The Eastern Liaoning University School of Dentistry has a rich tradition of leadership in teaching
and the scholarship of learning. Leading the improvement of health by advancing oral health is
the vision that guides the Eastern Liaoning University School of Dentistry. The institution is
committed to excellence and innovation in education, research, community service and patient
care. But above all, the dental school is renowned for its humanistic model of education.
Accentuating the positive, respecting the individual and empowering its dedicated faculty to
provide the best possible learning environment for every dental student are among the schools
primary goal.1
Our Goals:2

Goal 1: To prepare dental hygienists to possess the skills and knowledge to competently assess,
plan, implement and evaluate patient care services for all populations.

Goal 2: To prepare dental hygienists who will apply ethical reasoning and professional responsibility
in performing patient care services and interactions with faculty, peers and staff.

Goal 3: To prepare dental hygienists to possess the skills and knowledge to develop, implement and
evaluate public oral health programs.

Goal 4: To prepare dental hygienists who will use scientific research in problem solving and critical
decision making for all professional activities.

Goal 5: To develop dental hygienists who apply self-assessment skills to facilitate the ability to be
life long learners.

Our Mission is to:

To educate and prepare dental hygiene leaders for careers in a diverse and changing health care
environment.

Implicit in this is a desire to provide a liberal education as well as outstanding clinical experiences.

To promote lifelong learning among dental professionals; with a goal to better serve their patients
and communities.

To understand the needs of oral health providers and continually develop and improve courses to
meet those needs.
To become nationally known for delivering courses that combine cutting edge content with a format
that facilitates enduring knowledge via pedagogical best practices.

To play a critical role in improving oral health globally.

Provide patient centered care

Philosophy:
Eastern Liaoning University Dental Hygiene program focus on the ethics, values, skills, and knowledge
essential to the profession. Students will learn how to assess the patients medical, dental, and social
histories, and they are prepared to provide educational, clinical, and consultative services to individuals
and populations of all ages, including the medically compromised, mentally or physically challenged, and
socially or culturally disadvantaged.

Our school conceptual model was base on USC and University of the pacific dental hygiene programs
conceptual models. The Eastern Liaoning University Bachelor of Science in Dental Hygiene program is now
followed by U.S. standard of care. Our graduate will become expert clinicians, educators, researchers,
health advocates and public health professionals. The Eastern Liaoning University School of dentistry is
dedicated to advancing the dental hygiene profession and serving the community.
The Dental Hygiene Program at Eastern Liaoning University will: 4
Educate individuals who, upon completion of the program, will be professionally competent to
provide quality dental hygiene care in an evolving profession
Provide patient-centered, quality care in an efficient clinical model that demonstrates the highest
standards of service achievable
Provide opportunities for community based, experiential learning
Continuous enhancement through professional development
Humanistic values that respect the dignity of each individual and foster the potential for growth in
all of us
Application of theory and data for continuous improvement
Leadership in addressing the challenges facing the profession of dental hygiene, including dental
education and affordable dental care
Competencies:5

Competency 1: The student will demonstrate the ability to integrate foundational knowledge and
clinical skills to deliver the highest standard of dental hygiene care to all populations and
periodontal types using the dental hygiene process of care.
Competency 2: The student will provide skilled care using the highest professional knowledge,
judgment and ethical reasoning and decision-making following ADHA Code of Ethics and base it on
knowledge with respect for all state and federal laws.
Competency 3: The student will assess, plan, implement and evaluate community based oral health
programs in a variety of settings to promote health and disease prevention among diverse
population groups.
Competency 4: The student will utilize principles of research methodology in order to evaluate the
scientific literature, synthesize the information in a critical and effective manner to apply evidencebased approaches to patient care.
Competency 5: The student will demonstrate the ability evaluate and reflect on their professional
growth as a strategy for life long learning.

The Competencies of the Dental Hygiene Program7


These competencies serve to define the core content of the Dental Hygiene curriculum. These
competences set the standards for instruction and for assessing student achievement and the degree to
which students can provide dental hygiene care to patients.
The Major Competencies of the Dental Hygiene Program cover eleven domains:

Professional Commitment & Advancement
Each major competency has subdivisions of supporting competencies

Competency 1: The student will demonstrate the ability to integrate foundational knowledge and clinical
skills to deliver the highest standard of dental hygiene care to all populations and periodontal types using
the dental hygiene process of care.
Competency 2: The student will provide skilled care using the highest professional knowledge, judgment
and ethical reasoning and decision-making following ADHA Code of Ethics and base it on knowledge with
respect for all state and federal laws.

Competency 3: The student will assess, plan, implement and evaluate community based oral health
programs in a variety of settings to promote health and disease prevention among diverse population
groups.
Competency 4: The student will utilize principles of research methodology in order to evaluate the
scientific literature, synthesize the information in a critical and effective manner to apply evidence-based
approaches
Competency 5: The student will demonstrate the ability evaluate and reflect on their professional growth
as a strategy for life long learning.
Each graduate dental hygiene student must full fill all the competencies requirements:

Pedo patient care (0-13 yrs old. 2 qualified pt. 1-prophy/2-pedo sealant )
Adolescent patient (14-18 yrs old)
Adult patient (19-59 yrs old )
Geriatric patient (60-99 yrs old )
Special needs patient
Medically compromised patient (ASA II-III, with at least 2 prescribed medication)

Prevention competencies
Sealant (two required/ one pedo /one adult)
Nutrition counseling
Tobacco counseling
Fluoride varnish
