Abstract

_______________________________________________________
SWA Group proposes to combine their individual corporate experience and
capabilities to provide a solution to the harmful impacts the Trinity River currently
faces. We are committed to make a positive impact in both our community and our
ecosystem. Currently, the river is infested with harmful chemicals and floating trash.
The river is an essential part of our drinking water, it supplies one third of our total
drinking water in North Texas so it is imperative that we gather efforts to keep it clean.
The river is also home to numerous wildlife species that have been negatively
impacted by the current state of the water. We plan to form a partnership with SWS
Environmental Services and together change the current state of the water flowing
through the river.
Our main focus is to raise public awareness regarding the current status of our
drinking water and bringing efforts to clean the river. This positive impact benefits the
population as well as the ecosystem. To capitalize on this, we propose on developing
the area after the cleaning process into a mix-use area that will not only promote to
keep the river clean but it will also generate revenue and tourism to the Dallas area.
This will strengthen the local economy and help raise living standards for people
seeking entry-level work.

SECTIONI
CurrentEcologicalStateandRejuvenationoftheTrinityRiverCorridor

Ecological Issues- The Trinity River faces serious ecological issues from pollution.
Currently, the pollution makes the Trinity an undesirable resource for the Dallas
municipality. It s is crucial that the river be cleaned up to revitalize the ecology of the
natural feature and restore it to its former state. These facts simply cannot be ignored.
There is a definite problem and we must work to find a solution before the ecology of
the Trinity River is damaged beyond repair.
The Trinity River is in the top third of most polluted waters in the state of Texas.
657 pounds of toxic industrial waste are being dumped into the river from
surrounding businesses.
It is ranked as the 51st out of 161 Texas waters that received direct discharges
of industrial waste.
The large majority of waste is from sewage treatment facilities and urban runoff.
Campaign to gain Awareness-The city should implement a community outreach
campaign to raise awareness of this issue. Greater exposure of the problems faced by
the Trinity River will drive momentum to activities aimed at revitalizing the purity of the
waters. Additionally, this campaign will double as an opportunity promote the
construction of a mixed use riverfront development area that would include shopping,
dining, living, hotels, and walking/bicycle trails along the banks of the river. This can
be achieved by partnering with nature preservation groups, sustainability companies,
and corporate sponsorships in order to tab into a larger audience base and generate
funding. The City of Dallas can hold information sessions where the community can
engage with the project learn about what it all entails and ask any questions or
express any concerns they may have with the project. The City of Dallas should
promote this cause through their social media platforms to capture the attention of the
growing young professional population.

Case Study: San Antonio- One of Texas largest tourist attractions is the San Antonio
River Walk. It was initially created to control flooding in the 1930s, and since then it
SWA GROUP: RIVERSIDE PROPOSAL 2016 5

has become the beating heart of the local economy driving billions of dollars of
revenue through the city on an annual basis. The River Walk hosts a multitude of
restaurants, retail outlets, entertainment venues, museums, historical sites, and hotels
along the 2,020 acres of public land the area encompasses. That makes the area
larger than New Yorks Central Park and San Franciscos Golden Gate Park.
The River Walk attracts 11.5 visitors annually; 2.2 million of these visitors are
residents of the city.
2.4 Billion dollars are spent here per year supporting more that 31,000 jobs.
The table below displays the positive economic impact on San Antonios local
economy due to the River Walk for 2014. As you can see, there is apparent economic
benefit from the River Walk

A vast majority of the tourism to the area is actually Texas natives. Making up 64% of
the annual visitors, one can see how such a feature can draw visitors from the
surrounding areas and benefit socially and economically from the feature.

SWA GROUP: RIVERSIDE PROPOSAL 2016 6

Benefits of a Trinity River Walk- A mixed use Trinity River Walk would have a
significant positive impact on the community, local economy, tourism, and image of the
City of Dallas.
Community- A new cornerstone of Dallas culture would be created. The
community would have a new place to try new foods, catch some live music,
bring visitors, go shopping, ride their bikes, etc.
Local Economy-The river walk would be a new platform for local businesses to
take up shop, music venues to be created, hotels to be created above the retail
areas. Hundreds, even thousands of jobs would also be created. These things
will boost and strengthen the local economy dramatically.
Tourism-A new attraction is created with this project bringing in people from
surrounding locales. Additionally national and international visitors will be
excited to check out the new feature of the City of Dallas.
City Image- Combined with the new Margaret Hunt Hill Bridge and Reunion
Tower, Dallas will have a new and improved national image to promote and
brand themselves with.

San Antonio River Walk: San Antonio, Texas
Landscape The San Antonio River Walk is a walkway designed and built along the
banks of the San Antonio River. There are many buildings surrounding the river, which
include: restaurants, shops, businesses, entertainment venues, museums, and
recreation areas. The environment of the River Walk is beautiful, filled with many
beautiful native trees around and the water is clean and clear.

SWA GROUP: RIVERSIDE PROPOSAL 2016 7

Dining San Antonios local dishes derive from the influence of European and Mexican
cuisines. There are a wide variety of restaurants located around the San Antonio
River, giving visitors a vast amount of choices when it comes to dining out.

Nightlife When people visit the River Walk, they are able to enjoy the colorful
nightlife, experience flavors of unique cocktails and rare wines. Hotels are also
present near the area so people who arent from the area can stay nearby without the
need to drive.
Shopping A shopping mall built around the river gives visitors an opportunity to enjoy
a whole day of shopping while being around nice scenery. A number of shops sell
locally designed clothing and jewelry that help enrich San Antonios rich culture and
promote local economy growth.
Entertainment Families are able to enjoy a movie in the majestic theatre that offers
newly released films. In addition, boat rides are offered that run along the entire river,
or you can simply take a nice bike ride along the paved walkways. There are also
museums and concert venues within walking distance.
The Majestic Theatre and Charline McCombs Theatre are San Antonios
premier performing arts facilities featuring Broadway shows, concerts,
comedians and other live events.
Holiday Events The River Walk hosts numerous holiday events throughout the year
attracting thousands of people. It offers a safe and friendly place for people to enjoy
their leisure time. One example is the Bud Light Halloween Fest; an event filled with
SWA GROUP: RIVERSIDE PROPOSAL 2016 8

music, costume contests and topped with an annual parade. Besides the Halloween
event, there have many others events that bring numerous people and families
together to celebrate.

The Impact on Local Economy

According to research, The results of the analysis indicate that the River Walk
attracted about 9.3 million non-resident visitors whose main reason for coming to the
area was to visit the River Walk over the twelve-month time span.
The rapid growth and popularity of this project has generated an increase in tourism
and the attraction of local residents as well. The local economy has also greatly
benefited with the addition of restaurants, shops, hotels, and local entertainment.

SECTION III
Proposed Dumping and Polluting Law Reform and Regulations

Industrial Toxic Pollution Current Texas and local laws must be revised to include
lesser amounts of pollutants to be dumped into fresh water sources. Furthermore,
illegal dumping by landfills and city run off must be drastically reduced to help maintain
a clean ecosystem.
General Population Pollution - The city Dallas should formulate a plan to enter a
"partnership" program with surrounding towns and cities in the watershed, to help
them develop community-planning standards and help reduce pollution of the river, as
well as the lakes that are fed by it.
In 2010, a study conducted by Environment Texas ranked the Trinity River as
the third most polluted river in Texas.
General Funding Partial cost for dumping regulation reforms should be funded by
water and sewage charges paid by city residents; the remaining cost will be covered
by tax and penalty fees placed on local industrial companies that currently dump
waste into the river.

SWA GROUP: RIVERSIDE PROPOSAL 2016 9

River Cleaning Process Organize a series of fund-raising events in efforts to raise

public awareness of the pollution problem and the damages it is causing to our local
water supply. Funds raised will be used to clean the river of solid trash, waste and
toxic chemicals found in the water. Waste will be divided into waste and recyclable
items and be disposed of properly.

Proposed Flood Control Methods and Structures

________________________________________________________________________
Floods caused by heavy rainfall, severe winds over water, and other natural
occurrences must be controlled by infrastructures built to maintain water levels.
Current levee systems help maintain floods but are not able to control the rivers water
flow speeds. Building a hydroelectric dam will serve as a flow control structure and
strengthen the current system in place, while remaining a self-sustainable structure
generation its own electricity.

Dam Construction Construction will begin by first de-watering the section of the river
where dam will be built. This is achieved by diverting the river through a tunnel. The
tunnel is built through one side of the valley around the planned construction area. A
series of holes are drilled in the rock. Diversion tunnels will be lined with concrete and
a cofferdam will be temporarily be set in place to retain the water.
Cofferdam: a temporary dam build of landmass to retain water while main dam is
under construction. Mainly composed of earthen.

Community Outreach/Tourist Attractions/Power Saving/Strengthening
________________________________________________________________
The Birth of Dallas - Historically, without the Trinity River there wouldnt be a Dallas,
Texas. The once thriving river caught the attention of explorer John Neely Bryan, who
established a trading post on the bank, thus the inception of Dallas.
Reviving History - We would be bringing back the historical aspects to the city of
Dallas, in order to educate the locals and the children of Dallas as well as citizens
from other Texas cities, states and countries, seeing as Dallas has transformed into
the colossal international hub it is today.
Community Unity -Creating a new, popular place for locals and tourists to come enjoy
is at the top of our list as soon as the Trinity River dam and generator process is
completed. This would include admission fees for dam tours, restaurants, venues for
live music, bars, retail shops, etc. These grounds will be called Riverside and will
create a new fun place for the masses to gather during their trips to downtown Dallas.
Revenue and Jobs - The Trinity will offer hundreds of new jobs to local citizens as well
as being a new source of revenue for the city of Dallas. Event and restaurant staff as
well as retail shop employees will make up the majority of the newly employed

personnel. Entry-level employees and those with limited job skills due to lack of
education and other extenuating circumstances will have priority in the hiring process
in order to give back to those in the community who would otherwise struggle in
finding work. This will help lower the local homeless rate, one of the main priorities of
creating the Trinity Riverside project.
Self-sustaining Clean Energy - The Trinity River project would also utilize natural
resources to assist in powering the downtown area of Dallas. This would mean the city
would not be paying nearly as much on monthly energy costs. With everything that will
come out of revamping the Trinity River, this project will ultimately be beneficial for all.
