The State shall, by law, undertake an agrarian reform program founded on the right of farmers and regular farmworkers who are landless, to own directly or collectively the lands they till or, in the case of other farmworkers, to receive a just share of the fruits thereof. CARP is an agrarian reform law of the Philippines whose legal basis is the Republic Act No. 6657, otherwise known as the Comprehensive Agrarian Reform Law (CARL). Passed on June 10, 1988.

CARPER Comprehensive Agrarian Reform Program Extension with Reforms
Signed on August 7, 2009 by GMA. Main Goals - Completion of land distribution by June 30, 2014 - Program should get Php 50 billion / 5 years or 30 billion per year for LAD. Issues - Erroneous technical description in the land titles. - Destroyed titles due to calamities. - The legal process guaranteeing the landowners right to due process. Achievements of CARPER - As of December 31 2013, the government has acquired and distributed 6.9 million hectares of land, equivalent to 88% of the total land subject to CARP. Expiration of CARPER - June 30, 2014 SECTION 5. Section 7 of Republic Act No. 6657, as amended, is hereby further amended to read as follows: "SEC. 7. Priorities. The DAR, in coordination with the Presidential Agrarian Reform Council (PARC) shall plan and program the final acquisition and distribution of all remaining unacquired and undistributed agricultural lands from the effectivity of this Act until June 30, 2014. SECTION 30. Resolution of Cases. Any case and/or proceeding involving the implementation of the provisions of Republic Act No. 6657, as amended, which may remain pending on June 30, 2014 shall be allowed to proceed to its finality and be executed even beyond such date.
