Clubs and groups. Their
statutes and regulations must be approved by the Executive Committee of PSSI.
(2)
The affiliated Clubs and groups of PSSI shall take all decisions on any matters
regarding their membership independently of any external body. This obligation
applies regardless of their corporate structure.
(3)
In any case, no natural or legal person (including holding companies and

subsidiaries) shall exercise control over more than one Club or group whenever
the integrity of any match or competition could be jeopardized.
SECTION III
HONORARY PRESIDENT AND HONORARY MEMBER
Article 20
Honorary president and honorary member
(1)
The Congress may bestow the title of honorary president or honorary member
upon any persons for meritorious service to football.
(2)
The Executive Committee shall make these nominations.
(3)
The honorary president or honorary member may take part in the Congress.
They may join the debates but are not entitled to vote.
SECTION IV
ORGANISATION
Article 21
Bodies of PSSI
(1)
The Congress is the supreme and legislative body.
(2)
The Executive Committee is the executive body.
(3)
Standing and ad-hoc committees shall advise and assist the Executive Committee
in fulfilling its duties. Their duties, composition and function are defined in these
Statues and/or special regulations drawn up by the Executive Committee.
(4)
The general secretariat is the administrative body.
(5)
The judicial bodies are the Disciplinary Committee, the Ethics Committee and
Appeal Committee.
(6)
The bodies of PSSI shall be either elected or appointed by PSSI itself without any
external influence and in accordance with the procedures described in these
Statutes.
Article 22
Definition and composition of the Congress
(1)
The Congress represents the supreme and legislative authority of PSSI. Only a
Congress that is regularly convened has the authority to make decisions.
(2)
A Congress may be an ordinary or extraordinary Congress.
(3)
The President shall conduct the Congress business in compliance with the
standing orders of the Congress.
(4)
Congress may appoint observers who take part in the Congress without the right
to debate or to vote.
(5)
The honorary presidents or honorary members may take part in the Congress.
They may join the debates but are not entitled to vote.
Article 23
Delegates and votes
(1)
The Congress is composed of 108 delegates that are allocated as follows:

a. 18 delegates of Indonesia Super League Clubs;
b. 16 delegates as representative of the top 16 Clubs of premier division based on

the results of the competition of the preceding season prior to the Congress;
c. 14 delegates as representative of the top 14 Clubs of first division based on the
results of the competition of the preceding season prior to the Congress;
d. 22 delegates as representative of the top 22 Clubs of second Division based on
the results of the competition of the preceding season prior to the Congress;
e. 34 delegates of PSSI Provincial Association;
f. 1 representative of futsal clubs association;
g. 1 representative of the referees association;
h. 1 representative of the players association;
i. 1 representative of the coaches association:
j. 1 representative of the womens football clubs association.
(2)
Each delegate present as described in Article 23 par (1) at the Congress shall have
one vote.
(3)
The right to vote shall not be conferred to a representative in writing.
(4)
Delegates with voting rights shall be notified to the secretariat by the number in a
duly authorized written form.
(5)
Delegates must belong to the Member that they represent and be appointed or
elected by the appropriate body of that Member. They must also be able to
produce evidence of this upon request.
(6)
Each delegate of the same category of Member has an equal number of votes in
the Congress. Only the delegates present are entitled to vote. Voting by proxy or
by letter is not permitted.
(7)
The Executive Committee and the General Secretary shall take part in the
Congress without voting rights. During their terms of office, members of the
Executive Committee may not be appointed as delegates for their association.
Article 24
Areas of authority
(1)
The Congress shall have the following authority:

a.
adopting or amending the Statutes, regulations governing the application of

the Statutes and the standing orders of the Congress;
b.
appointing 2 Members to check the minutes and approving the minutes of the
last meeting;
c.
electing the President and the vice-presidents and members of the Executive
Committee;
d.
appointing the scrutineers;
e.
approving the financial statements;
f.
approving the budgets;
g.
approving the Presidents report;
h.
appointing the independent auditors upon the proposal of the Executive

Committee;
i.
fixing the membership subscriptions;
j.
deciding, upon the nomination of the Executive Committee, whether to bestow

the title of honorary president or honorary member;
k.
admitting, suspending or expelling a Member;
l.
revoking the mandate of one or a number of members of a body of PSSI;
m.
dissolving PSSI;
n.
passing decisions at the request of a Member in accordance with these

Statutes;
o.
ratifying a four year Master Program;
p.
rewarding the parties who contribute to the national football.
Article 25
Quorum of the Congress
(1)
Decisions passed by the Congress shall only be valid if the absolute majority
(50%+1) of the delegates who are entitled to vote are represented.
(2)
If a quorum is not achieved, a second Congress shall take place 24 hours after the
first, with the same agenda.
(3)
A quorum is not required for the second meeting unless any item on the agenda
proposes the amendment of the Statutes of PSSI, the election of the President and
election of the Vice presidents and members of the Executive Committee, the
dismissal of one or a number of members of a body of PSSI, the expulsion of a
Member of PSSI or the dissolution of PSSI.
Article 26
Decision of the Congress
(1)
Unless otherwise stipulated in the Statutes, a simple majority of the delegates

entitled to vote is sufficient for a vote to be valid. The number of valid votes
counted shall decide the majority (50%+1). Spoiled or blank voting slips or any
other forms of abstentions are disregarded in calculating the majority.
(2)
A decision that requires a vote shall be reached by a show of hands or by means

of an electronic count. If a show of hands does not result in a clear majority in
favor of a motion, the vote shall be taken by calling the roll in alphabetical order.
Article 27
Election
(1)
The procedure of election of the president, vice-presidents and the members of

the Executive Committee shall be provided in the Regulations in line with the
statutes and in accordance with the FIFA Standard Electoral Code.
(2)
Election shall be conducted by secret ballot.
(3)
For a person to be elected, an absolute majority (50%+1) of the votes recorded and
valid is necessary in the first ballot. In the second and any other requisite ballot, a
simple majority of the votes recorded is sufficient.
(4)
If there are more than two candidates for one available position, the candidate
that obtains the lowest number of votes is eliminated as from the second ballot
until two candidates are left.
Article 28
Ordinary Congress
(1)
The Ordinary Congress shall be held every year.
(2)
The Executive Committee shall fix the place and date. The members shall be
notified in writing at least 8 weeks in advance.
(3)
The formal convocation shall be made in writing at least 4 weeks before the date
of the Congress. This convocation shall contain the agenda, the presidents
activity report, the financial statement and the auditors report and any other
relevant documents.
Article 29
Ordinary Congress agenda
(1)
The General Secretary shall draw up the agenda based on the proposal of the
Executive Committee and the Members. Any proposal that a Member wishes
submit to the Congress shall be sent to the general secretariat in writing, with a
brief explanation, at least 6 weeks before the date of the Congress.
(2)
The Congress agenda shall include the following mandatory items:

a.
a declaration that the Congress has been convened and composed in

compliance with the Statute of PSSI;
b.
approval of the agenda;
c.
an address by the President;
d.
appointment of Members to check the minutes;
e.
appointment of scrutineers;
f.
suspension or expulsion of Members (if applicable);
g.
approval the minutes of the preceding Congress;
h.
Presidents activity report (containing the activities since the last Congress);
i.
presentation of the consolidated and revised balance sheet and the profit and
loss statement;
j.
approval of the financial statements;
k.
approval of the budget;
l.
admission for membership (if applicable);
m.
votes on proposals for amendments to the Statutes, the regulations governing

the application of the Statutes and the standing orders of the Congress (If
applicable);
n.
discussion of proposal submitted by the Members and the Executive

Committee;
o.
appointment of independent auditors (if applicable) upon the proposal of the

Executive Committee;
p.
election or dismissal of the chairmen, deputy chairmen and members of

judicial bodies and of the chairman, deputy chairman and members of the
Audit and Compliance Committee (if applicable);
q.
dismissal of a person or a body (if applicable);
r.
election or dismissal of the President and/or the female member of the

Executive Committee as well as installation or dismissal of the vicepresidents and the other members of the Executive Committee (if applicable);
s.
ratifying a long-term and short-term of the Master Program;
t.
any further items proposed by the Members or the Executive Committee of

PSSI.
(3)
The agenda of an Ordinary Congress may be altered provided 2/3 (two-third) of

the Members present at the Congress and eligible to vote agree to such a motion.
(4)
The Congress shall not make a decision on any point not included in the Agenda.
Article 30
Extraordinary Congress
(1)
The Executive Committee may convene an Extraordinary Congress at any time.

The Executive Committee shall convene an Extraordinary Congress if 50 per cent

(50%) of the members of PSSI or 2/3 (two-thirds) of the delegates (Art. 23), make
such a request in writing. The request shall specify the items for the agenda. An
Extraordinary Congress shall be held within three months of receipt of the
request. If an Extraordinary Congress is not convened, the Members who
requested it may convene the Congress themselves. As a last resort, the Members
may request assistance from FIFA.
(3)
The Members shall be notified of the place, date and agenda at least 4 (four)
weeks before the date of an Extraordinary Congress.
(4)
When an Extraordinary Congress is convened on the initiative of the Executive

Committee, it must draw up the agenda. When an Extraordinary Congress is
convened upon the request of Members, the agenda must contain the points
raised by those Members.
(5)
The agenda of an Extraordinary Congress may not be altered.
Article 31
Amendments to the Statutes, regulations governing the application of the Statutes
and the standing orders of the Congress
(1)
The Congress is responsible for amending the Statutes, [if applicable, the
regulations governing the application of the Statutes and the standing orders of
the Congress].
(2)
Any proposals for an amendment to the Statutes must be submitted in writing

with a brief explanation to the general secretariat by a Member or by the
Executive Committee. A proposal submitted by a Member is valid, provided it has
been supported in writing by at least two other Members.
(3)
For a vote on an amendment to the Statutes to be valid, an absolute majority

(50%+1) of the delegates eligible to vote must be present.
(4)
A proposal for an amendment to the Statutes shall be adopted only if threequarters of the delegates present and eligible to vote agree to it.
(5)
Any proposal to amend the Regulations Governing the Application of the Statutes
and the Standing Orders of the Congress must be submitted in writing with a
brief explanation to the general secretariat by a Member or by the Executive
Committee.
(6)
A proposal for an amendment to the Regulations Governing the Application of

the Statutes and the Standing Orders of the Congress shall be adopted only if a
simple majority of the delegates present and eligible to vote agree to it.
Article 32
Minutes
The Secretary General shall be responsible for recording the minutes of the Congress.
The minutes shall be reviewed by the member appointed therefore and be approved on
the following Congress.
Article 33
Effectiveness of a Resolution
Decisions passed by the Congress shall come into effect for the Members 60 days after
the close of the Congress, unless the Congress fixes another date for a decision to take
effect.
SECTION V
EXECUTIVE COMMITTEE
Article 34
Composition
(1)
The Executive Committee consists of 15 members:

a. 1 President;
b. 2 vice-presidents;
c. 12 members.
(2)
The president, the vice-presidents and the members of the Executive Committee
shall be elected by the Congress. A minimum of 1 member of the Executive
Committee shall be a woman. Every candidate in the election of Executive
Committee members must be proposed by at least one member.
(3)
The mandate of the President, vice-presidents and members of the Executive

Committee is for 4 years. They may be re-elected.
(4)
The members of the Executive Committee shall be older than 30 years. They shall
have already been active in football for at least 5 years and must not have been
previously found guilty of a Criminal Offense and have residency within the
territory of Indonesia.
(5)
Candidatures must be sent to the General Secretary of PSSI. The official list of
candidates must be passed to the members of PSSI along with the agenda for the
Congress at which the Executive Committee will be elected.
(6)
A member of the Executive Committee may not at the same time be a member of a
judicial body of PSSI.
(7)
If a position or less than 50% of the positions of the Executive Committee become
vacant, the Executive Committee shall fill that position until the next Ordinary
Congress, when a replacement will be elected for the remaining term of the
mandate.
If more than 50% of the positions of the Executive Committee become vacant, the
Electoral Committee shall convoke an Extraordinary Congress within 2 months in
order to elect the replacements for the remaining term of mandate. If an Electoral
Committee does not exist, the Emergency Committee shall convene the
Extraordinary Congress. In case the Emergency Committee lacks the required
quorum, the General Secretary shall convene the Extraordinary Congress within
the prescribed period of time.
Article 35
Meeting
(1)
The Executive Committee shall meet at least twice a year.
(2)
The president shall convene the Executive Committee meetings. If 50 % of the

Executive Committee members request a meeting, the President shall convene it
within 21 days.
(3)
The president shall draw up the agenda. Each member of the Executive
Committee is entitled to propose items for inclusion in the agenda. The members
of the Executive Committee must submit the points they wish to included in the
agenda for the meeting to the general secretariat at least 14 days before the
meeting. The agenda must be sent out to the members of the Executive
Committee at least 7 days before the meeting.
(4)
The General Secretary shall take part in the meetings of the Executive Committee
in a consultative role.
(5)
The meeting of the Executive Committee shall not be held in public. The
Executive Committee may, however, invite third parties to attend. Those third
parties shall not have voting rights, and may only express an opinion with the
permission of the Executive Committee.
Article 36
Powers of the Executive Committee
(1)
The Executive Committee :

a.
shall pass decisions on all cases that do not come within the sphere of
responsibility of the Congress or are not reserved for other bodies by law or
under these Statutes.
b.
shall prepare and convene the ordinary and extraordinary Congress.
c.
shall appoint the chairman, deputy chairman and members of the standing
committees with the exception of those for the Audit and Compliance
Committee.
d.
shall nominate the chairmen, deputy chairmen and members of the judicial
bodies.
e.
may decide to set up ad-hoc committees if necessary at any time.
f.
shall compile the regulations for the organization of standing committees and
ad-hoc committees.
g.
shall appoint or dismiss the General Secretary on the proposal of the

President. The General Secretary shall attend the meetings of all the
committees ex officio.
h.
shall propose the independent auditors to the Congress.
i.
shall decide the place and dates of and the number of teams participating in
the competitions of PSSI.
j.
shall appoint the coaches for the representative teams and other technical
staff.
k.
shall approve regulations stipulating how PSSI shall be organized internally.
l.
shall ensure that the statutes are applied and adopt the executive
arrangements required for their application.
m.
may dismiss a person or body or suspend a Member of PSSI provisionally

until the next Congress.
n.
may delegate tasks arising out of its area of authority to other bodies of PSSI
or third parties.
Article 37
Decisions
(1)
The Executive Committee shall not engage in a valid debate unless 1/3 of its
members are present.
(2)
The Executive Committee shall reach decisions by a simple majority of the

members present. In the event of a tied vote, the President shall have the casting
vote. Voting by proxy or by letter is not permitted.
(3)
Any member of the Executive Committee must withdraw from the debate and
from taking a decision if there is any risk or possibility of a conflict of interests.
(4)
The decisions taken shall be recorded in the minutes.
(5)
The decisions taken by the Executive Committee shall come into effect
immediately, unless the Executive Committee decides otherwise.
Article 38
Dismissal of a person or body
(1)
The Congress may dismiss a person or body. The Executive Committee may place
the dismissal of a person or body on the agenda for the Congress. The Executive
Committee may also dismiss a person or body provisionally. Any Executive
Committee member may submit a proposal to place such a motion for dismissal
on the agenda of the Executive Committee or Congress.
(2)
The motion for dismissal must be justified. It will be sent to the Members of PSSI
along with the agenda.
(3)
The person or body in question has the right to speak in his or its own defense.
(4)
If the motion for dismissal is upheld, the Congress or Executive Committee shall
reach a decision by means of secret ballot. For the motion to be passed, a majority
of 2/3 of the valid votes is required.
(5)
The person or body dismissed (provisionally) must be relieved of his or its

functions with immediate effect.
SECTION VI
PRESIDENT
Article 39
President
(1)
The President represents PSSI legally.
(2)
He is primarily responsible for:

a.
implementing the resolutions adopted by the Congress and the Executive

Committee through the General Secretary;
b.
ensuring that PSSI as an organization effectively attains its objectives as

provided in the Statutes;
c.
supervising the work of the General Secretary;
d.
maintaining good relationships between PSSI and its Members, FIFA, AFC,
and political bodies and organizations.
(3)
Only the President may propose the appointment or dismissal of the General
Secretary.
(4)
The President shall preside over the Congress and the Executive Committee and
Emergency Committee meetings and those committees of which he has been
appointed chairman;
(5)
The President shall have an ordinary vote on the Executive Committee and,
whenever votes are equal, shall have a casting vote.
(6)
If the President is absent or unavailable, the oldest vice-president shall deputize.
(7)
Any additional powers of the President shall be contained in the internal

organization regulations of PSSI.
(8)
The President shall not rescind or overrule any decision of Congress or the
judicial bodies.
(9)
Due to the amendment to Art. 35 par (1), which increases the composition of the
Executive Committee to 15 (fifteen) members, by an additional vice-president and
3 (three) members The President shall have the authority to appoint these officials
to the Executive Committee until the end of the 20112015 term of office. These 4
(four) appointments must be approved by the PSSI Congress at its next meeting.
This Article shall be automatically deleted at the Ordinary Congress of 2015, which shall
elect a new Executive Committee for the 2015 -2019 term of office.
Article 40
Candidate for the office of the President and vice-presidents
(1)
The President and vice-presidents shall be elected by the Congress for a period of
4 years. Their mandate shall begin after the end of the Congress which has
elected them. They may be re-elected.
(2)
For the election of President and vice-presidents, 2/3 of the votes recorded and
valid are necessary in the first ballot. In the second and any other requisite ballot,
an absolute majority of the votes recorded (50%+1) is sufficient. If there are more
than 2 candidates, the candidate that obtains the lowest number of votes is
eliminated as from the second ballot until only 2 candidates are left.
(3)
Only Members of PSSI may propose candidates for the office of President and
vice-presidents. Members shall notify the general secretariat in writing of the
name a candidate for the presidency of PSSI at least 6 weeks before the date of the
Congress.
(4)
Each member shall be entitled to nominate only 1 candidate for the positions
elected.
(5)
The general secretariat shall notify the members of the names of the proposed
candidates at least 4 weeks before the date of the Congress.
(6)
If the President is permanently or temporary prevented from performing his

official function, the oldest vice-president shall represent him until the next
Congress. This Congress shall elect a new President, if necessary.
Article 41
Representation and signatures
The President represent PSSI legally and is entitled to sign for PSSI. The Executive
Committee may set up internal organization regulations regarding the joint signature
of officers, in particular, in case of the Presidents absence and concerning all important
business of PSSI.
SECTION VII
EMERGENCY COMMITTEE
Article 42
Emergency Committee
(1)
The Emergency Committee shall deal with all matters requiring immediate
settlement between two meetings of the Executive Committee. The Committee
shall consist of the President and vice-presidents of PSSI and 4 members chosen
from amongst the Associations Members and appointed by the Executive
Committee for a period of 2 years.
(2)
The President shall convene the Emergency Committee meetings. If a meeting

cannot be convened within an appropriate period of time, decisions may be
passed through other means of communication. Such decisions shall have
immediate legal effect. The President shall notify the Executive Committee
immediately of the decisions passed by the Emergency Committee.
(3)
All decisions taken by the Emergency Committee shall be ratified by the

Executive Committee at its next meeting.
(4)
If the President is unable to attend a meeting, the vice-president shall deputize.
SECTION VIII
STANDING COMMITTEES AND AD-HOC COMMITTEES
Article 43
Standing Committees

The Chairmen and deputy chairmen of the Standing Committee shall be

members of the Executive Committee with the exception of those for the Audit
and Compliance Committee, who may not belong to the Executive Committee.
The members of each Standing Committee shall be appointed by the Executive
Committee on the proposal of the members of PSSI or the President of PSSI. The
chairman, deputy chairman and the members of the Standing Committees shall
be designated for a term of office of 4 years.
(3)
Each chairman shall fix the dates of meeting in collaboration with the General
Secretary, ensure that all tasks are carried out and report back to the Executive
Committee.
(4)
Each Committee may propose amendments to its regulations to the Executive

Committee.
(5)
Each chairman shall represent his committee and conduct business in

compliance with the relevant organization drawn up by the Executive
Committee.
Article 44
Finance Committee
(1)
The Finance Committee shall be responsible for monitoring the financial

management and giving inputs to the Executive Committee in respect of finance
and management assets.
(2)
To do analysis of the budget and financial reports prepared by the Secretary

General to be submitted and approved by the Executive Committee.
(3)
The Finance Committee shall consist of a chairman, a deputy chairman and 3

members.
Article 45
Audit and Compliance Committee
(1)
The Audit and Compliance Committee shall ensure the completeness and
reliability of the financial accounting and review the financial statements, the
consolidated financial statement and the external auditors report.
(2)
The Audit and Compliance Committee shall advise and assist the Executive
Committee in monitoring PSSIs financial and compliance matters and issue and
monitor compliance with the organization regulations of PSSI.
(3)
Details on the Audit and Compliance Committees responsibilities, its internal

cooperation and other procedural matters are stipulated in organization
regulations of PSSI.
(4)
The chairman, deputy chairman and members of the Audit and Compliance
Committee shall be elected by the Congress for a period of 4 years and may only
be relieved of their duties by the Congress.
(5)
If the chairman, deputy chairman or a member of the Audit and Compliance

Committee permanently ceases to perform his official function during in his term
of office, the Executive Committee shall appoint a replacement to serve until the
next Congress.
Article 46
Competition Committee
(1)
The Competition Committee shall be responsible for organizing the competition

activities in PSSI based on the Statutes and other regulations regarding
competitions of PSSI.
(2)
The Competition Committee shall consist of a chairman, a deputy chairman and 3

members.
Article 47
Technical and Development Committee
(1)
The Technical Committee shall be responsible for conducting analysis on matters

relating to football coaching and technical development.
(2)
The Technical Committee shall consist of a chairman, a deputy chairman and 3

members.
Article 48
Referees Committee
(1)
The Referees Committee shall be responsible for applying the Laws of the Game.
(2)
The Committee shall have the tasks of:
(3)
a.
appointing referees and referees assistants for the matches of the

competitions organized by PSSI;
b.
conducting administration affairs of the referees in PSSI, in cooperation with

the General Secretary;
c.
supervising the referees education and training.
The Referees Committee shall consist of a chairman, a deputy chairman and 3

members.
Article 49
Legal Committee
(1)
The Legal Committee shall be responsible for analyzing matters relating to legal
aspects, particularly in respect of football, and preparing motions on amendment
to the Statutes, organizational rules and membership to be submitted to the
Executive Committee.
(2)
The Legal Committee shall consist of a chairman, a deputy chairman and 3

members.
Article 50
Womens Football Committee
(1)
The Womens Football Committee shall be responsible for organizing the

womens football competitions, and be responsible for all matters relating to
womens football.
(2)
The Womens Football Committee shall consist of a chairman, a deputy chairman

and 3 members.
Article 51
Youth Development Committee
(1)
The Youth Development Committee shall be responsible for organizing youth

football competitions and all matters relating to the development of junior
football.
(2)
The Youth Development Committee shall organize the talent scouting and
monitor the youth football in the football schools.
(3)
This Committee shall consist of a chairman, a deputy chairman and 3 members.
Article 52
Futsal Committee
(1)
The Futsal Committee shall be responsible for organizing futsal Competitions

and deal with all matters relating to futsal.
(2)
This Committee shall consist of a chairman, a deputy chairman and 3 members.
Article 53
Medical Committee
(1)
The Medical Committee shall be responsible for all medical aspects in football.
(2)
This Committee shall consist of a chairman, a deputy chairman and three

members.
Article 54
Players Status Committee
(1)
The Players Status Committee shall be responsible for preparing and supervising
all matters relating to regulations regarding players status, change of status, and
transfer in accordance with FIFAs Regulations on Status and Transfer of Players,
and determining the players status in various levels of PSSI competitions.
(2)
The Executive Committee may draw up regulations governing the Players

Statutes Committees powers of jurisdiction.
(3)
The Players Status Committee shall report to the Executive Committee, in cases
of disputes involving members, players, match and player agents, and officials of
matches to be brought up to the Arbitration level as provided in the FIFA
Statutes.
(4)
The Players Status Committee shall consist of a chairman, a deputy chairman

and 3 members.
Article 55
Fair Play and Social Responsibility Committee
The Fair Play and Social Responsibility Committee shall deal with fair plays matters in
football worldwide, monitor adherence to fair play as well as support and supervise the
conduct of everyone involved in football. It shall consist of a chairman, a deputy
chairman and 3 members.
Article 56
Media Committee
The Media Committee shall deal with the working conditions for the media at PSSI
events and maintain relations with media organizations. It shall consist of a chairman, a
deputy chairman and 3 members.
Article 57
Football Committee
The Football Committee shall deal with general issues in football but primarily with its
structure as well as relations between Clubs, Members, AFC and FIFA. It shall consist
of a chairman, a deputy chairman and 3 members.
Article 58
Strategic Studies Committee
The Strategic Studies Committee shall deal with global strategies for football and its
political, economic and social status. It shall consist of a chairman, a deputy chairman
and 3 members.
Article 59
Marketing and Television Advisory Committee
The Marketing and Television Advisory Committee shall be responsible for providing
the Executive Committee with suggestions regarding to drafting and implementing
contracts between PSSI and its marketing/television partners and analyses marketing
and television strategies that have been devised. It shall consist of a chairman, a deputy
chairman and 3 members.
Article 60
Security Committee
The Security Committee shall be responsible for providing the Executive Committee
with suggestions regarding security in the competitions and tournaments of PSSI. It
shall consist of a chairman, a deputy chairman and 3 members.
Article 61
Ad-hoc Committee
(1)
If required, the Executive Committee may set up an Ad-hoc Committee for

special tasks in a specified period of time.
(2)
The tasks and functions of the Ad-hoc Committee shall be determined in a special
regulation drawn up by the Executive Committee.
(3)
The Ad-hoc Committee shall report directly to the Executive Committee.
(4)
The Ad-hoc Committee shall consist of a chairman, a deputy chairman and the
members appointed by the Executive Committee.
SECTION IX
GENERAL SECRETARIAT AND GENERAL SECRETARY
Article 62
General Secretariat
The general secretariat shall carry out all the administrative work of PSSI under the
direction of the General Secretary. The members of the general secretariat are bound
by the internal organizational regulations of PSSI and shall fulfill the given tasks in the
best manner.
Article 63
General Secretary
(1)
The General Secretary is the chief executive of the general secretariat.
(2)
The General Secretary shall be appointed on the basis of an agreement governed

by private law and shall have the necessary professional qualifications.
(3)
The General Secretary shall be responsible for:
(4)
a.
implementing decisions passed by the Congress and Executive Committee in

compliance with the Presidents directives;
b.
attending the Congress and meetings of the Executive Committee, Emergency

Committee and the standing and ad-hoc committees;
c.
organizing the Congress and meetings of the Executive Committee and other
bodies;
d.
compiling the minutes of meetings of the Congress, Executive Committee,

Emergency Committee and standing and ad-hoc committees;
e.
managing and keeping the accounts of PSSI properly;
f.
the correspondence of PSSI;
g.
relations with the Members, PSSI Provincial Association, branch association,

committees, FIFA, AFC and AFF;
h.
organizing the general secretariat;
i.
the appointment and dismissal of staff working in the general secretariat;
j.
proposing managerial staff to the President.
The General Secretary may not be a Congress delegate or a member of any body
of PSSI.
SECTION X
JUDICIAL BODIES
Article 64
Judicial Bodies
(1)
The judicial bodies of PSSI are:

a.
the Disciplinary Committee;
b.
the Ethics Committee;
c.
the Appeal Committee.
(2)
The judicial bodies shall consist of a chairman, a deputy chairman and a specific
number of other members. The composition of the judicial bodies should respect
the fair distribution of positions and take account of the Members.
(3)
The judicial bodies are to be composed in such a way that the members, together,
have the knowledge, abilities and specialist experience that is necessary for the
due completion of their tasks. The chairmen and deputy chairmen of the judicial
bodies shall be qualified to practice law. The term of office shall be 4 years. The
member may be re-elected or relieved of their duties at any time, although they
may only be relieved of their duties by the Congress.
(4)
The chairmen, deputy chairmen and other members of the judicial bodies shall
be elected by the Congress and shall not be members of the Executive Committee
or of a standing committee.
(5)
If the chairman, the deputy chairman or a member of a judicial body

permanently ceases to perform his official function during his term of office, the
Executive Committee shall appoint a replacement to serve until the next
Congress.
(6)
The responsibilities and function of the judicial bodies shall be stipulated in the
PSSI Disciplinary Code and PSSI Code of Ethics, which shall comply with the
FIFA Disciplinary Code and FIFA Code of Ethics.
(7)
The decision-making powers of certain committees remain unaffected.
Article 65
Disciplinary Committee
(1)
The functions of the Disciplinary Committee shall be governed by the PSSI

Disciplinary Code The committee shall pass decisions only when at least 3
members are present. In certain cases, the chairman may rule alone.
(2)
This Committee may pronounce the sanctions described in these Statutes and the
PSSI Disciplinary Code on Members, Clubs. Officials, Players, and match and
players agents.
(3)
These provisions are subject to the disciplinary powers of the Congress and the
Executive Committee with regard to the suspension and expulsion of Members.
(4)
The Executive Committee shall issue the PSSI Disciplinary Code.
Article 66
Ethics Committee
(1)
The function of the Ethics Committee shall be governed by the PSSI Code of
Ethics.
(2)
The Ethics Committee may pronounce the sanctions described in these Statutes,
the PSSI Code of Ethics and the PSSI Disciplinary Code on Officials, Players and
match and players agents.
(3)
The Executive Committee shall issue the PSSI Code of Ethics.
Article 67
Appeal Committee
(1)
The functions of the Appeal Committee shall be governed by the PSSI

Disciplinary Code. The committee shall pass decisions only when at least 3
members are present. In certain cases, the chairman may rule alone.
(2)
The Appeal Committee is responsible for hearing appeal against decisions from
the Disciplinary Committee and the Ethics Committee that are not declared final.
Article 68
Disciplinary measures
(1)
The disciplinary measures are primarily:

a.
for natural and legal persons:

1.
a warning;
2.
a reprimand;
3.
a fine;
4.
the return of awards.
b.
c.
for natural persons:

1.
a caution;
2.
an expulsion;
3.
a match suspension;
4.
a ban from the dressing rooms and/or the substitutes bench;
5.
a ban from entering a stadium;
6.
a ban on taking part in any football-related activities.
for legal person:

1.
a transfer ban;
2.
playing a match without spectators;
3.
playing a match on neutral territory;
4.
a ban on playing in particular stadiums;
5.
annulment of the result of a match;
6.
expulsion;
7.
a forfeit;
8.
deduction of points;
9.
relegation to a lower division.
Article 69
Arbitration
PSSI shall create an Arbitration Tribunal, which shall deal with all internal national
disputes between PSSI, its members, Players, Officials and match and players agents
that do no fall under the jurisdiction of its judicial bodies. The Executive Committee
shall draw up special regulations regarding the composition, jurisdiction and
procedural rules of this Arbitration Tribunal.
As long as within the Republic of Indonesia no national sports Arbitration Tribunal has
been installed and recognised by the Congress of PSSI, any dispute of national
dimension may only be referred in the last instance to the Court of Arbitration for
Sport (CAS) in Lausanne (Switzerland).
Article 70
Jurisdiction
(1)
PSSI, its Members, Players, Officials and Match and Players Agents will not take
any dispute to Ordinary Courts unless specifically provided for in these Statutes
and FIFA regulations. Any disagreement shall be submitted to the jurisdiction of
FIFA or PSSI.
(2)
PSSI shall have Jurisdiction on internal disputed, i.e. disputes between parties
belonging to PSSI. FIFA shall have Jurisdiction on international disputes, i.e.
disputes between belonging to different Associations and/Confederation.
Article 71
Court of Arbitration for Sport
(1)
In accordance with the relevant articles of the FIFA Statutes, any appeal against a
final and binding FIFA decision shall be heard by the Court of Arbitration for
Sport (CAS) in Lausanne, Switzerland. CAS shall not, however, hear appeals on
violation of the Law of the Game, suspensions of up to four matches or up to three
months, or decisions passed by an independent and duly constituted Arbitration
Tribunal of an Association or Confederation.
(2)
PSSI shall ensure its full compliance and that of its Members, Players, Officials
and match and players agents any final decision passed by FIFA body or CAS.
SECTION XII
FINANCE
Article 72
Financial period
(1)
The Board of PSSI shall be accountable for the finance to the Congress.
(2)
The management of PSSIs finance shall be done transparently in accordance

with the prevailing regulations.
(3)
The financial period of PSSI shall be 1 year and shall begin on 1 January and end
on December 31.
(4)
The revenue and expenses of PSSI shall be managed so that they balance out over
the financial period. PSSIs major duties in the future shall be guaranteed
through the creation of reserves.
(5)
The General Secretary is responsible for drawing up the annual consolidated

accounts of PSSI with its subsidiaries as at 31 December.
Article 73
Revenue
The revenue of PSSI arises specifically from:
a.
Members annual subscriptions;
b.
receipts generated by the marketing of rights to which PSSI is entitled;
c.
fines imposed by the authorized bodies;
d.
other subscriptions and receipts in keeping with the objectives pursued by PSSI.
Article 74
Expenses
PSSI bears:
a.
the expenses stipulated in the budget;
b.
other expenses approved by the Congress and expenses that the Executive
Committee is entitled to incur within the scope of its authority;
c.
all other expenses in keeping with the objectives pursued by PSSI.
Article 75
Independent auditor
The independent auditor appointed by the Congress shall audit the accounts approved
by the Finance Committee in accordance with the appropriate principles of accounting
and present a report to the Congress. The auditors shall be appointed for a period of 1
year. This mandate may be renewed.
Article 76
Membership subscriptions
(1)
Membership subscriptions are due on acceptance. The annual subscription for

new members for the year in question shall be paid within 30 days of the close of
the Congress at which they are admitted.
(2)
The Congress shall fix the amount of the annual subscription every two years on
the recommendation of the Executive Committee. It shall be the same for every
member and amount to no more than IDR. 10,000,000.-.
Article 77
Settlement
PSSI may debit any Members assets to settle claims.
Article 78
Levies
PSSI may demand that a levy be paid by its Members for matches.
SECTION XIII
COMPETITIONS AND RIGHTS COMPETITIONS AND EVENTS
Article 79
Competitions
(1)
PSSI organizes and coordinates the following official competitions held within its
territory:
a.
professional competition;
b.
amateur competition;
c.
age group competition;
d.
womens football championship;
e.
futsal championship.
(2)
The Executive Committee may delegate to PSSI subordinate leagues the

authority to organize competitions. The competitions organized by the leagues
shall not interfere with those competitions organized by PSSI. Competitions
organized by PSSI shall take priority.
(3)
The Executive Committee may issue special regulations to this end.
Article 80
Club licensing
The Executive Committee will set up regulations regarding a club licensing system
governing the participation of Clubs in competitions of PSSI.
Article 81
Rights
(1)
PSSI and its Members are the original owners of all of the rights emanating from
competitions and the other events coming under their respective jurisdiction,
without any restrictions as to content, time, place and law. These rights include,
among others, every kind of financial rights, audiovisual and radio recording,
reproduction and broadcasting rights, multimedia rights, marketing and
promotion, incorporeal right such as emblems and rights arising under copyright
law.
(2)
The Executive Committee shall decide how and to what extent these rights are
exercised and draw up special regulations to this end. The Executive Committee
shall alone decide whether these rights shall be exercised exclusively, or jointly
with a third party or entirely trough a third party.
Article 82
Authorization
PSSI and its Members are exclusively responsible for authorizing the distribution of
image and sound and other data carriers of football matches and events coming under
their respective jurisdiction, without any restriction as to content, time, place and
technical and legal aspects.
Article 83
International matches and competitions
(1)
The authority for organizing international matches and competitions between

Association teams and between Leagues and/or Club teams lies solely with FIFA.
No match or competition shall take place without the prior permission of the
FIFA Executive Committee. In addition, permission from the relevant
Confederation may be required in accordance with the FIFA regulations.
(2)
PSSI is bound to comply with the International match calendar compiled by

FIFA.
Article 84
Contacts
PSSI shall not play matches or make sporting contacts with Associations that are not
members of FIFA or with provisional members of a Confederation without the
approval of FIFA.
Article 85
Approval
Club, leagues or any other group of Clubs that are affiliated to PSSI may not belong to
another Association or participate in competitions on the territory of another
Association without the authorization of PSSI and the other Association and of FIFA,
except in exceptional circumstances.
SECTION XIV
FINAL PROVISIONS
Article 86
Unforeseen contingencies and force majeure
The Executive Committee shall have the final decision on any matters not provided for
in the Statutes or in case of force majeure.
Article 87
Dissolution
(1)
Any decision relating to the dissolution of PSSI requires a majority of two-thirds

of all of the members of PSSI, which must be obtained at a Congress specially
convened for the purpose.
(2)
If PSSI is disbanded, its assets shall be transferred to the Indonesian supreme

court in which its headquarters are situated. It shall hold these assets in trust as
bonus pater familiae until PSSI is re-established. The final Congress may,
however choose another recipient for the assets on the basis of a 2/3 majority.
Article 88
Additional and Transitional Regulation
(1)
Matters that have not or have not been sufficiently provided in these Statutes
shall be stipulated in other PSSI implementation regulations.
(2)
All provisions determined previously that contravene with these Statutes are
declared null and void.
Article 89
Enforcement
These Statutes were adopted at the Congress in Surabaya on 26 January 2014 and will
come into force on 26 February 2014.

STANDING ORDERS OF THE CONGRESS

Article 1
Participation in the Congress
1. Each Member may be represented at the Congress by a maximum of two delegates,
all of whom may take part in the debates.
2. The names of the delegates, including the one with the right to vote, shall be
notified to the general secretariat before the opening of the Congress. The general
secretariat enters the delegates mentioned on to a list (numbered 1 to 2). The
delegate with the right to vote in entered as number 1. If the delegate with the right
to vote leaves the Congress during the debates, the delegate entered as number 2 on
the Members delegation list is entitled to vote.
3. Delegates travel expenses shall be borne by the Member concerned. However their
accommodation expenses shall be covered by PSSI.
Article 2
Chair
2. The President shall chair the Congress. If the President is unable to attend, the
oldest vice-president available shall deputize. If none of the vice-presidents is
present, the Congress shall elect a member of the Executive Committee as
chairman.
3. The chair shall ensure that the Congress is conducted in strict compliance with
these Standing Orders, open and close the Congress and debates, and, unless the
Congress decides otherwise, grant delegates permission to speak and conduct all
discussions.
4. The chair shall be responsible for maintaining order during debates. He may take
the following action against any Congress participant who disturbs the debates:
a) a call to order;
b) a reprimand;
c) exclusion from one or more sessions.
5.
If an appeal is made against such action, the Congress shall decide immediately
without debate.
Article 3
Scrutineers
At the beginning of the first session, the Congress shall appoint an adequate number of
scrutineers to count the votes and to assist the Secretary General in distributing and
counting voting papers issued for the elections. The Executive Committee may decide
to use electronic equipment to determine the results of a vote.
Article 4
Debates
1. Debates on each item on the agenda shall be preceded by a short report:
a) by the chair or a member of the Executive Committee designated for this
purpose;
b) by a representative of the committee designated by the Executive Committee to
give a report;
c) by a delegate from the Member that requested the item be included in the
agenda.
2. The chair then opens the debate.
Article 5
Speakers
1. Permission to speak is granted in the order in which it is requested. A speaker may
not begin speaking until he has obtained permission to do so. Speakers shall
address the Congress from the rostrum intended for this purpose.
2. A speaker may not speak for a second time on the same item until all other
delegates who have requested permission to speak have spoken.
Article 6
Proposals
1. All proposals shall be submitted in writing. Proposals which are not relevant to the
subject under discussion shall not be admitted to the debate.
2. Any amendment shall be drawn up in writing and passed to the chair before being
put to the debate.
Article 7
Procedural motions and closing of debates
1. If a procedural motion is made, discussion on the main question shall be suspended
until a vote has been taken on the motion.
2. If a motion is made to close the discussion, it shall immediately be put to the vote
without debate. If the motion is approved, permission to speak shall only be granted
to those Members who have asked to speak before the vote was taken.
3. The chair shall close the discussion unless the Congress decides otherwise by a
simple majority of those voting.
Article 8
Votes
1. Voting by secret ballot is prohibited.
2. Before each vote, the chair, or the person designated by him, shall read the text of
the proposal aloud and explain the voting procedure (quorum) to the Congress. If
an objection is raised, the Congress shall decide immediately.
3. Votes may be taken by roll call if requested by at least 15 of the Members present
and entitled to vote.
4. No-one is compelled to vote.
5. As a rule, votes are taken by a show of hands (voting cards) or by the use of
electronic equipment.
6. Proposals shall be put to the vote in the order in which they are submitted. If there
are more than two main proposals, they shall be put to the vote in succession and
the delegates may not vote for more than one of the proposals.
7. Alterations to amendments shall be put to the vote before the amendments proper,
and amendments before the main proposal.
8. Proposals without a vote against are regarded as having been passed.
9. The chair shall check the results of the vote and announce it to the Congress.
10. No-one is permitted to speak during the vote and until after the result has been
announced.
Article 9
Elections
1. Elections shall be carried out by secret ballot with ballot papers or by using
televoters, electronic vote counters that guarantee the secrecy of the election.
Elections of the President shall not be carried out by using televoters. The General
Secretary, assisted by the scrutineers, shall conduct the distribution and counting of
the ballot papers or the distribution and evaluation of the televoters.
2. The number of ballot papers that have been distributed shall be announced by the
chair before the count.
3. If the number of ballot papers returned is equal to or less than the number of ballot
papers distributed, the election shall be declared valid. If the number returned
exceeds that of the ballot papers distributed, the vote shall be declared null and
void and another vote shall be taken immediately.
4. The absolute majority shall be calculated on the basis of the number of valid ballot
papers collected. Empty ballot papers or invalid votes are disregarded. If two or
more votes are given in support of one candidate on one ballot paper, only one vote
shall be valid.
5. The chair shall announce the result of each ballot.
6. The General Secretary shall put the ballot papers that have been collected and
counted into envelopes intended for this purpose and seal them immediately. The
general secretariat shall keep these envelopes and destroy them 90 days after the
end of the Congress.
Article 10
Enforcement
These Standing Orders of the Congress were adopted by the Congress in Surabaya on
17 June 2013 and come into force on 17 June 2013.

UMUM
Pasal 1
Ketentuan Umum
(1)
AFC adalah Asian Football Confederation.
(2)
AFF adalah ASEAN Football Federation.
(3)
Badan Arbitrase adalah Badan Arbitrase Olahraga (CAS), yang merupakan

singkatan dari Court Of Arbitration For Sport (Tribunal Arbitral Du Sport),
berkedudukan di Lausanne (Switzerland).
(4)
Asosiasi adalah Asosiasi sepak bola yang diakui oleh dan merupakan anggota
FIFA.
(5)
Asosiasi Sepak Bola adalah permainan yang diatur oleh FIFA dan diselenggarakan
berdasarkan Aturan Permainan.
(6)
CAS (TAS) adalah Court of Arbitration for Sport (Tribunal Arbitral du Sport) yang
berkedudukan di Lausanne (Switzerland).
(7)
Klub adalah Anggota PSSI yang membentuk klub sepak bola yang terdiri dari Klub
professional (non-amatir) dan Klub amatir.
(8)
Tindak Pidana harus dimaknai sebagai tindak pidana yang telah diputus oleh
pengadilan di Indonesia dan untuk tujuan ini harus dimaknai sebagai semua
tindakan tidak bermoral yang cenderung merugikan masyarakat dan menurut sifat
tindakannya dapat dihukum oleh pengadilan.

Kongres adalah badan tertinggi PSSI.

Delegasi adalah perwakilan dari Anggota PSSI yang memiliki hak suara di Kongres
PSSI sesuai dengan ketentuan Pasal 23 dari Statuta ini.

Komite Eksekutif adalah badan eksekutif PSSI.

FIFA adalah Federation International de Football Association.

IFAB adalah International Football Association Board.

Anggota adalah badan hukum atau pribadi kodrati yang telah diterima sebagai
anggota PSSI oleh Kongres.

Ofisial adalah semua anggota dewan, anggota komite, pelatih, wasit dan asisten

Pengadilan Negara adalah pengadilan negeri yang mengadili perkara hukum

publik dan privat.

Nama, kantor pusat, bentuk hukum

Nama dari organisasi ini adalah Football Association of Indonesia (Persaturan

Sepak Bola Seluruh Indonesia), yang disingkat dalam bahasa Indonesia sebagai
PSSI.
(2)
PSSI adalah berbentuk badan hukum privat dan independen yang didirikan
berdasarkan peraturan perundang-undangan yang berlaku di Indonesia, terdaftar
di Jakarta, dan berdiri untuk jangka waktu yang tidak terbatas.
(3)
Kantor pusat PSSI terletak di Jakarta, Ibukota Negara Republik Indonesia.
(4)
PSSI adalah anggota FIFA, AFC dan AFF.
(5)
PSSI didirikan pada tanggal 19 April 1930 di Yogyakarta.

Bendera PSSI berwarna hijau dengan PSSI.

Pasal 3
Dasar, Azas, Status, dan Kewenangan
(1)
PSSI berdasarkan Pancasila dan Undang-Undang Dasar Negara Republik

Indonesia Tahun 1945.
(2)
PSSI berazaskan persatuan dan kesatuan bangsa dengan dilandasi semangat

pengabdian dan berpegang teguh pada nilai-nilai sportivitas dan profesionalisme
untuk memastikan pencapaian prestasi sepak bola nasional yang berkualitas.
(3)
Status PSSI adalah badan hukum sesuai ketetapan Menteri Kehakiman Republik
Indonesia tanggal 2 Februari 1953, Nomor. J.A.5/11/6, Tambahan Berita Negara
Republik Indonesia tanggal 3 Maret 1953, Nomor 18.
(4)
PSSI adalah satu-satunya organisasi sepak bola yang bersifat nasional yang
berwenang mengatur, mengurus dan menyelenggarakan semua kegiatan atau
kompetisi sepak bola di Indonesia.
Pasal 4
Tujuan dan Kegiatan
(1)
PSSI bertujuan untuk:

a.
mengembangkan dan mempromosikan sepak bola secara terus-menerus,

mengatur dan mengawasinya di seluruh wilayah Negara Kesatuan Republik
Indonesia dengan semangat fair play, kesatuan, pendidikan, budaya dan
nilai-nilai kemanusiaan terutama melalui program pengembangan pemain
usia muda;
b.
menyelenggarakan semua bentuk kompetisi dalam Asosiasi Sepak Bola pada

tingkat nasional, dengan menentukan dengan tepat, sebagaimana
dibutuhkan, wilayah kewenangan yang diakui dari pelbagai Liga yang
dibentuk;
c.
menyusun peraturan-peraturan dan ketentuan-ketentuan serta memastikan

penegakannya;
d.
melindungi kepentingan Anggota;
e.
mematuhi dan mencegah segala pelanggaran Statuta, peraturan-peraturan,

instruksi-instruksi dan keputusan FIFA, AFC dan PSSI serta Peraturan
Permainan dan memastikan bahwa seluruh hal tersebut dipatuhi oleh
seluruh Anggota;

mencegah semua metode atau praktek yang dapat membahayakan integritas

pertandingan atau kompetisi atau menyebabkan penyalahgunaan dari
Asosiasi Sepak Bola;
g.
mengendalikan dan mengawasi semua bentuk pertandingan sepak bola yang

berlangsung di dalam teritori PSSI;
h.
memelihara hubungan internasional di bidang olahraga yang berhubungan

dengan Asosiasi Sepak Bola dalam segala bentuk;
i.
menjadi tuan rumah bagi kompetisi pada level internasional dan level-level
lainnya.
Untuk mencapai tujuan tersebut, PSSI melakukan usaha-usaha sebagai berikut:

a.
mengatur dan atau mengoordinasikan seluruh kompetisi dan turnamen, baik

pada tingkat nasional maupun pertandingan-pertandingan lainnya yang
diselenggarakan di Indonesia.
b.
membentuk tim nasional yang berkualitas dan berprestasi baik pada

pertandingan regional maupun internasional.
c.
mengembangkan konsep sepak bola yang maju, modern dan profesional dan
mencegah segala tindakan yang akan merusak nilai-nilai sportivitas dan
prinsip fair play.
d.
melakukan segala upaya untuk mencegah serta menentang penggunaan

narkotika dan obat-obatan terlarang dalam persepakbolaan nasional.
e.
mencari sumber-sumber pendanaan yang sah untuk menunjang program

kerja dan melindungi semua hak komersial dan inventaris yang merupakan
aset milik PSSI.
Pasal 5
Netralitas dan non-diskriminasi
(1)
PSSI bersikap netral dalam hal politik dan agama.
(2)
Segala bentuk diskriminasi terhadap suatu negara, orang perorangan atau

sekelompok orang atas dasar etnis, gender, bahasa, agama, politik atau alasan
lainnya secara tegas dilarang dan dapat dijatuhi hukuman pemberhentian
sementara atau pemberhentian.

Pasal 6
Promosi hubungan persahabatan
(1)
PSSI mempromosikan hubungan persahabatan antara Anggotanya, Klub, Ofisial

dan Pemain serta dengan masyarakat untuk tujuan kemanusiaan.
(2)
Setiap orang dan organisasi yang terlibat dalam permainan sepak bola wajib
mematuhi Statuta, peraturan-peraturan dan prinsip fair play serta prinsip-prinsip
loyalitas, integritas dan keolahragaan;
(3)
PSSI harus menyediakan institusi yang diperlukan untuk menyelesaikan setiap

perselisihan yang mungkin timbul antara Anggota, Konfederasi, Klub, Ofisial dan
Pemain.
Pasal 7
Pemain
(1)
Status Pemain dan ketentuan mengenai transfer pemain diatur oleh Komite
Eksekutif sesuai dengan FIFA Regulations for the Status and Transfer of Players yang
berlaku.
(2)
Pemain harus didaftarkan sesuai dengan peraturan yang dikeluarkan oleh PSSI.
(3)
Dalam mengatur persepakbolaan nasional, PSSI mengakui pemain amatir dan

profesional (non-amatir).
(4)
Pemain Amatir berada dalam Klub sepak bola amatir.
(5)
Pemain Profesional berada dalam Klub sepak bola profesional.
(6)
Pemain asing diizinkan untuk mengembangkan kualitas persepakbolaan nasional

dan untuk memacu terciptanya tim nasional yang berprestasi.
Pasal 8
Laws of the Game
PSSI dan tiap Anggotanya melangsungkan permainan Asosiasi Sepak Bola sesuai
dengan Laws of the Game yang dikeluarkan oleh IFAB.

Pasal 9
Tindakan badan dan Ofisial
Badan dan Ofisial PSSI harus menaati Statuta, peraturan-peraturan, instruksi-instruksi,
keputusan-keputusan dan Kode Etik FIFA, AFC dan PSSI dalam kegiatannya.
Pasal 10
Bahasa resmi
Bahasa resmi yang digunakan oleh PSSI adalah bahasa Indonesia dan bahasa Inggris.
Dokumen dan teks resmi harus ditulis dalam kedua bahasa tersebut. Dalam hal terjadi
ketidaksesuaian interpretasi terhadap teks yang dibuat dengan kedua bahasa tersebut,
maka teks dalam bahasa Inggris yang dianggap berlaku dan mengikat.

KEANGGOTAAN
Pasal 11
Penerimaan, skorsing dan pemberhentian
(1)
Kongres adalah lembaga yang berwenang menetapkan apakah akan mengakui

atau mengesahkan, memberikan skorsing atau memberhentikan Anggota.

Penetapan sebagai anggota dapat diberikan jika pemohon memenuhi semua

persyaratan yang ditetapkan oleh PSSI.
(3)
Keanggotaan dapat berakhir melalui pengunduran diri atau pemberhentian.

Kehilangan keanggotaan tidak membebaskan Anggota dari kewajiban
keuangannya terhadap PSSI atau kepada Anggota PSSI lainnya, namun
menyebabkan pembatalan terhadap semua hak keanggotaan dalam PSSI.
Pasal 12
Penerimaan
Anggota PSSI adalah:
(1)
a. Klub;
b. Asosiasi PSSI Provinsi;
c. asosiasi klub sepak bola wanita;
d. asosiasi klub futsal;
e. asosiasi wasit;
f.
asosiasi pemain;
g. asosiasi pelatih.
(2)
Setiap badan hukum atau pribadi kodrati yang bermaksud untuk menjadi anggota
PSSI harus mengajukan permohonan secara tertulis kepada sekretariat jenderal
PSSI.
(3)
Permohonan harus disertai dengan persyaratan sebagai berikut:

a.
salinan statuta dan peraturan-peraturan yang masih berlaku secara hukum;

b.
penyataan untuk selalu mematuhi terhadap Statuta, peraturan-peraturan dan

keputusan-keputusan PSSI, FIFA, dan AFC dan memastikan bahwa semua hal
tersebut akan juga dipatuhi oleh anggota-anggotanya, Klub, Ofisial dan Pemain;
c.
pernyataan kepatuhan terhadap Aturan Permainan yang berlaku;
d.
pernyataan pengakuan terhadap Badan Arbitrase PSSI dan Badan Arbitrase

untuk Olahraga/Court of Arbitration for Sport (CAS) di Lausanne, sebagaimana
ditentukan dalam Statuta ini;
e.
pernyataan bahwa pemohon berlokasi dan terdaftar di dalam wilayah PSSI;
f.
pernyataan bahwa pemohon akan bermain pada semua pertandingan resmi

sebagai tuan rumah di wilayah PSSI;
g.
pernyataan status hukum pemohon menjamin pemohon dapat mengambil

keputusan secara independen, bebas dari pengaruh entitas luar manapun;
h.
daftar Ofisial, yang menyatakan mereka yang adalah penandatangan yang

berwenang dan berhak untuk menandatangani perjanjian yang mengikat secara
hukum dengan pihak ketiga;
i.
pernyataan bahwa pemohon akan menyelenggarakan atau mengikuti

pertandingan-pertandingan persahabatan hanya setelah mendapat persetujuan
dari PSSI terlebih dahulu;
j.
salinan berita acara dari Kongres atau rapat yang sah terakhir.
Pasal ini tidak memengaruhi status dari Anggota-Anggota yang sudah ada.
Pasal 13
Permohonan dan prosedur pendaftaran
(1)
Prosedur penerimaan diatur dalam peraturan khusus yang disetujui oleh Komite
Eksekutif.
(2)
Komite Eksekutif harus meminta kepada Kongres untuk memutuskan apakah

akan menerima atau tidak menerima pemohon. Pemohon dapat mennyampaikan
alasan permohonannya kepada Kongres.
(3)
Anggota baru mendapatkan hak keanggotaan dan kewajibannya pada saat telah
diterima. Delegasi anggota baru langsung mempunyai hak memilih dan dipilih.

Pasal 14
Hak Anggota
(1)
Anggota PSSI memiliki hak-hak sebagai berikut:

a.turut
serta dalam Kongres PSSI, mendapatkan informasi mengenai agendanya

sebelum Kongres dilaksanakan, diberikan panggilan untuk hadir pada Kongres
yang disampaikan dalam waktu yang ditentukan dan melaksanakan hak pilihnya;
b.menyusun proposal untuk dimasukkan dalam agenda Kongres;

c. mengusulkan kandidat untuk dipilih pada semua badan PSSI;
d.mendapatkan
PSSI;
informasi mengenai aktivitas PSSI melalui badan-badan resmi
e. turut
serta dalam kompetisi (jika dimungkinkan) dan/atau aktivitas olahraga

lainnya yang diselenggarakan oleh PSSI;
f. menjalankan semua hal lain yang muncul dari Statuta dan aturan-aturan PSSI.
(2)
Pelaksanaan dari hak-hak tersebut tunduk pada ketentuan-ketentuan lain dalam

Statuta ini dan peraturan-peraturan lain yang berlaku.
Pasal 15
Kewajiban Anggota
(1)
Anggota PSSI memiliki kewajiban-kewajiban sebagai berikut:

a.
mematuhi sepenuhnya Statuta, peraturan-peraturan, instruksi-instruksi dan

keputusan-keputusan FIFA, AFC dan PSSI pada setiap waktu dan memastikan
bahwa seluruh hal tersebut juga dipatuhi oleh anggotanya;
b.
mengadopsi Statuta, peraturan-peraturan, instruksi-instruksi dan keputusankeputusan PSSI sepanjang waktu dan memastikan bahwa seluruh hal tersebut
juga dipatuhi oleh anggotanya;
c.
memastikan pemilihan dalam badan pengambil keputusannya;
d.
turut serta dalam kompetisi dan aktivitas olahraga lain yang diselenggarakan
oleh PSSI;
e.
membayar Iuran Anggota;

f.
mematuhi Laws of the Game yang ditetapkan oleh IFAB dan memastikan bahwa
Aturan ini juga dipatuhi oleh anggotanya melalui ketentuan dalam statuta;
g.
memasukkan klausula dalam statuta yang menyatakan bahwa tiap sengketa

yang membutuhkan arbitrase yang melibatkan dirinya sendiri atau salah satu
anggotanya sehubungan dengan Statuta, peraturan-peraturan, instruksiinstruksi dan keputusan-keputusan FIFA, AFC, PSSI atau liga merupakan
yurisdiksi tunggal dari Badan Arbitrase FIFA, AFC, PSSI dan bahwa tiap upaya
hukum pada Pengadilan Negara adalah dilarang;
h.
melakukan komunikasi dengan PSSI dalam hal terjadi amandemen terhadap

statuta dan peraturan-peraturan serta daftar dari ofisial atau orang yang
berwenang menandatangani dan mengikatkan diri dengan perjanjian yang
mengikat secara hukum dengan pihak ketiga;
i.
tidak menjaga hubungan dalam bentuk apa pun yang berhubungan dengan
olahraga dengan entitas yang tidak diakui atau dengan anggoa yang sedang
diberhentikan sementara atau dipecat;
j.
mengawasi prinsip-prinsip kesetiaan, integritas dan perilaku olahraga yang baik

sebagai perwujudan dari fair play melalui ketentuan dalam statuta;
k.
mengawasi kewajiban yang diatur dalam Pasal 11 ayat (3) mengenai durasi
afiliasi;
l.
mengurus daftar anggota-anggotanya yang harus diperbaharui secara berkala;
m.
mematuhi semua kewajiban-kewajiban lain yang muncul dari Statuta dan

peraturan lain FIFA, AFC, dan PSSI.
Pelanggaran terhadap kewajiban sebagaimana tersebut di atas oleh tiap anggota

dapat dikenai sanksi sebagaimana diatur dalam Statuta ini.
Pasal 16
Skorsing
(1)
Kongres berwenang untuk melakukan skorsing terhadap anggota. Kendatipun

demikian, Komite Eksekutif dapat melakukan skorsing secara segera anggota yang
melanggar kewajibannya sebagai anggota secara serius dan berulang. Skorsing
akan berlangsung sampai Kongres selanjutnya, kecuali Komite Eksekutif telah
membatalkan skorsing sebelum Kongres.

(2)
Skorsing harus disetujui dalam Kongres berikutnya oleh (tiga perempat) dari
pemilik hak suara yang hadir. Jika persetujuan tidak mencapai jumlah suara
tersebut, maka skorsing secara otomatis dibatalkan.
(3)
Anggota yang diskorsing, kehilangan hak keanggotaannya. Anggota-anggota lain

tidak dapat melakukan kegiatan pertandingan sepak bola dengan Anggota yang
diskorsing. Komite Disiplin dapat menjatuhkan sanksi lebih lanjut.
(4)
Anggota-anggota yang tidak turut serta dalam kegiatan kompetisi atau turnamen
sepak bola yang diselenggarakan oleh PSSI dalam jangka waktu 2 (dua) tahun
berturut-turut akan kehilangan hak suaranya dalam pemungutan suara pada
Kongres dan wakil-wakilnya tidak dapat dipilih atau ditunjuk sebelum terpenuhi
kewajiban-kewajibannya terhadap hal-hal yang menyebabkan terjadinya skorsing.
Pasal 17
Pemberhentian
(1)
Kongres dapat memecat Anggota jika:

a. Anggota tidak memenuhi kewajiban keuangannya kepada PSSI;
b. Anggota secara serius telah melanggar Statuta, peraturan-peraturan, instruksiinstruksi atau keputusan-keputusan yang dikeluarkan FIFA, AFC, AFF dan
PSSI.
(2)
Pemberhentian menjadi sah apabila Kongres dihadiri oleh suara terbanyak

sederhana (50%+1) dari Anggota yang mempunyai hak suara dan (tiga perempat)
dari yang hadir menyetujui pemberhentian tersebut.
Pasal 18
Pengunduran Diri
(1)
Anggota dapat mengundurkan diri dari PSSI yang berlaku sejak akhir tahun
kalender. Pemberitahuan pengunduran diri harus disampaikan kepada Sekretariat
Jenderal selambat-lambatnya 6 (enam) bulan sebelum akhir tahun kalender.
(2)
Pengunduran diri tidak berlaku sampai Anggota yang bermaksud untuk

mengundurkan diri telah memenuhi semua kewajiban keuangannya kepada PSSI
dan atau kepada Anggota PSSI lainnya.

Pasal 19
Status Klub, Liga, Asosiasi PSSI Provinsi dan kelompok Klub lainnya
(1)
Klub, liga, Asosiasi PSSI Provinsi atau tiap kelompok Klub yang terafilasi dengan
PSSI berkedudukan di bawah dan diakui oleh PSSI. Statuta ini menjabarkan ruang
lingkup kewenangan dan hak dan kewajiban dari Klub dan grup tersebut. Statuta
dan peraturan-peraturan mereka harus disetujui oleh Komite Eksekutif PSSI.
(2)
Klub atau grup yang terafiliasi dengan PSSI harus mengambil keputusan
mengenai keanggotaanya secara independen dari lembaga eksternal. Kewajiban
ini harus dilaksanakan terlepas dari struktur organisasinya.
(3)
Dalam keadaan apa pun, tidak ada pribadi kodrati atai badan hukum (termasuk
induk perusahaan dan anak perusahaan) yang dapat mengontrol lebih dari satu
Klub atau grup ketika integritas dari pertandingan atau kompetisi dapat terganggu.

BAB III
KETUA KEHORMATAN DAN ANGGOTA KEHORMATAN
Pasal 20
Ketua kehormatan dan Anggota Kehormatan
(1)
Kongres dapat menganugerahkan gelar Ketua kehormatan atau anggota

kehormatan kepada mereka yang berjasa pada sepak bola.
(2)
Calon Ketua kehormatan dan anggota kehormatan diajukan oleh Komite

Eksekutif.
(3)
Ketua kehormatan atau anggota kehormatan dapat turut serta dalam Kongres.
Mereka dapat mengikuti debat namun tidak memiliki hak suara.

BAB IV
ORGANISASI
Pasal 21
Badan PSSI
(1)
Kongres adalah lembaga tertinggi dan merupakan badan legislatif.
(2)
Komite Eksekutif adalah badan eksekutif.
(3)
Komite tetap dan ad-hoc memberikan saran dan membantu Komite Eksekutif
dalam memenuhi kewajiban-kewajibannya. Kewajiban, komposisi dan fungsi
mereka diuraikan dalam Statuta ini dan/atau aturan khusus yang dibuat oleh
Komite Eksekutif.
(4)
Sekretariat jenderal adalah badan administratif.
(5)
Badan yudisial adalah Komite Disiplin, Komite Etik dan Komite Banding.
(6)
Badan PSSI dipilih atau ditunjuk oleh PSSI tanpa ada pengaruh dari luar dan
sesuai dengan prosedur yang diuraikan dalam Statuta ini.
Pasal 22
Definisi dan komposisi Kongres
(1)
Kongres merupakan badan pemegang kewenangan tertinggi dan legislatif di PSSI.

Hanya Kongres yang diadakan secara berkala saja yang berwenang untuk
membuat keputusan-keputusan.
(2)
Kongres terdiri dari Kongres Biasa dan Kongres Luar Biasa.
(3)
Ketua Umum menjalankan Kongres sesuai dengan tata tertib Kongres.
(4)
Kongres dapat menunjuk pengamat yang turut serta dalam Kongres tanpa hak
untuk mengikuti debat atau pun hak suara.
(5)
Ketua kehormatan atau anggota kehormatan dapat turut serta dalam Kongres.
Mereka dapat turut serta dalam debat namun tidak memiliki hak pilih.

Pasal 23
Delegasi dan hak suara
(1)
Kongres diikuti oleh 108 (seratus delapan) delegasi yang tersusun dengan
komposisi sebagai berikut:
a. 18 (delapan belas) delegasi dari Klub Indonesia Super League;
b. 16 (enam belas) delegasi sebagai perwakilan 16 (enam belas) Klub teratas dalam
divisi utama berdasarkan hasil kompetisi dari musim terdahulu sebelum
Kongres dilaksanakan;
c. 14 (empat belas) delegasi sebagai perwakilan 14 (empat belas) Klub teratas
dalam divisi satu berdasarkan hasil kompetisi dari musim terdahulu sebelum
d. 22 (dua puluh dua) delegasi sebagai perwakilan 22 (dua puluh dua) Klub teratas
dalam divisi dua berdasarkan hasil kompetisi dari musim terdahulu sebelum
e. 34 (tiga puluh empat) delegasi dari Asosiasi PSSI Provinsi;
f. 1 (satu) perwakilan dari klub futsal;
g. 1 (satu) perwakilan dari asosiasi wasit;
h. 1 (satu) perwakilan dari asosiasi pemain;
i. 1 (satu) perwakilan dari asosiasi pelatih:
j. 1 (satu) perwakilan dari klub sepak bola wanita.
(2)
Tiap delegasi yang dimaksud pada Pasal 23 ayat (1) yang datang di Kongres
memiliki 1 (satu) hak suara.
(3)
Hak untuk memilih tidak dapat diwakilkan meskipun secara tertulis.
(4)
Peserta yang memiliki hak suara untuk memilih harus diberitahukan kepada
sekretariat dengan mencantumkan hak suaranya dalam surat tertulis yang sah.
(5)
Peserta harus merupakan bagian dari Anggota yang diwakili dan ditunjuk atau
dipilih oleh badan yang berhak dari organisasi Anggota tersebut. Peserta harus
dapat memberikan bukti tertulis atas kewenangan mereka jika diminta.

(6)
Setiap peserta dari Anggota dengan kategori yang sama memiliki jumlah suara
sama di Kongres. Hanya peserta yang hadir dalam kongres berhak untuk
melakukan pemilihan. Tidak diizinkan untuk memberikan suara dengan
pelimpahan kuasa atau melalui surat.
(7)
Komite Eksekutif dan Sekretaris Jenderal ikut serta dalam Kongres tanpa hak
suara. Selama masa jabatan mereka, anggota-anggota Komite Eksekutif tidak dapat
ditunjuk sebagai peserta untuk mewakili asosiasinya.
Pasal 24
Area kewenangan
(1)
Kongres memiliki kewenangan sebagai berikut:

a. membuat atau mengubah Statuta PSSI, Peraturan-peraturan mengenai
Pelaksanaan Statuta dan Peraturan Tata Tertib Kongres;
b. memilih 2 (dua) Anggota untuk memeriksa berita acara dan menyetujui berita
acara rapat terakhir;
c. memilih Ketua Umum dan Wakil Ketua Umum serta anggota-anggota Komite
Eksekutif;
d. menunjuk petugas pemeriksa pungutan suara;
e. menyetujui laporan keuangan;
f. menyetujui anggaran;
g. menyetujui laporan Ketua Umum;
h. menunjuk auditor independen sesuai usulan dari Komite Eksekutif;
i. menetapkan iuran keanggotaan;
j.
memutuskan mengenai penganugerahan gelar Ketua kehormatan atau anggota

kehormatan berdasarkan pencalonan dari Komite Eksekutif;
k. mengesahkan, memberhentikan sementara atau memberhentikan Anggota;

l. membatalkan wewenang seorang atau beberapa anggota badan PSSI;
m. membubarkan PSSI;

n. membuat keputusan berdasarkan permintaan dari Anggota sesuai ketentuan

Statuta ini;
o. mengesahkan Program Kerja 4 (empat) tahun;
p. memberikan penghargaan kepada pihak yang dianggap berjasa kepada
persepakbolaan nasional.
Pasal 25
Kuorum Kongres
(1)
Keputusan yang dibuat oleh Kongres hanya sah jika dihadiri oleh suara sederhana
(50%+1) dari Anggota yang berhak untuk memilih.
(2)
Jika korum tidak terpenuhi, maka diadakan Kongres kedua dalam waktu 24 (dua
puluh empat) jam setelah Kongres yang pertama, dengan agenda yang sama.
(3)
Korum tidak diperlukan pada rapat kedua kecuali jika salah satu agenda rapatnya
adalah berupa usulan untuk mengubah Statuta PSSI, Pemilihan Ketua Umum dan
Wakil Ketua Umum dan anggota-anggota Komite Eksekutif, pembubaran satu
atau beberapa badan PSSI, pemberhentian Anggota PSSI atau pembubaran PSSI.
Pasal 26
Keputusan Kongres
(1)
Kecuali ditentukan sebaliknya dalam Statuta, keputusan diambil berdasarkan

suara terbanyak dari anggota yang berhak memilih. Jumlah suara sah yang
dihitung yang akan memutuskan suara terbanyak (50%+1). Kertas suara yang rusak
atau kosong atau bentuk yang tidak memberikan suara lainnya dianggap tidak sah
dalam perhitungan suara terbanyak.
(2)
Keputusan yang memerlukan pemungutan suara harus diputuskan dengan

mengangkat tangan atau dengan alat hitung elektronik. Jika pengangkatan tangan
tidak menghasilkan suara terbanyak yang pasti untuk memutuskan hal yang
diusulkan, maka pemungutan suara harus dilakukan dengan cara memanggil
secara bergiliran sesuai urutan abjad.

Pasal 27
Pemilihan
(1)
Tata cara pemilihan Ketua Umum, Wakil Ketua Umum dan anggota-anggota
Komite Eksekutif diatur dalam Peraturan-peraturan yang sesuai dengan Statuta
dan FIFA Standard Electoral Code.
(2)
Pemilihan dilangsungkan dengan pemungutan suara secara rahasia.
(3)
Untuk pemilihan yang berkaitan dengan orang, keputusannya harus berdasarkan

suara terbanyak (50%+1) dan sah pada saat pemungutan suara yang pertama. Pada
pemungutan suara yang kedua dan setiap pemungutan suara selanjutnya yang
dibutuhkan, maka keputusan diambil berdasarkan suara terbanyak dari hak pilih
yang terdaftar.
(4)
Jika terdapat lebih dari dua calon untuk satu posisi yang tersedia, maka calon yang
meraih jumlah suara terendah dieleminasi dari pemungutan suara kedua sehingga
hanya tersisa 2 (dua) calon saja.
Pasal 28
Kongres Biasa
(1)
Kongres Biasa dilangsungkan setiap tahun.
(2)
Komite Eksekutif manentukan tempat dan tanggal Kongres. Para anggota akan
diberitahukan mengenai hal tersebut secara tertulis dalam waktu selambatlambatnya 8 (delapan) minggu sebelumnya.
(3)
Pemanggilan resmi dilakukan secara tertulis selambat-lambatnya 4 (empat)

minggu sebelum tanggal Kongres. Pemanggilan ini harus menyebutkan agenda,
laporan kegiatan Ketua Umum, laporan keuangan dan laporan auditor serta
dokumen-dokumen terkait lainnya.

Pasal 29
Agenda Kongres Biasa
(1)
Sekretaris Jenderal harus menyusun agenda berdasarkan usulan dari Komite

Eksekutif dan para Anggota. Setiap usulan yang ingin disampaikan oleh seorang
Anggota kepada Kongres harus disampaikan kepada Sekretariat Jenderal secara
tertulis yang disertai dengan penjelasan singkat, dikirimkan selambat-lambatnya 6
(enam) minggu sebelum tanggal pelaksanaan Kongres.
(2)
Agenda Kongres harus mencantumkan beberapa materi berikut:

a. pernyataan yang menyatakan bahwa Kongres telah diadakan dan
dilaksanakan sesuai dengan ketentuan Statuta PSSI;
b. persetujuan terhadap agenda;
c. pidato Ketua Umum;
d. penunjukan Anggota-anggota untuk memeriksa berita acara;
e. penunjukan petugas pemeriksa pemungutan suara;
f. pemberhentian sementara atau pemberhentian Anggota (jika ada);
g. persetujuan terhadap berita acara Kongres sebelumnya;
h. laporan kegiatan Ketua Umum (mengenai kegiatan-kegiatan sejak kongres
terakhir);
i.
presentasi atas neraca keuangan yang telah dikonsolidasi dan diperbaiki serta
laporan laba rugi;
j.
persetujuan atas laporan keuangan;
k. persetujuan atas anggaran;

l.
iuran keanggotaan (jika ada);
m. pemungutan suara atas usulan amandemen Statuta, peraturan-peraturan

pelaksana Statuta dan tata tertib Kongres (jika ada);
n. diskusi atas acuan yang diajukan oleh para Anggota dan Komite Eksekutif;

o. pemilihan auditor independen (jika ada) berdasarkan usulan Komite

Eksekutif;
p. pemilihan atau pemberhentian ketua, wakil ketua dan anggota-anggota
badan yudisial dan ketua, wakil ketua dan anggota-anggota Komite Audit dan
Kepatuhan (jika ada);
q. pembubaran orang atau badan (jika ada);
r. pemilihan atau pemberhentian Ketua Umum dan/atau anggota wanita dalam
Komite Eksekutif termasuk pengangkatan atau pemberhentian Wakil Ketua
Umum dan anggota-anggota Komite Eksekutif lain (jika ada);
s. mengesahkan Program Kerja jangka panjang dan jangka pendek;
t. hal-hal lainnya yang diusulkan oleh para Anggota atau Komite Eksekutif
PSSI.
(3)
Agenda dari Kongres Biasa dapat diubah dengan ketentuan bahwa 2/3 (dua
pertiga) dari para Anggota yang hadir pada Kongres dan berhak untuk
memberikan hak pilih setuju atas usulan tersebut.
(4)
Kongres tidak dapat membuat keputusan atas hal-hal yang tidak termasuk dalam
agenda.
Pasal 30
Kongres Luar Biasa
(1)
Komite Eksekutif dapat melakukan permintaan untuk melakukan Kongres Luar

Biasa setiap saat.
(2)
Komite Eksekutif harus mengadakan Kongres Luar Biasa jika 50% (lima puluh
persen) anggota PSSI atau 2/3 (dua pertiga) dari jumlah delegasi (Pasal 23),
membuat permohonan tertulis. Permintaan ini harus mencantumkan agenda yang
akan dibicarakan. Kongres Luar Biasa harus diadakan dalam waktu 3 (tiga) bulan
setelah diterimanya permintaan tersebut. Apabila Kongres Luar Biasa tidak
diadakan, Anggota yang memintanya dapat mengadakan Kongres sendiri. Sebagai
usaha terakhir, Anggota bisa meminta bantuan dari FIFA.
(3)
Anggota-anggota akan diberitahukan mengenai tempat, tanggal dan acara Kongres

sekurang-kurangnya 4 (empat) minggu sebelum tanggal Kongres Luar Biasa.

(4)
Apabila Kongres Luar Biasa diadakan atas inisiatif Komite Eksekutif, maka Komite
Eksekutif harus menyusun agenda Kongres. Apabila Kongres Luar Biasa diadakan
atas permintaan Anggota, acara tersebut harus mencantumkan materi yang
diajukan oleh Anggota tersebut.
(5)
Agenda acara Kongres Luar Biasa tidak dapat diubah.
Pasal 31
Amandemen Statuta, Peraturan-peraturan mengenai Pelaksanaan Statuta, dan Tata
Tertib Kongres
(1)
Kongres berwenang melakukan amandemen terhadap Statuta (jika ada, Peraturanperaturan mengenai Pelaksanaan Statuta dan Tata Tertib Kongres).
(2)
Tiap proposal untuk amandemen terhadap Statuta harus disampaikan secara

tertulis disertai dengan penjelasan singkat kepada sekretariat jenderal oleh
Anggota atau oleh Komite Eksekutif. Proposal yang disampaiken oleh Anggota
adalah valid, jika didukung secara tertulis oleh paling tidak 2 (dua) Anggota lain.
(3)
Keputusan untuk melakukan amandemen Statuta dianggap sah apabila, Kongres

dihadiri oleh suara terbanyak (50%+1) dari Anggota yang berhak memberikan
suara.
(4)
Proposal untuk setiap amandemen Statuta hanya akan diterima apabila (tiga
perempat) Anggota yang hadir dan mempunyai hak suara menyetujui hal tersebut.
(5)
Setiap proposal untuk mengubah Peraturan Pelaksana Statuta dan Tata Tertib
Kongres harus diserahkan secara tertulis dengan penjelasan singkat ke Sekretariat
Jenderal oleh seorang Anggota atau Komite Eksekutif.
(6)
Proposal atas setiap perubahan terhadap Peraturan Pelaksana Statuta dan Tata
Tertib Kongres akan diputuskan hanya apabila suara terbanyak biasa dari Anggota
yang hadir dan mempunyai hak suara menyetujui hal tersebut.
Pasal 32
Berita Acara
Sekretaris Jenderal bertanggung jawab untuk mencatat berita acara Kongres. Berita
acara akan diperiksa ulang oleh anggota yang ditunjuk untuk itu dan disetujui dalam
Kongres berikutnya.

Pasal 33
Berlakunya Keputusan
Keputusan yang dikeluarkan oleh Kongres berlaku efektif bagi Anggota dalam waktu 60
(enam puluh) hari setelah ditutupnya Kongres, kecuali Kongres memutuskan tanggal
lain yang pasti untuk berlakunya suatu keputusan Kongres.

BAB V
Komite Eksekutif
Pasal 34
Komposisi
(1)
Komite Eksekutif terdiri dari 15 anggota:

a. 1 (satu) Ketua Umum;
b. 2 (dua) Wakil Ketua Umum;
c. 12 (dua belas) anggota.
(2)
Ketua Umum, Wakil Ketua Umum, dan anggota Komite Eksekutif dipilih melalui
Kongres. Paling sedikit 1 (satu) anggota Komite Eksekutif adalah wanita. Tiap calon
dalam pemilihan anggota Komite Eksekutif harus diajukan oleh minimal 1 (satu)
anggota.
(3)
Masa jabatan Ketua Umum, Wakil Ketua Umum dan anggota-anggota Komite
Eksekutif adalah 4 (empat) tahun. Mereka dapat dipilih kembali.
(4)
Anggota Komite Eksekutif harus sudah berusia lebih dari 30 (tiga puluh) tahun,
mereka harus telah aktif di sepak bola sekurang-kurangnya 5 (lima) tahun dan
harus tidak pernah dinyatakan bersalah atas suatu Tindak Pidana serta berdomisili
di wilayah Indonesia.
(5)
Calon-calon tersebut harus dikirim ke Sekretaris Jenderal PSSI. Daftar resmi calon
harus disampaikan kepada anggota PSSI bersamaan dengan acara Kongres yang
akan melakukan pemilihan Komite Eksekutif tersebut.
(6)
Anggota Komite Eksekutif tidak diperbolehkan menjadi anggota badan yudisial

PSSI pada waktu yang bersamaan.
(7)
Dalam hal sebuah posisi atau kurang dari 50% (lima puluh persen) posisi Komite
Eksekutif lowong, Komite Eksekutif akan mengisi posisi tersebut sampai Kongres
Biasa selanjutnya, yang mana pengganti akan bertahan untuk sisa jangka waktu
jabatan.
Jika lebih dari 50% (lima puluh persen) posisi Komite Eksekutif lowong, Komite
Pemilihan wajib mengadakan Kongres Luar Biasa dalam jangka waktu 2 (dua)
bulan guna memilih pengganti untuk sisa jangka waktu jabatan. Jika Komite
Pemilihan tidak ada, maka Komite Darurat akan mengadakan Kongres Luar Biasa.
Dalam hal Komite Darurat tidak memenuhi kuorum yang disyaratkan, Sekretaris
Jenderal akan mengadakan Kongres Luar Biasa dalam jangka waktu yang telah
ditetapkan.

Pasal 35
Rapat
(1)
Komite Eksekutif harus melakukan rapat sekurang-kurangnya 2 (dua) kali dalam

setahun.
(2)
Ketua Umum harus melakukan pemanggilan rapat Komite Eksekutif. Apabila 50%
(lima puluh persen) dari anggota Komite Eksekutif meminta diadakan rapat, maka
Ketua Umum harus melakukan rapat tersebut paling lambat dalam waktu 21 (dua
puluh satu) hari setelah permintaan rapat.
(3)
Ketua Umum harus menyiapkan agenda rapat. Masing-masing anggota Komite

Eksekutif berhak mengusulkan materi rapat untuk dimasukkan dalam agenda
rapat. Anggota Komite Eksekutif harus menyerahkan kepada Sekretariat Jenderal
materi rapat yang ingin dimasukkan dalam agenda rapat sekurang-kurangnya 14
(empat belas) hari sebelum rapat. Agenda rapat harus dikirim ke anggota Komite
Eksekutif sekurang-kurangnya 7 (tujuh) hari sebelum rapat diadakan.
(4)
Sekretaris Jenderal akan turut serta dalam rapat Komite Eksekutif dan berperan
sebagai pendukung administrasi dan peran konsultasi.
(5)
Rapat Komite Eksekutif tidak diselenggarakan secara terbuka. Kendatipun

demikian Komite Eksekutif bisa mengundang pihak ketiga untuk menghadirinya.
Pihak Ketiga tersebut tidak mempunyai hak untuk mengeluarkan suara, dan hanya
bisa memberikan pendapat dengan persetujuan dari Komite Eksekutif.
Pasal 36
Kewenangan Komite Eksekutif
(1)
Komite Eksekutif berwenang:

a.
mengambil keputusan atas seluruh kasus yang bukan merupakan lingkup

tanggung jawab Kongres atau yang tidak diberikan kepada badan lain
sebagaimana diatur dalam Statuta ini.
b.
mempersiapkan dan meminta untuk diadakan Kongres Biasa dan Kongres

Luar Biasa.
c.
menunjuk ketua, wakil ketua dan anggota-anggota komite tetap kecuali

Komite Audit dan Kepatuhan.
d.
mencalonkan ketua, wakil ketua dan anggota-anggota badan yudisial.

e.
dapat memutuskan untuk membentuk komite ad-hoc kapan pun, jika

diperlukan.
f.
menyusun peraturan organisasi bagi komite tetap dan komite ad-hoc.
g.
mengangkat atau memberhentikan Sekretaris Jenderal atas usulan dari Ketua

Umum. Sekretaris Jenderal harus menghadiri rapat-rapat Komite sesuai
tanggung jawab jabatannya.
h.
mengusulkan auditor independen kepada Kongres.
i.
memutuskan tempat, tanggal dan jumlah tim yang berpartisipasi dalam

kompetisi PSSI.
j.
menunjuk pelatih untuk tim-tim perwakilan dan staf teknis lainnya.
k.
menyetujui peraturan yang mengatur bagaimana PSSI diorganisasikan secara

internal.
l.
menjamin bahwa Statuta dilaksanakan dan dipatuhi sebagai persyaratanpersyaratan yang diperlukan untuk suatu pemohonan menjadi anggota.
m.
memberhentikan seseorang atau badan atau memberhentikan sementara

(skorsing) 1 (satu) anggota dari PSSI sampai Kongres berikutnya.
n.
mendelegasikan tugas-tugas yang terjadi di luar daerah kekuasannya ke

badan-badan lain di PSSI atau pihak ketiga.
Pasal 37
Keputusan
(1)
Komite Eksekutif tidak mengambil keputusan penting kecuali apabila 1/3 (satu
pertiga) dari anggotanya hadir.
(2)
Komite Eksekutif mengambil keputusan dengan suara terbanyak dari anggota

yang hadir. Dalam hal terjadi suara berimbang, Ketua Umum berhak mengambil
keputusan akhir. Pemungutan suara dengan kuasa atau dengan surat tidak
diperkenankan.
(3)
Setiap anggota Komite Eksekutif harus mengundurkan diri dari debat dan
pengambilan keputusan apabila ada risiko atau kemungkinan konflik kepentingan.
(4)
Keputusan yang dikeluarkan akan dicatat dalam berita acara rapat.

(5)
Keputusan yang dikeluarkan oleh Komite Eksekutif segera berlaku efektif, kecuali
apabila Komite Eksekutif menetapkan lain.
Pasal 38
Pemberhentian orang atau badan
(1)
Kongres dapat memberhentikan orang atau badan. Komite Eksekutif dapat

mencantumkan pemberhentian orang atau badan pada acara Kongres. Komite
Eksekutif dapat juga melakukan pemberhentian sementara terhadap seseorang
atau badan. Setiap anggota Komite Eksekutif dapat menyampaikan usulan untuk
pembubaran badan tersebut dalam agenda Komite Eksekutif atau Kongres.
(2)
Usulan pemberhentian harus disertai alasan yang cukup. Usul pemberhentian

harus dikirim ke Anggota PSSI bersamaan dengan agenda acara.
(3)
Orang atau badan yang sedang dipermasalahkan statusnya tersebut, mempunyai

hak untuk menjawab atau melakukan pembelaan.
(4)
Apabila usul pemberhentian diterima dan dikuatkan, Kongres atau Komite

Eksekutif harus mengeluarkan keputusan dengan cara melakukan pemungutan
suara secara tertutup, berdasarkan suara terbanyak 2/3 (dua per tiga) dari suara
sah.
(5)
Orang atau badan yang diberhentikan sementara tersebut harus segera dilepaskan
dari jabatannya pada saat pemberhentian sementara dijatuhkan.

BAB VI
KETUA UMUM
Pasal 39
Ketua Umum
(1)
Ketua Umum mewakili PSSI secara sah.
(2)
Tanggung jawab utama Ketua Umum adalah untuk:

a.
melaksanakan keputusan yang dikeluarkan Kongres dan Komite Eksekutif

melalui Sekretaris Jenderal;
b.
memastikan bahwa PSSI sebagai organisasi dapat mencapai tujuannya secara

efektif sebagaimana diatur dalam Statuta;
c.
melakukan pengawasan terhadap pekerjaan Sekretaris Jenderal;
d.
memelihara hubungan baik antara PSSI dan para Anggotanya, FIFA, AFC, AFF
serta badan pemerintahan dan organisasi-organisasi lainnya.
(3)
Hanya Ketua Umum yang dapat mengusulkan pengangkatan atau pemberhentian

Sekretaris Jenderal.
(4)
Ketua Umum memimpin Kongres, rapat Komite Eksekutif dan rapat Komite
Darurat serta komite-komite yang mana ia telah ditunjuk sebagai ketua;
(5)
Ketua Umum mempunyai hak suara biasa pada Komite Eksekutif dan, ketika
pemilihan suara hasilnya berimbang, maka Ketua Umum dapat mengambil
keputusan akhir.
(6)
Apabila Ketua Umum tidak ada atau berhalangan, maka Wakil Ketua Umum
dengan usia tertua akan menggantikannya.
(7)
Setiap kewenangan tambahan dari Ketua Umum harus dicantumkan dalam

peraturan organisasi internal PSSI.
(8)
Ketua Umum tidak dapat membatalkan atau mengesampingkan keputusan yang

dikeluarkan Kongres atau badan yudisial.
(9)
Dengan adanya amandemen terhadap Pasal 35 ayat (1), yang meningkatkan jumlah
Komite Eksekutif menjadi 15 (lima belas) orang, dengan adanya Wakil Ketua
Umum dan 3 (tiga) anggota, maka Ketua Umum berwenang untuk memilih orangorang untuk mengisi jabatan tersebut hingga masa jabatan 20112015 berakhir.

Penunjukkan terhadap 4 (empat) orang ini harus disetujui oleh Kongres PSSI yang
berikutnya.
Pasal ini menjadi secara otomatis terhapus pada saat Kongres Biasa 2015, yang akan
memilih Komite Eksekutif baru untuk masa jabatan 20152019.
Pasal 40
Calon Ketua Umum dan Wakil Ketua Umums
(1)
Ketua Umum dan Wakil Ketua Umum akan dipilih oleh Kongres untuk jangka
waktu 4 (empat) tahun. Jabatan tersebut akan dimulai setelah berakhirnya Kongres
yang memilihnya. Ketua Umum dan Wakil Ketua Umum dapat dipilih kembali.
(2)
Untuk pemilihan Ketua Umum dan Wakil Ketua Umum, diperlukan korum 2/3
(dua pertiga) dari suara yang tercatat dan sah dalam pemungutan suara pertama.
Dalam pemungutuan suara yang kedua dan pemungutan suara yang
dipersyaratkan lainnya, cukup diperlukan suara terbanyak mutlak (50%+1).
Apabila ada lebih dari 2 (dua) calon, calon yang memperoleh jumlah suara yang
terendah disisihkan dari pemungutan suara kedua, sehingga hanya tertinggal 2
(dua) calon.
(3)
Hanya anggota PSSI yang berhak mengajukan calon untuk jabatan Ketua Umum
dan Wakil Ketua Umum. Para Anggota harus memberitahukan secara tertulis
mengenai nama calon Ketua Umum PSSI kepada Sekretariat Jenderal dalam
waktu selambat-lambatnya 6 (enam) minggu sebelum tanggal Kongres.
(4)
Masing-masing anggota hanya berhak mengusulkan satu calon untuk posisi yang
dipilih.
(5)
Sekretariat Jenderal akan memberitahukan anggota-anggota mengenai namanama calon yang diusulkan dalam waktu 4 (empat) minggu sebelum tanggal
Kongres.
(6)
Apabila Ketua Umum secara permanen atau sementara berhalangan dalam

melaksanakan tugas resminya, Wakil Ketua Umum akan mewakilinya sampai
dengan Kongres berikutnya. Kongres ini akan memilih Ketua Umum yang baru,
jika perlukan.

Pasal 41
Perwakilan dan tanda tangan
Ketua Umum secara sah mewakili PSSI dan berhak untuk menandatangani dokumen
PSSI. Komite Eksekutif dapat menetapkan peraturan organisasi internal mengenai tanda
tangan bersama dari para pejabat, khususnya, dalam hal tidak hadirnya Ketua Umum
dan mengenai segala hal yang berkaitan dengan kegiatan penting PSSI.

BAB VII
KOMITE DARURAT
Pasal 42
Komite Darurat
(1)
Komite Darurat menangani segala hal yang memerlukan penyelesaian segera

antara dua rapat Komite Eksekutif. Komite akan terdiri dari Ketua Umum dan
Wakil Ketua Umum PSSI dan 4 (empat) anggota yang dipilih dari Anggota Asosiasi
dan ditunjuk oleh Komite Eksekutif untuk jangka waktu 2 (dua) tahun.
(2)
Ketua Umum melaksanakan rapat Komite Darurat. Apabila rapat tidak dapat
diadakan dalam periode waktu yang tepat, keputusan dapat dikeluarkan melalui
cara komunikasi lainnya. Keputusan tersebut segera berlaku efektif dan
mempunyai kekuatan hukum. Ketua Umum akan memberitahukan Komite
Eksekutif segera mengenai keputusan yang dikeluarkan oleh Komite Darurat.
(3)
Seluruh keputusan yang dikeluarkan oleh Komite Darurat harus disahkan oleh
Komite Eksekutif dalam rapat berikutnya.
(4)
Apabila Ketua Umum tidak dapat menghadiri rapat, Wakil Ketua Umum akan
menggantikannya.

(2)
Ketua dan wakil ketua dari Komite Tetap merupakan anggota Komite Eksekutif
dengan pengecualian untuk Komite Audit dan Kepatuhan, yang tidak dapat
menjadi Komite Eksekutif. Anggota setiap Komite Tetap akan ditunjuk oleh
Komite Eksekutif dalam usulan anggota PSSI atau Ketua Umum PSSI. Ketua, wakil
ketua dan anggota Komite Tetap diangkat untuk jangka waktu jabatan 4 (empat)
tahun.
(3)
Masing-masing Ketua Komite akan menetapkan tanggal rapat bekerja sama

dengan Sekretaris Jenderal, dan memastikan bahwa seluruh tugas dilaksanakan
dan dilaporkan kembali kepada Komite Eksekutif.
(4)
Tiap Komite dapat mengajukan amandemen terhadap peraturan-peraturannya

kepada Komite Eksekutif.
(5)
Tiap ketua komite mewakili komitenya dan melaksanakan kegiatannya sesuai

dengan tata organisasi yang disusun oleh Komite Eksekutif.
Pasal 44
Komite Keuangan
(1)
Komite Keuangan bertanggung jawab untuk mengawasi pengelolaan keuangan

dan memberikan masukan kepada Komite Eksekutif berkenaan dengan keuangan
dan pengelolaan aset.
(2)
Melakukan analisis anggaran dan laporan keuangan yang disiapkan oleh

Sekretaris Jenderal yang harus diserahkan dan disetujui oleh Komite Eksekutif.
(3)
Komite keuangan terdiri dari 1 (satu) ketua, 1 (satu) wakil ketua dan 3 (tiga) anggota.
Pasal 45
Komite Audit dan Kepatuhan
(1)
Komite Audit dan Kepatuhan bertanggung jawab untuk memastikan kelengkapan

dan keandalan akuntansi keuangan dan kajian terhadap laporan keuangan,
laporan keuangan terkonsolidasi dan laporan auditor eksternal.
(2)
Komite Audit dan Kepatuhan memberikan saran dan membantu Komite Eksekutif
dalam mengawasi keuangan PSSI dan kepatuhan terhadap hal-hal dan isu-isu
serta mengawasi kepatuhan terhadap peraturan tata organisasi PSSI.
(3)
Detail mengenai tanggung jawab Komite Audit dan Kepatuhan, kooperasi internal
dan hal-hal prosedural lain ditetapkan dalam peraturan organisasi PSSI.

(4)
Ketua, wakil ketua dan anggota Komite Audit dan Kepatuhan dipilih oleh Kongres
untuk jangka waktu 4 (empat) tahun dan hanya dapat dibebaskan dari tugas oleh
Kongres.
(5)
Jika ketua, wakil atau anggota Komite Audit dan Kepatuhan berhenti secara
permanen untuk menjalankan fungsi resminya selama masa jabatannya, maka
Komite Eksekutif akan menunjuk pejabat sementara hingga Kongres selanjutnya
dilakukan.
Pasal 46
Komite Kompetisi
(1)
Komite Kompetisi bertanggung jawab untuk mengatur kegiatan-kegiatan

kompetisi dalam PSSI berdasarkan pada Statuta dan peraturan lainnya mengenai
kompetisi-kompetisi di PSSI.
(2)
Komite Kompetisi terdiri dari seorang ketua, seorang wakil ketua dan 3 (tiga)
anggota.
Pasal 47
Komite Teknis dan Pengembangan
(1)
Komite Teknis bertanggung jawab untuk melakukan analisis terhadap masalahmasalah yang berkaitan dengan pengembangan pelatihan dan teknis sepak bola.
(2)
Komite Teknis terdiri dari seorang ketua, seorang wakil ketua dan 3 (tiga) orang
anggota.
Pasal 48
Komite Wasit
(1)
Komite Wasit bertanggung jawab terhadap pelaksanaan Peraturan Permainan.
(2)
Komite tersebut mempunyai tugas:

a. menunjuk wasit dan asisten wasit untuk pertandingan kompetisi yang diatur
oleh PSSI;
b. melakukan hubungan administrasi wasit dalam PSSI, bekerja sama dengan
Sekretaris Jenderal;
c. mengawasi pendidikan dan pelatihan wasit.

(3)
Komite Wasit terdiri dari seorang ketua, seorang wakil ketua dan 3 (tiga) orang
anggota.
Pasal 49
Komite Hukum
(1)
Komite Hukum bertanggung jawab menganalisis hal-hal yang berkaitan dengan

aspek hukum, khususnya yang terkait dengan sepak bola, dan membuat usulan
perubahan terhadap Statuta, peraturan-peraturan organisasi dan keanggotaan
untuk diserahkan kepada Komite Eksekutif.
(2)
Komite Hukum terdiri dari seorang ketua, seorang wakil ketua, dan 3 (tiga)
anggota.
Pasal 50
Komite Sepak Bola Wanita
(1)
Komite Sepak Bola Wanita menyelenggarakan kompetisi sepak bola wanita dan
bertanggung jawab terhadap semua hal yang berkaitan dengan pengembangan
sepak bola wanita.
(2)
Komite Sepak Bola Wanita terdiri dari seorang ketua, seorang wakil ketua, dan 3
(tiga) anggota.
Pasal 51
Komite Pengembangan Sepak Bola Usia Muda
(1)
Komite Pengembangan Sepak Bola Usia Muda menyelenggarakan kompetisi sepak

bola bagi usia muda dan bertanggung jawab terhadap semua hal yang berkaitan
dengan pengembangan sepak bola usia muda.
(2)
Komite Pengembangan Sepak Bola Usia Muda melakukan pembibitan,

pembinaan, dan pemantauan pemain sepak bola usia muda pada sekolah-sekolah
sepak bola.
(3)
Komite Pengembangan Sepak Bola Usia Muda terdiri dari seorang ketua, seorang
wakil ketua, dan 3 (tiga) anggota.

Pasal 52
Komite Futsal
(1)
Komite Futsal menyelenggarakan kompetisi Futsal dan bertanggung jawab

terhadap semua hal yang berkaitan dengan Futsal.
(2)
Komite Futsal terdiri dari seorang ketua, seorang wakil ketua, dan 3 (tiga) anggota.
Pasal 53
Komite Medis
(1)
Komite Medis bertanggung jawab terhadap seluruh aspek medis dalam sepak bola.
(2)
Komite Medis terdiri dari seorang ketua, seorang wakil ketua, dan 3 (tiga) anggota.
Pasal 54
Komite Status Pemain
(1)
Komite Status Pemain menyusun dan mengawasi segala hal yang berkaitan
dengan peraturan mengenai status Pemain, perubahan status dan perpindahan
pemain sesuai dengan Peraturan tentang Status dan perpindahan Pemain sesuai
dengan FIFA Regulations on Status and Transfer of Players, serta menentukan status
pemain dalam pelbagai tingkatan kompetisi di PSSI.
(2)
Komite Eksekutif dapat membentuk peraturan-peraturan mengenai wilayah

kewenangan dari Komite Status Pemain.
(3)
Komite Status Pemain melapor kepada Komite Eksekutif apabila terjadi

perselisihan yang melibatkan anggota, pemain, agen pertandingan dan pemain,
serta petugas pertandingan untuk dilanjutkan pada tingkat Arbitrase sebagaimana
diatur dalam Statuta FIFA.
(4)
Komite Status Pemain terdiri dari seorang ketua, seorang wakil ketua, dan 3 (tiga)
anggota.
Pasal 55
Komite Fair Play dan Tanggung Jawab Sosial
Komite Fair Play dan Tanggung Jawab Sosial bertugas menangani hal-hal yang

Komite Media
Komite Media bertanggung jawab terhadap kondisi kerja media pada kegiatan-kegiatan
PSSI dan menjaga hubungan dengan organisasi media. Komite Media terdiri dari
seorang ketua, seorang wakil ketua, dan 3 (tiga) anggota.
Pasal 57
Komite Sepak Bola
Komite Sepak Bola bertanggung jawab terhadap masalah-masalah umum dalam sepak
bola khususnya mengenai strukturnya dan juga hubungan antar Klub, Anggota, AFC
dan FIFA. Komite Sepak Bola terdiri dari seorang ketua, seorang wakil ketua, dan 3 (tiga)
anggota.
Pasal 58
Komite Studi Strategis
Komite Studi Strategis bertanggung jawab terhadap strategi global untuk sepak bola dan
asepk politik, ekonomi dan status sosial sepak bola. Komite Kajian Strategis terdiri dari
seorang ketua, seorang wakil ketua, dan 3 (tiga) anggota.
Pasal 59
Komite Marketing dan Konsultan Televisi
Komite Promosi dan Marketing bertanggung jawab untuk memberikan saran kepada
Komite Eksekutif mengenai pembuatan dan pelaksanaan kontrak antara PSSI dan
marketing/partner televisi dan menganalisis rancangan pemasaran dan strategi televisi
yang telah disusun. Komite Marketing dan Konsultan Televisi terdiri dari seorang ketua,
seorang wakil ketua dan 3 (tiga) anggota.
Pasal 60
Komite Keamanan
Komite Kemanan bertanggung jawab memberikan saran kepada Komite Eksekutif
tentang keamanan dalam pelaksanaan kompetisi dan turnamen-turnamen PSSI. Komite
keamanan terdiri dari seorang ketua, seorang wakil ketua dan 3 (tiga) anggota.

Pasal 61
Komite Ad-hoc
(1)
Jika diperlukan, Komite Eksekutif dapat membentuk Komite Ad-Hoc dengan tugas
khusus dalam batas waktu tertentu.
(2)
Tugas dan fungsi Komite Ad-hoc ditentukan di dalam peraturan khusus yang
disusun oleh Komite Eksekutif.
(3)
Komite Ad-hoc bertanggung jawab secara langsung kepada Komite Eksekutif.
(4)
Komite Ad-hoc terdiri dari seorang ketua, seorang wakil ketua dan anggotaanggota yang ditunjuk oleh Komite Eksekutif.

BAB IX
SEKRETARIAT JENDERAL DAN SEKRETARIS JENDERAL
Pasal 62
Sekretariat Jenderal
Sekretariat jenderal bertugas melakukan semua pekerjaan administrasi PSSI di bawah
arahan Sekretaris Jenderal. Para anggota sekretariat jenderal terikat pada peraturanperaturan internal organisasi dan harus melaksanakan tugas-tugas yang diberikan
dengan sebaik-baiknya.
Pasal 63
Sekretaris Jenderal
(1)
Sekretaris Jenderal merupakan pimpinan dari Sekretariat Jenderal.
(2)
Sekretaris Jenderal ditunjuk berdasarkan suatu kontrak dan harus memiliki

kualifikasi professional yang diperlukan.
(3)
Sekretaris Jenderal bertanggung jawab atas hal-hal:

a. melaksanakan keputusan Kongres dan Komite Eksekutif berdasarkan instruksi
Ketua Umum;
b. menghadiri Kongres dan rapat-rapat Komite Eksekutif, Komite Darurat dan
komite tetap dan ad-hoc;
c. menyelenggarakan kegiatan Kongres dan rapat-rapat Komite Eksekutif dan
badan-badan lainnya;
d. mengumpulkan berita acara rapat-rapat Kongres, Komite Eksekutif, Komite
Darurat, dan komite tetap dan ad-hoc;
e. mengelola dan memelihara rekening PSSI sebaik-baiknya;
f.
melakukan korespondensi PSSI;
g. menjalin hubungan dengan Anggota-anggota, Asosiasi PSSI Provinsi, asosiasi

cabang, komite-komite, FIFA, AFC, dan AFF;
h. mengelola kesekretariatan umum;
i. pengangkatan dan pemecatan staff yang bekerja pada sekretariat jenderal;

Sekretaris Jenderal tidak boleh merupakan delegasi ke Kongres PSSI atau anggota

BAB X
BADAN YUDISIAL
Pasal 64
Badan Yudisial
(1)
Badan yudisial PSSI adalah:

a. Komite Disiplin;
b.Komite Etik;
c. Komite Banding.
(2)
Badan yudisial terdiri dari seorang ketua, seorang wakil ketua dan sejumlah
anggota. Komposisi dari badan yudisial harus mempertimbangkan distribusi posisi
yang merata dan turut pula memperhatikan Anggota.
(3)
Badan yudisial disusun dalam metode bahwa anggota-anggotanya, bersama-sama,

memiliki pengetahuan, kemampuan dan spesialis yang berpengalaman yang
dibutuhkan untuk menyelesaikan tugas mereka. Ketua dan wakil ketua harus
memiliki kualifikasi untuk berpraktek di bidang hukum. Masa jabatannya adalah 4
(empat) tahun. Anggota dapat dipilih kembali atau dibebastugaskan dari
kewajibannya melalui Kongres.
(4)
Ketua, wakil ketua dan anggota-anggota lain dari badan yudisial dipilih oleh
Kongres dan tidak boleh merupakan anggota dari Komite Eksekutif atau komite
tetap.
(5)
Dalam hal ketua, wakil ketua atau anggota dari badan yudisial berhenti secara
permanen untuk menjalankan fungsi resminya selama masa jabatannya, maka
Komite Eksekutif akan menunjuk pejabat sementara hingga Kongres selanjutnya
dilakukan.
(6)
Tanggung jawab dan fungsi dari badan yudisial diatur dalam Kode Disiplin PSSI
dan Kode Etik PSSI, yang harus mengikuti FIFA Disciplinary Code dan FIFA Code of
Ethics.
(7)
Kewenangan pengambilan keputusan dari komite tertentu tidak berubah.

Pasal 65
Komite Disiplin
(1)
Fungsi Komite Disiplin diatur dalam Kode Disiplin PSSI. Komite Disiplin dapat
membuat keputusan jika dihadiri oleh setidaknya 3 (tiga) anggota. Dalam keadaan
tertentu, ketua dapat membuat penetapan sendiri.
(2)
Komite Disiplin dapat menjatuhkan sanksi sebagaimana diatur dalam Statuta ini
dan Kode Disiplin PSSI kepada Anggota, Klub, Ofisial, Pemain, serta agen
pertandingan dan pemain.
(3)
Ketentuan ini adalah bagian dari kewenangan disiplin Kongres dan Komite
Eksekutif sehubungan dengan pemberhentian sementara dan pemberhentian
Anggota.
(4)
Komite Eksekutif menerbitkan Kode Disiplin PSSI.
Pasal 66
Komite Etik
(1)
Fungsi dari Komite Etik diatur dalam Kode Etik PSSI.
(2)
Komite Etik dapat menjatuhkan sanksi sebagaimana diatur dalam Statuta ini,
Kode Etik PSSI dan Kode Disiplin PSSI kepada Ofisial, Pemain, serta agen
pertandingan dan pemain.
(3)
Komite Eksekutif menerbitkan Kode Etik PSSI (PSSI Code of Ethics).
Pasal 67
Komite Banding
(1)
Fungsi dari Komite Banding diatur dalam Kode Disiplin PSSI. Komite Banding
dapat membuat keputusan jika dihadiri oleh setidaknya 3 (tiga) anggota. Dalam
keadaan tertentu, ketua dapat membuat penetapan sendiri.
(2)
Komite Banding bertanggung jawab untuk memeriksa banding terhadap

keputusan Komite Disiplin dan Komite Etik yang tidak dinyatakan final.

Pasal 69
Arbitrase
PSSI mengadakan suatu Badan Arbitrase yang menangani semua perselisihan internal
nasional antara PSSI, anggota-angotanya, Pemain-pemain, Ofisial-ofisial serta agen
pertandingan dan pemain yang tidak berada di bawah kewenangan badan-badan
hukumnya. Komite Eksekutif menyusun peraturan khusus mengenai komposisi,
kewenangan dan peraturan prosedur mengenai Persidangan Arbitrase ini.
Selama belum ada Badan Arbitrase olahraga nasional dalam Repulik Indonesia yang
dibentuk dan diakui oleh Kongres PSSI, maka tiap sengketa yang berdimensi nasional
hanya dapat disampaikan kepada Badan Arbitrase Olahraga the Court of Arbitration for
Sport (CAS) di Lausanne, Swiss sebagai upaya terakhir.
Pasal 70
Yurisdiksi
(1)
PSSI, Anggota, Pemain, Ofisial, serta Agen Pemain dan Pertandingan tidak
diperkenankan mengajukan sengketa apa pun ke Pengadilan Negara, kecuali yang
ditentukan dalam Statuta ini dan peraturan-peraturan FIFA. Setiap sengketa harus
diajukan kepada yurisdiksi FIFA atau yuridiksi PSSI.
(2)
PSSI mempunyai yurisdiksi kewenangan untuk menyelesaikan perselisihan

internal seperti sengketa antara pihak-pihak yang tergabung dalam PSSI. FIFA
mempunyai yurisdiksi kewenangan untuk menyelesaikan perselisihan
internasional, misalnya perselisihan di antara para pihak yang tergabung dalam
Asosiasi Sepak Bola dan Konfederasi yang berbeda.

Pasal 71
Badan Arbitrase Olahraga (Court of Arbitration for Sport)
(1)
Sesuai ketentuan Pasal-pasal terkait pada Statuta FIFA, setiap banding yang
diajukan terhadap keputusan FIFA yang telah mempunyai kekuatan hukum yang
tetap harus diajukan kepada Badan Arbitrase Olahraga the Court of Arbitration for
Sport (CAS) di Lausanne, Swiss. Namun demikian CAS tidak dapat menerima
banding mengenai pelanggaran atas Peraturan Permainan, pemberhentian
sementara sampai dengan 4 (empat) pertandingan atau sampai dengan 3 (tiga)
bulan, atau keputusan yang ditetapkan oleh Badan Arbitrase Asosiasi Sepak Bola
atau Konfederasi yang dibentuk dengan layak dan independen.
(2)
PSSI wajib memastikan bahwa para Anggotanya, Pemain, Ofisial serta agen
pertandingan dan pemain mematuhi keputusan final yang dibuat oleh badan FIFA
atau CAS.

BAB XII
KEUANGAN
Pasal 72
Tahun anggaran
(1)
Pengurus PSSI mempertanggungjawabkan keuangannya kepada Kongres.
(2)
Pengelolaan keuangan PSSI dijalankan secara terbuka sesuai ketentuan peraturanperaturan yang berlaku.
(3)
Tahun anggaran dimulai pada tanggal 1 Januari dan berakhir pada tanggal 31
Desember.
(4)
Pendapatan dan pengeluaran PSSI harus diatur sedemikian rupa sehingga neraca
keuangan menjadi seimbang pada akhir periode keuangan. Pelaksanaan tugas
utama PSSI dikemudian hari harus dijamin melalui pengadaan dana cadangan.
(5)
Sekretaris Jenderal bertanggung jawab dalam penyusunan konsolidasi Laporan

Keuangan tahunan PSSI dengan anak jajarannya per tanggal 31 Desember.
Pasal 73
Pendapatan
Pendapatan PSSI secara khusus berasal dari:
a. Iuran Tahunan Keanggotaan;
b. Penerimaan yang dihasilkan dari hak marketing yang menjadi kewenangan PSSI;
c. Denda yang dijatuhkan oleh badan-badan yang berwenang;
d. Iuran dan penerimaan lainnya yang sesuai dengan tujuan yang ingin dicapai PSSI
Pasal 74
Pengeluaran
PSSI bertanggung jawab:
a.
pengeluaran-pengeluaran yang ditetapkan sesuai anggaran

pengeluaran-pengeluaran lainnya yang disahkan oleh Kongres dan pengeluaranpengeluaran yang boleh dikeluarkan oleh Komite Eksekutif dalam lingkup
kewenangannya;

semua pengeluaran lainnya yang sesuai dengan tujuan yang ingin dicapai oleh PSSI.
Pasal 75
Auditor Independen
Auditor independen yang ditunjuk oleh Kongres melakukan audit terhadap rekening
yang disetujui oleh Komite Keuangan sesuai dengan prinsip akuntansi dan
menyampaikan laporan atas hal tersebut kepada Kongres. Auditor tersebut ditunjuk
untuk masa 1 tahun. Mandat ini dapat diperpanjang.
Pasal 76
Iuran Keanggotaan
(1)
Iuran keanggotaan adalah wajib dibayarkan pada saat penerimaan anggota. Iuran
tahunan untuk anggota baru harus dibayarkan dalam waktu 30 (tiga puluh) hari
sejak penutupan Kongres yang mana anggota baru tersebut diterima.
(2)
Kongres akan menentukan nilai iuran tahunan setiap 2 (dua) tahun sekali
berdasarkan rekomendasi dari Komite Eksekutif. Iuran keanggotaan berlaku sama
untuk setiap anggota dan jumlahnya tidak lebih dari Rp. 10.000.000 (sepuluh juta
rupiah).
Pasal 77
Penyelesaian
PSSI dapat mengambil alih aset Anggota untuk melakukan penyelesaian kewajibannya
kepada PSSI.
Pasal 78
Levies
PSSI dapat memungut pembayaran pungutan (levy) kepada anggotanya atas setiap
pertandingan.

BAB XIII
KOMPETISI DAN HAK ATAS KOMPETISI DAN ACARA
Pasal 79
Kompetisi
(1)
PSSI menyelenggarakan dan mengoordinasikan kompetisi-kompetisi resmi

berikut di dalam wilayahnya:
a.
kompetisi profesional;
b.
kompetisi amatir;
c.
kompetisi kelompok usia;
d.
kejuaraan sepak bola wanita;
e.
kejuaraan futsal.
(3)
Komite Eksekutif dapat mendelegasikan kewenangan untuk menyelenggarakan

kompetisi kepada liga bawahan PSSI. Kompetisi yang diselenggarakan oleh liga
tidak boleh mengganggu kompetisi yang diselenggarakan oleh PSSI. Kompetisi
yang diselenggarakan oleh PSSI wajib diutamakan.
(4)
Komite Eksekutif dapat mengeluarkan peraturan khusus untuk tujuan ini.
Pasal 80
Lisensi Klub (Club Licensing)
Komite Eksekutif akan membuat peraturan mengenai sistem lisensi klub (club licensing)
yang mengatur mengenai keikutsertaan Klub dalam kompetisi PSSI.
Pasal 81
Hak
(1)
PSSI dan Anggotanya adalah pemilik asli hak yang berasal dari kompetisi dan
kegiatan lain yang ada berdasarkan yurisdiksinya masing-masing, tanpa ada
pembatasan mengenai isi, waktu, tempat dan hukum. Hak-hak ini mencakup, di
antaranya, tiap bentuk dari hak keuangan, rekaman audiovisual dan radio, hak
reproduksi dan penyiaran, hak multimedia, pemasaran dan promosi, hak
inkorporeal seperti lambang dan hak yang muncul dari hukum hak cipta.

(2)
Komite Eksekutif harus memutuskan bagaimana dan sejauh apa hak-hak tersebut
dapat dilaksanakan serta menyusun peraturan khusus untuk tujuan ini. Komite
Eksekutif harus memutuskan sendiri apakah hak-hak tersebut dilaksanakan secara
eksklusif, atau bersama-sama dengan pihak ketiga atau sepenuhnya dilaksanakan
melalui pihak ketiga.
Pasal 82
Otorisasi
PSSI dan Anggota-Anggotanya bertanggung jawab secara eksklusif dalam pemberian
izin distribusi gambar dan suara atau data lain yang memuat pertandingan atau aktivitas
sepak bola yang ada pada yurisdiksinya masing-masing, tanpa ada pembatasan terhadap
isi, waktu, tempat, dan aspek teknis dan hukum.
Pasal 83
Pertandingan dan kompetisi Internasional
(1)
Kewenangan untuk menyelenggarakan pertandingan dan kompetisi internasional

antara tim Asosiasi dan antara Liga dan/atau Klub hanya dimiliki oleh FIFA. Tidak
ada pertandingan atau kompetisi yang diadakan tanpa adanya izin terlebih dahulu
dari Eksekutif Komite FIFA. Sebagai tambahan, izin dari Konfederasi terkait
mungkin dibutuhkan sesuai dengan peraturan-peraturan FIFA.
(2)
PSSI tunduk pada jadwal pertandingan internasional yang disusun oleh FIFA.
Pasal 84
Kontak
PSSI tidak dapat melakukan pertandingan atau kontak olahraga dengan Asosiasi yang
bukan anggota FIFA atau dengan anggota sementara dari Konfederasi tanpa
persetujuan FIFA.
Pasal 85
Persetujuan
Klub, liga atau kelompok Klub lain yang terafiliasi dengan PSSI tidak dapat tergabung
dengan Asosiasi lain atau berpartisipasi dalam kompetisi pada wilayah Asosiasi lain
tanpa persetujuan dari PSSI dan Asosiasi lain dan FIFA, kecuali dalam keadaan luar
biasa.

BAB XIV
KETENTUAN PENUTUP
Pasal 86
Keadaan kahar
Komite Eksekutif memiliki kewenangan mutlak untuk memutuskan hal-hal yang tidak
diatur dalam Statuta ketika terjadi keadaan kahar.
Pasal 87
Pembubaran
(1)
Tiap keputusan sehubungan dengan pembubaran PSSI membutuhkan mayoritas

suara 2/3 (dua pertiga) dari semua anggota PSSI, yang harus diperoleh pada
Kongres yang secara spesifik diadakan untuk tujuan tersebut.
(2)
Jika PSSI dibubarkan, seluruh asetnya dialihkan kepada Mahkamah Agung

Republik Indonesia yang terletak pada wilayah kantor pusat PSSI. Mahkamah
Agung menguasai aset tersebut dengan trust sebagai bonus pater familiae
sebagai hingga PSSI kembali dibentuk. Kongres terakhir dapat memilih penerima
lain untuk aset dengan adanya suara mayoritas 2/3 (dua pertiga).
Pasal 88
Aturan Tambahan dan Peralihan
(1)
Hal yang tidak atau tidak cukup diatur dalam Statuta ini akan ditetapkan melalui
peraturan pelaksana PSSI.
(2)
Semua ketentuan yang ditetapkan sebelumnya dan bertentangan dengan Statuta

ini dinyatakan batal dan tidak berlaku.
Pasal 89
Pelaksanaan
Statuta ini disahkan melalui Kongres di Surabaya pada tanggal 26 Januari 2014, dan
mulai berlaku sejak 26 Februari 2014.

TATA TERTIB KONGRES

Pasal 1
Keikutsertaan dalam Kongres
1. Tiap Anggota dapat mengirimkan maksimal dua delegasi ke dalam Kongres, yang
kesemuanya dapat ambil bagian dalam debat.
2. Nama delegasi, termasuk yang memiliki hak suara, harus diberitahukan kepada
sekretariat jenderal sebelum pembukaan Kongres. Sekretaris jenderal memasukkan
delegasi yang ada dalam daftar (diberi nomor 1 atau 2). Delegasi dengan hak suara
dimasukkan sebagai nomor 1. Jika delegasi dengan hak suara meninggalkan Kongres
selama debat, delegasi yang dimasukkan sebagai nomor 2 pada daftar delegasi
Anggota menjadi memiliki hak suara.
3. Biaya perjalanan delegasi wajib ditanggung oleh Anggota yang mengirim. Namun,
biaya akomodasi mereka akan ditanggung oleh PSSI.
Pasal 2
Pimpinan
1. Ketua Umum menjadi pimpinan Kongres. Jika Ketua Umum tidak dapat menghadiri
Kongres, wakil Ketua Umum yang hadir dan memiliki usia paling tua akan mewakili
posisinya. Jika tidak ada wakil Ketua Umum yang hadir, Kongres akan memilih salah
satu anggota Komite Eksekutif sebagai pimpinan.
2. Ketua Umum wajib memastikan bahwa Kongres dilakukan dengan didasarkan pada
Tata Tertib ini, membuka dan menutup Kongres dan debat, dan, kecuali ditentukan
berbeda oleh Kongres, memberikan delegasi izin untuk berbicara dan melakukan
diskusi.
3. Pimpinan harus bertanggung jawab untuk menjaga ketertiban selama debat.
Pimpinan dapat mengambil tindakan berikut terhadap peserta Kongres yang
mengganggu debat:
a) perintah untuk tenang;
b) teguran;
c) pengeluaran dari satu sesi atau lebih.
4.
Jika banding dilakukan terhadap tindakan yang diambil oleh pimpinan, Kongres
wajib memutuskan hal ini segera tanpa debat.

Pasal 3
Petugas pemeriksa pemungutan suara
Pada awal dari sesi pertama, Kongres wajib menunjuk petugas pemeriksa pemungutan
suara secukupnya untuk menghitung suara dan untuk membantu Sekretaris Jenderal
dalam membagikan dan menghitung kertas suara yang dibagikan untuk pemilihan.
Komite Eksekutif dapat memutuskan untuk peralatan elektronik untuk menentukan
hasil pemilihan.
Pasal 4
Debat
1. Debat pada tiap hal dalam agenda wajib didahului dengan laporan singkat:
a) oleh pimpinan atau anggota Komite Eksekutif yang ditunjuk untuk tujuan ini;
b) oleh perwakilan komite yang ditunjuk oleh Komite Eksekutif untuk memberikan
laporan;
c) oleh delegasi dari Anggota yang meminta hal tersebut untuk dimasukkan dalam
agenda.
2. Pimpinan selanjutnya membuka debat.
Pasal 5
Pembicara
1. Izin untuk bicara diberikan berurutan sesuai dengan permintaan. Pembicara tidak
dapat mulai untuk berbicara hingga ia diberikan izin untuk bicara. Pembicara harus
bicara kepada Kongres di mimbar yang telah disediakan.
2. Pembicara tidak boleh berbicara untuk kedua kalinya pada hal yang sama hingga
seluruh delegasi lain yang meminta untuk bicara telah berbicara.
Pasal 6
Proposal
1. Semua proposal harus diajukan secara tertulis. Proposal yang tidak berhubungan
dengan topik yang didiskusikan tidak bisa disampaikan dalam debat.
2. Tiap perubahan harus dibuat secara tertulis dan diserahkan kepada pimpinan
sebelum dimasukkan dalam debat.

Pasal 7
Mosi prosedural dan penutupan debat
1. Jika mosi prosedural diajukan, diskusi mengenai pertanyaan utama harus ditunda
hingga pemungutan suara terhadap mosi dilakukan.
2. Jika mosi diajukan untuk menutup debat, maka mosi ini harus segera ditentukan
melalui pemungutan suara tanpa melalui debat. Jika mosi diterima, izin untuk bicara
hanya dapat diberikan kepada Anggota yang telah mengajukan permintaan sebelum
pemungutan suara dilakukan.
3. Pimpinan harus menutup diskusi kecuali Kongres memutuskan sebaliknya melalui
suara mayoritas sederhana pada pemungutan suara mengenai hal ini.
Pasal 8
Pemungutan Suara
1. Pemungutan suara secara anonim adalah dilarang.
2. Sebelum tiap pemungutan suara, pimpinan, atau orang yang ditunjuk olehnya, wajib
membacakan naskah proposal dengan lantang dan menjelaskan prosedur
pemungutan suara (kuorum) di Kongres. Jika keberatan diajukan, Kongres wajib
segera memutuskannya.
3. Pemungutan suara dapat dilakukan melalui absen jika dimintakan oleh setidaknya 15
Anggota yang hadir dan berhak untuk memilih.
4. Tidak ada seorang pun yang dipaksa untuk memilih.
5. Sebagai aturan, pemungutan suara diambil dengan mengangkat tangan (kartu
pilihan) atau dengan menggunakan peralatan elektronik.
6. Pemungutan suara terhadap tiap proposal dilakukan secara berurutan berdasarkan
urutan pengajuannya. Jika ada lebih dari dua proposal utama, pemungutan suaranya
dilakukan secara bergantian dan delegasi tidak dapat memilih lebih dari satu
proposal.
7. Pemungutan suara terhadap perubahan amandemen harus dilakukan sebelum
perubahan dapat diterima dan amandemen sebelum proposal utama.
8. Proposal yang tidak ditentang dalam pemungutan suara dianggap lolos.
9. Pimpinan wajib memeriksa hasil pemungutan suara dan mengumumkannya kepada
Kongres.

10. Tidak ada orang yang diizinkan untuk berbicara selama proses pemungutan suara
dan sampai hasil pemungutan suara telah diumumkan.
Pasal 9
Pemilihan
1. Pemilihan wajib dilakukan menggunakan kertas suara rahasia dengan kertas suara
atau dengan televoter, penghitung suara elektronik yang menjamin kerahasiaan
pemilihan. Pemilihan Ketua Umum dilarang untuk dilakukan melalui televoter.
Sekretaris Jenderal, dibantu oleh petugas pemeriksa pemungutan suara, harus
mendistribusikan dan menghitung kertas suara atau mendistribusikan dan
mengevaluasi televoter.
2. Jumlah kertas suara yang telah didistribusikan wajib diumumkan oleh ketua rapat
sebelum penghitungan.
3. Jika jumlah kertas suara yang dikembalikan sama atau kurang dari jumlah kertas
suara yang didistribusikan, pemilihan wajib dinyatakan sah. Jika jumlah yang
dikembalikan melebihi kertas suara yang didistribusikan, pemilihan wajib
dinyatakan batal dan tidak berlaku dan pemilihan lain wajib dilakukan seketika.
4. Mayoritas absolut wajib dihitung berdasarkan jumlah suara sah dari kertas suara
yang terkumpul. Kertas suara kosong atau pilihan yang tidak sah diabaikan. Jika dua
atau lebih suara diberikan untuk mendukung satu kandidat pada satu kertas suara,
hanya satu suara yang dinyatakan sah.
5. Ketua rapat wajib mengumumkan hasil dari tiap kertas suara.
6. Sekretaris Jenderal wajib meletakkan kertas suara yang telah dikumpulkan dan
dihitung ke dalam amplop yang ditujukan untuk tujuan ini dan segera menyegelnya.
Sekretariat jenderal wajib menyimpan amplop ini dan menghancurkannya 90 hari
setelah Musyawarah Provinsi dilaksanakan.
Pasal 10
Pelaksanaan
Tata Tertib Kongres ini disahkan melalui Kongres di Surabaya pada tanggal 17 Juni 2013
dan mulai berlaku sejak tanggal 17 Juni 2013.
