Judge Stephanie C. Davis was born in Atlanta, Georgia, the daughter of Dr. Albert M. and Mrs.. Myrtle
Davis. A graduate of Northside High School, she attended Stanford University where she was a manager
of the men's basketball team and pledged Delta Sigma Theta Sorority. In 1980, she earned a bachelor's
degree in Communication. Within months of her graduation, Judge Davis was in an automobile accident
and became a quadriplegic as the result of a spinal cord injury. The following year, she enrolled in the
Emory University School of Law and went on to eam a Doctor of Law degree in 1985.
Judge Davis' first job as an attorney was a clerkship for Judge Clarence Cooper, then a judge in Fulton
County Superior Court. It was during this period that she began to raise questions about wheelchair
access to county buildings, particularly the courthouse and the old county administration building. On

15-16-4.1. Actions in violation of oath without limiting the generality of the oath set out in Code
Section 15-16-4, it shall be a violation of a sheriffs oath of office for any sheriffto engage either
direstly or indirectly in a prir"Ae swurity, priv*e invesigation, bail bonding; or urnecker towiag
business in the county in which the sheriffhas jurisdiction. As used in this Code section,
"engaging indirectly" in such a business shall include the engagement in a prohibited business by
the spouse or an uremancipated child of a sheriff.

(a) Each of the States listed in the following table shall have jurisdiction over civil causes of
action between Indians or to which Indians are parties which arise in the areas of Indian country
Iisted opposite the name of the State to the same extent that such State has jurisdiction over other
civil causes of action, and those civil laws of such State &at are of general application to private
persons or private property shall have the same force and effect within such Indian country as
they have elsewhere within the State:

(b) Nothing in this section shall authorize the alienation, encumbrance, or taxation of any real or
personal property, including water rights, belonging to any Indian or any Indian tribe, band, or

conultunity that is held in trust by the United States or is subject to a restriction against alienation
imposed by the United States; or shall authorize regulation of the use of such property in a
manner inconsistent with any Federal treaty, agreement, or statute or with any regulation made
pursuant thereto; or shall confer jurisdiction upon the State to adjudicate, in probate proceedings
or otherwise, the ownership or right to possessior of such property or any interest therein.
(c) Any tribal ordinance or custom heretofore or hereafter adopted by an Indian ttibe, band, or
community in the exercise of any authority which it may possess shall, if not inconsistent with
any applicable civil law of the State, be given fullforce and effect in the determination of civil
causes of action pursuant to this section.
