Supportforeconomicreformandnationalreconciliation

JapanInternationalCooperationAgency(JICA)signedtheGrandAgreements(G/A)with
theMyanmargovernmentonMarch22withalargestevergrantaidamountof19.462
billionyen(for10projects).
ThesecooperationprojectsaimedtoimprovethelivingstandardsofMyanmarpeopleas
wellasthebasicinfrastructureinordertosustaintheeconomicgrowth,providesupportfor
theethnicminorityareas,andtherebysupportMyanmar'seffortstowardeconomicreform
andnationalreconciliation.
Theprojectsincludedinthegrantagreementareasfollows:
1.Supportfor"improvementoflivingstandards"and"infrastructureimprovementfor
sustainableeconomicgrowth"throughbilateralcooperation

SigningCeremony

(1)TheProjectforImprovementofMedicalEquipmentinHospitalsin
Mandalay(1.14billionyenmaximum)
(Backgroundandnecessityoftheproject)
MandalayandYangonhavetopreferralhospitalsinthenorthernandsouthernregionsofMyanmarrespectivelywhichareresponsiblefor
treatingseverepatientsthatotherhospitalsareunabletohandle.However,thegeneralhospitalsandspecialhospitalsinbothcitiesare
havingdifficultiessuchasinsufficienciesanddeteriorationsofmedicalfacilitiesandequipment,whichishamperingthequalityofmedical
services.Inaddition,Myanmar'sinfantmortalitiesandmaternalmortalityratearehigherthantheneighboringcountriestheinfantmortality
rateis70in1000births(2010)(averageofSoutheastAsiais26),theunder5mortalityratemale120,female102in1000births(2005)
(male41,female32inSoutheastAsia),thematernalmortalityratio380in100,000births(2005)(300inSoutheastAsia).
(Purposeandoutlineoftheproject)
ThepurposeoftheprojectistosupplythehospitalsinYangonandMandalayCitieswherehighmedicaltechnologiesarerequired(Yangon
CentralWomen'sHospital,YangonChildren'sHospital,MandalayGeneralHospital,MandalayCentralWomen'sHospital,Mandalay
Children'sHospital)withnecessarymedicalequipmentsuchasCTscanners,ultrasonicdiagnosticequipment,radiationdiagnostic
equipment,patientmonitors,incubators,surgicalinstruments,artificialrespirators,endoscopesandinspectioninstruments.Theprojectis
expectedtoenableprovisionofmedicalservicesthattopreferralhospitalsaresupposedtoprovide,especiallycontributingtoimprove
servicesofmotherandchildhealth.

(2)TheProjectforProvisionofRoadConstructionandMaintenanceEquipmentinKayinState(759millionyenmaximum)
(Backgroundandnecessityoftheproject)
InKayinState,thebattlebetweenMyanmar'snationalarmedforcesandtheKayinNationalUnion(KNU)endedandaceasefirewasagreed
uponinJanuary2012.Whiletheissueforfuturepeaceisreturnandresettlementofthelargenumbersofinternationalandinternaldisplaced
people,thelonglastingconflicthasdelayeddevelopmentofKayinState,whereroadmaintenance,thebasicinfrastructureforresidentsand
requirementfordevelopingprojectsinthestate,isinsufficient.ManyriversareflowinginKayinState,andfloodsintherainyseasonare
severelydamagingroadsandbridges,whichhavenotbeenrepairedormaintainedadequatelybecauseoftherecentsecuritysituation.Itis
makingthetransportationwiththeneighboringareasdifficult.
(Purposeandoutlineoftheproject)
Thepurposeoftheprojectistocontributetoeconomicdevelopmentandtopromotereturnandresettlementoftheinternationalandinternal
displacedpeopleinKayinStatebyprovidingconstructionequipmentforroadmaintenance.Theprojectisexpectedtoimprovelogistics,
activateindustriesinKayinState,improvelivingstandardsofthepeoplelivingalongtheroads,facilitatetransportationofreturneesaswell
asmaterialsformaintenanceofacceptingvillages,andpromotereturnofinternationalandinternaldisplacedpeopleandregional
development.

(3)TheProjectforEstablishmentofDisastrousWeatherMonitoringSystem(3.842billionyenmaximum)
(Backgroundandnecessityoftheproject)
Myanmarisdamagedbycycloneattacksalmosteveryyear,andfloodsandlandslidedisastersareoccurringfrequently.Especially,Cyclone
NargisinMay2008causedmorethan138,000deadandmissingpersonsandinflictedtremendousdamageonthesocialandeconomic
activitiesthroughoutthecountry.
Myanmar'sonlyweatherradarsystemisinKyaukpyuandis,alongtheBayofBengal,locatedatthemostimportantpositiontowatchfor
cyclone,butitstoppedoperationbecauseitbecametoooldforuse,andtheMyanmargovernmenthasnownodirectmeanstowatchfor
cyclone.Astheobservatoriesthroughoutthenationaremanuallymonitored,ittakeslongtocollectnecessarydata.Therefore,the
MeteorologicalBureauisunabletograsptheprecipitationdataintimeforprovidinganeffectiveforecastingandwarning.Whilethereare
concernsofnaturaldisasterscausedbyclimatechange,establishmentofanetworkofweathermonitoringcoveringmostofthecountry
includingtheBayofBengalisanurgentneedinordertotakeappropriatedisastermeasures.
(Purposeandoutlineoftheproject)
ThepurposeoftheprojectistoimproveMyanmar'sweathermonitoringcapacitytotakemeasuresagainstweatherdisasterssuchascyclone
andheavyrainbyinstallationoftheweatherradarsystemsinYangon,KyaukpyuandMandalayaswellasautomaticweatherstations(AWS)
at30locationsthroughoutthecountry.Theprojectisexpectedtomakeitpossibletogivewarningsmoreaccuratelyandpromptlyandbegin
timelydisastercountermeasuresandevacuationactivities,andtoreducedamageofweatherdisasterssuchascyclone.

(4)TheProjectforImprovementofNationwideAirportSafetyandSecurity(1.233billionyenmaximum)
(Backgroundandnecessityoftheproject)
ThedemandforairtransportationinMyanmarisincreasingrapidly.Itisexpectedthattheimportanceofairtransportationwillbecertainly

elevatedalongwitheconomicdevelopmentofthecountry.However,theairsafetyfacilitiesatairportsinMyanmarareinsufficienttoensure
safeoperationofaircraft.Improvementsarealsoneededforairportsecurityequipmentthatpreventsterrorismattacks.Atmanyofthelocal
airportsinMyanmar,aircraftoperationisbeingdonewithradionavigationsystemoflowprecision,otherwisebyvisualflight,whichmakesit
difficulttorespondtosuddenweatherchangesduringtheflight.Someofthelocalairportsarenotequippedwithsecurityequipmenttodetect
explosivesornosecurityequipmentisinstalled.
(Purposeandoutlineoftheproject)
ThepurposeoftheprojectistoimprovesafetyandsecurityequipmentofMyanmar'sinternationalandmajorairports(Yangon,Mandalay,
NyaungU,Heho,ThandweandDawei).TheequipmentincludesairnavigationequipmentsuchasVHFomnirangedistancemeasuring
equipment,airfieldlightingsystem,communicationcontrolunit,meteorologicalobservationsystem,flightproceduredesignsystem,airport
securityequipmentsuchasXrayinspectionequipment,explosivetracedetectorsaswellasairportfirefightingvehicles,inordertomeetthe
safetystandardsofICAO,andtherebycontributetoimprovementofsafetyofairtransportation.Theprojectisexpectedtoimprovesafetyand
reliabilityofairtransportationandenabletohandleincreaseofairtrafficbyestablishingeffectiveairroutes.

(5)TheProjectforRehabilitationofBaluchaungNo.2HydropowerPlant(6.669billionyenmaximum)
(Backgroundandnecessityoftheproject)
Myanmarischronicallysufferingfromelectricityshortagebecauseofdeteriorationofpowergenerationfacilities,shortageofthermalpower
fuel,outputlimitationofhydropowergenerationinthedryseason,etc.EvenintheurbanareaofYangonwherethedemandforelectricityis
thelargest,blackoutoccursfrequently,andmanycompaniesandfacilitiesaremanagingelectricityshortagebyprivatepowergeneration,
etc.Thedemandforelectricityisexpectedtoincreaseevenmoreinthefuturebecauseoftherecenteconomicgrowth,anditisanurgent
issuetoenhanceelectricitysupplyfacilitiesandsecurestablesupplyfromtheexistinghydropowerplantswhichaccountsfor74%of
electricitysources.
BaluchaungNo.2HydropowerPlanthasatotaloutputof168MW,anditspowergenerationaccountsforapproximately10%ofthenational
output.Itisconsideredasapowerplantofbaseloadpowersourcewhichisstablethroughouttheyearthankstotheabundantwater
resources.Theequipmentoftheplantisdeterioratingbecauseithasbeencontinuouslyoperatingsince1960whenitwasstarted,anditis
necessarytorepairandrenewtheequipmentassoonaspossibleinordertomaintainsafeandstableoperationandavoiddeteriorationof
electricityshortageinMyanmar.
(Purposeandoutlineoftheproject)
Thepurposeoftheprojectistorepairandrenewthepowergenerationfacilities,substationfacilitiesandwaterpressuresteelpipes,recover
theoriginalformsandfunctions,andtherebysecuresafeandstableelectricitysupplyofthepowerplant.Theprojectisexpectedtomaintain
thereliabilityandsafetyofthepowerplant,contributetosecuringbaseloadelectricitysupplyfromthehydropowerplant,andensurestable
andreliablesupplyofelectricity,whichisessentialforsocialandeconomicactivitiesintheurbanareaofYangonandtheareasurrounding
thepowerplant.

(6)TheProjectforUpgradingFerryboatinYangonCity(1.168billionyenmaximum)
(Backgroundandnecessityoftheproject)
TheferryrouteconnectingthecentralareaofYangonwithDalatDistrictcrossingYangonRiverisbeingusedbyanaverageofmorethan
32,000passengerseveryday,especiallyexceedingthecapacityduringthemorningandeveningrushhours.Theexistingferryboatsin
operationareprogressivelydecrepitwithdamagedhullsandfrequentinundation,eachofwhichmustbesenttodockfor3monthsinayear.
Itistoodangeroustofunctionaspublictransportation,anditisdifficulttooperatestably.AstherouteflowsrapidlynearYangonPortwhere
therearemanylargeboats,anaccidentcancauseextendeddamages.SincemanyoftheresidentsinDalatDistrictaregeneralworkersand
lowincomepersonswhouseferryboatfrequentlyaspublictransportation,itisanurgentissuetoupgradeferryboataspartofimprovement
ofmunicipaltransportationnetworkinYangonCity.
(Purposeandoutlineoftheproject)
Thepurposeoftheprojectistoimprovesafetybyreplacingtheexistingagedboatsby3newferriesforcrossingYangonRiverand
contributetoimprovementoftransportationinYangonCity.Theprojectisexpectedtoimprovethesafetyandcredibilityofrivertransportation
aswellasthelivingenvironmentofthecitizensofYangon.
2.Supportforethnicminorityareasthroughcollaborationwithinternationalorganizations

(1)TheProjectofFoodAidinEthnicMinorityAreas(collaborationwithWFP)(2billionyenmaximum)
(Backgroundandnecessityoftheproject)
Inethnicminorityareas,manypeopleliveinappallingconditions.Theyaresufferingfromfoodshortageandmalnutritionbecauseof
damagesofconflictsandnaturaldisastersaswellaspovertycausedbythetardinessofeconomicdevelopment.Basicinfrastructureisalso
laggingbehind.
(Purposeandoutlineoftheproject)
Thepurposeoftheprojectistoimprovethebasicinfrastructurethroughemergencyfoodaidandfoodforwork(distributingfoodin
considerationoflabor)incollaborationwithWorldFoodProgramme(WFP)inethnicminorityareas(RakhineState,ChinState,KachinState,
ChinState
chinState
ShanState,KayinState,MonState,etc.)andtherebyimprovethelivingstandardsoftherelevantresidentsandpromotedevelopmentofthe
community.Theprojectisexpectedtoimprovethenutritionalstatusofapproximatelyonemillionrelevantresidentsandimprovethebasic
infrastructurethroughparticipationofresidents,throughwhichthecommunityisexpectedtobemoreestablished.

(2)TheProgrammeforStrengtheningLocalGovernanceCapacity,LivelihoodsandSocialCohesioninEthnicMinority
Areas(collaborationwithUNDP)(1.3billionyenmaximum)
(Backgroundandnecessityoftheproject)
Inethnicminorityareas,inreactiontothereturnofinternationalandinternaldisplacedpeople,theissuesarehowtoestablishlivelihoodsof
residents,provideappropriatemunicipalservicesforresidents,implementdevelopmentprojectsatthelocallevel,processdifferentlegal
proceduresinreunitedcommunities,solveconflictsandprotectthevulnerablepeopleindoingso.
(Purposeandoutlineoftheproject)
Thepurposeoftheprojectistoimprovethegovernancecapacityoflocalgovernmentsthroughtrainings,workshops,etc.forimproving
administrativeservicesforresidentsandimplementingeffectivelocaldevelopmentprojects,providesupportforlivingstandardsoflocal
residents,andconductenlighteningactivitiesinordertoimproveknowledgeandunderstandingofresidentsconcerninglegalprocedures
andrightsforsocialunificationofthecommunityincollaborationwithUnitedNationsDevelopmentProgemme(UNDP)inRakhineState,
KachinState,KayahState,KayinState,ShanStateandChinState.Theprojectisexpectedtoimprovethelocalgovernancecapacityinthe
chinState
ChinState
relevantareas,improvethelivingstandardsofapproximately215,000residentsintheareas,protectdifferentrightsofresidents
appropriately,andreinforcethecommunitywhichhasbeenreunitedbyreturningrefugeesanddisplacedpeople.

InKachinStateandShanState,therearemanycasesofinternaldisplacedpeople,andthebasicinfrastructuresuchashouses,roadsand
chinState
publicfacilitieswasdevastatedbyconflicts,whichresultedinpoorsurroundings.ChinStateisthemostdifficulttoprovidesupportfromthe
ChinState
governmentandtheinternationalsocietybecauseofthedifficultiesintransportationaccess.Thepovertyrateofthestateisthehighestin
Myanmar,andimprovementofbasicinfrastructureislaggingwoefullybehind.
(Purposeandoutlineoftheproject)
Thepurposeoftheprojectistorehabilitatethecommunityinfrastructuresuchasbridgesandroadsandimplementprojectstoimprovewater
andhygienesituationsthroughestablishmentofriverwatersupplysystemsandrainwatercollectiontankswithparticipationofresidentsin
the3statesincollaborationwithUnitedNationsHumanSettlementsProgramme(UNHABITAT).Theprojectisexpectedtoimprovethe
communityinfrastructureintherelevantareas,rehabilitateandimprovethelivingstandardsofapproximately50,000households(250,000
residents)andenhancetheunificationofthecommunitybyimplementingparticipatoryprograms.

(4)TheProgrammeforAssistancetoDisplacedPersonsinEthnicMinorityAreas(collaborationwithUNHCR)(651million
yen)
(Backgroundandnecessityoftheproject)
ManynewcasesofinternallydisplacedpeoplearereportedinRakhineStateandKachinState.Alsoinotherareas,therestillexistmany
chinState
displacedandstatelesspeopleneartheborder.Inordertoimprovethehumanrightssituationandlivingenvironmentofthedisplacedand
statelesspeople,appropriateprotectionandfurtherhumanitarianaidarerequired.
(Purposeandoutlineoftheproject)
Thepurposeoftheprojectistoprovidesupportforidentificationandregistrationofinternallydisplacedandstatelesspeople,supplyofdaily
necessities,andservicesofeducationandhealthcareinRakhineState,KachinState,KayinState,KayahState,MonState,ShanState,and
chinState
TanintharyiRegioninaccordancethelocalneedsincollaborationwithUnitedNationsHighCommissionerforRefugees(UNHCR).The
projectisexpectedtoimprovethehumanrightssituationandthelivingenvironmentofapproximately430,000residentsandsecuretheir
physicalsafetyinanemergency.EspeciallyinRakhineState,itisexpecttoleadtoimprovementofthelivingstandardsandpeaceful
coexistenceinthefuturebyprovidingsupporttotheRakhaineandtheBengaleseinagoodbalance.
